1.1. On-going initiatives in the state and ULB
Ajmer Nagar Nigam and other Government agencies are already executing several schemes as discussed
below:
1.1.1. Smart Raj Project
It is a state wide initiative by the government of Rajasthan to improve the service delivery mechanism,
enhance transparency in governance and provide better information management for all the ULBs in
Rajasthan. Under the project, state level dedicated call centres are established at Jaipur for effective
public redressal. This project will facilitate all major services like tax collections, building permissions,
licenses, birth & death registrations, payments, auctions, vehicle tracking etc. GIS based property level
mapping of all towns is also being done under this project. This project is expected to be completed by
March 2018, the total contract period is for 5 years which will include 3 years for implementation and 2
years for O&M. The total of 187 ULBs shall be commissioned in the following three phases; phase I of 18
months- development of software and commissioning of 7 ULBs of category A and 25 of category B,
Phase II of 9 months- commissioning of 43 ULBs of category C and Phase III of 9 months- commissioning
of 112 ULBs of category D.
The project will provide a single integrated view of all ULBs in the state, single window services to
citizens, creation of web portals for access to ULBs information and services, training the government
staff to run operations and manage assets independently, operation & maintenance of application and
handholding for a period of 2 years with a provision for further extension, transparency and
accountability in ULB functioning, quick redressal of grievances.

1.1.2. Swachh Bharat Mission
Swachh Bharat Mission is a nation wide initiative launched for promoting sanitation. The objective of the
mission is to make the cities open defecation free and prepare integrated solid waste management
plans in all cities by 2019. Ajmer Municipal Corporation has launched door to door collection of waste
with the help of safai karamcharis in different wards. Though the collection of waste is done smoothly in
most parts of the city, there is no treatment/ waste processing facility in the city. Recently AMC has
floated tenders (for the financial year 2016-17) inviting bids for design, construction, operation and
maintenance of processing and engineered sanitary landfill site for Ajmer as per the guidelines of
Swatch Bharat Mission, GoI for implementation of Municipal Solid Waste (Management & Handling)
Rules 2000. The bids for this purpose have been received and opened on 5th May 2016.
Community toilets 50 in number have been constructed and operational in Ajmer at different locations.
Besides this, AMC is now undertaking the repair works of community toilets in ward no 20 having 8
seats, ward no 18 having 10 seats, ward no 21, having 9 seats, ward no 18 having 10 seats, ward no 20
having 8 seats, ward no 35 having 12 seats, ward no 13 having 12 seats, ward no 15 having 7 seats, ward
no 12 having 6 seats, ward no 2 having 5 seats, ward no 43 having 10 seats, ward no 6 having 8+5 seats,
ward no 11 having 6 seats.
This initiative has also been very successful in the state as a whole where 260701 applications for
individual toilets have been uploaded out of which 1,75,939 have been verified. A total of 190 public/
community toilets with 1900 seats have been completed. Besides this, door to door collection of waste
has been started in 2010 wards in 117 ULBs.
1.1.3. Energy Efficient Street Lighting Project
Rajasthan is the first state in the country to have up the energy efficient street lighting project for the
entire state. It has signed a MoU with EESL for the replacement of all existing conventional street lights
to LED lighting for enhancing illumination on the streets. The total cost of the project is Rs. 1500 Cr
where no upfront cost has to be given by state or ULB. EESL would be paid in a time of 7 years and the
O&M cost would be met thorugh energy savings on electricity bills. A total of 15 Lack points have been
replaced in the state, out of which 2.5 Lakh points in 14 towns have been replaced and the remaining
are in progress. The project is expected to be completed by March 2017. 100% conversion into LED
lights has been done in Ajmer.
1.1.4. Under Pilgrimage Rejuvenation and Spirituality Augmentation Drive (PRASAD)
The Ministry of Tourism has launched National Mission on Pilgrimage Rejuvenation and Spiritual
Augmentation Drive (PRASAD) to beautify and improve the amenities and infrastructure at pilgrimage
centres. A Mission Directorate has been established to implement the PRASAD scheme in 12 cities
namely Ajmer, Amrisar, Amravati, Dwarka, Gaya, Kedarnath, Kamakhaya, kanchipuram, Mathura, Puri,
Varanasi and Velankanni. The following components are being undertaken in Ajmer.

1.1.5. HRIDAY
National Heritage City Development and Augmentation Yojna (HRIDAY) has been launched by the
Government of India with a focus on holistic development of heritage cities. The scheme aims to
preserve and revitalise the heritage cities to reflect the city’s unique character by encouraging
aesthetically appealing, accessible, informative and secure environment. Ajmer is one of the cities out of
the 12 cities being developed under this mission. The following projects are being taken up under
HRIDAY in Ajmer.
1. Solid Waste Management: Installation of waste bins in commercial stretch, residential
neighbourhood, in the stretch from Delhi gate to Soniji ki nasiya
2. Storm Water Drainage: Drains in residential areas to be covered and existing drains to be
repaired whenever broken
3. Lighting: Street Lighting installation
4. Community & Public Toilets: Restoration/ extension of existing toilet and rehabilitation of on
street urinals

1.1.6. Under AMRUT
Atal Mission for Rejuvenation & Urban Transformation is an initiative of Government of India to provide
basic services to the households and build amenities in cities which will improve the quality of life for all.
A total of 500 cities have been selected under tis mission across the country, out of which 29 cities are
from the state of Rajasthan. The thurst areas of this mission are water supply, sewerage facilities and
septage management, storm drains to reduce flooding, pedestrianization, provision of parking areas &
transport facilities, creating and up grading green areas and open spaces etc in the city. Ajmer is one of
the 29 cities selected in Rajasthan to be developed under AMRUT Mission. The following projects are
being developed in Ajmer under AMRUT.

Currently the detailed project reports are being prepared for the sewerage project in Ajmer and a
drainage project for Escape Channel at Anasagar Lake.
1.1.7. IPDS
The Integrated power development scheme has been launched by Ministry of Power, Government of
India with the objectives of the following
Strengthening of sub transmission and distribution networks in the urban areas
Metering of distribution transformers/ feeders/ consumers in the urban areas
IT enablement of distribution sector and strengthening of distribution network for the completion of
targets laid down under restructured accelerated power development and reform programme for
12th and 13th plans by carrying forward the approved outlay to IPDS
Provisioning of solar panels on government buildings
The scheme will help in the reduction of T&C losses, establishment of IT enabled energy accounting/
auditing system improvement in billed energy based on metered consumption and improvement in
collection efficiency. The estimated costs of the scheme with the componens of strengthening of sub-
transmission and distribution networks, including metering of consumers in the urban areas are Rs.
32612 Cr which includes requirement of budgetary support from Government of India of Rs 25,354 Cr
over the entire implementation period.
In the state of Rajasthan, employee trainings and workshops have been conducted for Revennue
management and loss reduction, GIS applications, Metering technology and AMR application and GIS
Applications. Government of Rajsathan has selected 35 project areas covering 185 towns with an
approved project cost of Rs. 1303.22 Cr and Rs. 781.93 Cr as a grant from Government of India. Ajmer is
one of the cities where 20 roads have been selected under this scheme for underground cabling of 20
stretches of roads.
1.1.8. Housing for All
Housing for All is the scheme launched by government of India for providing housing facility to all. Under
this scheme, the government has identified 305 cities in 9 states for beginning construction of houses
for urban poor. Government of Rajasthan has identified 40 towns under this scheme namely Ajmer,
Alwar, Balotra, Banswara, Baran, Beawar, Bharatpur, Bhilwara, Bhiwadi, Bikaner, Bundi, Chaksu,
Chittorgarh, Chur, Dhaulpur, Falna, Ganganagar, Gangapur, Hanumangarh, Hindaun, Jaipur, Jhalawar,
Junjhunu, Jodhpur, Kishangarh, Kota, Makrana, Nagaur, Nathdwara, Pali, Pratapgarh, Pushkar,
Rajsamund, Sardarshahar, Sawai Madhopur, Sikar, Sujangarh, Tonk, Udaipur and Vijainagar.
Till now the state has received Rs. 39 Cr from GoI which includes 9 towns having 13 projects (6544 EWS
houses). 57000 houses have been constructed under RAY/ IHSDP/ BSUP out of which 40000 have been
allotted. The remaining 17000 would be allotted within the next three months.
1.1.9. Municipalika 2015
Ajmer Municipal Corporation also participated in the Municipalika organized in the state. The objective
of the event was to provide exposure to best practices in Urban Governance in India and abroad. The
event was attended by more than 1600 national/ international delegates and 700 delegates from the
state.
Besides the above Rajasthan is one of the first states to launch Rajasthan Urban Sector Internship
Program where students from premier institutes are allowed to work as interns to work in the ULBs to
understand the functioning of ULBs.
1.2. Smart Solutions: implemented, ongoing and planned actions
Ajmer Municipal Corporation is undertaking several projects and initiatives as Smart office project. The
details of such projects are discussed below.
1. Installation of Solar Panels under Roof Top Power Generation Scheme
Ajmer Nagam Nigam has taken an initiative of installing solar panel of 30 KW solar grids on the roof top
of Nagar Nigam building. The total project cost is Rs. 23, 84,700 out of which Ajmer Municipal
Corporation would pay Rs. 16,64,700 in two instalments. The first instalment of A MC would be 90%
which has to be paid along with the work order
and the remaining instalment would be made
after submission of an equivalent amount of
bank guarantee which would be valid for a
period of 6 months. Besides the portion of AMC,
the remaining amount of Rs. 7.20 Lakh is a
subsidy from RREC @Rs. 24/wp which will be
paid by RRECL to REIL directly.
With this initiative Ajmer Nagar Nigam is
contributing in making the optimum utilization
of solar energy free from carbon emissions, thus helping in saving the environment.

As a result of installation of solar panels, 70-80% of AMCs building energy is catered by the solar panels,
the production of energy continues throughout the day and there is no requirement of the energy after
sunset. Excess power generated during holidays and weekends will be supplied to the city power grid.
The solar PV panels also reduce heat gain into the building, which is minimized by the solar panels
covering 70-80% of roof area.

2. Replacement of Conventional Streetlights with LED bulbs & Display Boards: A total of 32,000
conventional street lights have been replaced under the scheme of central and state government. The
installation of LED lights has been done by Energy Efficiency Services Limited (EESL). The O&M of the
project will be under EESL for 7 years.
Ajmer is involved in energy saving since 2008 after installation of CFL bulbs; now the city will be able to
save more than 50% of the energy after installation of LED lights. This project is being implemented with
the help of state government after signing a MoU with EESL.
Digital billboards are being used to create awareness amongst the citizens. The billboards showcase
government flagship schemes, important laws and achievement of the city. All the information under
public interest by Nagar Nigam Ajmer, central and state governments are displayed through the LED
board.
3. Ajmer 311 & Smart City 311 Mobile Applications: This application has been launched for the citizens,
councilors and anyone else for filing their complaints by clicking and uploading the picture of the
problems related to civic amenities faced by them. Online grievances can be addressed under the
subheads; street lights, sanitation, road potholes, public works, and stray animals. Under this
application, the citizens will be able to upload complaints through their mobile phones along with the
picture of the location which will be directed to the section dealing with that area. If however it is not
resolved within 24hours, it will go to the Commissioner, who shall ensure its resolution. In case it is
redressed within the stipulated time, an SMS-based message will be resent to the complainant about
the status of his complaint.
Smart city 311 mobile application has been launched for the employees of Nagar Nigam which includes
modules like field officers inspection module, GPS based attendance module, GPS road checking module
and project monitoring module.

4. Rain water harvesting: Ajmer witnesses sufficient rains, yet there is no sufficient water, for a variety
of reasons, including the fact that the non-monetized value of water is still under-appreciated.
Consequently, rainwater is not conserved but allowed to drain away; and water is usually not available
during the most needed circumstances, while groundwater is over-exploited. To utilize every drop of
water, Ajmer Municipal Corporation has developed a rain water harvesting system in its Municipal
Building. The estimated cost for rain water harvesting system is about Rs. 92.59 Lakhs.

5. Sewage Treatment Plant: AMC is planning to install a sewage treatment plant inside its premises for
removing the contaminants from the waste water and household sewage. It has proposed a STP to be
built within the AMC campus with the purpose of recycling waste water and reusing for gardening and
flushing etc. An installed capacity of 10 KLD has been proposed in AMC.

6. Online Payment Solutions: Ajmer Nagar Nigam has become the first ULB in Rajasthan to start the
online payment of taxes. Under this initiative, the citizens are now able to pay online taxes (property
tax, development tax etc). This is done through gateway linkages with ICICI and Axis banks. Tax can also
be paid through swipe machine in cash counter at Ajmer Nagar Nigam.

7. Wi Fi Zone & 4G Connectivity: Ajmer Municipal Corporation has provided 4 G Wi Fi connectivity to its
employees to enable them fast and non interrupted internet connectivity. This facility has been
developed by Reliance Telecom Services.
8. Smart Parking: In order to optimize energy usage and making the parking area available at main
building more smarter, Ajmer Municipal Corporation will install solar lighting and Rain water harvesting
system for enabling easy percolation.
9. Gas Based Power Generation Plant in Khanpura: Power Generation Plant has been installed at
Khanpura in Ajmer to generate power from gases. The project was taken up by Government of
Rajasthan under the Rajasthan Urban Infrastructure Development Project
