HOW TO DEVELOP RURAL ROADS

Road-building, m the p.tst, has-almost always been attended by a certain amount <>. waste, because ut lack ol information,

political allocation of lund.-> and- in a lew instances—plain ordinary graft.

■Now the good roads movement—with especial attention being paid t(* farm-to-riaiket roads—is making unprecedented progress. It has been stimulated by the drought and unemployment situations, as well as by the crying need for year-round, surfaced arteries of transportation for agriculture. Many states and hundreds ut counties, m all.sections ofjtht country^ are seeking ways and means of providing the lann with necessary roads, as quickly and as economically as possible.

Norman M. Blancy, of the American Farm Bureau Federation, says that county road plan's "should be designed so that the

.'iiJtlyiiig trmtoi u-.a .will diave- ieeeas to-the in a in di1gtiiway7"'T<7 achieve this, he points out, road committees should be formed, made up o! fair-minded, unbiased citizens. It would be then duty to assemble tacts and to decide just what roads .ire necessary lor carrying on the business, social and economical liie of then communities. I hose roads which will serve the greater number of people should naturally be improved first.

Modern science has given ui asphaltic materials with which _tu construct good roads, passabk- in. all weather, at a very low

cost. Communities which take the lead in rural road construction will be leaders in progress and future prosperity.

INTEREST CENTERED O N .A C C ID E N T PREVENTION

The problem of automobile accident prevention, with its many related factors, will conic 111 for much legislative consideration during IV3I.

Many states have signified their intention of adopting laws requiring rigid examination- o f drivers This is believed by many authorities to he. the best single means of keeping the dangerous driver off public highways.

In a few stales'compulsory insurance legislation will be considered, but in view ol the unsatisfactory experience of Massachw*etts, it is doubtful il it will he passed More generally popular is the "saiety lespon.ibility law", ■ now in effect in New York, Connecticut and other stales. This law provides that a driver, aftci causing an accident, must provide pr.m>t of- his _Jinan_ci.il responsibility hctoie k m e allowetl lo af-am
