Key Events and Findings

• The largest single marijuana seizure occurred in the Coastal Bend Sector where THP Brooks Co

seized 6,060 lbs of marijuana concealed among produce on shrink-wrapped pallets in a 2000 semi-

trailer hauled by a 2000 Freightliner tractor truck traveling on US-281N from Edinburg, TX to Temple,

TX. (p. 72)

• The largest single seizure occurred in the Del Rio Sector, where Zavala Co SO seized 101.4 lbs of

cocaine concealed in packaged hollowed out Pergo flooring and two 5-gallon buckets of flooring

adhesive from a 1995 Chevrolet Suburban.. (p. 35)

• The largest single currency seizure occurred in the RGV Sector where THP Trooper seized $384,635

USD concealed in laundry detergent boxes in the cab area of a 2001 Chevrolet Impala traveling on

FM-755 near Rio Grande City, TX. (p. 51)

• During this reporting period, the Del Rio Sector has a total of 85 assault weapons, 3,100+ rds of

ammo, 1,542 magazines (.223 cal & 7.62 x 39 mm) seized from three separate incidences. (p. 30 & 31 )

• Rio Grande City USBP Agents near Fronton, TX discovered several various types of assault rifles,

ammo, one light anti-tank weapon, two cylinders of TNT, and one stick of military-grade C-4. This is

the fourth discovery of abandoned weapons, ammo, and tactical gear near Fronton, TX. (p. 58)

• On 13 SEPT 2011, the bodies of a man and a woman, both had visible signs of being savagely

tortured prior to being killed, were found hanging from a bridge in Nuevo Laredo, Tamaulipas, along

with threatening messages directed at people who report drug violence on social networks. (p. 95)

• On 11 SEPT 2011, Mexican Marines arrested Verónica Mireya Moreno Carreón aka La Vero/La Flaka,

a Los Zetas Plaza Leader in San Nicolas de los Garza, Nuevo Leon. Moreno Carreón is the first

known female plaza leader. (p. 97)

Twelve gang-related incidents were reported during this reporting period involving thirteen arrests of

members from eight different gangs. There were seven criminal arrests and six fugitive arrests. The

incidents involved: Engaging in Organized Criminal Activity, Assault, Possession of a Controlled

Substance, Criminal Mischief, DWI, Family Violence, Interfere With Public Duties, Resisting Arrest,

Discharging a Firearm in Certain Municipalities, and Unlawful Possession of a Firearm by a Felon. One

incident with a Barrio Azteca involved a subject firing a gunshot into the air during an altercation. Another

incident involved a Barrio Azteca making retaliatory threats towards an EPPD Police Officer and a US

Border Patrol Agent after being arrested for DWI.

Gang activity for the week of 08 September 2011 thru 14 September 2011

A joint training session between Mexican authorities and US Law Enforcement was recently held in Cd

Juárez, MX. Mexican law enforcement officials conducted a briefing on the Mexican gang ARTISTAS

ASSESINOS, or AAs. The officials stated that a tattoo trend they have seen on the ARTISTAS

ASSESINOS are stars, clowns or jokers, and double A‟s. The AAs are the enforcement arm of the Gulf

Cartel, primarily responsible for carrying out assassinations.

On 10 SEP 2011, an El Paso PD Officer contacted the EPPD

Auto Theft Task Force (ATTF) in reference to a recovered

stolen vehicle. The ATTF responded to the location and met

with the officer and Border Patrol Agents who were on scene.

USBP Agents had located an abandoned 2012 Volvo tractor

and found that the Volvo tractor and a box trailer had been

reported stolen on 08 SEPT 2011 out of Laredo, TX. The driver

was supposed to deliver the load from Laredo, TX, to Cedar Falls, IA, and the trailer, loaded with

merchandise valued at $40,000 USD is missing. The tractor was processed and stored, and the

investigation continues.

EL PASO PD AUTO THEFT TASK FORCEOn 9 SEP 2011, an El Paso PD Officer on patrol, utilizing a vehicle mounted License Plate Reader (LPR)

in the area of the 700 blk of W. Paisano, located a vehicle which had been reported stolen on 9 JUN 2011.

The El Paso Police Auto Theft Task Force (ATTF) conducted surveillance on the vehicle. The ATTF

officers observed a subject enter the vehicle, at which time, he was taken into custody without incident.

The vehicle was processed and held pending further investigation.

For the week ending 10 SEP 2011, the Border Auto Theft Information Center

(BATIC) received 3,058 inquiries/callers requesting information on suspicious vehicles.

The BATIC specialists responded affirmatively to 48 of the calls with stolen vehicle

information being forwarded to the requesting officers. For the week, 24 vehicles were

returned back to the US with a property value calculated at $372,905 USD.

On 07 SEP 2011, El Paso CID agents recovered 26

stolen vehicles from Mexico. The property value of

the vehicles recovered was set at $367,674 USD.

El Paso Unified Command Sector Assessment

In comparison to last week, the El Paso Sector experienced a decrease in the seizure of cocaine,

heroin, and methamphetamine. There was a marked increase in the seizure of currency

($179,440 USD), and a minimal increase in the seizure of marijuana during this reporting period.

There was an increase in the number of reported stolen vehicles (27 compared to last week‟s 5),

and a decrease in recovered stolen vehicles, as reported by El Paso PD and/or El Paso Co SO.

Of the total 1,314 lbs of marijuana seized at the POEs, 194 lbs was seized at the Bridge of the

Americas (BOTA) POE, 222 lbs at the Ysleta POE, 231 lbs at the Paso Del Norte (PDN) POE, 0 at

Fabens POE, 168 lbs at the Santa Teresa POE, and 497 lbs in the Lordsburg area. There were 18

reported marijuana seizures across the POEs and no cocaine seizures.

El Paso Unified Command Sector AssessmentThe predominate concealment methods for marijuana during this reporting period was the use of

vehicle fuel tanks (8), dashboards (2), vehicle seats (2), firewalls (2), vehicle doors (2) vehicle cargo

areas (2) and one each of the following; vehicle bumper, center console, tire, floor, roof, and one

seizure involving a body carrier.

The El Paso PD reported 11 marijuana seizures totaling 11.315 lbs, and five cocaine seizures

totaling 1.32 lbs. El Paso SO reported one cocaine seizure of 0.007 lbs.

During this reporting period, 124 IAs were apprehended. There was one ASIC apprehension from

Sudan. IA apprehensions decreased by 67 from the previous week‟s 191. Total reported IA

apprehensions within the El Paso Sector from 5 JAN through 13 SEP 2011 were 7,768 with 542

being Other Than Mexican (OTM).

El Paso Unified Command Sector Assessment

City-wide index crime continues to show a decrease of

7% as compared to the same time frame last year.

There is a 650% increase (13) in murders, a 28%

increase (37) in sexual assaults, a 4% decrease (13) in

robberies, a 4% decrease (324) in assaults, a 7%

decrease (93) in burglary, a 10% decrease (998) in

larceny, a 16% decrease (179) in vehicle theft, and a

2% decrease (42) in vehicle burglary.

Marfa Unified Command Sector Assessment

Total marijuana seized this week increased by more than 1,200% compared to last week. The largest

seizure of marijuana was 622.1 lbs, followed by 158.4 lbs the following day at the US-67 Checkpoint. Both

of these seizures involved vehicles utilizing false or hidden compartments. A seizure of 421.10 lbs from a

hopper truck and $2,100 USD was made at the Sierra Blanca Checkpoint on IH-10 in Hudspeth Co.

Approximately 0.01 lbs of cocaine was seized this week. Five weapons were seized this week. IA

apprehensions decreased this week to 26, compared to last week‟s 49. No seizures of methamphetamine

occurred this week. Criminal arrests decreased to 60 arrests, compared to last week‟s 66.

The checkpoints on IH-10 and US-67 were very active this week, accounting for a large amount of the

marijuana seized. The apprehension by JDSO on Texas 17 in northern Jeff Davis Co, may indicate a shift

in smuggling methods. Previously, backpacker loads had been picked up along roads further south and

west of this area. The apprehensions on US-67 and the abandoned marijuana in the Big Bend State Park

are also being monitored for a shift of the corridors to the Eastern side of the area.

process of extraction that hashish is, but with continual

repetition of that process. A dark brown to black oily sub-

stance, hash oil usually possesses a THC content averaging 20

percent. Hash oil is normally smoked, either in combination with

marijuana or tobacco or in specific paraphernalia.

Southbound operations

CBP-OFO and USBP are conducting Operation OUTBOUND.

On 07 SEP 2011 at 4:12 PM, Zavala Co SO Deputies stopped a black 2003 Chevrolet

Impala and a blue 1999 Chevrolet Pickup on US-57, southwest of La Pryor, Zavala Co.

The Deputies noticed multiple criminal indicators. The driver was also wearing a Santa

Muerte necklace. The female passenger of the Impala stated that the driver had

something illegal in the vehicle but she didn‟t know what, and the driver refused a search

without a search warrant. The Zavala Co K-9 Unit did not alert to the vehicle. The truck

was believed to be scouting for the Impala, and was registered as owned by the driver of

the Impala. The subjects were released; DPS-THP was notified and alerted of the

suspected smuggling activity. At 5:45 PM, (37 miles away from first stop) a USBP Agent

and his K-9 unit assisted a THP Trooper conducting a traffic stop on the same Chevrolet

Impala northeast of Eagle Pass, TX, on US-57. The Agent conducted a thorough check

of the vehicle and discovered weapons sticking out of a black plastic trash bag in the

trunk. The DPS Trooper arrested the both subjects and seized 33 assault rifles.

On 07 SEP 2011, a Maverick Co SO Deputy stopped a 1999

Oldsmobile Silhouette for a traffic violation. A consensual

search of the vehicle revealed 523 assault rifle magazines

and 15 assault rifles. The subject was arrested. The

vehicle, weapons, magazines, and the female driver were

turned over to ICE; a female passenger was released by

ICE.

On 08 SEP 2011 at 1701 hrs, a Maverick Co SO Deputy

conducted a traffic stop on a white 2006 Ford King

Ranch pickup for a traffic violation. Consent was

obtained to search the vehicle and 25 assault rifles, 32

magazines, and 121 rds of ammo were found in a false

compartment under the back seat of the truck.

On 10 SEP 2011, CPB-OFO Officers inspected a black Ford F-150 at the Del Rio POE, Val Verde

Co and found 3,020 rds of .223 cal ammo hidden in plastic Wal-Mart bags with clothing. The

female driver was taken into custody and the ammo was seized. The subject and ammo were

turned over to ICE. The vehicle was impounded.

In the time period of 07 SEP to 14 SEP, the Del

Rio Sector has a total of:

Gang activity

On 14 SEP 2011, the Uvalde Police Gang Officer observed

two male subjects leaving a known gang area. The Officer

made consensual contact and observed possible gang

affiliated tattoos on one subject. The tattoo of the San

Antonio Spurs logo was observed on the right inside forearm

of the subject. When asked who he was affiliated with, the

subject denied any affiliation. After a brief conversation, the

subject admitted to being TANGO OREJON, having originally

been affiliated with the NORTHSIDERS gang prior to going to

prison. The subject was photographed and released.

On 13 SEP 2011, the Uvalde PD Gang Officer conducted a traffic stop on a gold and brown 1996

Ford Ranger X Cab in the 200 blk of North Grove St, Uvalde, TX. The subject was observed to

have multiple tattoos, indicative of gang membership in TEXAS SYNDICATE, and had a Uniden

Scanner with capabilities of monitoring law enforcement bandwidths. The subject further

admitted to having been jailed for murder and various other crimes. Photos were taken of the

tattoos and the subject was released.

On 07 SEP 2011, Maverick Co SO and a multi-agency task force

requested assistance from DPS Air 116 to assist with locating two

Hispanic male kidnap victims. The victims had been lured to Mexico by

drug cartel members in what was believed to be a response to previous

smuggling activities. The victims contacted their family members to obtain

a $50,000 USD ransom, which was paid. The victims were dropped off on

the US-side of the Rio Grande upon payment of the ransom. DPS Air 116

located both victims and provided aide. Both victims were transported by

DPS Air 116 to the Maverick Co Airport for transport via ambulance to the

On 12 SEP 2011, a USBP Agent observed five subjects at the Shelby Park Boat Ramp in Eagle

Pass, TX. As the Agent moved towards the area, the five subjects absconded across the Rio

Grande into MX and were picked up by a waiting truck. An unidentified vehicle was seen leaving the

boat ramp at the same time. The Agent found two bags containing packages wrapped in black

plastic and clear cellophane, which is consistent with marijuana packaging. Upon inspection of the

packages at the station, Agents found two Kenwood KPG-129D UHF Repeaters. The repeaters

were turned over to ICE.

BOSA REVISITED (12 AUG 2011): On 08 AUG 2011,

Maverick Co SO Deputies found a black nylon duffel

bag containing a black trash bag with 12 new

Kenwood two-way portable radios, 13 chargers, 23

radio batteries, and 23 wall plug adapters following a

traffic stop on a 2004 Buick van.

On 09 SEP 2011 at 1800 hrs, Zavala Co SO Deputies

conducted a traffic stop on a silver 1995 Chevrolet

Suburban traveling on US-57, three miles east of

Batesville, Zavala Co, TX. Consent to search was

granted. Several opened packages of engineered

wooden flooring (pergo) were found in the rear seat

and cargo area, in addition to two 5-gallon buckets of

flooring adhesive. Deputies found a total of 40

wrapped packages of cocaine weighing 101.4 lbs

inside the 5-gallon buckets and flooring packages.

The two subjects were arrested, the drugs were

seized, and the vehicle was impounded.

On 11 SEP 2011, TPWD Game Wardens

began following a white Ford F-250 on

Diamond H Ranch Rd. A traffic stop was

initiated on FM-468E and the vehicle failed

to yield. The TPWD Game Wardens

initiated pursuit and the vehicle was

followed into La Salle Co, where the

occupants bailed out into a ranch. USBP

Agents were called to assist and responded

with CBP Air Ops support and a K-9 unit.

Twelve IAs were located and

apprehended. Six of the subjects were

wearing camouflage and were bruised on

their shoulders, indications of carrying

bundles of narcotics. Many of the subjects

also had carpet on their shoes to cover

tracks. Questioning the IAs revealed that

they had crossed into the US on 8 SEP

2011 and walked for four days before being

picked up by the truck. All twelve IAs were

turned over to the Carrizo Springs BP

out of Bexar Co and was turned over to the

On 13 SEP 2011, a USBP Agent observed a white 2000 Jeep Cherokee driving on

FM-1664, Quemado, TX. pull over near cattle pens. Six individuals exited the nearby

brush and began loading six black bundles. The vehicle began to leave the area,

heading east. Another Agent attempted to perform a traffic stop on the vehicle when

it began to drive away at a low speed in reverse. While going in reverse, the vehicle

began to speed up and turn around, during which the driver struck a USBP vehicle.

The vehicle then traveled approximately 100 yards before coming to a stop. A

female passenger attempted to abscond but was taken into custody. The driver was

ordered multiple times to exit the vehicle but would not comply and was removed

from the vehicle. The six large bundles were inspected and 213 individually wrapped

packages containing 437.6 lbs of marijuana were found. Both subjects, the

marijuana, and the vehicle were turned over the Maverick Co SO.

This reporting period, most of the categories showed seizure decreases compared to last week.

Marijuana decreased and is 20% of the total for last week. Only one significant marijuana seizure

occurred, 437.6 lbs in the Maverick Co area. There was one large cocaine seizure in Zavala Co of

101.4 lbs. This brings the annual total of cocaine to 1,500 lbs, over 60% higher than the total for

2010.

The primary method of marijuana smuggling continues to be backpackers. Six of one group of

twelve IAs apprehended had marks consistent with marijuana smuggling, in addition to their

camouflage clothing and carpet on their shoes. All are strong indicators of contraband smuggling.

Since 06 SEP 2011 there have been seizures of 85 long guns, 1,542 magazines, 3,141 rounds of

ammo, and 6 arrests in the Del Rio Sector. One seizure was made in Zavala Co, one seizure was

made in Val Verde Co and three seizures were made in Maverick Co. In analyzing weapons and

weapon paraphernalia seizures beginning in MAY 2010 to present, it is observed that the seizures

occurred two or three in a row and within a few days of each other. In the same area, USBP

Agents seized two Kenwood (UHF radio) repeaters.

The wildfires continue to burn in the northern part of the sector. In addition, Zavala Co had a fire at

the Averhoff Dam, located approximately one mile east on FM-1025 of the intersection US-83. The

most recent update is the fire threatening 250 acres and a home.

On 29 AUG 2011, CBP/OFO officers and USBP Agents working Operation Cooperation with

Laredo PD seized $309, 000 USD from a 2001 Volkswagen Tiguan. The currency was concealed

within the undercarriage compartment over the exhaust shield. The male driver was arrested.

On 10 SEPT 2011, Jim Hogg Co SO Deputies working near the Escamilla Ranch off of

TX-16 south of Hebbronville, TX, seized 103 lbs of abandoned marijuana after the

landowner reported that several backpacks were located on his property. The

contraband was seized by Jim Hogg SO.

On 07 SEPT 2011, USBP Hebbronville Agents located 22.3 lbs of abandoned

marijuana while tracking a group on the Al Dan Ranch in Hebbronville, TX. The

marijuana was concealed in a black duffle bag and was wrapped in clear

cellophane.

On 11 SEPT 2011, USBP Hebbronville Agents seized

On 13 SEPT 2011, USBP Hebbronville Agents seized 23

bundles of abandoned marijuana weighing 268 lbs. No

marijuana concealed in a 1995 GMC 3500 HD Sierra pickup, cloned as a Hertz Repair Truck.

The truck was reported stolen out of Austin, TX. The vehicle, the narcotics, and the driver were

turned over to DEA.

Laredo, TX, seized 363.2 lbs of abandoned marijuana in the brush. The

On 09 SEPT 2011, USBP Laredo West Agents working on the El Rio 5 Ranch,

Laredo, TX, seized 256.2 lbs of abandoned marijuana. No arrests were

made and contraband was turned over to the DEA.

On 09 SEPT 2011, USBP Laredo North Agents working at the IH-35 Checkpoint

discovered 20 bundles of cocaine with a total weight of 50.9 lbs in a false

compartment under the back seat of a green Mercury Villager. The driver and

vehicle were turned over to DEA.

On 13 SEPT 2011, USBP Laredo North Agents working in the area of

Mines Rd near the John Deere Ranch in Laredo, TX, spotted several

subjects loading bundles into a white 1997 Ford Ranger with TXLP.

Agents approached the vehicle and two subjects bailed out and

absconded into the nearby brush. Five bundles of marijuana

weighing 307.4 lbs were located inside the vehicle. The vehicle and

contraband were turned over to DEA.

On 14 SEPT 2011, USBP Laredo South Agents working by the riverbank near the Paul

Garza Ranch in Laredo, TX, seized four bundles of abandoned marijuana weighing a total

of 227.7 lbs. The contraband was turned over to DEA.

USBP Cotulla Agents recovered a stolen 2005 maroon Ford F-250 out of San Antonio, TX. The vehicle

was turned over to La Salle Co SO. The driver was not apprehended.

Laredo Unified Command Sector Assessment

Alien apprehensions decreased slightly from 584 to 576. OTM apprehensions also decreased

slightly from 189 to 171. The UA referrals from the Unified Command returned to the typical 23

(weekly average).

Reported stolen vehicles increased dramatically, from two to 19. Recoveries increased from one to

seven. Both increases are due to reports received after last week‟s BOSA was submitted.

The largest single marijuana seizure this week was 2,431.6 lbs, seized by USBP Laredo West

Agents on the Galvan Ranch. The marijuana was concealed throughout the 1995 GMC Sierra utility

type truck. The vehicle was stolen from Austin, TX, and was cloned as a Hertz service truck.

Although the majority of seizures involving cloned vehicles have typically occurred in the RGV

Sector, there have been several such seizures in the Laredo Sector.

No weapons were seized this week.

The Laredo Unified Command had a significant decrease in marijuana seizures this

reporting period. Heroin and methamphetamine seizures decreased to zero this

week, but cocaine increased to 50.9 lbs, from a single seizure by USBP Laredo

North. Operation Cooperation, a joint southbound operation, yielded one currency

seizure, totaling $309,000 USD.

The Hidalgo Co SO Gang Intelligence Unit reported 45 gang member arrests this reporting period. These

arrests were made by 11 different agencies in the RGV sector. The gang members were arrested for

offenses such as: assault with bodily injury of family member, aggravated robbery, misdemeanor warrant,

felony warrant, aggravated assault with deadly weapon, parole violation, evading arrest, kidnapping,

possession of marijuana, public intoxication, theft of property, burglary of vehicle, unauthorized use of

vehicle and unlawful possession of firearm. The arrestees have gang affiliation with:

The Pharr PD in conjunction with CBP are conducting Southbound Operations at the Pharr

International Bridge.

CBP Officers from the Donna International Crossing inspected an outbound 1997 Ford Explorer with MX

license plates driven by a Mexican citizen. A secondary inspection of the vehicle revealed several boxes

of ammo concealed inside a compartment behind the rear seat. A total of 360 rds of ammo was seized.

The driver was arrested and the vehicle was seized.

Additional information

USBP Agents requested assistance from DPS Air 108 in search of a large group of suspects that were

attempting to cross the Rio Grande downriver from the Anzalduas POE. An Agent asked for assistance

because the suspects were being aggressive towards the Agents and making an unusually strong effort

to come across and “rescue” their accomplices that had already been apprehended. The Aircrew arrived

on scene and located more suspects in the woods on the US-side and alerted Agents to their crossing

location. The Aircrew observed a couple suspects fighting with Agents attempting to flee back to Mexico.

During this incident, a total of 19 suspects were apprehended and seven were pushed back into Mexico.

There was approximately 20 suspects still on the MX-side with rafts when US personnel cleared the area.

THP Trooper conducted a traffic stop on a 2001 Chevrolet Impala on FM-755 near Rio Grande

City. The Trooper observed criminal indicators, requested ,and was granted consent to search

the vehicle, which revealed a total of $384,635 USD concealed in laundry detergent boxes in

the cab area.

Falfurrias USBP Agents seized 871.45 lbs of marijuana at the Falfurrias Border

Patrol Checkpoint. A USC male was turned over to ICE along with the narcotics. The

vehicle was seized by USBP.

Falfurrias USBP Agents seized 1,202.65 lbs of marijuana at the Falfurrias Border

Patrol Checkpoint. During primary inspection, a service K-9 alerted to a tractor

trailer. After a search of the trailer, a false wall was discovered which contained a

total of 86 bundles of marijuana. A Cuban national, lawfully admitted for permanent

residence in the US (LAPR), was arrested. DEA assumed custody of the narcotics,

subject and tractor trailer.

Falfurrias USBP Agents seized 1,448.85 lbs of marijuana at the Falfurrias Border

Patrol Checkpoint. During primary inspection, a service K-9 alerted to a tractor

trailer. A subsequent search of the trailer revealed a total of 60 bundles of marijuana.

A USC subject was arrested. DEA assumed custody of the narcotics and the

subject.

Falfurrias USBP Agents seized 10.4 lbs of cocaine at the Falfurrias Border Patrol

Checkpoint. During primary inspection, the subject gave consent to search his

vehicle. A total of four bundles were found inside the cabin of the tractor trailer. A

USC subject was arrested. DEA assumed custody of the narcotics and the subject.

MERCEDES USBP AGENTSMercedes USBP Agents seized 810.4 lbs of marijuana south of Alamo, TX. No

arrests were made. DEA took custody of the narcotics. The vehicle was seized by

USBP.

Mercedes USBP Agents seized 1,088.5 lbs of marijuana near Progreso, TX.

Agents observed several subjects running from the immediate river area fleeing

back to Mexico. A subsequent search of the area revealed a total of 21 bundles

hidden in the brush. No subjects were arrested. DEA assumed custody of the

narcotics.

RIO GRANDE CITY USBP AGENTS

Rio Grande City Border Patrol Agents, BORTAC Agents and McAllen Border Patrol

Agents interdicted a narcotics smuggling attempt near Los Ebanos, TX. During

the incident, the driver of the load vehicle threw out homemade spikes (caltrops)

before driving the load vehicle into the Rio Grande. The driver absconded by

swimming back into Mexico. Four marked USBP vehicles were disabled by the

caltrops. USBP Agents recovered 1,123 lbs of marijuana from the vehicle.

Recent uncorroborated information indicates that Transnational Criminal

Organization (TCO) members may engage any US law enforcement officers who

attempt to interdict smuggling attempts.

USBP AGENTSHarlingen USBP Agents seized 785 lbs of marijuana at the Fed-Ex warehouse in

Harlingen, TX. A service K-9 alerted to several packages while conducting a free air

search. A total of 19 boxes were checked resulting in the seizure of 115 bundles of

marijuana. No subjects were arrested. DEA assumed custody of the narcotics.

McAllen USBP Agents seized 535 lbs of marijuana near Havana, TX. Agents observed

several subjects walking north from the immediate river area carrying what appeared to

be bundles on their backs. As Agents approached, the subjects dropped the bundles

and fled the area. A search of the area revealed a total of 61 bundles of marijuana. A

search for the subjects yielded negative results. DEA assumed custody of the narcotics.

Kingsville USBP Agents seized 2,329 lbs of marijuana at the Sarita Border Patrol

Checkpoint. During primary inspection, a service K-9 alerted to a truck. A subsequent

search of the vehicle revealed a total of 120 bundles of marijuana. A USC subject was

arrested. DEA assumed custody of the narcotics and the subject.

Kingsville USBP Agents seized 547.8 lbs of marijuana at the Sarita Border

Checkpoint. A search of a tractor trailer during secondary inspection revealed total of

223 bundles of marijuana concealed within the trailer. DEA assumed custody of the

narcotics, vehicle, and subject.

Kingsville USBP Agents seized 49.4 lbs of cocaine at the Sarita Border Checkpoint. A

service canine alerted to van during primary inspection. A search of a vehicle during

secondary inspection revealed total of 19 bundles of cocaine concealed within the

sliding doors and rear door of the van. DEA assumed custody of the narcotics, vehicle,

and subjects.

On 13 SEPT 2011, Rio Grande Valley Sector USBP Agents discovered a large duffle bag concealed within

the foliage near Fronton, TX. Further inspection of the duffle bag revealed five assault rifles, a light

anti-tank weapon (LAW), a 37 mm flare launcher, 54 rds of ammo (various calibers), 20 magazines

(various calibers), a high powered rifle scope, six AR-15 fore end kits, a stick of military grade C4

explosive, and two cylinders of TNT. The McAllen Bomb Squad arrived at the scene and detonated the

explosives. ATF Special Agents assumed custody of the weapons, magazines and ammunition. (One

weapon was reported stolen to Starr Co SO)

As reported in 22 JULY 2011 BOSA, there has been a noted increase in illegal activity in the FRONTON, TX, area since OCT 2010. In JAN 2011, two weapons seizures occurred in the area after weapons, grenades and tactical gear were found abandoned in the

brush. One seizure had a rifle with F. MICH (La Familia Michoacán) and CDG (Cartel del Golfo) engraved into the butt of the stock. In JUN 2011, a total of 6,546 lbs of marijuana was seized from various incidents. Drug activity in the FRONTON, TX,

area has been consistent since the 22 JULY 2011 BOSA.

Pharr PD Officer conducted a traffic stop on a

vehicle by 6600 blk of S. Cage Blvd. The Officer

requested and was granted consent to search

the vehicle, which resulted in the seizure of two

baggies of cocaine on the passenger side of

the vehicle. A subsequent search of driver

revealed $6,380 USD in his possession. The

driver was arrested for possession of a

controlled substance. The currency and

narcotics were seized.

Pharr PD Officers were dispatched to the local hotel on the 1200 blk of E US-83 in reference to a

male subject walking around with a handgun and a mask. The Officers made contact with the

suspect and a subsequent search of the suspect‟s apartment yielded handgun, two pineapple

hand grenades and $18,000 USD. McAllen EOD was called out to take custody of the grenades.

The suspect was arrested. The suspect declared himself a GULF CARTEL Gang Member.

Pharr PD Officers working outbound operations at the Pharr

International Bridge along with CBP Officers inspected an outbound

red Jeep Liberty with MX license plates. Officers observed damage

to the door lock and the vehicle identification number was checked.

The VIN on the vehicle indicated a different license plate, thus the

Officers checked the vehicle‟s computer with an Actron Auto

Scanner, which indicated that the vehicle had a different VIN. The

VIN that was entered came back as stolen out of the Hidalgo Co.

HCSO was called out and they assumed custody of the vehicle and

the driver.

Pharr PD Officer attempted to conduct a traffic stop on a 2001 Dodge SSE.

The driver refused to stop and a pursuit ensued. The driver drove to his

house located approximately 1 mile away. The Officer was able to apprehend

the suspect. The driver is a PO-BOY street gang member.

Pharr K-9 Officer conducted a traffic stop on a 1999 Dodge Intrepid on FM-

3072 and I Rd. The driver of the vehicle refused to stop and eluded police.

The Officer pursued the vehicle up to Jones St. and I Rd. in Pharr. The driver

ran from his vehicle into San Juan and was captured by the Officer. The driver

was transporting 543 lbs of marijuana in the vehicle.

Rio Grande City Officers attempted a traffic stop on a black Mercury Grand

Marguis with TXLPs near Church Ln. The driver of the vehicle refused to stop

and a pursuit ensued to Azucena St. The driver bailed out of the sedan and

absconded. The driver was transporting 408 lbs of marijuana in the vehicle.

Edinburg PD responded to the Edinburg Children‟s Hospital in reference to a

stabbing that had just occurred at the 2700 blk of W Rogers Rd in Edinburg,

TX. The teen victim suffered multiple stab wounds to his front and rear torso,

left arm and head. The victim survived and later reported that the stabbing was

in retaliation because he did not quit the SOUTH SIDE FOLK street gang by

their rules.

Edinburg PD Officers were dispatched to 3300 blk of Efrain St in reference to a

welfare concern call for service. The investigation revealed that the call for

service was in fact an aggravated robbery/home invasion. The suspect had

gained entry into an apartment by force and was burglarizing it when he came

across the 21 year-old victim. The suspect threatened to kill the victim and was

holding her against her will prior to the Officers‟ arrival. The suspect was

arrested by the responding officers. The suspect was illegally in the country

and had previously been deported.

Cameron County SO SIU Investigators received information in reference to a

vehicle containing narcotics. Investigators conducted a search of the vehicle

and were able to locate 11.02 lbs of cocaine.

Harlingen PD SIU Investigators were conducting drug interdiction duties at the UPS terminal

located on the 1300 blk of Sam Houston St. Investigators observed a large cardboard box

being unloaded from a route truck which was destined to Bableton, GA. The investigator

inspected the box and detected a strong odor of detergent. Harlingen PD K-9 Officer

conducted a free air search of the box and K-9 positively alerted to the box. The box was

opened to reveal three smaller boxes containing one bundle of marijuana. A total of 15.65 lbs

of marijuana was seized.

Weslaco PD Officers arrested a male subject in the parking lot of a Wal-Mart store after he

broke into a vehicle. The suspect was involved in a foot pursuit with officers. The suspect also

kicked out the window to the police unit and was charged with criminal mischief. Shortly before

this incident, he had committed a Burglary of Habitation and stabbed the homeowner. All

property was recovered from the vehicle burglary. The suspect is a self-proclaimed LATIN

KING street gang member.

Cameron Co SO Deputies responded to a warehouse in La Feria regarding a suspicious crate. A

K-9 alerted to the crate and a search warrant was obtained. Upon opening the crate, deputies

discovered 119 lbs of marijuana inside.

Palmhurst Police Officer observed a 2006 Ford F-250 in a brushy area on N. Stewart Rd.

Upon closer inspection, the Officer noticed that the vehicle was open and had been there for

several days. The vehicle had the back seat removed and there were visible signs where the

vehicle might have been used to smuggle narcotics. Officer also learned the vehicle was

stolen out of Weslaco.

Pharr PD Officer at the Pharr International Bridge observed 15 subjects running along the river

bank underneath the bridge in a westerly direction. Bridge Officers notified USBP Agents.

Agents apprehended seven subjects but eight absconded.

Additional information (cont) THP Trooper conducted a traffic stop on a 1997 Ford pickup on US-281 near San Manuel, TX.

The Trooper made contact with the driver and observed criminal indicators. Trooper requested

and was granted consent to search the vehicle. Search revealed a total of 76 lbs of marijuana

concealed in the gas tank.

Harlingen PD Officer conducted a traffic stop on

a white 2003 Chevrolet Trail Blazer on US-77.

Officer made contact with the driver and

passenger and observed criminal indicators.

Officer requested and received consent to

search the vehicle. Upon search, the Officer

found $14,718 USD concealed in a hidden

compartment under the windshield and in the

driver‟s boot. The two occupants gave the officer

conflicting stories as to direction of travel and

departure point. The subjects were arrested for

money laundering and the vehicle was seized.

La Joya PD Officer conducted a traffic stop on

a white Chevrolet Silverado with TXLP on

US-83. Officer made contact with the driver

and observed several bundles of marijuana.

Officer seized a total of 345.4 lbs of

marijuana in 13 bundles. The female driver

was arrested.

Starr Co SO Deputy was dispatched to Trophy St.

near the Rio Grande to assist a Texas Game Warden

who had observed three male subjects in possession

of five bundles of marijuana. Upon arrival, the Officer

made contact with the Game Warden who stated that

as he was walking down river, he observed a blue

Chevrolet Impala with TX license plates. The subjects

ran into the wooden area and absconded. A search of

the vehicle resulted in the seizure of 466.6 lbs of

marijuana in five bundles.

Starr Co HIDTA Task Force Agents executed a search warrant on a residence in the 300

block of Forest St. Agents searched the residence and found a total of 1,281 lbs of

marijuana in 194 bundles. One male subject was arrested.

Starr Co HIDTA Task Force Agents executed a search warrant on a residence on Garceno

Loop. Agents recovered a total of 91.2 lbs of marijuana in four bundles from an adjacent

vacant lot. Two male subjects was arrested.

The RGV Unified Command agencies were responsible for the seizure of over 17,000 lbs of

marijuana. This is a 50% decrease from last week. Cocaine seizures increased from 87.05 lbs

reported last week to 87.8 lbs this week. There were no heroin seizures, however, a total of 19.5 lbs

of methamphetamine was seized for the week. Currency decreased to a total of $428,020 USD.

The USBP, CBP OFO, DPS Aviation, DPS THP and CID, Texas National Guard Counterdrug AVN,

Cameron Co SO, Rio Grande City PD, La Joya PD, Harlingen PD, Pharr PD, Edinburg PD, and

Palmhurst PD contributed significantly to the narcotic and currency seizures.

Illegal Alien apprehensions decreased for the reporting period down from 1,389 to 1,113 this week.

The OTM count decreased from last week to a total of 368.

The Mexican Military experienced battles with cartel members this past week in the cities of

Matamoros, Diaz Ordaz, Camargo and Reynosa. The Zeta Organization continues to probe the

Matamoros and Reynosa areas from the south and west. There is still concern that a Zeta build-up

will cause major confrontations with the Gulf Cartel. The RGV BIC and JOIC continue to closely

monitor events in Mexico that may produce cross-border violence.

The USBP RGV Sector International Liaison Unit continues to be an effective and invaluable asset

to border security efforts. The unit continues to coordinate with the forces of the Government of

Mexico. The Mexican Military responded to several calls for assistance from ILU and arrested

suspects that returned to Mexico via the river.

Alice PD investigated an assault and shooting at a motel. Four male subjects, identified

as LATIN KING gang members, began an argument with a patron of the hotel who was

outside his room. The argument escalated when one of the gang members physically

assaulted the hotel patron. The four subjects retreated to a white Chevrolet Suburban

SUV. One subject exited the SUV and fired twelve shots from a handgun at the hotel

room where the altercation took place. The subjects fled before officers arrived.

Gang Activity

Robstown PD identified a member of the MEXICAN MAFIA gang during a traffic stop. The

subject had tattoos representing the EME, MEXIKANEMI, and La EME, all of which are

variants of the Mexican Mafia.

Orange Grove PD assisted by Alice PD identified a member of the TEXAS SYNDICATE

prison gang during a disturbance at a bar. The male subject had several tattoos

including a longhorn and stars on his shoulders, indicative of the Texas Syndicate. The

subject was arrested for public intoxication.

Corpus Christi PD seized 0.002 lbs of cocaine and arrested one confirmed member of the

TEXAS SYNDICATE prison gang during an investigation into the sale of narcotics at a

residence.

Corpus Christi PD identified one member of the PECKERWOODS prison gang when

responding to an assault call. The male subject, the victim of the assault, was identified by

his chest tattoo stating “100% Wood” which is a slogan used by the Peckerwoods prison

gang.

0.016 lbs of marijuana, and 0.001 lbs of heroin as

well as a three pistols during the execution of arrest

Kingsville PD seized 55 lbs of marijuana during a traffic stop. The male subject was

traveling on US-77N. The subject was destined for LA.

Refugio Co SO seized 1 lb of methamphetamine concealed taped to a subject‟s body.

The 2000 Ford Excursion that the female subject was traveling in was on US-77N. The

Brooks Co SO recovered human remains from a ranch in rural Brooks Co

during this period. The remains were of a male, identified by a Honduran

identification card. This is a continuing trend of illegal aliens attempting to

evade USBP detection at the Falfurrias Checkpoint. The subject was

believed to have succumbed to the environment.

Coastal Bend Unified Command Sector Assessment

Marijuana seizures showed a decrease in the Coastal Bend Sector over the last reporting

period from 7,633.7 lbs to 6,359.57 lbs. The one significant marijuana seizure was on

US-281N by THP Brooks Co where 6,060 lbs was co-mingled with produce. There was a

decrease in cocaine seizures from 18.1 lbs to 0.31 lbs. Two currency seizure, totaling

$41,358 USD, were an increase from $8,970 USD reported last week. Criminal arrests, gang

related arrests, and pursuits showed increases while IA and OTM referrals, and absconds

showed a decrease this period. US-59N, US-281N, and US-77N/S were the locations of

significant narcotic and currency seizures. The use of tires to smuggle narcotics has

decreased greatly in the Coastal Bend Sector.

A review of the Falfurrias Checkpoint on US-281N indicated that between 8-14 SEPT 2011

there was 2,317.25 lbs of marijuana and no cocaine reported seized. This is an increase from

last week‟s total of 576.9 lbs of marijuana and 3.47 lbs of cocaine reported seized. One

seizure of 11.45 lbs of methamphetamine was reported this period. The Falfurrias Checkpoint

reported one commercial bus found concealing a total of 5.05 lbs of marijuana. Two tractor

trailers were found concealing a total of 2,074.1 lbs of marijuana.

A review of the Sarita Checkpoint on US-77N indicated 764.81 lbs of marijuana and 61.4 lbs

of cocaine reported seized. This was a decrease from last week‟s total of 2,133.8 lbs of

marijuana, but an increase from 4.7 lbs of cocaine reported seized. The Sarita Checkpoint

reported two tractor trailers found concealing a total of 547.8 lbs of marijuana and 12 lbs of

cocaine. No commercial buses were found to be concealing contraband at the Sarita

Checkpoint during this period.

13 SEP 2011: THP Nacogdoches conducted a traffic stop on a

2004 Ford F-450, bearing OR registration. The truck had a

custom bed with compartments built into the sides. During the

interview, one of the three occupants admitted to possessing

revealed 20.35 lbs of marijuana, as well as user amounts

of hashish, cocaine, meth, and mushrooms concealed in a false

compartment within the side compartments of the custom bed.

Significant Events in Mexico

During the administration of President Felipe Calderon, 174 public

officials and politicians have been murdered by organized crime.

According to a count made by Excelsior, a Mexican newspaper, the

victims range from candidates, mayors, elected mayors, state and

local legislators, retired generals who act as secretaries of local

public safety, state secretaries of public security and police chiefs,

among others. The largest proportion of those homicides refers to

police officers, with 83 cases. As for mayors, during this

administration there have been 32 homicides reported in 14 states,

with five occurring this year. A total of five elected office candidates

have been assassinated. Michoacán, with 21 victims, is the state

with the most murders.

CHIHUAHUA, CHIH.– On 13 SEP 2011, staff of the National

Defense Secretariat presented five detainees who were

involved in several clashes in the community of Mahuarichi,

Bocoyna. According to the statement made by the

Department of Defense, military units conducted a major

operation in the area that resulted in the capture of five

individuals following a confrontation with the military.

Information contained in their press release states the

detainees were directly involved with the shooting that was

reported in Uruachi last weekend. The army seized nine

rifles, a handgun,1,034 cartridges of various calibers, 56

magazines, five fragmentation grenades, six vehicles,

including one fully armored vehicle, eight two-way radios,

tactical gear and military uniforms.

CHIHUAHUA, CHIH.– On 08 SEP 2011, Federal Police and soldiers

conducted a search of the Achilles Serdán CERESO (Prison) which is

located south of the city. They discovered an arsenal consisting three AK-

47s, two AR-15s, two UZIs, 16 pistols, and two revolvers. Also, 1,600 rds

of ammo in various calibers were seized. The Agents also discovered

seven kilos of marijuana, heroin and cocaine. Two cans containing the

contraband were found buried in one of two hidden basements located in

one of the inmate modules. During the operation, 18 guards were

arrested as suspects. The Attorney General announced the operation

also dismantled a gang of extortionists operating both inside and out of

the prison, as well as a band of kidnappers coordinating crimes with

CD. JUÁREZ – On 07 SEP 2011, a public transportation

dispatcher was shot and killed at a bus stop located near the

intersection of Puerto de Palos and Rivera del Lago streets in

colonia Riveras del Bravo. Eleven shell casings in 7.62x39 mm

and 9 mm were found at the scene.

CD. JUÁREZ – On 07 SEP 2011, three Cd. Juárez Municipal Police

Officers were shot and killed while driving on De las Torres Avenue.

The men were returning home after completing their shift in the

Cuauhtémoc District. The victims were in uniform, but unarmed at the

time of the attack. According to witnesses, the attackers fired fully

automatic AK-47s. Approximately 126 7.62x39 mm shell casings

were recovered at the scene.

CD. JUÁREZ – On 09 SEP 2011, a Cd. Juárez Municipal Police Officer,

assigned to the Cuauhtémoc Station, was shot and killed while driving

home from work. The attack occurred at the intersection of Pedro

Rosales de León Street and Tecnológico Avenue.

CD. JUÁREZ – On 10 SEP 2011, three guards from the Cd.

Juárez Municipal CERESO were shot and killed on their way to

work in an official vehicle on Camino Real Blvd. in colonia Los

Ojitos. The men were wearing tactical uniforms and fired their

weapons at the attackers. An abandoned SUV was located

approximately 100 m in front of the victim‟s car. Inside were

shell casings in .223 cal., 7.62x39 mm and 9 mm.

CD. JUÁREZ – On 10 SEP 2011, Daniel Marín Gómez was

dismissed from his post as the administrator the Aduana

Fronteriza (Mexican Customs) in Cd. Juárez. Four assistant

administrators from his sector are also under investigation for

smuggling and trafficking in firearms. The dismissal was

announced after seven trailers were seized in the city of

Guadalajara, Jalisco, for smuggling contraband, which included

firearms from the US. The trailers allegedly crossed through

precincts under the supervision of Daniel Marín Gómez, who

has held the position since 03 FEB 2009.

On 11 SEPT 2011, a gun battle occurred between the Guadalajara police and

a group of assassins, where two gunmen and a policeman were killed. It

allowed the authorities to confirm a new alliance between Los Zetas and the

Valencia cartel, aka Milenio Cartel. Guadalajara police found a narco banner

inside the vehicle that was carrying the gunmen, reaffirming the new alliance.

In the vehicle, authorities found two AK-47 rifles, two AR-15 rifles, three

pistols, and a grenade launcher. Authorities conducted a search in the area

of the clash leading to the arrest of Jesus Antonio García Olivares, a native

of Torreon, Coahuila, and Francisco Rodriguez Gallardo, a resident of

Zapopan. According to authorities, both admitted to working for the cartel of

the Valencia and earned 12,000 pesos a month for serving as lookouts and

assassins.

ANALYST NOTE: Formed in the 1990s, the Valencia Cartel, aka Milenio Cartel, is

a splinter group of VCF, aka the Juárez Cartel, under the leadership of Armando

Valencia Cornelio. The group‟s main area of operation is in the states of Michoacán

and Jalisco. In the early 2000‟s, the Valencia Cartel was a major distributor of

Columbian cocaine. Valencia Cornelio worked together with Columbian drug

kingpin Manuel Felipe Salazar-Espinosa, aka “Hoover,” in trafficking ton-quantities

of Columbian cocaine from Columbia through Mexico, into the US, ending up in

New York City on a weekly basis. They also laundered between $12-14 million

USD from narcotics sales per week between 2002-2005. Despite being a

formidable organization in the early 2000‟s, the Milenio Cartel was thought to have

been decimated after the 2009 arrest of its leader Oscar Orlando Nava Valencia,

aka „El Lobo,‟ and the 2010 capture of his brother, Juan Nava Valencia, aka „El

Tigre.‟

A US Justice Department report dated 13 SEPT 2011 stated that Mexico's powerful drug cartels have

become the US„s top suppliers of illegal narcotics. "Mexican-based TCOs (transnational criminal

organizations) dominate the supply, trafficking, and wholesale distribution of most illicit drugs in the US,"

the annual report on illegal drug threats says in part. Of the seven cartels doing business in the US -- the

Sinaloa, Los Zetas, Gulf, Vincente Carrillo Fuentes, Beltran-Leyva, La Familia Michoacán and

Tijuana -- only the Sinaloa has "its extensive distribution network (which) supplies drugs to all regions of

the US.” "It is one of the few TCOs that can obtain multi-ton quantities of cocaine from South America as

well as produce large quantities of heroin, marijuana, and methamphetamine," the report stressed. Most

of the illegal drug shipments are across the US-Mexican border but there also has been an increase in the

number of alternative methods of transport used including boats and light aircraft, the report added. The

influence of the Mexican cartels will stay for the foreseeable future. "Major Mexican-based TCOs will

continue to dominate wholesale drug trafficking in the US for the foreseeable future and will further solidify

their positions through collaboration with US street gangs." Another alarming conclusion: the report found

young people's use of illegal drugs was again on the rise after some years of decline. "The abuse of

several major illicit drugs, including heroin, marijuana, and methamphetamine, appears to be increasing,

especially among the young," the report said.

On 13 SEPT 2011, the bodies of a man and a woman, both had visible signs of

being savagely tortured prior to being killed, were found hanging from a bridge in

Nuevo Laredo, Tamaulipas, along with threatening messages to people who report

drug violence on social networks. The messages lay near the two bodies, found

half naked, alluding to websites set up for people to report drug violence in the area,

police said. "This happens for denouncing us in the internet. Put on a dick .., I have

you cut short, attn. Z" Social network sites are used by Mexican citizens, who want

to keep the public informed about shootouts or other drug violence, such as Blog del

Narco. Many of these bloggers have become amateur journalists and thus fill the

void left by many media outlets, which have been silenced by threats or violence in

some areas. Mexico is one of the world's most dangerous countries for journalists

and reporters.

VERACRUZ - Officers of the Secretary of the Navy

of Mexico captured 13 members of the criminal

organization Los Zetas in the state of Veracruz.

One of the suspects was identified as Hector Tejeda

Vazquez, aka El Pitufo (The Smurf), who is under

investigation in the murder of a marine whose body,

was found in Playa de Vaca. SEMAR also secured

several guns, a grenade launcher, 25 grenades, 24

computers, 1,800 individual packs of marijuana,

1,000 of powder cocaine, and 2,000 of crack

cocaine. The 13 subjects admitted that they

belonged to Los Zetas and have participated in

numerous crimes.

Operations conducted to date in 2011 by soldiers assigned to the VI Regional Military Command

have resulted in the following successes:

• Arrested 498 individuals linked to organized crime activity

• Repelled 48 attacks

• Seized:

• 98,107 doses of illegal drugs seized (cocaine, marijuana, amphetamines)

• 429 weapons (331 rifles and 98 pistols)

• 59,331 rds of ammo

The VI Military Region also reported that during this same time period, 2,467 anonymous phone

tips were called in which resulted in the rescue of 40 kidnapping victims.

de Los Garza. Moreno Carreon was armed with a revolver and

transporting a powder suspected of being cocaine and marijuana.

Jose de Jesus Molina, aka Chuy or Mr.Chip, suspected of

providing communications equipment to Los Zetas members, was

also arrested in the operation. Moreno Carreon was a San Pedro

Garza Garcia Police Officer starting in 2007. In 2008, she worked

at to the San Nicholas de la Garza Police Department. In APR

2009, Moreno Carreon suffered injuries during a confrontation

with kidnappers in San Nicholas de Los Garza and received

Community Service Award for her bravery.

CHIHUAHUA – There is information that a new drug cartel has emerged in Chihuahua called Carrillo

Leyva. On 12 SEPT 2011, authorities discovered three narco-banners on several bridges south of the city

of Chihuahua, where criminals were invited to join the new cartel, and at the same time accused the

government of protecting a criminal boss. The listed narcobanners appeared on the bridges Avenida

Pacheco and J.J. Calvo; Avenida Fuentes Mares and Francisco Villa and Avenida 20 de Noviembre and

Lombardo Toledano.

One of the messages written on the banners read as follows:

"Why is the government so brazen in protecting Hugo Gutierrez Ensinas while he was in the hospital that

was shot and the boss of El Flaco Salgueiro and who you give a reward and why do you insist on opening

La Cerve so that the Los Picados Malandros knock out people inside. Atte Hermanos Carrillo Leyva."

The other two banners proposed to members of criminal groups to join the new cartel and at the same

time it provides evidence of corruption from local authorities. The narco-banners were immediately

removed by local police and the area was well guarded by law enforcement.

On 12 SEPT 2011, the Attorney General's office (PGR) announced the capture of

Manuel "El Meme" Alquisires García, a chief financial operator of the Gulf Cartel.

Alquisires García was arrested on 10 SEPT in Tampico, a Gulf Cartel stronghold in

southern Tamaulipas, by members of SEMAR. Four vehicles, 9 handguns, three

rifles, one fragmentation grenade, 21 chargers, two silencers, 704 rds of ammo,

$73,000 pesos, $1000 USD, and communications equipment were seized during the

arrest. Alquisires García had been arrested on 4 JUL 1998 along with Osiel Cardenas

Guillen and Salvador "El Chava" Gómez Herrera en Matamoros, Tamaulipas. On 22

DEC 2002 he was rescued from the Santa Adelaida Center for Social Rehabilitation

prison in Matamoros during an attack by Zeta gunmen, when that organization was

the paramilitary wing of the Gulf Cartel, and has been a fugitive ever since.

the Palo Alto pedestrian bridge located on

Madero y Santiago Avenue of Zamora, Michoacán, and read as follows:

“This is an ultimatum to the population: here are the faces of degenerates, kidnappers, rapists,

and extortionists. They are now working with Los Zetas and are traitors to our country. Avoid

giving them any type of support or information. If you do, you are leaving your fate up to yourself.

Do us the favor and help us clean up our city so our people can live happy and be free from these

bad people that hurt us and don't allow us live in peace. We hope we have your support and

collaboration so we can get ahead with our families”.

Large Crystal Methamphetamine Seizure by Mexican Federal Police in Baja California

On 08 SEPT 2011, Mexican federal police

seized 78.4 kg (172.5 lbs) of crystal meth after

stopping a semi at the 22 km mark along the

Tijuana-Cabo San Lucas Federal Highway 1 in

Baja California. The drug seizure was made

after authorities noted alterations in the tires

of the vehicle. After dismantling them, police

discovered 12 packages of crystal meth.

The largest single seizure occurred in the Del Rio Sector, where Zavala Co SO seized

101.4 lbs of cocaine concealed in packaged hollowed out Pergo flooring and two 5-

gallon buckets of flooring adhesive from a 1995 Chevrolet Suburban. During this

reporting period, there occurred two large cocaine seizures of approximately 50 lbs.

Heroin and methamphetamine seizures for this week‟s reporting period total 0 lbs and 20.51 lbs,

respectively. In the RGV Sector, CBP Officers from the Hidalgo POE seized 19.5 lbs of methamphetamine

concealed in the rear axle of a 2005 Honda Acura.

In the Laredo Sector, USBP Laredo North Agents at the IH-35 Checkpoint seized 50.9 lbs of cocaine in a

false compartment under the back seat of a Mercury Villager. In the RGV Sector, Kingsville USBP Agents

at the Sarita, TX Border Checkpoint seized 49.4 lbs of cocaine concealed within the sliding doors and rear

door of the van. The total estimated street value for reported cocaine seizures totaled $7.1 million.

Bulk currency seizures totaled $959,918 USD this week, an increase from $849,973 USD last week.

During this reporting period, there were two large currency seizures of over $300,000 USD. In the Laredo

Sector, CBP/OFO officers, USBP Agents and Laredo PD seized $309,000 USD concealed within the

undercarriage compartment over the exhaust shield from a 2001 Volkswagen Tiguan. In the RGV Sector,

THP Trooper seized $384,635 USD concealed in laundry detergent boxes in the cab area of a 2001

Chevrolet Impala traveling on FM-755 near Rio Grande City.

The street value of all contraband seized this week represents a loss to Mexican DTOs

and the criminal networks that support them of approximately $26.6 million.

Illegal alien apprehensions decreased from 2,502 last week to 2,151 this week. OTM apprehensions

decreased from 946 last week to 655 this week. There were five ASIC apprehensions: one from

Kazakhstan in the Marfa Sector, three (one from the Philippines and two from Pakistan) in the RGV

Sector, and one from Sudan in the El Paso Sector.

WEAPON SEIZURESDuring this reporting period, the Del Rio Sector had a total of

85 assault weapons, 3,100+ rds of ammo, 1,542 magazines

(.223 cal & 7.62 x 39 mm) seized from four separate

incidences. Last week in the Coastal Bend Sector, Corpus

Christi PD and ATF Agents seized 98 assault rifles, parts, and

manufacturing materials for additional rifles from a

residence. The majority of the assault rifles seized were AK-

47s, a 7.62x39mm assault rifle first developed in the Soviet

Union in 1947 by Mikhail Kalashnikov. The AK has a simple

design that makes it easy to maintain and operate. It is

popular for its reliability, accuracy and price. In addition, the

ammunition for this rifle is very cheap and it is easy to find

magazines and other accessories. These qualities make the

AK-47 the weapon of choice for Mexican DTOs.
