Key Events and Findings

• Pharr PD seized 926 lbs of cocaine in a bedroom of a private residence in Pharr, TX. This is the

largest single load cocaine seizure reported to the BOSA in the past three years. (p. 54)

• The largest single marijuana seizure occurred in the Rio Grande Valley Sector where a Zavala

Co SO Deputy seized 4,089 lbs of marijuana concealed in four large crates in a 2000 Freightliner

Tractor. (p. 39)

• In the Laredo Sector, USBP Laredo North Agents at the IH-35 Checkpoint seized 21.13 lbs of

cocaine, 13.6 lbs of methamphetamine, and 3.53 lbs of heroin concealed within the radiator walls

of a 2000 Ford F-250. Multi-type drug loads are highly unusual. (p. 46)

• Since AUG 2011, the BOSA has reported on three seizures involving a similar concealment

method using the drive trains in various model-year Ford pickups to conceal narcotics originating

out of the Laredo Sector, particularly heroin and methamphetamine. (p. 98)

• Authorities are investigating the death of the Gulf Cartel’s chief financial officer after his body was

found inside a home off Calle Colinas del Sol in Reynosa on 11 OCT 2011. (p. 86)

• On 05 OCT 2011, the Mexican military launched a series of operations in the state of Tamaulipas,

one of the most violent states in Mexico, that resulted in the deaths of eleven suspected Gulf

Cartel members and the capture of 36 more. (p. 89)

• On 12 OCT 2011, the Mexican military captured Carlos Oliva Castillo, aka "La Rana (Frog),‖ the

No. 3 leader in Los Zetas, at a safe house in Saltillo, Mexico. (p. 93)

Ten gang-related incidents were reported this period involving twelve arrests of members from

seven different gangs. There were six criminal arrests and one fugitive arrest. The incidents

involved: Theft, Assault / Family Violence, Unlawful Carry of a Weapon, Possession of a Controlled

Substance, DWI, and Possession of Marijuana.

SHOCAP stands for Serious Habitual Offender Comprehensive Action Program. The El Paso Co SHOCAP Task

Force includes officers from various law enforcement agencies and the El Paso Co Attorney’s Office. There are

currently 57 juveniles in the SHOCAP program with 46 listed as gang members attending 26 public schools. The

Gang Activity On 2 OCT 2011, a THP Trooper conducted a traffic stop in the Montana Vista, TX, area. During the

Trooper’s interview, the driver, Moises RODRIGUEZ, and passenger, Emanuel LOPEZ, stated that

they were originally from the Chicago, IL, area but live in El Paso, TX. Both were self-admitted

ALMIGHTY LATIN KINGS and both had Latin Kings tattoos. RODRIQUEZ’s neck left side, and

LOPEZ’s left forearm and right hand. LOPEZ is currently wanted for felony assault in FL (no

extradition). Additionally, LOPEZ is also on felony probation in El Paso Co.

Gang Activity On 06 OCT 2011 at approximately 11:36 PM, the El Paso PD, with the assistance of the USMS and

DPS Aircraft, arrested Samuel EVANS and Jamelle SCOTT. EPPD units were conducting an on-

going investigation when EVANS and SCOTT fled from officers on foot. EPPD Officers, with the

assistance of DPS Aircraft, located EVANS and SCOTT a short distance away. EVANS was found

to be in possession of a plastic bag that contained approximately 0.94 ounces of marijuana, and

16 individual packages of cocaine with a total weight of approximately 80 grams. EVANS was

charged for the narcotics possession and had two additional outstanding warrants and a Parole

Violation warrant out of Austin, TX (no bond). SCOTT was booked into the El Paso Co Jail on three

outstanding warrants and seven outstanding traffic warrants.

On 05 OCT 2011, Investigators with the West

Texas High Intensity Drug Trafficking Area

(HIDTA) Stash House Unit arrested Alejandro

MUNIZ and seized 12 bundles of marijuana

weighing approximately 27.13 lbs located

inside a cardboard box in a bedroom. MUNIZ

was arrested and booked into the El Paso Co

On 08 OCT 2011, the El Paso PD arrested Joel MAYBIN for Unauthorized

Use of a Motor Vehicle and Failure To Identify False/Fictitious Info after

MAYBIN was stopped for a traffic violation in a 2002 Mitsubishi Galant he

was driving. Further investigation revealed that the Mitsubishi had been

reported stolen on 04 OCT 2011 out of Ontario, CA, PD. MAYBIN provided

officers with a fictitious name and was placed under arrest. EPPD Auto

Theft Task Force Officers assisted with the investigation. Joel Maybin

JOIC Note: SENTRI provides expedited CBP processing for pre-approved, low-

risk travelers. Applicants must voluntarily undergo a thorough biographical

background check against criminal, law enforcement, customs, immigration, and

terrorist indices; a 10-fingerprint law enforcement check; and a personal interview

with a CBP Officer.

On 5 OCT 2011, CBP Agents at the Paso Del Norte POE seized 18.84 lbs of cocaine concealed in

the rocker panels of a Lincoln Town car. The driver was a US/SENTRI participant. The vehicle with

TXLPs was identified for secondary inspection and during the inspection, a CBP K-9 alerted to the

vehicle, resulting in the discovery of cocaine and the arrest of the driver.

Compared to the previous week, the El Paso Sector experienced an increase in marijuana and

cocaine seizures. There was a decrease in heroin and no reported seizures of methamphetamine

or currency this reporting period. There was an increase in the number of reported stolen vehicles

(34 compared to last week’s 11), and an increase of recovered (16) stolen vehicles, as reported by

El Paso PD and/or El Paso Co SO.

Of the total 5,091 lbs of marijuana seized at the POEs, 896 lbs was seized at the Bridge of the

Americas (BOTA) POE, 3,892 lbs at the Ysleta POE, 144 lbs at the Paso Del Norte POE, and

168 lbs within the Lordsburg area. There were no reported seizures at the Fabens POE or Santa

Teresa POE. There were 20 reported marijuana seizures across the POEs, and two cocaine

seizures: BOTA (8.91 lbs) and Paso Del Norte POE (18.85 kilos).

The predominate concealment methods for marijuana during this reporting period were: gas tanks

(5), floors (4), firewalls (3), tires (3), dashboards (2), Tractor trailers (2), and one each: bumper,

quarter panel, rocker panel, transfer case, manifold, truck bed, bus, and body carry.

The El Paso PD reported 14 marijuana seizures totaling 29 lbs and six cocaine seizures totaling

0.76 lbs. The El Paso SO reported two marijuana seizures totaling 0.32 lbs and no cocaine

seizures.

El Paso Unified Command Sector Assessment

City-wide index crime continues to show a

decreased rate of 7% as compared to the same

time frame last year. There is a 650% increase

(13) in murders, a 29% increase (42) in sexual

assaults, a 6% decrease (24) in robberies, a 5%

decrease (441) in assaults, a 4% decrease (62)

in burglary, a 9% decrease (1,028) in larceny, a

11% decrease (130) in vehicle theft, and a 1%

decrease (23) in vehicle burglary.

previous week’s 204. Total reported IA apprehensions within the El Paso Sector from 5 JAN through 11

OCT 2011 were 8,414 with 598 being Other Than Mexican (OTM). There were two ASIC apprehensions:

one from Malaysia and one from Turkey.

Gang Activity Marfa USBP Agents seized 107.45 lbs of marijuana and apprehended two USCs on US-67. The

marijuana was concealed behind the rear seat. The subjects and marijuana were referred to ICE for

DPS Aviation patrolled in Jeff Davis Co for illegal activity on the Brite Ranch. The Aircrew

then landed and checked on surveillance cameras located at a known layup location.

The Marfa JOIC was notified along with the Jeff Davis Co SO.

On 11 OCT 2011, Sanderson USBP Agents assisted by CBP Air and Marine seized

226.05 lbs of marijuana and apprehended two IAs south of US-90. Five subjects

absconded. The subjects and marijuana were referred to DEA.

Additional Information

Sierra Blanca USBP Agents seized 1,036 lbs of marijuana from a truck

tractor/semi trailer and apprehended one USC at the IH-10 Checkpoint. The subject

and marijuana were referred to DEA for federal prosecution.

Sanderson USBP Agents assisted by Terrell Co SO seized 446.8 lbs of marijuana, and one

vehicle on US-285. Eight subjects emerged from the brush, loaded the vehicle and returned south.

One subject was seen absconding from the vehicle after a short pursuit, no apprehensions were

made. The marijuana was referred to DEA. USBP seized the vehicle.

Additional Information Marfa USB Agents seized 710.85 lbs of marijuana hidden throughout the vehicle

Additional information Marfa USBP Agents seized 257.85 lbs of marijuana concealed in homemade

sugar sack backpacks abandoned on the Miller Ranch near Valentine, TX. The

marijuana was referred to DEA.

Marfa USBP Agents seized 129.35 lbs of marijuana and apprehended one USC at the US-67

Checkpoint. The subject and marijuana were referred to DEA for federal prosecution.

Total marijuana seized this week increased compared to last week, as noted in last week’s BOSA.

This reflects the continued up and down trend of seizures across the area.

The IH-10 Checkpoint remained active this week with several seizures of marijuana including the

largest sector seizure, totaling 1,036 lbs. Also at the IH-10 Checkpoint, a large commercial load was

seized in a box-type moving van. The US-67 Checkpoint was also active with several large

seizures. Terrell Co was active with two large seizures this week, the first in several weeks. Activity

was seen across the sector with backpacking continuing to be the most prevalent method of

smuggling.

IA apprehensions decreased slightly this week at 48 compared to last week’s 53. Criminal arrests

ended a three week decline with 61 arrests compared to last week’s 51.

On 06 OCT 2011, a Zavala Co SO Deputy stopped a 1998 Ford Explorer for a traffic violation.

The driver stated she did not know the passenger, and they both gave conflicting stories about

their reasons for traveling. The driver had $1,000 USD on her, and had been arrested for

human smuggling five days prior in Junction. The driver was arrested for driving on a

suspended DL. No disposition on the vehicle and other subject.

Southbound Operations

Gang activity

On 06 OCT 2011, a USBP K-9 unit assisted the FBI in execution of a search warrant

of a suspected member of the MEXIKANEMI (TEXAS MEXICAN MAFIA). The K-9

unit located 0.008 lbs of marijuana in the shower. The subject was taken into

custody by the FBI.

CBP-OFO and USBP are conducting Operation OUTBOUND.

On 05 OCT 2011, a Val Verde Co SO Deputy initiated a stop on a black Chevrolet pickup. The

driver immediately absconded into the brush. Deputies inventoried the vehicle and located a

black & red Polo suitcase with 4,460 rds of .223 cal ammo inside. A search for the subject was

negative, the vehicle was impounded, and the ammo was seized.

Additional Information

On 08 OCT 2011, a Maverick Co SO Deputy stopped a black 2002 Ford Explorer near the

intersection of US-277 and Foster Maldonado Blvd in Eagle Pass, TX. The driver gave

consent to search the vehicle. USBP Agents with a K-9 were requested and subsequently

alerted to the vehicle. A search revealed a false compartment in the rear bumper containing

approximately 23 lbs of cocaine. The subject was arrested and the case was turned over to

the DPS.

On 02 OCT 2011, a Dimmit Co Deputy Constable stopped a 2012 Ford F-350 for speeding on

FM-190. During the interview, the driver was observed to have numerous tattoos consistent with

PARTIDO REVOLUCIONARIO MEXICANO (PRM). The subject admitted to being involved in a

gang in the past, but would not acknowledge which one. The subject further admitted to being in

prison for manslaughter and recently being released. The subject was cited and released.

subject was listed as LATIN KING, but

upon examination of tattoos and a check

with TDCJ Gang databases, the subject

was determined to be a confirmed PRM

convicted of manslaughter, not murder.

Additional Information

On 10 OCT 2011, a Val Verde Co SO Deputy met with a property owner. The owner

showed the Deputy a number of strange looking bundles that had been discovered in the

shed behind the house. The Deputy identified the substance as marijuana and seized it.

The marijuana, weighing 805.25 lbs, and information were turned over to ICE for

further investigation.

On 07 OCT 2011, CBP-OFO Officers referred a driver, a previous narcotics

smuggling violator, to secondary inspection. A K-9 unit alerted to the red 2000 Ford

F-250 and there were high buster readings on the auxiliary diesel tank in the bed of

the truck. The tank contained 67 bricks weighing 115.79 lbs of marijuana. The

subject and the marijuana were turned over to ICE for prosecution.

On 10 OCT 2011, a Zavala Co SO Deputy stopped a 2000 Freightliner Tractor for a routine traffic

violation. The driver was operating with a suspended license. A search of the trailer revealed

4,089 lbs of marijuana concealed in four large crates. The driver was arrested, the marijuana was

seized by the Zavala Co SO, and the tractor trailer was impounded.

Del Rio Unified Command Sector Assessment

This reporting period saw a significant increase in marijuana due to two seizures. One seizure that

occurred in Zavala Co involved a Freightliner tractor-trailer which resulted in 4,089 lbs and the

arrest of one subject. The second seizure was in Val Verde Co, where a vacant house was used as

a stash house resulting in 805.25 lbs seized. The owner reported the unauthorized use of the

property to the Val Verde Co SO. Maverick Co SO seized 23 lbs of cocaine following a traffic stop.

Approximately 0.3 lbs of heroin was located in a salvage vehicle in Uvalde after the owner of the

salvage yard contacted the USBP.

Val Verde Co SO seized 4,460 rds of .223 cal ammo following an attempted traffic stop that resulted

in a bailout and the driver absconding. All other categories, including ammo, decreased from last

reporting period.

Gang Activity

On 07 OCT 2011, Laredo PD Officers arrested a male subject, identified as a HERMANOS DE

PISTOLEROS LATINOS (HPL) gang member, and a female in Laredo, TX. Both subjects were

charged with Robbery, and four counts of Possession of a Controlled Substance. Officers

recovered 0.024 lbs of Cocaine, 0.007 lbs Heroin, 14.5 Pills of Xanax, and 11 pills of

Methadone. Both subjects were remanded to Webb Co. Jail.

On 10 OCT 2011, Zapata Co SO Deputy observed a male subject on the side of the road of

TX-16, about 3 miles east of Zapata, TX. The male subject advised the Deputy that he was in

the US illegally and had been walking for four days. The subject was turned over to USBP

Agents.

23 SEP 2011: With assistance from ICE and DEA, executed a search warrant at a residence

in Laredo, TX. A total of 609 lbs of marijuana were seized from the residence. One male

subject was arrested.

25 SEP 2011: Seized 804.2 lbs of marijuana and two handguns from a residence in Laredo, TX. One

male subject was arrested. This is an ongoing investigation and more arrests are anticipated.

29 SEP 2011: Patrolling TX-359, in Laredo, TX, initiated a traffic stop on a light blue 1995 Honda Accord.

The driver and two passengers could not provide any identification. All three male subjects were

identified as being in the US illegally. The subjects were turned over to USBP Agents and the vehicle

was seized.

WEBB CO SO DEPUTIES…

01 OCT 2011: Responded to the Bristol Ranch, near Laredo, TX, in reference to an abandoned vehicle.

The black 2010 Ford Fusion had been reported stolen out of Goliad, TX. The vehicle was impounded.

03 OCT 2011: Detained two subjects that were found to be in this country illegally. Both subjects were

turned over to USBP.

Between 04 OCT 2011 thru 05 OCT 2011: Assisting USBP Agents, detained seven male and

two female subjects illegally in the US, in Laredo, TX. The subjects were turned over to USBP.

REVISITED: THP TROOPER seized…

On 04 OCT 2011, THP Trooper initiated a traffic stop on a 1998 Chevrolet pickup traveling on US-83N

near Laredo, TX. A subsequent search of the vehicle revealed 35.2 lbs of cocaine concealed within

the gas tank of the vehicle. Two male

subjects were arrested and the vehicle

was seized. (Included in last week’s BOSA

without pictures)

USBP AGENTS… On 06 OCT 2011, USBP Hebbronville Agents working near the Los Palos Ranch

seized 44.9 lbs of abandoned marijuana. The contraband was turned over to DEA.

On 07 OCT 2011, USBP Hebbronville Agents

encountered a blue 1997 Ford F-250 near

Hebbronville, TX. After a brief pursuit, the vehicle

traveled through

a fence where several subjects bailed out and absconded. The Agents

discovered 567 lbs of marijuana abandoned in the vehicle. No arrests were

made. The vehicle and contraband were seized.

On 08 OCT 2011, USBP Laredo North Agents working at the IH-35 Checkpoint seized 21.13 lbs of

USBP AGENTS… On 10 OCT 2011, USBP Hebbronville Agents working the TX-16 Checkpoint

seized 115 lbs of marijuana located in the gas tank of a white 1997 Dodge Ram

1500 pickup after a service K-9 alerted to the vehicle. Both subjects were arrested.

On 11 OCT 2011, USBP Freer Agents working at the US-59 Checkpoint seized 48.9 lbs of

marijuana from a 2010 Nissan Armada. The driver, carrying a current CHL license, was a legitimate

security guard in uniform, complete with a duty belt, including a Ruger P95 9mm pistol. The

subject, narcotics, weapon, and vehicle were turned over to the Central South TX Criminal

Investigations Unit (a TX LE Task Force).

Laredo Unified Command Sector Assessment

The Laredo Unified Command had a decrease in all seizures this reporting period with the

exception of currency seizures. Currency increased due to a single seizure of $13,000 USD.

Overall alien apprehensions decreased from 623 to 614. OTM apprehensions decreased while UA

referrals from the Unified Command increased from 36 to 42. Reported stolen vehicles decreased

from nine to four and recoveries from five to one, all from Laredo, TX.

The largest single marijuana seizure this week was 804.2 lbs of marijuana by Webb Co SO

Deputies from a residence in Laredo, TX. USBP Agents working at the IH-35 Checkpoint seized

21.13 lbs of cocaine, 13.6 lbs of methamphetamine, & 3.53 lbs of heroin concealed within the

radiator walls of a black 2000 Ford F-250 resulted in the largest narcotics seizure for the AOR and

concealment method not used in some time in this sector.

Gang activity

The Hidalgo Co SO Gang Intelligence Unit reported 30 gang member arrests this reporting period. These

arrests were made by ten different agencies in the RGV sector. The gang members were arrested for

offenses such as: evading arrest/detention, possession of controlled substance, assault causes bodily

injury, parole violation, possession of marijuana, public intoxication, theft of property, burglary of

habitation, evading arrest/detention with vehicle, failure to identify, contempt of child support, burglary of

vehicles, failure to comply sex offender, arson, criminal trespass, assault and robbery. The arrestees have

gang affiliation with:

Southbound Operations

The Pharr PD in conjunction with CBP at the Pharr International Bridge.

During a joint outbound operation with Mission PD and CBP Officers, USBP McAllen

seized $10,390 USD at the Anzalduas POE near Mission, TX. The currency was

being smuggled by two Mexican citizens.

Additional information (cont) USBP Agents requested the assistance from DPS Air 108 to provide border security

flight in the La Rosita, TX, area in reference to a reported gun battle between the

Mexican Military and a Transnational Criminal Organization (TCO). Further reports

indicated that suspects fled into the US and shots were fired at the Mexican Military

from the US. A search was conducted on the US side by Starr Co SO Deputies, Texas

Rangers, and USBP Agents. Information provided by Mexican Military was that the

suspects fled into a corn field. A shotgun was located just south of the corn field.

Palmview PD assisted USBP Agents in an attempt to conduct a traffic stop. The driver

refused to stop and a pursuit ensued eastbound on US-83. The pursuit continued down a

dirt road toward a canal bank where the Officer lost sight of the vehicle. The vehicle was

found abandoned on the canal bank. Officer conducted a search of the vehicle and found

417.4 lbs of marijuana in 18 bundles.

Roma PD received information in reference to a green Chevrolet Silverado loaded with

narcotics near 4th St in Roma, TX. Officers located and approached a male subject and

observed marijuana bundles inside the pickup. Officers obtained verbal consent to search

the residence and found a total of 693.8 lbs of marijuana. One male subject and one

female subject were arrested.

Pharr PD K-9 Officer received a Crime Stoppers tip that narcotics were being stored

at a residence in Pharr, TX. Upon arrival K-9 Officer made contact with the property

owner. There were several homes located on the property. The Officer deployed his

K-9, who alerted to one of the rooms of the home. The property owner provided

consent to search the home. The property owner then stated that the home at which

the dog alerted to was used by his son. K-9 Officer entered the home and in a

bedroom located 926 lbs of cocaine in 383 bundles valued at $29,632,000

USD. Pharr PD turned the investigation over to DEA.

Pharr PD Officers assisted ATF with a weapon violation investigation. A K-9 Officer

conducted a traffic stop on three subjects in a white Honda CRV. A consent to search the

vehicle revealed that the occupants were in possession of two AK-47 assault rifles and

$700 USD. The weapons, cash, and occupants were taken into custody by ATF.

Pharr PD Officer conducted a traffic stop on W. Sam Houston Blvd. Upon making contact with the driver

and passenger, the Officer received conflicting stories from the two occupants. The Officer obtained

consent to search and with a K-9 located a red duffle bag with 21.6 lbs of marijuana in 11 bundles. The

two occupants were arrested.

• 1,350 lbs marijuana (60 bundles) near Salineno, TX. Agents observed several subjects

loading bundles into a green 1999 Ford F-250. HIDTA assumed custody of the narcotics

and vehicle. No subjects were arrested.

• 641 lbs of marijuana (33 bundles) in an abandoned house near La Joya, TX. Agents observed foot

traffic heading northbound away from the river. DEA assumed custody of the narcotics. No subjects

were arrested.

• One pistol and 15 rds of ammo during secondary inspection of a red Chevrolet Traverse at the Sarita

Checkpoint. Kenedy Co SO seized the pistol and subjects were released.

• 25.4 lbs of cocaine during primary inspection, when a K-9 alerted to the vehicle and upon secondary

inspection, Agents discovered 11 bricks of cocaine concealed within the vehicle’s rear quarter panels. A

USC subject was arrested. Immigration and Customs Enforcement assumed custody of the narcotics,

subject and the vehicle.

• 62.4 lbs of marijuana and 30 rds of ammo found in three abandoned backpacks after apprehending

four subjects. Further inspection of the backpacks revealed six bundles of marijuana and the ammo.

ICE assumed custody of the narcotics and the subjects.

• 1.03 lbs of heroin (3 bundles) at the Falfurrias Checkpoint. During a secondary inspection of the GMC

Sierra, a service K-9 alerted to the front of the vehicle. A search of the hood area resulted in the seizure

of the heroin concealed within the vehicle’s battery. One USC was arrested. DEA assumed custody of

the narcotics and subject. Vehicle was seized by USBP.

• 681 lbs of marijuana (10 bundles) near Sullivan City, TX. Agents observed foot traffic heading

northbound away from the river. DEA assumed custody of the narcotics. No subjects were arrested.

• 1,245.9 lbs of marijuana (54 bundles) at the Falfurrias Checkpoint. The marijuana was comingled

within pallets of limes. A Cuban national was arrested. DEA assumed custody of the narcotics and the

subject and the TT/ST seized by USBP.

• 2,524.95 lbs of marijuana (350 bundles) at the Falfurrias Checkpoint. During secondary inspection of a

tractor trailer agents discovered the marijuana comingled within pallets of produce, (chayote, a vegetable

pear). ICE/HSI (Corpus Christi) will assume custody of the subject, narcotics, and tractor-trailer.

• 1,219.35 lbs of marijuana (14 bundles) near Donna, TX. Agents observed a vehicle traveling at a high

rate of speed away from the Rio Grande. As Agents approached, the vehicle made an abrupt turn and

headed back south towards the river. Once at the riverbank the driver bailed out of the vehicle and

absconded back to MX. DEA assumed custody of the narcotics. The vehicle was seized by USBP.

• 585 lbs of marijuana (7 bundles) near Weslaco, TX. Agents observed two vehicles being loaded with

narcotics near the Rio Grande south of Weslaco, TX. As Agents approached the vehicle, a black Dodge

Durango fled the scene and Agents initiated a pursuit. An unmarked service unit was advised by

Border Patrol Air support of the vehicle being pursued by Progreso PD. The vehicle made an attempt to

head back to Mexico and ended up driving to the Rio Grande. The driver bailed out and absconded

back to Mexico. A search of the vehicle resulted in the seizure of 7 bundles of marijuana that had been

abandoned in the vehicle. Progreso PD assumed custody of the narcotics and the vehicle.

• 709.1 lbs of marijuana (9 bundles) near Weslaco, TX. Agents observed a subject running south near

the Rio Grande. Agents gave chase, but the subjects absconded back to MX. A search of the area

revealed the marijuana abandoned in the brush. DEA assumed custody of the narcotics.

• 888.2 lbs of marijuana near Weslaco, TX. Agents observed two vehicles being loaded with narcotics in

close proximity to the river area. The driver of a Ford Explorer attempted to abscond north but then headed

back south and drove the vehicle into the river. The driver fled the area and absconded back to Mexico. A

search of the vehicle resulted in the seizure of 49 bundles of marijuana abandoned in the vehicle. DEA

assumed custody of the narcotics and the vehicle. The vehicle was seized by the Border Patrol.

• $20,000 USD while near Los Indios, TX. Agents apprehended two Mexican nationals

and revealed that both subjects had a vacuumed sealed bag each containing $10,000

USD each.

• 619.4 lbs of marijuana (11 bundles) while assigned to the Highway Enforcement Against

Trafficking (HEAT) Unit working on FM-2686. Agents noticed a Dodge Durango and Chevrolet

Suburban stop and the driver from the Suburban enter the Durango. Agents stopped and

apprehended three IAs and approximately three absconded in to the brush eluding

apprehension. Agents also observed large bundles of marijuana inside the white Suburban. A

Starr Co SO Deputy stopped the Durango further down the road and turned over the two

occupants and the vehicle to Agents. The three IAs from the Suburban, two USCs from the

Durango, the two vehicles, and the contraband were transported for further processing.

• 567.5 lbs of marijuana (9 bundles) after

Agents encountered a 1997 Ford F-250 at the

intersection of TX-649 and FM-2686. The

vehicle swerved off the road and drove

through a fence. Several subjects absconded

into the brush.

• 12.26 lbs of cocaine concealed in suitcases inside the trunk

of a 2004 Gran Marquis bearing TXLPs driven by a female

USC. Two females were arrested and the vehicle was seized.

Rio Grande City PD Officers observed a 2002 Mitsubishi traveling south on Fairground Rd at a high

rate of speed. Officers attempted to conduct a traffic stop, the driver refused to stop and a pursuit

ensued. The driver bailed out of vehicle and absconded into a wooded area. The Officer conducted

a search of the vehicle and located 50.2 lbs of marijuana.

Rio Grande City PD Officers observed a 2000 Chevrolet Impala in a parking lot by Pete

Diaz Ave traveling at a high rate of speed and a pursuit ensued. The vehicle headed

southbound on Pete Diaz Ave then turned west near the Rio Grande City POE. The

driver bailed out by the river bank and absconded. Officers conducted a search of the

vehicle and located 271 lbs of marijuana in 17 bundles.

Edinburg PD K-9 Officer conducted a random check at the Mailbox Depot for narcotics

being shipped by narcotic traffickers. A search warrant was obtained and the box was

opened. Officer located a total of 12 lbs of marijuana in eight bundles inside the box.

A Starr Co SO Deputy conducted a traffic stop on a green Chrysler 300c on Juarez St

and Eliot St. The Deputy made contact with the driver and noticed several large

bundles wrapped in cellophane. Deputies detained two females and one male. The

case was turned over to a HSI Task Force Officer. A total of 355.2 lbs of marijuana

were seized.

Texas Parks & Wildlife Game Wardens encountered two inflatable rubber rafts with 10-12 subjects

paddling towards the US bank west of Penitas, TX. The Wardens maneuvered to intercept and

observed 4-6 additional subjects on the US side scrambling up the bank and disappearing into the

brush. Three other subjects were seen on the Mexico side and one individual appeared to be in

charge and was giving orders to the rafts to return. The subject, who appeared to be in charge,

loaded a pickup parked behind a small cinder block building with three bundles. All subjects from

the rafts returned to the Mexican side. Both rafts were loaded into the truck and departed. Wardens

landed their vessel on the US side, and along with USBP Agents conducted a search for the

subjects and narcotics that yielded negative results.

Investigators assigned with the Border Interdiction Task Force and a Starr County SO K-9 handler

were called to assist with the search of a residence on 2nd St. in Roma. A K-9 free air search was

conducted on the front door and front windows of residence. The K-9 alerted at the front door and

front windows of residence and HIDTA Investigators obtained a search warrant. After executing the

warrant, investigators did not find any narcotics, but only marijuana residue near where the K-9 had

alerted. After searching the residence, investigators found three AK-47 Magazines and 7.62

ammo. A trap door was also found in the restroom area. A search of the trap door revealed

an underground bunker. The bunker was empty but did show signs of narcotic storage in

the recent past.

Starr County SO Investigator assigned to the Border

Interdiction Task Force and a K-9 handler were called to

assist in the execution of a search warrant at a residence

on Lencho St in Rio Grande City, TX by HIDTA Task Force

Investigators. The K-9 team conducted a free air search on

the front door of residence and front windows and the K-9

alerted multiple times. HIDTA Investigators obtained a

search warrant and upon execution located 483 lbs of

marijuana in 40 bundles in the attic area of residence.

Starr Co SO Investigators working Operation Stone Garden observed a blue Chevrolet Monte Carlo in the

parking lot of store located on Midway. The driver attempted to run the investigators over with the

vehicle and shots were fired at the rear tire. Investigators then engaged in a vehicle pursuit. The

vehicle was found abandoned south on Midway Rd with 167.8 lbs of marijuana in 13 bundles inside. The

driver and passenger absconded into the wooded area towards the Rio Grande.

A THP Trooper conducted a traffic stop on a 2001 Dodge Ram van on US-77 near

Raymondville, TX. The Trooper observed a second vehicle stop in front of the first. The Trooper

observed suspicious activity from both drivers. The Trooper requested and was granted

consent to search the vehicles. The search led to the discovery of 8.8 lbs of cocaine in three

bundles concealed in the intake manifold of one of the vehicles.

A THP Trooper attempted to conduct a traffic stop on a 2009 Ford pickup on US-83 near La Joya, TX, for

a violation. The driver refused to stop and a pursuit ensued. The driver bailed out of the vehicle and fled

on foot. The subject was apprehended. The Trooper conducted a search of the vehicle and found 712 lbs

of marijuana in 32 bundles concealed in the cab and bed areas.

A THP Trooper conducted a traffic stop on a 2000 Pontiac Grand Am on US-83. As the Trooper exited his

vehicle, the driver accelerated and a pursuit ensued. The vehicle came to stop and the driver bailed out

and absconded. The Trooper conducted a search of the vehicle and found a total of 163.8 lbs of

marijuana concealed in the trunk area.

THP Trooper conducted a traffic stop on a 1995 GMC 1500 pickup on US 77 near Raymondville, TX.

Trooper made contact with the driver and observed criminal indicators. A voluntary consent to search was

obtained and the Trooper located 51 lbs of marijuana in 15 bundles concealed in the bed of the vehicle.

Additional information (cont) DPS CID Agents conducted a marijuana smuggling investigation on a International box

truck. THP Troopers conducted traffic stops on the box truck and an escort vehicle

(Ford Escape) at the direction of Agents. A consent to search of the box truck was

obtained and as a result 1,906.9 lbs of marijuana (126 bundles) was found comingled

in metal bins between boxes of limes. Two male subjects were arrested and booked on

federal charges of possession of marijuana. Subsequently, a search warrant was

obtained on a warehouse in the Pharr area which resulted in the seizure of two

additional bundles of marijuana weighing approximately 18.4 lbs. A total of 1,925.3 lbs

of marijuana was seized.

THP Trooper conducted a traffic stop on a tractor trailer on US-77 near Raymondville. The Trooper

made contact with the driver and observed criminal indicators. Verbal consent to search the truck

tractor and semi trailer was requested and granted. The search revealed 48.5 lbs of cocaine in 23

bundles concealed in the 3rd axle differential of the truck tractor.

The RGV Unified Command agencies were responsible for the seizure of over 17,000 lbs of

marijuana. This amount is a 2,000 lbs decrease from last week, although one 5,000+ lbs seizure

accounted for nearly 25% of last week’s seizures. Cocaine seizures increased from 112.11 lbs

reported last week to 1,020.9 lbs this week, due to a 926 lb seizure in Pharr, TX. A total of 1.03 lbs

of heroin was seized. There were no methamphetamine seizures for the week. Currency seizures

decreased to a total of $58,425 USD. The USBP, CBP OFO, DPS Aviation, DPS THP, Texas

Rangers and CID, Starr Co SO, Rio Grande City PD, Roma PD, Edinburg PD, Palmview PD and

Roma PD contributed significantly to the narcotic and currency seizures.

Illegal Alien apprehensions increased for the reporting period up from 1,139 to 1,170 this week.

The OTM count increased from last week to a total of 452.

The Mexican Military engaged in several gun battles with cartel members in the cities of

Matamoros, Miguel Aleman, Camargo and Reynosa. The Mexican Military escalated their pursuit of

high-value Gulf Cartel and Zeta targets in the northern part of the state of Tamaulipas during this

past week. Several DTO members were killed and/or taken into custody as a result of these

encounters. The Mexican authorities have shifted their most intense operations further west in an

attempt to gain control of cities such as Nuevo Guerrero, Ciudad Mier, and Camargo. There is an

assumption that violence will escalate due to the diligence of Los Zetas to reign in western

Tamaulipas. The RGV BIC and JOIC continue to closely monitor events in Mexico that may produce

cross-border violence.

The USBP RGV Sector International Liaison Unit was again instrumental in assisting US law

enforcement agencies and communicating intelligence and information to Mexican authorities.

executed an arrest warrant on a parole violator. The male subject is a

confirmed member of the TEXAS SYNDICATE prison gang.

DPS CID Nueces Co assisted by THP Nueces Co and Corpus Christi PD seized 2.5 lbs

of cocaine and $3,526 USD during the execution of a search warrant. One male subject,

a confirmed member of the ACE OF SPADES street gang, was arrested.

Gang Activity

DPS CID Nueces Co executed multiple arrest warrants during a six day period. The

result of this operation was the arrest of four TEXAS SYNDICATE prison gang

members, one TANGO BLAST prison gang member, and one BLOODS street gang

member.

In two separate incidences, DPS CID Nueces Co assisted by Nueces Co SO

executed an arrest warrant on a confirmed member of the TANGO BLAST

prison gang and a confirmed member of the TEXAS SYNDICATE prison

gang.

DPS CID Nueces Co, assisted by THP Nueces Co and Corpus

Christi PD seized 0.24 lbs of heroin concealed in the kick panel

of a 1998 Ford Mustang. The male driver was identified as a

SURENO 13 gang member. One of the two male passengers was

identified as a TEXAS SYNDICATE prison gang member.

THP DeWitt Co arrested one male subject for weapons and controlled substance charges.

The male subject is a confirmed member of the BANDIDO motorcycle gang.

Victoria PD apprehended one male subject following a shooting at Victoria College. The

subject entered the college sports center and pointed a revolver at several people. The

subject then fired several shots into the ceiling while yelling ―Five Duce!‖ The subject

also reportedly fired at a Victoria College Security Officer who responded. The subject

fled the scene and was located by Victoria PD within minutes. The subject is a member

of the FIVE DUCE HOOVER CRIP aka HOOVER CRIMINALS street gang.

64.42 lbs of heroin concealed inside the drive train of a 2006 Ford F-150 pickup. The female

driver was traveling on IH-37N from Laredo, TX, to San Antonio, TX. This is believed to be the

largest seizure of heroin resulting from a traffic violation stop in the State.

Corpus Christi PD seized 0.031 lbs of cocaine, $1,633 USD, 178

pills of hydrocodone, and two firearms during the execution of a

search warrant at a residence. One of the firearms seized was

reported stolen from Portland, TX. One male subject was arrested

as a result.

Additional Information

USBP requested assistance from DPS Air 103 in tracking subjects west and north of the

Falfurrias USBP Checkpoint. The Aircrew identified a dense area of brush and trees with a

thermal signature. The Aircrew directed Agents to a group of six suspects, who were

apprehended. The Aircrew estimated that as many as 15 suspects were originally sited with a

total of nine suspected IAs taken into custody.

USBP Agents requested assistance from DPS Air 108 to search for a group of suspected IAs west of

US-281 attempting to circumvent the Falfurrias USBP Checkpoint. The Aircrew secured the perimeter and

searched using the infrared camera. 15 suspects were apprehended.

US Coast Guard assisted by US Park Service and Kleberg Co SO recovered 118

lbs of marijuana that had washed up on South Padre Island National Seashore.

of cocaine that had washed up on Matagorda Island near Matagorda airport.

COASTAL WASHUPS…

ANALYST NOTE: The USCG Intel Section – Corpus Christi

has been tracking “lanchas” (small fishing boats) that leave

the Playa Baghadad coastal area just south of Brownsville,

TX. These lanchas, are believed to rendezvous with larger

fishing vessels (F/V) in the Gulf Coast anywhere from 20 –

40 nautical miles (nm) from shore in international waters.

“Lancha operators are known to by shrimp or fish directly

from the boat or other items from F/Vs. However, F/Vs

loitering along this smuggling route are now drawing

attention.” (USCG Corpus Christi Intel)

Occasionally bundles may be intentionally or unintentionally

dropped off either vessel, thus possibly leading to washups

in the South Padre Island Seashore area. This harvesting

season we expect to see more boats running north.

Coastal Bend Unified Command Sector Assessment

Marijuana seizures showed an increase in the Coastal Bend Sector over the last reporting period

from 77.231 lbs to 118.915 lbs. There was a slight decrease in cocaine seizures from 52.19 lbs to

46.79 lbs. A large seizure of 64.68 lbs of heroin was seized this period, as well as 0.07 lbs of

methamphetamine and 0.04 lbs of synthetic marijuana. Three currency seizures totaling $5,389

USD was an increase from $526 USD reported in the Coastal Bend Sector last week. IA referrals,

OTMs, absconds, gang and criminal arrests showed increases. Bailouts, pursuits and stolen vehicle

recoveries showed a decrease during this period. SH-359, US-281N and IH-37N were the locations

of significant narcotic and currency seizures.

A review of the Falfurrias Checkpoint on US-281N indicated that between 06 – 12 OCT 2011 there

was 4,932.35 lbs of marijuana and no cocaine reported seized. This is an increase from last week’s

total of 1,492.05 lbs of marijuana and a decrease from last week’s total of 16.72 lbs of cocaine

reported seized. The Falfurrias Checkpoint reported three tractor trailers were found with marijuana

loads totaling 4,358.4 lbs attempting to pass through the Checkpoint. Three commercial buses were

found with a marijuana loads totaling 86.9 lbs concealed in luggage and on passengers.

A review of the Sarita Checkpoint on US-77N indicated that between 06 – 12 OCT 2011 91.4 lbs of

marijuana and 25.4 lbs of cocaine reported seized. This was a decrease from last week’s total of

491.4 lbs of marijuana and an increase from no cocaine reported seized. No tractor trailers or

commercial buses were found to be attempting to conceal contraband at the Sarita Checkpoint

during this period.

Held Against Their Will Fourteen IAs Discovered in a Stash House Near Houston

Kidnapped, and brought into the U.S., 14 individuals were held in a small house in Fort Bend Co. Investigators say that the suspects (coyotes) did not allow the victims to mingle outside and continually threatened to kill them. The coyotes contacted the individual’s families and attempted to extort more money than they’d already previously paid. Chief Brady, with the Fort Bend Co SO, explained that the initial charge was supposedly $1,000, and the suspects were wanting an additional $2,500. With the cooperation of ICE, Fort Bend Co SO arrested two suspects (Ramirez-Rangel and Penaloza-Lopez) who were found hiding in a wooded area east of the house. The smuggling ring bust came after a woman, who was being held against her will, escaped.

La Familia and the Austin Connection The DEA’s Project Delirium case netted almost three dozen individuals connected to the La Familia cartel in Austin on July 20, 2011. The raids revealed that the organization was utilizing Austin as a hub for operations to funnel large quantities of cocaine, marijuana and especially methamphetamine to places such as Atlanta and Kansas, but even as far as Wisconsin and Michigan. In addition, the investigation has revealed crucial Intel:

Luvianos has sent the majority of its northbound migrants to Austin . So much so, that one northeast neighborhood has been dubbed “Little Luvianos” by residents. Officials are quick to pronounce that the majority of Luvianos immigrants are law-abiding residents without cartel ties. Yet the cartel leaders who prey on Mexicans in Luvianos have begun to find their way to Central Texas.

U.S. authorities reportedly foiled an Iranian-directed plot to assassinate the Saudi Arabian ambassador to Washington, a rare instance where Tehran is accused of terrorism on U.S. soil. Prosecutors alleged an elaborate international plot, with two men, including an Iranian-born U.S. citizen who had been living in Texas, using funding from the Iranian government to try to hire a

Mexican drug cartel member to kill the ambassador and bomb two Middle East Embassies in D.C. Two men, one American-Iranian, Manssor Arbabsiar, 56, and Gholam Shakuri, an Iranian, have been charged in New York with the alleged "murder-for-hire" plot to pay a Mexican drug cartel to help assassinate Adel al-Jubeir, the Saudi ambassador and close confidant of the Saudi king.

Terror Timeline:

US authorities said they have charged two men linked to the Iranian government with plotting to assassinate the Saudi ambassador to Washington. Following are some key dates in the alleged plot, as described by court papers filed in New York and by US justice department officials at a news conference in Washington.

24 May: One Iranian, Manssor Arbabsiar, meets in MX with a person posing as an associate of a drug trafficking cartel, but who in reality is an informant for the US DEA. Arbabsiar asks about the informant's knowledge of explosives and explains he is interested in attacking a Saudi embassy.

2 June: Arbabsiar returns to MX and holds more meetings with the informant in late June and early July. Arbasiar allegedly says his associates in Iran have discussed a number of "violent missions" including the murder of the Saudi ambassador to Washington, Adel al-Jubeir.

14 July: The informant allegedly tells Arbabsiar that $1.5m is his price for carrying out the assassination, and says he will use four men to carry it out.

4-5 October: Arbabsiar makes phone calls – monitored by US law enforcement agents – to Shakuri, who is described as a member of the Quds force, a special unit of Iran's Revolutionary Guards. He is believed to be based in Iran. Shakuri allegedly confirms to Arbabsiar that the plot should move forward as quickly as possible, stating: "Just do it quickly, it's late."

Cartel Alliances in Mexico: An Overview When Mexican President Felipe Calderon took

office in 2006, there were approximately five

major criminal organizations operating in Mexico:

Sinaloa Cartel, Gulf Cartel, Vincente Carrillo

Fuentes (VCF, Juárez Cartel), Tijuana Cartel, and

the Beltran Leyva Organization (BLO). Over the

last few years, the Mexican government has

targeted the top leadership of these groups,

resulting in the creation of violent splinter cartels

that have formed new alliances. According to the

Mexican government, there are two primary

alliances, the first include Los Zetas, La Familia

Michoacán, Beltran Leyva Organization, Vincente

Carrillo Fuentes Cartel, and Milenio Cartel, and

the second includes the Sinaloa Cartel, Gulf

Cartel, and Los Caballaros Templarios. These

alliances are extremely fluid and dynamic, and

are subject to change from day to day. The Texas-

Mexico border witnesses the majority of violence

between the Gulf Cartel and Los Zetas near the

South Texas border, and the Sinaloa Cartel and

VCF near the El Paso-Juárez corridor.

CD. JUÁREZ – On 06 OCT 2011, the bodies of three men who were

shot to death were dumped on the corner of Simona Barba and Río

Conchos in colonia Los Nogales. The men’s hands and feet were

bound and their bodies displayed signs of extreme torture.

CD. JUAREZ – On 08 OCT 2011, a man was shot and killed

and a municipal police officer wounded at the intersection of

Rodesia and Guinea streets in the south part of the city. The

gunman had his face covered when he exited from a car to

fire a 9mm pistol at the victims.

CD. JUAREZ – On OCT 08 2011, the body of a man was found in

the trunk of a Chevy Lumina near the intersection of Hacienda del

Sauz and Hacienda Acacias streets in colonia La Haciendas. The

man’s hands were bound with a bicycle cable lock and his feet with

a belt. The man was shot four times with a .380 caliber pistol.

CD. JUÁREZ – On 09 OCT 2011, the body parts of a decapitated and butchered

man were found at fourteen intersections throughout the city. The vehicle from

which the body parts were thrown was located abandoned near the intersection

of Durango Street and Talamás Camandari Avenue. The black 1998 Nissan had

been reported stolen. Messages were left at many of the locations.

CD. JUÁREZ – On 10 OCT 2011, a man was shot and killed and his body

mutilated by his killers who cut out a tattoo from one of his arms and

placed it on his chest. The homicide occurred near the intersection of

Privada de Fósforo and Segunda de Ugarte streets in colonia Altavista.

The US Consulate in Juárez confirmed that a USC, Victor Hugo

Lopez Jr. was killed in Cd. Juárez. On 03 OCT 2011, Lopez was

killed while driving a maroon Ford Taurus near the Jardines del

Bosque division. He was being pursued by unknown gunmen and

was shot and wounded. The pursuit ended when Lopez lost control

of the vehicle and crashed into a building. Several assault rifle shell

casings were found at the scene. (Reported in last week’s BOSA)

EP JOIC note: Lopez resided in Cd. Juárez. There is no information on assailants or

motive for pursuit and shooting a this time. Lopez’s uncles are allegedly from the

Trotiño Lopez family, a family of known criminals. Lopez has no criminal history other

than failure to maintain vehicle insurance in El Paso, TX.

CD JUÁREZ – On 06 OCT 2011, agents of

the Mexico state prosecutor were involved

in a pursuit, following an attempted

kidnapping. The pursuit, which included

gunfire exchanges, took place in colonia

Hacienda Las Torres Universidad along

Hacienda del Retiro and Las Torres

streets, where the suspect vehicle was

abandoned. A search of the area was

conducted which led to the capture of two

suspects and the freeing of a hostage.

One of the suspects died from wounds

received during the incident.

On 12 OCT 2011, gunmen ambushed and killed three state

prosecutors in front of a school in Cd Juárez. The slain

prosecutors were investigators for the office's anti-extortion

unit, said the spokesman for the Chihuahua State Attorney

General's Office. A 12-yr-old was injured in the attack,

witnesses said. Police searched the area for suspects.

SINALOA - Mexico's Federal Police arrested a pair of

USCs after finding more than two tons of marijuana in

their vehicle in the northwestern state of Sinaloa. The

suspects were traveling on the Mexico City-Nogales

highway when they got into an accident between the

town of Los Mochis and the border with the neighboring

state of Sonora. The federal police discovered a secret

compartment in the roof where 962 packets containing

more than two tons of marijuana had been stashed. The

driver of the white Ford motor home was identified as 38-

yr-old Eric Michael Kubek while the other passenger was

46-yr-old Rhonda Marie Glick. Both identified themselves

as USCs who live in San Diego, CA.

REYNOSA - Authorities are investigating the death of the Gulf Cartel’s chief

financial officer after his body was found inside a home off Calle Colinas del Sol

in Reynosa on 11 OCT 2011. Authorities arrived at the scene where they found

the door open and the body of Cesar Davila-Garcia inside. Davila-Garcia

appeared to have been shot to death, and a handgun was found at the scene.

Davila-Garcia went by the nickname of ―El Gama,‖ and was identified as the

chief financial operator for the Gulf Cartel in Tamaulipas. He was at one time the

personal accountant for Ezequiel Cardenas-Guillen, aka ―Tony Tormenta,‖ a Gulf Cartel leader who was

killed in a gun battle with marines back in NOV 2010. After Cardenas-Guillen’s death, Davila-Garcia

became the Gulf Cartel plaza boss for Tampico but was later moved back to Matamoros where he

became chief finance officer for the entire organization.

Since Mexican President Felipe Calderon declared war against the cartels in 2006,

12 priests have been killed. In Mexico, the killing of priests is not new. In 2005, Fr.

Luis Velasquez Romero was found in his vehicle in Tijuana, handcuffed and shot

six times. In 2009 a priest and two seminarians were gunned down in their car. It is

believed that a relative of one of the seminarians was associated with one of the

country's notorious drug cartels. A survey from the Catholic Media Centre in

Mexico found that in 2010 more than 1,000 priests were extorted, 162 threatened

with death and two kidnapped and killed. The rise in clergy deaths represents part

of the cartels' response to the growing pressure exerted on them by both Mexico

and the US. Approximately 50-60 gang-related executions of individuals have

occurred in the Puerto de Anapra parish in the last three years. Men ages 15-30

have been the primary targets. Many priests do not perform funeral services at

cemeteries due to the high level of danger. What concerns many priests are the

offers of financial support from the cartels. For decades parishes received

donations of money and buildings from cartel officials. Earlier this year, a church

in Hidalgo state revealed a plaque dedicated to Herberto Lazcano Lazcano, the

leader of Los Zetas, who contributed to the building.

According the Mexican authorities, Jalisco New Generation

(CJNG, ―Cartel de Jalisco nueva Generacion‖), is responsible

for killing at least 67 people whose bodies were found over

the course of a few weeks in the Gulf coast state of Veracruz.

On 06 OCT 2011, Mexican Marines arrested eight members

of the CJNG. The suspects later led authorities to 32 bodies

left in three houses in Cd. Veracruz. The group is also

responsible for dumping 35 bound, tortured bodies on a busy

boulevard in a suburb of Veracruz on 20 SEPT. Mexican authorities believe the group to

be allied with the Sinaloa Cartel. CJNG members have dubbed themselves "Mata

Zetas," or "Zetas Killers," and many of their victims appear to be from that cartel.

SEDENA stress that CJNG is not a paramilitary group, but another organized crime

gang that opposes Los Zetas, with whom they are fighting for control of Veracruz.

Marines also arrested 12 alleged Los Zetas, including Aquiles Amaranto Cruz Hurtano,

allegedly the group's new operations leader in Veracruz. The suspects presumably were

assigned to kill relatives of their enemies and carry out other criminal activities. While

some appeared older, hardened and older, a few appeared to be in their teens. Sinaloa

and Los Zetas are emerging as Mexico's largest drug cartels, locked in a nationwide

battle for territory. CJNG emerged in the western state of Jalisco in 2010, following the

death of Sinaloa capo Ignacio "Nacho" Coronel that same year. In recent months, the

"Mata Zetas" have released videos in which armed, masked men claim to be fighting to

free Veracruz from Los Zetas' reign of killings, kidnappings and extortion — even though

the Sinaloa cartel is implicated in many of the same activities.

MIGUEL ALEMAN – On 05 OCT 2011, the Mexican military launched a series of operations in the state of

Tamaulipas, one of the most violent states in Mexico, that resulted in the deaths of eleven suspected Gulf

Cartel members and the capture of 36 more. Authorities seized 65 assault rifles, 251 grenades, 35

grenade launchers, ammo and other heavy artillery items in all the operations. On 08 OCT 2011, a

gun battle broke out between the Mexican military and cartel members across from the Roma

International Bridge. At least four Mexican military helicopters were observed above the border. The land

and air attack was a planned operation. The object was to enter a safe house in the San German

neighborhood and arrest Ricardo Salazar Pequeño, the alleged plaza boss in Miguel Aleman, and

Gabriela Gomez Robles, aka ―La Gaby,‖ a suspected accountant of the Gulf Cartel. It has not been

confirmed whether Juan Reyes Mejía Gonzalez "R1,‖ was among those captured.

Mejía González, aka ―R-1,‖ ―Kike,‖ "El Quique," is the alleged plaza boss

city of Mier, Tamaulipas. According to information released by the DEA,

his primary form of operations is the transportation of drug shipments

from Central and South America to Nuevo Laredo and Reynosa, for the

Gulf Cartel (CDG). He has criminal federal indictments since 2008 from

the District of Columbia and since 2006 from Dallas, TX on charges of

narco-trafficking and money laundering.

Camargo - On 06 OCT 2011, Mexican soldiers entered a building under construction in

Camargo just south of Rio Grande City, TX. Soldiers moved a platform and discovered the

entrance to an underground bunker. The soldiers found about 449 packages with more than

two and half metric tons (5,511.5 lbs) of marijuana, as well as 40 weapons, 16 grenades

and thousands of rds of ammo. No arrests were reported but the case remains under

investigation.

NUEVO LEON - Mexican Federal Police discovered

a narco camp near the community of San Carlos,

Vallecillo, Nuevo Leon. Federal Police seized seven

stolen vehicles, guns, radio equipment, several

grenades, a rocket and a rocket launcher,

camouflage clothing which had stickers with the

legend MARINA, and metal stars spikes (caltrops)

used to damage tires and cartridges. According to

federal agents, over 40 offenders fled the scene,

escaping in several armored vehicles. They attacked

the officers stationed in the area of Vallecillo, near

Sabinas Hidalgo. Inside the vehicles (at the camp)

were clothes and various personal belongings. No

arrests were made.

CD. VICTORIA - On 28 SEPT 2011, the body of a male,

identified as a member of the Federal Preventive

Police, was found decapitated and dismembered in Cd.

Victoria in the state the Tamaulipas. The body showed

signs of torture and the face was bandaged. A narco-

banner at the scene identified the victim as a member

of the Gulf Cartel (CDG). The message read:

Here is the sh__ of a member which supports the CDG,

Armando Cervantes, commander of the Tula

detachment. See authorities, make no mistake that the

cleansing will commence.

NUEVO LEON – On 12 OCT 2011, the Mexican military captured Carlos Oliva Castillo,

aka "La Rana (Frog),‖ the No. 3 leader in Los Zetas, at a safe house in Saltillo, Mexico.

Oliva Castillo allegedly oversaw criminal operations for the cartel in the Mexican states of

Coahuila, Nuevo Leon and Tamaulipas. Although he was arrested without incident, some

Los Zetas members tried to distract troops by attacking security forces in different parts

of the city. He is described as a confidant of Los Zetas leader Heriberto Lazcano

Lazcano. Oliva Castilo began working for Los Zetas in 2005 in Tamaulipas, and quickly rose

through the ranks. By 2009, he was in charge of the cartel's finances in Nuevo Leon, before

taking charge of all operations in that state. The three northeastern states that Oliva Castillo

allegedly oversaw are some of the Zetas' strongest-held territory. Authorities say that much of

the violence registered in these states is the result of Los Zetas fighting rival groups such as the

Gulf cartel and Sinaloa cartel, for access to lucrative smuggling routes. Los Zetas have

branched out from drug trafficking and into extortion of businesses, kidnappings, and human

smuggling. Oliva Castillo is accused of ordering the attack on the Casino Royale in the city of

Monterrey where 52 people died. Officials allege that the attack happened because the casino

owners did not comply with payments to the cartel.

NUEVO LEON – On 03 OCT 2011, Mexican authorities arrested Aaron Bosquez

Montes, aka ―El Chico,‖ the suspected leader of the Los Gitanos kidnapping

gang, which operates across Mexico and has abducted a number of

businessmen. Twelve of the 15 members of the kidnapping gang, which had

been collecting ransom payments for three years, have now been arrested. The

gang staged at least nine kidnappings in Nuevo Leon, reaping nearly $3.9 million

in ransom payments. Los Gitanos would conduct a "prior study of its victims"

before kidnapping them, targeting "middle and upper class" businessmen and

professionals.

Total Marijuana seizures were 31,173.07 lbs this week, an increase

from 27,871.55 lbs last week. The largest single seizure occurred in

the Rio Grande Valley Sector where a Zavala Co SO Deputy seized

4,089 lbs of marijuana concealed in four large crates in a 2000

Freightliner Tractor. DPS CID Agents seized 1,906.9 lbs of marijuana

concealed in metal bins between boxes of limes from an

International box truck. Limes are one of the most common

comingled produce used by drug smugglers, who believe that the

citrus in the limes helps mask the odor of the marijuana. The total

estimated street value for reported marijuana seizures during this

reporting period is $17.2 million.

Cocaine seizures were 1,119.21 lbs this week, a significant increase from

275.58 lbs last week. Pharr PD seized 926 lbs of cocaine in a bedroom of a

private residence in Pharr, TX. This is the largest single load cocaine

seizure reported to the BOSA in the past three years. In the Rio Grande

Valley Sector, THP Trooper seized 48.5 lbs of cocaine in 23 bundles

concealed in the 3rd axle differential of the truck tractor a tractor trailer

Heroin and methamphetamine seizures for this week’s reporting period total 76.45 lbs (valued at $3.1

million) and 13.67 lbs, respectively. In the Laredo Sector, USBP Laredo North Agents at the IH-35

Checkpoint seized 21.13 lbs of cocaine, 13.6 lbs of methamphetamine, and 3.53 lbs of heroin concealed

within the radiator walls of a 2000 Ford F-250. Multi-type drug loads are highly usual.

Drive train concealment

Since AUG 2011, the BOSA has reported on three

seizures involving a similar concealment method

using the drive trains in various model year Ford

pickups to conceal narcotics, particularly heroin and

methamphetamine. The narcotics in all the seizures

originated out of the Laredo Sector and two were

destined for San Antonio. In addition, in all seizures,

the narcotics were wrapped in similar type plastic

bags. During this reporting period, THP Live Oak

Co seized 64.42 lbs of heroin concealed inside the

drive train of a 2006 Ford F-150 pickup traveling on

IH-37N from Laredo, TX, to San Antonio, TX.

9 SEP 2011: THP Sulphur Springs seized seven

packages of heroin, totaling 60 lbs, from a 2001 Ford F-

250 traveling on IH-40 from MX to California. EPIC

revealed that the vehicle was connected to ten POE

crossings in 2011 and one Checkpoint crossing in

Laredo on 07 SEP 2011.

23 AUG 2011: A THP Trooper (Laredo

Sector) seized 24 lbs of methamphetamine

concealed within the drive train of a 1994

Ford F-150 traveling on IH-35N traveling

from Nuevo Laredo, MX, destined for San

Antonio. EPIC revealed that since

2009,the driver of this vehicle has 426

POE crossings.

Bulk currency seizures totaled $76,814 USD this week, a decrease from

$503,058 USD last week. The largest single seizure occurred in the Rio Grande

Valley Sector where Fort Brown USBP Agents seized $27,335 USD while

assigned to southbound traffic near Brownsville, TX. In the Laredo Sector,

CBP/OFO Officers at the Lincoln-Juarez Bridge (outbound) seized $13,000 in

USD, in addition to various AR-15 parts and a Kevlar helmet.

The street value of all contraband seized this week represents a loss to Mexican DTOs

and the criminal networks that support them of approximately $53.8 million.

Illegal alien apprehensions decreased from 2,348 last week to 2,239 this week. OTM apprehensions

decreased from 777 last week to 663 this week. There were eight ASIC apprehensions: one from

Malaysia and one from Turkey in the El Paso, one from Lebanon and one from Qatar in the Laredo Sector,

and four from Bangladesh in the Rio Grande Valley Sector.

REVISITED: .50-cal Beowulf

19 OCT 2010: CBP-OFO Officers at the Gateway to the Americas Bridge in

Laredo seized two AR-15 assault rifles with the Beowulf .50cal conversion kits

installed, one AR-15 rifle with the T15BDX .458cal SOCOM conversion kit installed, one

Taurus PT 24-7 handgun, two Colt .45cal handguns, three Taurus 9mm handguns, one S&W

65-2 .357cal handgun, one Glock 22 .40cal handgun, one FN Herstal handgun, one Beretta

.40cal handgun, a Barska scope, and an assortment of ammo and magazines. The

contraband was concealed under the rear seat of a vehicle.

28 OCT 2010: USBP Agents observed a pickup heading toward the riverbank near Los Ebanos. Several subjects

emerged from the river and headed towards the vehicle. When Agents approached, the subjects absconded towards the river. A

search of the vehicle located an AR-15 assault rifle with the Beowulf .50cal conversion kit, an AR-15 assault rifle, a G-3

assault rifle, a 12ga shotgun, a handgun, and 8,571 rds of ammo. Two crates of what appeared to be ammo were taken by the

suspects into MX.

November 2010: USBP Agents in RGV Sector interrupted an attempt to smuggle weapons

and ammo across the Rio Grande by boat. Five weapons, including another AR-15 modified with the

Beowulf .50cal conversion kit, and over 8,500 rds of ammo were seized.

06 JAN 2010: Texas LEOs in Mission discovered nine Beowulf .50 cal assault rifles in a vehicle bearing TXLPs.

October 2011: Mission PD Officers seized four boxes of .50 cal Beowulf ammo in Mission along with $6,256 USD,

a .50 cal rifle (not a Beowulf) and a handgun.

16 JUL 2011: During a gunbattle with CDG elements in Matamoros, a .50 cal Beowulf rifled with confirmed

SSN#BEO2374 was recovered.
