PINAL COUNTY, Ariz. – The final week of registration for Central Arizona College’s 2012 spring semester will take place Jan. 3-7. “Typically students have

until the second or third week of January to register for the spring semester because the semester traditionally has started in mid-January,” Tom Di Camillo, CAC’s director of public relations, explained. “But the 2012 spring semester begins earlier this year and we want to make sure students wanting to register for classes don’t miss out on the many terrific opportunities CAC is providing this spring.” The 2012 spring semester

starts on Monday, Jan. 9, with CAC’s Weekend College program beginning on Friday night, Jan. 6. Although CAC is closed

for Winter Break through Monday, Jan. 2, students may register online during the break. Staff will be available at the district’s 10 locations Jan. 3-7 during the final week of registration.

Instead of redeeming holiday gift cards from Visa, MasterCard and American Express for electronic accessories, clothing and items that may depreciate in value, students can invest those dollars in a college education that brings a much greater return on investment. At Central Arizona College, students can use gift cards from credit card companies to begin their higher education journey – or to just pay their spring semester tuition. CAC has developed six easy steps for anyone to earn college credits, take personal interest classes, pick up non-degree or community education classes, or explore the more than 75 degree and certificate programs offered by the institution. Students entering college for the first time or returning after an extended break should request a MAP - or Master Academic Plan - to help maximize their educational experience. Transfer

Registration for Central Arizona students or students taking non-degree courses also may follow the same MAP for easy entry into Central Arizona. Continuing students – defined as those who were enrolled in the previous semester – may start with Step 3 of the six-step process; however, they are urged to meet with an academic advisor to review their progress in their selected program.Step 1 - Apply to Central Arizona College Who can attend? Just about anyone. “Central Arizona College is a public institution of higher education with an open admission policy,” Dr. Doris Helmich, CAC’s interim president, said. “An open admission policy means that admission to the college and access to educational opportunities may be granted to any person without regard to age, completion or non-completion of a high school diploma or GED, physical disability, economic status, and social or ethnic background.” For further information on admission procedures, potential students are encouraged to call their local campus or the college’s customer service help desk at 520-494-5111. Students will receive orientation information by mail with the admission acceptance letter. “We have simplified the application process so taking that first step toward a college education is not so overwhelming,”

Helmich said. Prospective students should complete and submit a Central Arizona College admission form prior to attending an orientation session or registering for classes. The signed and dated form is submitted to the Records Office for processing. Incoming students may call any Central Arizona College campus or center and ask to speak with an admissions representative for help. We encourage students to contact their campus of choice for more information.”Step 3 - See an Academic Advisor New students are required to meet with an academic advisor to discuss academic goals and review academic history and test scores. The advisor will help the student select courses based on skill level and provide a degree Master Academic Plan (MAP). “Continuing students in a degree or certifi cate program should review their program of study with an academic advisor each semester,” Helmich explained. “This helps ensure that the schedule a student is planning is appropriate for that specifi c degree program. It really

helps keep the students on track.” Students returning to college after a break in enrollment should meet with an academic advisor to review their academic history and discuss the next steps toward completing their program. Students transferring from another college must meet with an advisor to determine if course placement is required. Offi cial transcripts must be sent to the Records Offi ce, but students may bring an unoffi cial transcript when meeting with an advisor the fi rst time to help facilitate admission and scheduling. Central Arizona College not only makes its academic advisors available to students at its campuses and centers, but advising is also performed online via e-mail ([email protected]) or by phone (520-494-5410).Step 4 - Register for

Classes Registration for the spring semester is ongoing through Jan. 7. The semester will begin on Monday, Jan. 9; however, Weekend College begins on Friday, Jan. 6. The Superior Has Heart volunteer committee is gearing up for the Fourth Annual Superior Has Heart benefit. Last year the auction, party and dinner event raised $9,000 in support of the mission of the American Cancer Society. Since 2009, Superior Has Heart

events have raised more than $24,000! This $24,000.00 equates to 4,800 hours of toll free access to our National Cancer Information Center (1-800-ACS-2345) where people can call day or night to receive valuable information and support.

By Rev. Dennis Van GorpFamily Life Christian Center Have you ever wondered if there was a formula to help you get through tough times? Well, there really is one. In Romans 12:12 we read, “Be joyful in hope, patient in affliction, faithful in prayer.” Hebrews 11:1 tells us that faith is being sure of what we hope for. Hope is a very important part of life. When a person loses their hope, they feel like life is useless; they have nothing to live for. Unfortunately, such a person soon contemplates ending their life as an escape from their problems. The Scriptures tie faith or trust together with hope. Quite simply, we need something to believe in. With hope, even if we can’t ‘see’ the answer, we know it does exist and are encouraged by it. We have faith that things will work out for the better. Patience has to do with perseverance; ‘sticking with it’ until you see the promise or gain your goal. Waiting for something to be finished is hard in our ‘microwave’ society, because we want it now! Certain things must be

aged to perfection before they are ready, but the end result is worth the wait. Tough times will not last, but tough people who are patient will endure. Prayer is simply talking to God. Genesis 4:26, “At that time men began to call on the Name of the Lord.” We are told that King David regularly inquired of the Lord. Every time he needed guidance or instructions or help, he asked God what he should do. We know that Abraham, Enoch and Adam daily walked and talked with the Lord God, and so should we. Prayer is to be a conversation, not a monologue. When you have asked God a question or just spent time sharing with Him; get quiet and set still, listening for His answer or response. You may hear words or a thought, feel impressed about something, or sense that you need to read a specific Bible verse. Hope, patience and prayer produce joy in your heart. Nehemiah 8:10 says, “for the joy of the Lord is your strength.” That strength gives us the ability to persevere and be faithful. Regardless of the situation

FLORENCE, AZ – The Arizona Historical Advisory Commission has officially designated the 1891 Courthouse Renovation Project as a state of Arizona Centennial Legacy Project. On February 14, 2012, Arizona will celebrate its centennial statehood anniversary. Cities, towns and counties are planning a variety of events and celebrations to pay homage to the state’s first 100 years. “In Pinal County, there is nothing more significant than the decision my colleagues and I made to restore the 1891 Courthouse and return it to use,” said Pinal County Board of Supervisors’ Chairman Pete Rios. “We are grateful that the Arizona Historical Advisory Commission has selected this as an official Centennial Legacy Project.”

Dr. Doris Helmich

By Mila Lira Upon the retirement of Dennis Jenkins from Central Arizona College, Dr. Doris Helmich, a familiar face at the CAC Aravaipa Campus, was appointed as the interim President of CAC. The Copper Area News spoke with her and she shared some of the changes that students, staff and the community will begin to see at CAC. She explained that she has two major goals as she serves as interim President and that is to listen to the staff, students and community to understand what changes need to be made. To accomplish this goal she has been hosting a series of breakfast and lunch meetings at all of the campuses to better understand what some of the needs are at each campus. Her second goal is to ensure the staff is focused on student success and helping students to be able to afford college. One of the things she explained is that students do not need a High School Diploma or GED to enroll in classes at CAC and those wanting to pursue a

college education should visit a local CAC campus for more information. She explained in the past the college had been focused on campus construction and budgetary issues but now it was time to focus on helping students succeed at furthering their education. To accomplish these goals and ensure that all campuses have adequate communication channels there have been several modifications to the staffing at the college. Maria Munoz, another familiar face in the Copper Corridor, has been appointed as the acting Site Administrator/Supervisor for the Aravaipa Campus. Dr. James Moore has been appointed acting Associate Vice President of Learning Services, Dr. Steven Gonzalez has been appointed acting Associate Vice President of Academic Affairs, and Dr. Phil Tompkin has been appointed as acting Associate Vice President of Student Services. She explained that these appointments will be acting positions until a

New year brings many new improvements to CACnew President of CAC is hired. The CAC board of directors has already started a national search to conduct the hiring process and they expect that it will take nine to 12 months to finalize the selection of a new president. The board is utilizing their current human resources staff to conduct the search and is not contracting a search company to conduct the selection process. President Helmich explained that residents of the Copper Corridor will continue to see many physical improvements at the Aravaipa Campus, which is all part of the scheduled renovations that are ongoing at the campus. In addition to the room renovations, new desert landscaping and walkways are being installed and the next round of renovations will include enlarging the cafeteria to allow for a larger event space which can accommodate events such as graduation in the future. One of the other major projects Helmich will be overseeing is the accreditation process for CAC. She explained that maintaining their

accreditation is necessary for the college to operate officially. CAC accreditation will need to be renewed in 2014 so they are preparing for their evaluations. Helmich explained that the college is not in any danger of losing their accreditation. Helmich explained that she sees a lot of potential for the residents of communities in the Copper Corridor to advance their educations and be prepared to work in the advanced careers in the mining industry. She explained that CAC has been working with Resolution Copper and Asarco to ensure that CAC has the programs needed to train the workforce these companies will need as more robotics are used in the mining industry. CAC is also planning on bringing the John Deere program to the Aravaipa Campus. She also explained that staff is looking into ways that will help ensure students can complete their degree programs without having to travel out of the area to attend class. She also commented that staff will also continue to work

with the Copper Corridor Economic Development Coalition on other economic development projects. Overall Helmich said that

she is very excited for the opportunity to serve as President of the CAC and explained that she will do her very best to listen to what people have to say.

By Mila Lira Pinal County recently conducted an internal audit on their Airport Economic Development (AED) Department. The AED department is responsible for the overall operations, and maintenance of the county owned Pinal Airpark near Marana off of Interstate 10 and the San Manuel Airport in the Copper Corridor community of San Manuel. The audit found several areas where the department has been lax in meeting FAA requirements for the lease of property at the Pinal Airpark to their primary tenant Evergreen. There were also other areas where the audit found that the county is not charging the required lease rate to tenants and an overall lack of business plans and maintenance plans. For the San Manuel Airport one of the bigger findings was that AED opened separate bank accounts to manage the fuel sales those bank accounts were not set up within the financial policies of Pinal County. The County conducted this Audit using the Generally Accepted Government Auditing Standards. According to the executive summary the purpose of the audit was to: obtain an understanding of the Airport Economic Development Department operations, determine if policies and procedures are conducted in compliance with applicable federal and state statutes and compare Pinal County Airport Economic Development operations with similar selected programs and analyze for best practices and most efficient use of resources. The Airport Economic Development department was established in 2002 and is currently under the authority of the Public Works Department at Pinal County. AED manages the San Manuel Airport and has oversight for the Pinal Airpark. The department employs an Airport

Economic Development Director and one part time Airport Operating assistant. Revenues for AED in 2010-2011 were $762,562, the majority of their revenues are received from federal and state grant funds. They also receive lease payments. The expenditures for AED in 2010-2011 were $701,705 and they currently maintain an unreserved balance of $993,748.36. While the department remains solvent financially, the audit found that many of the facilities and runways are in need of repair and that recommended repairs and improvements have not been made. They found that there were buildings onsite at the Pinal Airpark that had been destroyed by fire and never reported as destroyed, and a fire truck at that airpark no longer is in working condition but remains on the list of assets for the property. In 2003 the Pinal County Manager received a letter from the FAA listing 11 recommended actions for improvements to the Pinal Airpark; the audit reported that those 11 items have not been improved and is now more costly to repair due to inflation and further deterioration. An example of the requested improvements was to replace the lighting on the runway, which is the original lighting from the 1940s. In 2003 those repairs would have cost the county $1,986,500 now the improvement will cost over $2.4 million. Most of the findings in the audit surrounded the Pinal Airpark. The County accepted the deed to this property from the United States Government in June of 1948. The deed states that the airpark must be used as a general aviation/community airport. In 1982, Pinal County signed an exclusive lease with Evergreen Maintenance Center Inc. (Evergreen) for 25 years. Due to nearby military training operations and the exclusive lease with

Evergreen it is difficult to allow general aviation operations and the exclusive lease with Evergreen is a direct violation of the original Quitclaim Deed. The audit warns county officials that there is significant documentation to substantiate that the FAA believes Pinal County has violated the deed restriction. In 1993, Pinal County was not approved for grant funding for the airpark because the FAA was concerned that the County was not able to comply with the prohibition against granting of an exclusive right. The original lease with Evergreen expired in August of 2007. Due to changes in the state law in 1999 the lease was allowed to be extended another 25 years without a public bid. The lease as it was extended required that AED would adjust the lease rate each year. The audit found that the lease rates have not been adjusted and remained uncollected. The audit showed that currently Evergreen owes Pinal County $741,167.23. The current quarterly lease payment the county should be receiving is $121,977.16. The auditors made several recommendations on collecting the payments based on the lease agreements and requested that AED also establish a formal billing process to ensure accurate and timely processing of lease payments.San Manuel Airport In 1953, Pinal County constructed a 4,200-foot gravel airstrip for public use on Magma Copper land. In 1967, an agreement between the county and Magma Copper was approved to allow the County to formally lease the 54 acres of land at the airport for 20 years. In 1983, the lease was extended to 2010 and in 1995 the lease was extended for an additional 35 years. The new lease allowed development rights and a

More compliance needed at Pinal County airportsrevised a clause that would allow the County to apply for government grants to assist with the development of the airport. The primary uses of the San Manuel Airport is recreational public use, medical transport and forest fire aircraft staging area. Many of the findings regarding the San Manuel Airport involved the need for developing and implementing a business and maintenance plan for the airport. They recommended that the AED director develop a business plan to include policies and procedures to effectively manage the operation for the airport. The audit also found that there are no formal contracts with San Manuel facility vendors or third party vendors offering services such as flight lessons and aircraft maintenance and there are no policies for rental, safety and usage of onsite hangars.

The audit also recommended that they develop a security program and incident plan; this program is a federal requirement for larger airports and is not a requirement for the San Manuel airport. The auditors were able to assist with ensuring that the bank accounts the airport had been using for the sale of fuel were now in compliance with policies of the county which requires the county treasurer to manage all finances of the county.

Both facilities can play a huge role in the economic development of the county once they are able to be managed and maintained properly. By Mila Lira Last month the Boyce Thompson Arboretum held a tree decorating contest. The tree had to be decorated using recycled materials and cash prizes were given to the first second and third prize winners. The Copper Gecko entered the contest with a tree designed by store owner Leslie Martin and her tenant Nancy Vogler. The two decorated a fallen

century plant with all sorts of recycled ornaments. They were a success and won first place which awarded them $300 to donate to a local charity. The Copper Gecko donated their prize to the Superior Substance Abuse Coalition. SSAC president Elizabeth Magallanez is pictured accepting the check from Leslie Martin the owner of the Copper Gecko. By Mila Lira As the Christmas Lights come down, and the New Year’s resolutions are made, volunteers throughout Superior are busy planning the upcoming community events for Superior. From January through March there are many community festivals and events that will be sure to entertain you or help you fulfill your resolution to volunteer. January 28 and 29, the Superior Chamber of Commerce will host its fourth Annual Home and Building Tour Art and Antique Show. Tickets are going on sale soon for $8 presale and $10 day of the event. Those purchasing tickets will also receive a two-for-one admission coupon to the Arboretum as well as other coupons and offers from local businesses. According to event organizer, Sue Anderson, the Chamber needs at least 50 to 75 volunteers for this event. February 18, the Town of Superior will host the first annual Legends of Superior Trails Eco-Tourism Fest. The event will begin at 7 a.m. at the Magma Club with a Pancake Breakfast and an opening ceremony for the Canyon segment of the trail at 9 a.m. The day will include guided geology hikes, history walks, as well as a special luncheon with a presentation by Tonto National Forest Historian Steve Germick and Archeologist Scott

Wood; the two will share exciting tales of this history of Pinal City and the surrounding areas. There will also be demonstration booths by Game and Fish, the Copper Corridor Mobile Visitor Center and the Bureau of Land Management This event is being coordinated in conjunction with partnership from the Arizona Trail Association. Coinciding with this news, Pinal County has created a website so visitors near and far can keep tabs on the renovation project. Photos of the courthouse, its history, restoration and more will be updated regularly. There is even a place where people can sign in to add their memories of the courthouse. The Board’s decision to renovate the courthouse replaces an earlier decision to build a 10,000 square foot building to house the county’s Human Resources Department as well as the remodeling Administration Building A to accommodate two more supervisors and staff. The anticipated cost of the earlier project was $3.2 million. The 1891 Courthouse, currently vacant, consists of 22,449 square feet of space. “By using an additional $2.8 million of one-time money,” County Manager Fritz A. Behring said, “we can manage the expansion of the Board, preserve a landmark that we have responsibility to maintain anyway and take advantage of the lull in

construction activity to get favorable pricing on labor and materials.” By law, the Board of Supervisors has to expand to a five-member board now that the official US Census population has topped the expansion threshold of 175,000 residents. The current administration building does not contain the necessary office space for the new officials or their formal board meetings. “The courthouse is a focal point for Florence and a focal point for Pinal County. It is an asset to the community and I have been an ardent proponent of seeing it used again,” said District 2 Supervisor Bryan Martyn. “Think about the history – the trials, marriages, meetings, official actions. History was written there,” said Supervisor David Snider. “I’m pleased to say history will be written there again.” When visitors come through the west entrance, they will immediately see the grand staircase brought back to its original design. To their right will be a gallery featuring historic photographs, papers, paintings depicting the rich history of the courthouse and Pinal County. The first floor will house the official meeting chambers for the five-member Board of Supervisors. On the building’s second floor the original courtroom will be brought back to its 1891 glory.
