Europe and Latin America: Possibilities for Cooperation in SDI
Development
Since 2007 the two regions have made important advances in regional SDI development and stand to benefit from greater cooperation
The PAIGH, SIRGAS, GGIM Americas and GeoSUR Joint Action Plan 2013-2015
To expedite SDI development in the Americas
The joint plan of action aims to:
• harmonize efforts and work plans, • foster specialization • avoid duplication• prepare institutions for technology changes and SDI
innovations
Cooperation with IGN Spain
Workhop on geoservices, Sioux Falls, 2011 (30 participants, one week)
Virtual training on metadata management, 2012 (60 participants, six weeks)
Virtual training on environmental indicators, map services and Cloud hosting, 2014 (64 participants, six weeks, on-going).
Translation of selected ISO1900 standards to Spanish (cooperation with PAIGH)
Technical assistance to Latin American agencies to operate geoservices in the Cloud (Eye on Earth funding)
Technical assistance to integrate seamless regional datasets in Latin America (planned).
Organization of four workshops (two virtual and two hands-on) in Latin America (planned).
Possibilities of cooperation with other European entities
With EEA support we could have Latin American agencies join the European Eye on Earth Networkand we could share best practiceson environmental indicators and SOERs. We could jointly evaluate the value of replicating the GeoSUR cloud hosting agreements in Europe.
With Eurogeographics, we could leverage their experience building regional integrated core datasets and the construction of Knowledge Networks (LOI signed in Aalborg hours ago!!).
There are possibilities also for pursuing joint projects with national mapping and cadastral agencies in Europe that could benefit Latin American stakeholders.
JRC INSPIRE (JRC) and GeoSUR (CAF/PAIGH)Cooperation for the Americas
INSPIRE is globally unique for multiple reasons. In the Americas we don´t foresee the development of a comparable regional SDI in the near future. This is why we need to take a closer look at INSPIRE. INSPIRE can influence regional SDI development due to its support to open data, its record on interoperability and data sharing, its experience integrating regional datasets and its development of shared regional GIS resources. Since INSPIRE 2012 in Istanbul, CAF, PAIGH and JRC have on-going talks aimed at increasing and projecting collaboration in key areas such as:• Methodologies, processes and modeling that could be leveraged in Latin America
and the Caribbean• Development of spatial and environmental datasets for monitoring biodiversity
hotspots • Assistance to GeoSUR and the national geographic institutes for the adaptation
data compliance mechanisms • Capacity building and technical assistance in SDI-related topics
Overall, greater collaboration with INSPIRE might lead to the consolidation of SDI as an increasingly efficient mechanism in support of decision-making, regional
integration and sustainable development in the Americas
