reputation on the others efforts. This is truly revolting,neither Marxist nor honourable. But even more perfidiousis the excuse they give for not continuing the struggle andthe polemic against the Soviet revisionists. The Chinesecomrades do not attack thern in order to avoid harmingthe Soviet people, because according to them, if the Chineseattack them, then the Soviet leadership will teil the Sovietpeople: Look at the Chinese, they are not letting us fightthe imperialists properly. We (the Soviets) are fightingimperialism and they (the Chinese) attack us. In this waythe Soviet people are embittered and will not understandus (the Chinese). That is why we are waiting for thern (theSoviets) to attack us openly and then we shall strike themthe final blow.

This is the brilliant, Marxist-Leninist reasoningof these Chinese comrades, this is their revolutionarytactic This is scandalous. On the one hand. this means todo what the revisionists want (because they want this calmand have no reason to attack you openly), and on theother hand, if you pursue the logic of the Chinese tactic,according to which you allow the Soviet people to be-come embittered towards the sister parties which tear themask from the Soviet Leaders, such a thing has no import-ance for the Chinese. Here in Albania, the %Uists used toc ay. to :justify their failure to participate in the fight againstthe occupiers, -The stew raust be cooked without burningthe pot.- And that is what the Chinese think: Let otherstear the mask from the revisionists. we shall take the creditfor our wisdom. maturity. and cool-headedness in directingthis work, and let the others pull the chestnuts out of thefire for us

Unfnrtunately for them. they have reckoned theirammull without the holt.

First. the Soviet people will not he embittered whenwe expose the revisionis traitors. On the contrary, they

Let us burn our hands andour body in such a grcat cause This is an honour, thegreatest honour for us.

Third, the Chinese comrades are gravely mistakenwhen they think and act in this way. They will gain noth-ing from these speculations. The world will weigh youup and assess you for what you are worth and for whatyou have put on the scalcs. Time and mankind will findthe correct weight of every word, every gesture, everydeed of each party and people in specific situations, inseparate actions and in collec ive actions.

We think that the predominant feature of this stageis the ever more open collaboration and rivalry betweenUS imperialism and the modern revisionists, led by theSoviet revisionists. In the Khrushchevite revisionists, USimperialism has found its allies and friends for the success-ful implementation of its world policy and strategy, forthe struggle against and the destruction of the socialistcamp and communism in general, for the division of theworld into spheres of influence, for the creation of a nervcolonialism dominated by the two great powers, the UnitedStates of America and the Soviet Union.

While having the struggle against socialism as theircommon objective, each of these two world powers isstriving, at the same time. to gain, to maintain, and streng-then its supremacy over the other, to strengthen the group-ing of its satellites round itself, to combat the other group-ing of satellites with a view to the possible detachment ofits allies. to strengthen its own grouping and, in alliance

The Soviet-US all ance, which is developing and takingmore concrete shape every day in the international arena,of course, not without difficulties and contradictions, is apolitical event which represents a great threat to the fateof the world and for us comprises a major objective againstwhich we must fight hard. This alliance is developing inall directions, in the political, ideological, economic andcultural spheres. In many directions, it has been formulat-ed and approved in official documents, in treaties, agree-ments and contracts, and has been co-ordinated ideologicallyfrom both sides against the Marxist-Leninist doctrine. Inall these aspects we shall soon be witness to the increaseof agreements, the collaboration, and the co-ordination ofplans between these two great powers, which will even goto such lengths as to conclude clamorous military treatiesfor the stabilization of their political-military

Of course, there are differences in the trends of acti-vity of these two powers which want to dominate the worldby suppressing socialism and the freedom and the inde-pendence of the peoples. The United States of America isgoing about it with fire and steel, resorting to atomicblackmail and all other kinds of pressure, ranging fromwar to corruption. Whereas the Soviet revisionists, whilesubmitting to the American pressure and blackmail, andopposing the aggressive actions of the USA in words,merely for the sake of appearances, are using all meansand methods to create their sphere of influence, to establishtheir domination over the peoples. For the time being theyhave not resorted to the methods of open wars of repres-sion, but the course they are following will undoubtedlylead them to that, too. At the same time, they think theywill achieve their fiendish ends by fighting socialism and

766NVER HOXHAour countries concretely, in collaboration and in open rivalrywith the United States of America.

The Soviet revisionists cannot think that they willavoid war with their general line of peaceful coexistence.but their intention is to gain time in order to combat so-cialism and our countries, and meanwhile, to strengthentheir positions in the world in the directions we mentionedabove. It is clear that the Soviet revisionists are playingwith fire, because, in order to achieve their sinister aims.their intention is to weaken the Americans economically,militarily and politically, by leaving them free to act withfire and steel against the peoples who are fighting to lib-erate and defend themselves. On the other hand, the Sovietrevisionists are resorting to all their methods in order toundermine, corrupt, degenerate, dominate and enslave thepeoples. But, naturally, these aims and actions of theirsare not developing and cannot develop just as they wouldlike. Other colossal forces are active in the world, and theyare the forces of socialism, of the peoples, which are ruiningthe plans of the imperialists and revisionists and inflictinggreat defeats an them, one after another.

The building of this new Soviet-US alliance cannotavert the rivalry and the deep contradictions betweenthem, cannot eliminate the law of the jungle. On the con-trary, it is making the effects of that law harsher ever:-day, and not only between these two imperialist-revisioniv.powers, the one, the United States of America, formedlong ago, the other, the Soviet Union, which is rapidlyassuming this form, but also among other capitalist state3and the countries where the modern revisionists are in power,such as the former socialist countries of Europe, which arealso degenerating into capitalist countries. The degenerationof the USSR and of the other former socialist countries ofEurope brought the ..law of the jungle into their relations.too, and all of them, jointly or separately, are prowling like

Now we are witnessing such phenomena as those ofthe decay of the old alliances existing among the imperial-ists, and the weakening of the Soviet influence in theformer countries of people's democracy, as well as thesplitting and the weakening of alliances between them. Inshort, the two groupings, imperialist and revisionist, areentanglecl in insurmountable contradictions, in strife withone another within the grouping, and in many insolubleexternal conflicts and contradictions of one groupingagainst the other.

These insurmountable contradictions are reflected inevery step they take; they are reflected in NATO, theUNO. the European Common Market, the European Com-munity, in their participation in the war in Vietnam, inLaos and the Congo, in the German problem, in the WarsawTteaty, in the March 1 Meeting in Moscow, in the Councilof Mutual Economic Aid, in the relations of the countriesof people's democracy ' of Europe; both among themselvesand with the still dominant Soviet power.

That is a maze of problems, but we must find ourbearings in this wood, must carefully follow the trend,reach correct conclusions and build the strategy and tacticsof the struggle against imperialism and revisionism an thebasis of our unerring Marxist-Leninist science.

We must say that at present, the international situa-tion in general is in favour of the forces of socialism andthe peoples. Imperialism as a whole, and US imperialismin particular, is in decline, it is losing ground and becom-ing utterly exposed in all its activities. Modern revision-ism, and especially Khrushchevite revisionism. whichcaused the crisis in the socialist camp and internationalcommunism, greatly harmed our great cause. but whileadmitting this fact. the exposure. the unmasking, and the

768NVER HOXHAfierce struggle we have waged and will continue to wageagainst this plague in the international communist move-ment, has made it lose ground and lose strength from dayto day.

The euer greater deepening of the contradictions amongthe imperialist powers is causing the continuous weakeningof US imperialism, of this great and main enemy. The con-tradictions among the imperialists have always existed andalways will exist, and this is eroding and weakening them,but at the moment they have become very acute.When they emerged weakened from the Second WorldWar, the imperialist countries required a relatively longtime to recover and, willy-nilly, .had to accept US aidaccompanied with the domination of US imperialism. Never-theless, over a long period. US imperialism, assisted byBritish imperialism, managed to incorporate its partners,weakened by the war, into military-political alliances, inwhich it dictated its own law. By means of these alliances,under the pretext of economic aid to restore the war-devastated economies of these countries, US imperialismset up its own bases in many capitalist countries of theworld. At the same time, the USA imposed its will an thesecountries in the field of their economy, investments, trade,etc., over a long period. There is no doubt that, in theseconditions, the USA dictated the way of life, and politicaland ideological opinion in those countries. On the otherhand, US imperialism financed the economic recovery ofBonn Germany and ensured that it was armed to the teeth,and that militarism, fascism and revanchism were revived.The idea of and the activity to create a powerful fascistGermany, which would be its ally to the end and the mainstriking force against socialism, and at the same time, theForce to intimidate and blackmail its wavering allies, hasbeen and still is part of the plans of US imperialism.

AI.BANIA WILL CARRY OUT ITS TASKS TO THE END 769direction of the Americans, naturaIly constituted a dangerousthreat of war. Even now it is still a threat of war ofaggression on a world scale, but it is no longer the mono-lithic forte it used to be.

Capitalist France now remains in NATO only formally;it has set out on the course of open opposition to US impe-rialism. Back on its feet again, big French capital cannotendure the American grip and dictate, and declines to bestrangled. France feels strong enough to resist the USA,therefore the Americans are encountering France's opposi-tion. Of course, this has greatly shaken and weakened themilitary and political strength of NATO. In fact. this posi-tive existing situation is not just a result of the develop-ment of French capital, but a direct consequence of thestruggle of our socialist countries and of all the peoples'national liberation struggles against US imperialism. Ourstruggle weakened it, and French capital seized the oppor-tiinity to oppose the domination of US imperialism. WeMarxists should make use of this situation and this momentof grave crisis in the ranks of world capitalism. We havenot the slightest illusion about French capitalism, which,although it has great contradictions with US imperialism,in essence, i's the seif-same capitalism it used to be, withthe same aims of domination and with new tactics to fightsocialism and communism, to oppress and exploit thepeoples. The new phenomena in the contradictions that areshowing up among the capitalist countries were foreseenby Stalin long ago and now they are being realized just ashe envisaged.1

everywherc, and its aggressive actions, accompanied withatomic blackmail, testify to its weakness and not to itsstrength. It has great troubles in Europe, and its dominatingpositions are not stable. It is trying to rebuild new po-sitions, relying heavily on and striving to hold on to BonnGermany as its most powerful and aggressive support.

Bonn Germany, we think, is the corporal in capitalistEurope. The Americans are striving to keep the re-vanchist Erhard government in pro-American positions,and in order to achieve this, they are doing everythingpossible to meet all its demands, and especially to equip ltwith atomic weapons. On the other hand, the Americansare doing their utmost to bring the Soviets to their kneesin order to achieve the unification of the two German statesaccording to the conditions of the Americans and of theBonn revanchists. If the USA can achieve this, consequentlyit will have strengthened its positions in Europe, compen-sated for the weakening which France has caused it, andto some degree, isolated France. In this manoeuvre, theUSA is aiming to isolate France. to prevent it from con-cluding any effective alliance with Bonn, and having madeit impossible for France to achieve this, to destroy anyattempt on the part of France to revive the old allianceswith the Soviets, a thing that would isolate Bonn Germany,hence limit the American domination.

To sum it up, we can say that the USA is trying todefeat the aims of France, which is seeking to revive itsold alliances with the countries of the East and Central

nation and oppression of the United States of America endimly,that thev will not endeavour to tear loose from American bon-dage and take the path of independent development. .7. ALBANIA WILL CARRY OUT ITS TASKS TO TIIE END 771and South-east Europe, and at the same time, to link itselfwith Bonn Germany, too, and, in this way, to be betterplaced to fight communism and the US domination. Thus.France is trying to extend its domination. This is the aimof the Gaullist approaches towards the countries of people'sclemocracy in Eastern Europe, the granting of credits andthe development of cultural relations with them.

In fliese situations, the will and views of the otherNATO members, with the exception of Bonn and London,are not taken into account. Whichever it is, whatever itscolour, the British government will pursue its traditionalpolicy of keeping a balance, but the balance will alwaystip to the side of the Americans. Notwithstanding that theAmericans have crushed Britain, impelled by the traditions,interests and the play of old alliances, and especially thoseof the last two great world wars, Britain will incline tothe alliance with the Americans. Nevertheless, there areand always will be contradictions between them.

As for the ambitions of the revanchist government inBonn, they are known. lt is trying to secure atomic weap-ons, to dominate Europe and NATO together with the USA.to gobble up East Germany, to re-establish the old bordersof the Third Reich, to reorganize new alliances in its favour,and to threaten and kindle a new war at the time Bonnand its partners find favourable. In a word, while pursuingtwo immediate main aims, that of being equipped withthe atomic weapons and of gobbling up the German Demo-cratic Republic, Bonn Germany supports the US policy,while trying not to tread an Britain's toes, and doingnothing to worsen relations or pull down bridges with DeGaulle, and is making secretand open attempts to begin talksand conclude agreements with the Soviet revisionists. On theother hand, Bonn is trading with and granting credits to theso-called countries of people's democracy of Europe, and evenhas trade exchanges with the German Democratic Republic.

772NVER HOXHAAs we can judge from such a development of the si-

tuation, the imperialist coalition in Europe is not ready forwar. The French question upset the balance, and it willtake some time before it is stabilized again. On the otherhand, the capitulation of the Soviet revisionists, first of all,and their European satellites has created a new field ofwork, hopes, efforts, possibilities and coalitions for theimperialists, which, for the time being, do not permit themto miss the favourable opportunities created by the Krush-chevites, and to start armed adventures and conflicts inEurope.

We may draw the conclusion that, at present, a darkcloud hangs over Europe, that it has become a field ofimperialist-revisionist intrigues, and despite the deepcontradictions simmering among all these imperialist-revi-sionist states, the forces have not yet devcloped in Europewhich can take advantage of these contradictions to createa revolutionary situation there. The only completcly rev-olutionary forces here are the Party of Labour of Albania,the People's Republic of Albania, and an a small scale, theMarxist-Leninist groups in some countries of WestEurope. 3Therefore, it is in the interests of the revolutionand socialism that the great weight of the People's Re-public of China should he felt powerfully in Europe, thatthese contradictions should be utilized.

The situation in the revisionist camp is also full ofcontradictions. We can say that their political-economicunity has been weakened, although it exists formally. TheWarsaw Treaty exists, and we believe that it will continueto exist, as a shield- for the expansionist policy of theKhrushchevite i evisionists. They, the Soviet revisionists inthe first place, will use this treaty in order to preserve theirmilitary hegemony, to have the forces and armaments of

This tendency has sharpened the contradictions betweenthe revisionist countries, and this is reflected in their inter-nal and external weaknesses. The German problem is raisedby them as the main political-military problem. They pre-iend to maintain the same, allegedly resolute stand. But thisis not and cannot be the reality. It is true that all of themare concerned about this problem, but each of them wantsto settle it according to its own views. They are all ma-noeuvring at the expense of the German Democratic Re-public. Ulbricht's appeals and memoranda, and the meetingsof the Warsaw Treaty are disregarded, and the commu-niques from the meetings are demagogy and bluff whichdo not reflect the truth. None of them is genuinely for theproper defence of the German Democratic Republic. Theyare all afraid of a clash, of war. Gomulka is ready to imposeheavy conditions of capitulation to Bonn on the GermanDemocratic Republic so long as the imperialist states offi-cially recognize the Oder-Neisse border. Czechoslovakia,likewise, is moving towards the normalization of its oldalliances, provided only that the Bonn revanchists give uptheir claims to the Sudetens. Hungary has no desire to beembroiled in war over the German problem. Its ambitionslie in other directions, on the territory of its neighboursand the strengthening of the capitalist regime it is restoringat home.

Therefore it is very advantageous, both to the Sovietsand to the others, for the German problem to be liquidatedwith little pain and muck demagogy, and in return forthis they ask for nothing but some sort of assurance, beit even temporary, that Bonn will keep a relatively lowprofile. In our opinion, during this period the German De-mocratic Republic is being used by the Soviet Union andits allies as a token to be bartered in the negotiations,

Of course, this is another major causewhich is deepening the contradictions between the revi-sionists and weakening their internal and external posi-tions. They are ceaselessly exposing themselves.

As regards the political relations of the former social-ist countries with the other bourgeois states of the world,they are not following a common general line, but each ofthem is working on its own national account. Very oiten,one state, proceeding from the principle everyone for him-self, will do its revisionist partner in the eye in order toensure economic or political gains, preserve its prestige andsecure support for itself, continually violating principles andtrampling on the interests of its partner, which, in mostcases, is revisionist, too. Thus, the law of the jungle hasbeen introduced in their relations. This, of course, deepenstheir contradictions, and weakens and exposes them.

The economic relations between the revisionists exist,and Soviet revisionism, as the biggest economic power, isstill dominant and making the law, but not as in the past.It is dominating the weak economies of its partners withits economic power and with the establishment of someimportant keys and links, which, for the time being, itspartners cannot break or escape from. This gives rise tothe great Soviet pressure on them, and this pressure is notonly economic. All these relations between the Soviets andtheir revisionist partners are enslaving capitalist relations.None is satisfied with the other, and there are quarrels,disagreements, blackmail and threats everywhere. Herethere are many deep, lnsurmountable, undermining con-tradictions, and these exert. aninfluence towards theirfurther degeneration.

None of the revisionist states is guided by the Inter-nationalist principle of comradely aid in the economy; onthe contrary. each is out to make the maximum profits

776NVER HOXHAfrom the other, in the capitalist manner. Thus, everything,all the economic relations between them, is considered anddone only in the capitalist spirit. But the economic crisisno longer permits the Soviet Union to heip, and to copewith the euer growing needs of its revisionist allies, whichare also caught in the crisis. In these conditions then, theway out for these new capitalists is to appeal for American,French, British and German foreign capital. American andother credits have begun to flow in, to increase, and tospread like leeches throughout the economy of the SovietUnion and the countries of so-called people's democracyin Europe. This inevitably brings with it political and ideo-logical influence and leads to the degeneration of theregime, the political, economic and military swallowing ofthese countries, which, gradually, sooner or later, becomecountries dependent on the various imperialists and aretransformed into their spheres of influence.Of course, this is adding to the contradictions betweenthe revisionist countries of Europe and the Soviet revision-ists, who are losing their absolute political, and economicdomination over these countries. This is adding to anddeepening the contradictions between the people and thetrue Marxist-Leninists, on the one hand, and the revisionistchiefs of each country, on the other; it is impoverishingthese countries, polarizing the forces of reaction and theforces of the people, and creating a wide field of conditionsfavourable to revolution in those countries.How should we define the present ideological unityof the revisionists and the struggle they are waging againstMarxism-Leninism and especially against the CommunistParty of China and the Party of Labour of Albania?The hostility of the modern revisionists to Marxism-Leninism and our two parties is relentless, and on this theyhave unity of thought and action. The revisionist chiefs,not only those who are at the head of the parties and states

ALBANIA WILL CARRY OUT ITS TASKS TO TELE END 777of people's democracy of Europe, but also ll hechiefs who are at the head of the communist parties in thecapitalist countries, have set out on the anti-Marxist roadand have become thoroughly and hopelessly compromised.They have crystallized their line of reformism and the de-generation of Marxism-Leninism, and their leadership isthe Moscow revisionist clique; the 20th, 21st and 22ndCongresses of the CPSU provide their orientation and basis.They implement this general line on the basis of the con-crete situations in their parties and countries. Of course,around this general revisionist orientation, there are andwill be various tendencies, which have been manifestedand will be manifested according to the inclinations ofthese chiefs, which are dictated by the pressure of thebourgeoisie, by the resistance put up by the party, by thepolitical-economic situation of the country, by the revolu-tionary movement and the level to which it has risen, aswell as by many other factors.

While preserving their aims intact and fighting toachieve their anti-Marxist objectives, the modern revision-ists are now displaying a number of markedly differenttrends. The Titoite revisionists are doggedly and openlyfollowing a well-defined and undisguised road. They areacting in full and open unity with the capitalist bourgeoisie,with social-democracy, and in open alliance with and in theservice of US imperialism. Things have gone so far withthem that, although in fact the other revisionists are in fullsolidarity with the Yugoslav revisionists, although they takethem as an example for action and adapt their Titoite formsto the degeneration of their own parties and states, they'do not dare to rehabilitate them openly. Although theyalways collaborate with the Titoites closely, declaring thatthey agree with their policy, while applying the Titoite

778NVER }IOXHAcapitalist reforms in practice, still, they add that theyhave some disagreements with them. This is demagogyand deception. The fact is that the Titoite revisionist winghas gone over completely to the positions of the bourgeoisie,whereas the place of the extreme right-wing, we can say,is being held currently by the Italian revisionist chiefs,the Togliattists. They have taken up the role of applyingrevisionism to the end in the capitalist countries, ofliquidating the party and the dictatorship of the Pro-letariat, of snuffing out the revolutionary struggle, ofeliminating the contradictions with social-democracy, ofuniting with it, of merging with it, and of completeideological and political collaboration with the bourgeoisie.In a word, they are for the liquidation of the dass struggleand for submission to the absolute power of the bourgeoisie.Since they are not in power, they want to go even furtherthan the Titoites, who have statc power in their hands anddo not allow anyone else to share it. nowever, besides thistotal liquidation, the Italian revisionists want to co-ordinaiethe actions of the existing revisionist states, from whichthey demand acceleration of their degeneration and the com-plete and consistent carrying out of the revisionist generalline of the 20th Congress of the CPSU. The Italian revi-sionists think that they can achieve these results morequickly by developing their polycentrist theory, which.in fact, means to spurn the authority of the Soviet revision-ists, to cause splits among the revisionists, in order todefeat the Soviet revisionists more thoroughly and morerapidly, in the general framework of the ideological offen-sive of monopoly capital for the complete degeneration ofthe revisionist parties and states. Of course, the Italianrevisionists are adventurers in the full sense of the word.They want to speed up the process of degeneration. Cer-tainly, the Soviet revisionists cannot support this tactic,which immediately deprives them of any demagogic

The stumbling tactics of the Polish revisionists aredemagogy intended to convince us, if possible, to tone downour polemic, and cspecially, to Show their allegedpendence from the Soviet revisionists on the question oftactics. But they must be ranked among the savagest ene-mies of Marxism-Leninism, the Communist Party of China,the Party of Labour of Albania, and our socialist states.They are the greatest chauvinists among the revisionists.The Soviets are counting heavily on them, despite the con-tradictions between them. The Soviets need them verymuch, because an open breaking away of Poland towardsthe imperialists would accelerate the final catastrophe ofthe revisionist camp.

Despite their nuances, which are more pronounced inUlbricht and Kadar, the other European revisionists, gene-rally, pursue more or less the Soviet course and tactics inthe struggle against Marxism-Leninism, and especiallyagainst our two parties. Ilowever, in general, we can saythat the former blind faith in the Soviet revisionists nolonger exists. This can be said, also, of the other parties ofthe world dominated hy the revisionists. Their trust in theSoviet leadership has becn weakened; their trust and theforce that attracts them deoends on the rubles which finan-ce them in their anti-Marxist and anti-socialist activities.

Of course, all the signs of opposition existing amongthe revisionists are nothing but attempts to ensure inde-pendence of activity, or new regional rcgroupings.The Soviet revisionists have suffered great defeats.We can say that the struggle of the Marxist-Leninist partiesagainst them has been the decisive factor in these defeats.Our principled militant stands exposed the Soviet revi-sionists, are a serious obstacle to their undermining activity,and are dispersing the choking fog of their poisonous de-

Our parties and countries resisted and carne outtriumphant over their blackmail and pressures of every kind.Our unyielding struggle hindered the acceleration of thetreacherous activities of the revisionists, made, or ismaking things clear to the communists of the world, teils thepeoples the truth and exposes the agreements reached be-tween the Soviet revisionists and the American imperialists.

From the 20th Congress, the Soviet revisionists tookthe bit between their teeth, confident in their belief thatthey would not meet any serious resistance on their roadof betrayal. And even if they did, with their views of great-state chauvinism, they thought that, with their great eco-nomic and military potential, and by disguising and hidingthemselves behind the great political and ideological pres-tige of the Soviet Union and the Communist Party of theSoviet Union, they would quickly eliminate this resistancewithout much pain or ado. On the other .hand, the Sovietrevisionists were convinced that they would find a readyunderstanding on the part of the US imperialists whowould immediately accept their proposals and major con-cessions. Thus, the Soviet revisionists thought that theirrevisionist ideological and political line would triumphand shine. And thus before there was time to winkyour eye, the miracle would be achieved, just likethe conjurer's tricks at a fair, and to give the devil his due,Nikita Khrushchev, the head of the Soviet revisionists,played the game just like a real fairground clown.

Revisionism is the bearer of its own defeat. R spellsdefeat for those who have been infected by it, becauserevisionism means betrayal, defeatism, capitulation, rout.Modern revisionism, with Soviet revisionism at the head,brought all its evils in its wake. It weakened the SovietUnion, lowered its prestige and that of the Bolshevik Partyof Lenin and Stalin, set about the ideological-political dege-neration of the Soviet Union, weakened the revolutionary

forces, threw the socialist economy of the Soviet Union intocontinuous chaos and decline, made major concessions toUS imperialism, and is continuing to destroy the Sovietpower and to put it at the mercy of a new bourgeois capi-talist dass, which, day by day, is growing ever more de-pendent an the interests of international capitalism.

Their whole ideological line suffered fiasco in itsideological-organizational development, in the developmentof their external and internal policy, as well as in regardto the socialist camp and international communism.

It is a fact that before the emergence of the Khrush-chevite revisionists, the unity of the socialist camp and theinternational communist movement was strong and stoodmonolithic against the bourgeois ideology, for the solereason that it was guided by Marxism-Leninism. Beforethe advent of the revisionists to power the Soviet Unionwas an the right road, was guided and inspired by theMarxist-Leninist revolutionary spirit and in turn inspiredits comrades, friends and allies in this spirit.

With the revisionists' advent to power the Marxistunity could exist no longer. Our correct thesis, that unityexists where Marxism-Leninism is in power, triumphed.The revisionist bluff and demagogy, their calumnies andslanders that allegedly Stalin, the cult of Stalin-, the-terror, -killings, -threats were the -,factors of this unitythat existed then, suffered ignominious defeat. The Marx-ist-Leninists have risen against the revisionists everywhereand are forging real unity under the guidance and Inspi-ration of Marxism-Leninism, and we see that the Sovietrevisionists have not only destroyed the unity of the so-cialist camp and international communism, but have alsobrought about the Split in their midst, and it could not beotherwise. The revisionists are divided among themselvesand will be divided even further. Revisionism is the kissof death.

ist struggle, the Soviet revisionists found themselves facingthe great defeat, facing the great evil, they preferred thelesser evil: they liquidated their leader and ideologist, Ni-kita Khrushchev. Indirectly, they loaded all the blame onto him, and, without changing any part of his old line,Khrushchev's comrades, collaborators and co-plotters cameon stage to carry on Khrushchevism without Khrushchev.

The time since the Liquidation of Khrushchev has provedthat the Soviet revisionists are just as much traitorsas Khrushchev, and are following his treacherous anti-Marxist theses with the greatest loyalty. Indeed they haveoutdone Khrushchev in treachery, because, while they areaware of Khrushchev's terrible mistakes, they have notmended their ways, even after his overthrow. It is truethat they are trying to create and carry out a new line, butit is just as revisionist and scandalous as that of Khrushchev.

First of all, their tactics differ only in formal andsuperficial things: they have given up Khrushchev's boast-ing and beating the big drum. For the time being, theSoviet revisionists who replaced Khrushchev are not mak-ing speeches, are keeping quiet to give the impressionthat they are reflecting., that they are prudent and wise.,that they are not a punctured dr am, but in practice thefirst step is being taken and the same drum is being beaten.

The Soviet revisionists are maintaining and strength-ening their ties with the American imperialists, capitulat-ing to them more and more each day. They did not strength-en themselves with the removal of Khrushchev; on thecontrary, they discredited themselves. Now, Khrushchev'ssuccessors are trying to piece together what he broke. Theyhave no hopes that we will be deceived, but are worryingabout their partners who are getting out of hand. Theywant to create a sort of unity between them, on a newbasis, in order to face the catastrophe awaiting them. This

The factionalMarch 1 Meeting held in Moscow was intended, aboveall, to achieve precisely this objective: a common ideo-political platform among the revisionists, suitable to thenew present circumstances, had to be found, rather thanhope to deceive us. Naturally, in form, the communiqueissued after the March 1 Meeting reflects the demagogyof their whole line, but I am of the opinion that theirproblem is more the creation of a sort of revisionist unity.This unity., the Soviets hoped, could be achieved afterthey had secretly assured their partners that they wouldchange nothing in the line, and during this time theyproved publicly with their stands that nothing had changedalter Khrushchev's removal.

But was this unity, so greatly desired by the Sovietleadership, achieved? No, not in the least. As the revision-ists they are, with unity the Soviet leaders mean domina-tion, absolute dictate over the others. Unfortunately forthe Soviet leaders, the others have become more indepen-dent than ever; they were not for Khrushchev, they werehappy to be rid of him, beca'use he was arrogant andthreatened them. But after the downfall of Khrushchev,the other revisionists wanted to be assured that the newSoviet leadership did not turn to our side. They wereterrified of this. When they were reassured about this,their positions of independence from the conductor werestrengthened, and according to information, there was nounity t their last meetihg although all of them are inve-terate revisionists.In the communique the modern revisionists issued, theconfusion and panic that has seized them from the defeatswe have inflicted on them and the fact that they havefound nothing new to dish up to their adherents, came outopenly. It was shown that they do not have the initiative.They are broken, weak, a.nd are on the defensive. The

784NVER HOXIIAcommunique is a confirmation that the Soviet revisionistscannot openly dictate the law to their revisionist partners,cannot impose themselves as before: the Split, indepen-dence, the siipping from their hands is great, the gapis dcep. The Soviet revisionists will resort to indirectmeans to try to rescue their prestige and their authorityover their partners, and will activate, encourage, organizeand lead the struggle against our parties and states.

Thus, we can say that this period, following the fall ofKhrushchev, has weakened the Soviet revisionists further.First of all. it is our militant stand, the continuation of thepolemic by our parties which has brought about theirdefeat. This is one aspect of the fire that is playing havocwith the revisionists in disarray and the Soviet revision-ists, together with all the problems which have them bythe thront. During this period the USA, also, made surethat, far from changing their positions, the Soviet revi-sionists become even weaker, so it stepped up the dose ofits blackmail in order to strengthen its hold over them,and to compromise them more thoroughly. The USA seesthat the Soviet fad of the alleged anti-imperialist struggleand the anti-imperialist front is mere demagogy, there-fore US imperialism is making its aggressiveness morepronounced in order to back the Soviet revisionists into acorner, so that they become more exposed and discreditedand capitulate more quickly.

The Khrushchevite ideas of peaceful coexistence,of a world without wars, without weapons, have beenshown up in their true colours, and nobody believes them.The fact is that with the war in the Congo, Laos, SouthVietnam, and now with the piratical American bombingof North Vietnam, the Americans are not only bringingthe Soviets face to face with capitulation and exposure,but from their terror of war, have also forced themto undertake diplomatic actions in favour of impe-

rialist theses about Vietnam and putting down the libera-tion war. Kosygin's trip to the Democratic Republic ofVietnam had fiendish demagogic aims of diversion, capi-ttilation and deception. But he failed. The alleged aidin arms to the Democratic Republic of Vietnam isnothing but demagogy and a trap. In fact, the Sovietrevisionists are striving to organize international con-ferences with the capitalist states about the Vietnamproblem, 'without Vietnam. There must be serious thoughtand military preparations, because it is highly possible thatthe Soviet revisionists since the time of Khrushchev, oreven now, might have reached an agreement with theAmericans that the Soviets would leave the Americans afree hand to escalate the war to North Vietnam and goeven further, that is to say, to extend the conflict. Perhaps,cn the quiet the Soviets are going to satisfy them-selves with bombastic demagogic statements, may makenoisy protests, and on the other hand, gather facts anddocuments alleging that the Democratic Republic of Viet-nam and China did not allow the Soviet Union to giveSouth Vietnam concrete assistance in arms and men. Ofcourse, the Soviet revisionists are playing with fire, but theythink that in this way they may gain, by weakening thetwo sides, by getting China embroiled in war, encircling itwith a ring of fire and a cordon of friends of the Sovietrevisionists, such as the Indians. We should nip these plan&in the bud.

We are of the opinion that the problem of general dis-armament, the.problem of Germany and Berlin arebeing raised and deliberately inflated by the revision-ists in order to divert attention. In fact, for them theseproblems are a propaganda smokescreen to disguise them-selves and to divert attention from Indochina, etc., wherethe struggle against imperialism is really on the boil. That iswhere our two main enemies have concentrated their efforts.

the French and Bonn, are trying to keep the peoples of thedeveloping countries occupied with regional problems andprevent them from concerning themselves with more acuteproblems, from going on the attack everywhere, in a co-ordinated way. For example we see how both the Americansand the Soviets are striving to confine the concern of theAfrican countries to African problems only, and this isbeing concretized over the Congo issue, which is an impor-tant issue in itself ; to get the Arabs to concern themselvesonly about the danger that Israel presents to thein; to makeEurope think only about whether to link up with Bonnor Ulbricht, and neglect or take little interest in Indochina.and the problems of another continent. In Latin America,the Soviets keep their halter firmly round the neck of any

elf-styled comrnunist leader, whose equivocal views, farfrom serving the unity of the genuine Marxist-Leninistrevolutionary forces, weaken them, and assist the revision-ist chiefs of other communist and workers' parties of theLatin-American countries and all the modern revisionists.It seems to us that there is a general tendency on thepart of the modern revisionists in collaboration with impe-rialism to disperse the revolutionary forces and tie themup in separate problems, or to separate them deliberatelyin order to disorganize them.

The fact is that, in various meetings of an internationalcharacter, this tendency is manifested in the countries ofAsia, Africa and Latin Americt, which do not show cohe-rence, are either defeated and isolated, oraire convinced-by the Soviets to raise a number of obstacies, so that theimportant international or regional meetings, the dates forwhich have been set, are postponed, or .never held, etc. Wethink that this question should be reconsidered and netactics should be worked out to revolutionize the situation.How should we carry on our struggle in this general

We think that we should step up our polemics againstmodern revisionism, and make it sharper, first of all,against the Soviet revisionists. They are weakened andnecd a respite from the polemics. Our duty is to allowthem no time to catch their breath, to attack andexpose them unceasingly, ideologically and politically. Wemust expose every action of theirs in the internationalfield and in the field of relations aniong them, in orderto sharpen the divergencies eroding them, to prevent thernfrom grouping together and undertaking joint or separateactions against the peoples, against the revolutionaries andagainst our parties and states. Any concession. on theirpart, any .tactics. of alleged rapprochement with us, shouldbe utilized in a Marxist-Leninist way in all directions, toexpose them, disarm them and make them capitulate.

We think that we must organize and co-ordinate ourstruggle against them better. Even without organizationallyco-ordinated work, our two parties have performed andcontinue to perform their full duty in the struggle, areclear about everything, and stand unflinchingly in thefront line. But we cannot say the same of other Marxist-Leninist parties, which hold more or less sound positions.There are other parties, which have weak contact, at leastwith our Party. There ase some of them, which possiblyconsider the Party of Labour of Albaniahile theyconsider themselves on the ..correct road, because theyare -cautious...This correct, cautious line, we think, has nothingat all to do with Marxist maturity and real understandingof how events are developing and whom we have beforeus as opponents. It has nothing at all to do with a trueappreciation of the dangerous nature of the Opponent, ofhis cunning and stubborn hostilty towards our countrics

In order to achieve unity of thought and action, or incrdcr to explain and make clear to one another the reasonsfor the tactical actions of each party, we think that talksshould be held among the parties. According to lIsinhua,you hold such talks with the parties of Asia, and this is avery good thing. We do not do this with the parties of Asia,not because we do not want to, but because we have nothad the opportunity. We have made usc of every mectingwe have had with the comrades of these parties which haveparticipated in our celebrations, we have expressed ourviews, but these occasions have not been what bilateraltalks, especially for discussion of problems and exchangesof views from thc two sides, should be. lt seems to us thatthis is a shortcoming.We think that the communists always need explana-tions, always need a correct interpretation of eve.nts. The factis that the genuine communists in bourgeois and revision-ist countries are oppressed and under surveillance. Manycf them knownothing about the truth, many are confusedby lies and demagogy, many others can only guess, whilesome are clear, listen to our radio stations, draw conclu-sions, perhaps even organize themselves, organize the re-sistance in illegality, and so on. However, we must do ourinternationalist duty, because this is of exceptional impor-tance to international commttnism.

The resistance and the Organization of the Marxist-Leninisis is the decisive factor in the countries where therevisionists rule. We shall help them from outside, throughour propaganda by the radio, the press, etc. The workwithin the revisionist citadel must be carried out by theMarxists and the pcople of these countries themselves.

In regard to our contacts with the new Marxist-Lenin-ist parties and groups in the capitalist countries, the) have

The revolutionary Marx-ist-Leninists in these countries are organizing themselvesand are fighting, here with success, there with difficulty,with some vacillations and twists and turns. It is our dutyto help them, because the comrades stand in great need ofit. Of course, we have not interfered and must not interferein their internal affairs, but must always display patience,tact and vigilance, and whenever they seek it, we shouldgive them our experience with the aim that they shouldavoid mistakes as much as possible. The revisionists arehindering us, the imperialists are hindering us, and bothwe and our revolutionary comrades in the capitalist and re-visionist countries must bear this in mind, because pseudo-Marxists, agents of the revisionists and the capitalists, underthe disguise of and with revolutionary slogans, will try topenetrate the ranks of the ncw parties to sabotage them.Therefore our revolutionary comrades and we must sharpenour vigilance, must guard against the ill-founded enthu-siasm. and over-confidence that somebody might manifestwithout giving proofs in struggle. We and they must guardagainst the beautiful revolutionary words of some peopleand put them to the test of practice.

The unity of thought and action of our two partieshas been and is complete, since it is based on the immortalprinciples of Marxism-Leninism.

We think that at a time when the US imperialists areextending the war in Vietnam, when they are aiming toattack great China, at a time when the revisionists, with theSoviet leaders at the head, are intensifying their treacherous.activity against communism, the struggle of all the Marxist-Leninist parties against Soviet revisionism should be streng-thened. Our opinion is that at these moments, when theenemies are attacking us and when we are on the vergeof war, such as the American threat in Vietnam, the feeble,or not very active, not to say passive, stands of some sister

Our view is that every opportunity raust be seized inevery country to set the ground ablaze under the fect ofthe American imperialists and their allies, the revisionists.wirh the Eire of the struggle of the peoples and the Marxist-Leninists.

lt is clear that the overall concrete goal of US imperial-ism, the Soviet revisionists and the reactionaries of theworld is to kindle the war in Asia, against China and othersocialist countries of Asia, passing from local wars to ageneral conflagration. The Soviet revisionists and theAmerican imperialists are arming the Indian reactionariesquickly and with all their might, in order to have them asassault detachments in opening up new hotbeds of aggres-sion. There is no doubt that. under the pretext of defendingtheir territory. the Soviet revisionists will build up theirstrength along the border with China, in order to bringcontinuous pressure and blackmail to bear upon it, andwill try with every means to neutralize the states aroundit., if they cannot separate them entirely from thcir tradi-tional friendship with China. On its part, US imperialismwill strive to strengthen its ties and domination, its pr(;-pohri&ance* in Japan, in order to have it under its com-mand, and if possible, to incite it to aggression. The Arne-ricans have great hopes of collaborating more closely withBritain fot aggression, since its colonies in Asia are injeopardy. We think that we must make approaches to and

For our own pari, we are of the opinion that we shouldfurther intensify the struggle, the propaganda and theexposure of war-mongering US imperialism, of the Sovictmodern revisionists, the Titoitcs and their treacherous sup-porters. We must launch intensive attacks on their alliancesand agreements, must call on the peoples of the SovietUnion and of the other countries to take measures and toparalyze and reject all these agreements with US impe-rialism, must call on them to completely isolate the aggres-sive imperialists, call on the peoples, the working dass,the peasantry and the progressive intelligentsia of theworld to throw their full weight into the struggle to isolateUS aggression, this new Hitlerism that is threatening theworld with fire and steel.

The fraternal Vietnamese people, who are waging anheroic struggle, deserve every support. US imperialism iseven using poison gas against the South Vietnamesefighters, and is systematically dropping destructive bombson North Vietnam. It is the sacred dut.y of all peoples andrevolutionaries to defend the just cause of the fraternalVietnamese people, and to help them with every means toemerge triumphant.

In conclusion, we want to emphasize once again whatyou express so correctly and opcnly in your recent attitudestowards the meeting of splitters in Moscow, that we shouldstrengthen our unity of thought and action, should arm andtemper ourselves more and more each day for the strugglesawaiting us. Based on the teachings of Marxism-Leninism,we will fight with all our strength together with you andall the other Marxist-Leninist revolutionaries for the tri-umph of our great sause. This is our final word, the wordof the Albanian Party and people.
