MONTHLY REPORT


1.0 Project Background

Andhra Pradesh (AP) state has one of the longest coastal belt in India. Out of 67,362 Km of road network in the state, the

nine coastal districts cover 26,000 km of road length. Every year during the period of April-May and September-December,

cyclonic situations set in to the Bay of Bengal. With the recent changes in climatic conditions, the catastrophic events are

increasing resulting in very devastating cyclones like Laila, Jal etc where the loss is enormous. In the 97 years ranging

from 1892 to 1989, there were as many as 67 cyclones within the State.

It is essential to provide safe residential accommodation to the vulnerable population during any eventuality or disaster due

to natural calamities such as cyclones and associated tidal waves and storm surges. The project is formulated based on

experiences of Government of Andhra Pradesh in mitigating such disasters during the past and also keeping in view the

existing facilities available in the project area in Andhra Pradesh.

The Government of India has applied for a credit of US$ 255 Million equivalent from the International Development

Association (IDA) toward the cost of National Cyclone Risk Mitigation Project (NCRMP), and it intends to apply the

proceeds to payments for goods, works, related services and consulting services under this Project.

National Cyclone Risk Mitigation Project (NCRMP) Project Implementation Unit (PIU), Andhra Pradesh, headquartered at

Hyderabad has invited the consultants to submit proposals for providing the consultancy services for Third Party Quality

Audit for 9 coastal districts namely Srikakulam, Vijayanagarm, Visakhapatnam, East Godavari, West Godavari, Krishna,

Guntur, Prakasam and Nellore. The project Construction of Multipurpose Cyclone Shelters, Roads to Cyclone

Shelters, Roads to habitations and Roads & Bridges under NCRMP is funded by International Development

Association and received through Government of India. This consultancy is envisaged to audit the quality of works being

implemented by various line departments working under PIU. The number of works under progress / for which

agreements are concluded in each district is shown in the table below.

5.0 Progress of NCRMP works:

The district wise progress of works is shown below. The works in the West Godavari are not started and the works in

Krishna District has just started. At many places the first milestone is completed but works are not started. The line

departments are to analyze the reasons for the slow progress and if necessary penalty for the slow progress as per the

agreement conditions should be imposed.

6.0 District wise status of tests conducted by TPQA:

Apart from monitoring the tests being conducted by the implementation team (contractors & Line department) at various

stages, the Third party Quality Audit team also conducted tests to confirm its compliance with the standards. These tests

are carried out in the site itself and in some cases samples are collected and testing done in outside laboratories. The

details of tests conducted in the field till end of September 2011 are presented.

3 The width of shoulder formation is verified from 0/0 to 2/250 Km., Shoulders portion in some areashave slipped and the same may be rectified.

4 Formation width is less than 7.50 mts from Km: 1/600 to 1/900, & from Km:2/350 to 2/530.

5 From Km:1/600 to 1/900 the road level is lower than the surrounding fields level, and in this stretchsand may occur in monsoon period, this aspect needs examination.

6 The tank bund portion from Km 2.350 to 2.530 , the height difference between road top level and fieldlevel is more than 3.0mts. But no slope protection work is provided.

7 Safety measures like providing caution boards and providing helmets is to be done.

1 Progress of work: 2 abutments and 7 piers completed upto bed block level. Bed block over one pier iscompleted.

2 Site order book is not being maintained by the field officers. The field officers are instructed to maintaininvariably the site order book and get the instructions from the inspecting officers.

3 The dimensions of bed block laid over P5 are measured and found taillling with drawing, but the bedblock offset all around the pier is not seen as it is flushed with the pier. The pier is bluged at the bottom of bed block, because of which the offset is not seen.(Photograph attached.) Proper Shuttering shall be

used and finishing shall be carried out as per clause 1700 of MORT&H Standard specification for Roadand Bridge works.

4 The field officers are requested to get the samples of steel tested from every consignment of steel ,before it is used.

5 The steel should be protected from rusting till the concrete is placed by applying cement coating properly.

6 The overhead electrical lines passing across the structure should be shifted as it is posing danger toproceed further above the piers.

2 It is observed that the shoulder material is not properly mixed (Sand & Gravel Mix). It shall be scarified,uniformly mixed, watered and compacted to the required density.

3 The measurements like width and thickness of the WBM Gr-III from Km 0/0TO3/088 are verified andfound to be tallying with the required measurements. The details are given in Annexure - 1.

4 Review of degree of Quality Control exercised:

The summary QC tests by field officers shown under 3.0 of this QCR are noted from the following:

1) Test records shown by line departmental officers

2) Test results like CBR and Plasticity Index etc., obtained from local testing facilities.This aspect requires further improvement and commitment of senior engineers such as SEs and EEs.Setting up of a QC lab for conducting most of the regular tests for each package by the contractor isnecessary. The line departmental officers also require one laboratory for each sub-division or Divisiondepending on the workload for ensuring better quality control. In the present case, no QC lab wasestablished by the contractor so far. Also, no QC lab was available at Sub Division or Division.
