    Administration As mentioned last year, the business plan of the Association is changing to reduce the direct financial burden on our clubs and competitive members. We are trying out ways of increasing the membership base of the Association beyond just competitors and also increasing revenue from non-regatta sources. This is a slow process and will take a number of years to bring to fruition. We are also concerned about making our regattas far more enjoyable for all involved. It is our experience that many regatta committees work very hard getting the rowing side completed satisfactorily and so do not have sufficient other resources to attend to other aspects of the event. Rowing Victoria will discuss each event with our organising committees to see whether a different distribution of duties amongst RV and the organising committee can produce a better result for all. We are also looking at many other event management ideas to strengthen our competition program. The Association has a clearly defined strategic plan and many work plans underlying the certainty of results. We seek your patience as we slowly make these changes. Victorian Institute of Sport As mentioned last year, we have entered into an agreement with the VIS for rowing to continue to be a VIS sport until 2014. I am pleased to add that the co-operation between RV and VIS is admirable and we look forward to this continuing and providing even more success to our athletes. Volunteer Recognition The Association could not operate without the support of volunteers, whether umpires, regatta volunteers, commission members, board members, club members and others. Our RV Awards Committee under the chairmanship of past President Peter Fraser, continues to undertake great work. The other members of the committee are Roger Wilson OAM and the President for the time being of RV. They have recommended : The William Waterfield Award for outstanding service to Victorian rowing. This award is named after life member William Waterfield who has been a fine example of a person who has provided outstanding service to the sport in Victoria. This year the award is going to be presented to Rod Florence for his magnificent and long contribution to the sport.

    Presidents Report

    Presidents Report For your Association, this season was dominated by the conduct of the Australian Championships in March 2010. The organising committee headed by David Deeble produced a superb regatta. There were numerous significant innovations made to the usual organisation of the event which made it a superbly run event. We are justifiably proud of our work and great credit must be given to our organising committee comprising: David Deeble (Chairman), Alice Evans (Event Manager), Eric Waller (Field of Play), Andrew Guerin (Program), Rene Klupacs (IT), Nick Gall (Sponsorship & marketing), Lance Deveson (Volunteers), Denis Bourke (Medical), Matt Draper (RA), David Pincus (Finance), Chris Grummit (Programming) & Catherine McMillan (Shire & Venue). The lesson learnt from organising the regatta this year was that the demands on your Association are now too high to undertake such an event more than our required rotation around the States. Also the financial rewards that were present in the past from running the event are now insufficiently high to justify the deferment of other programmes whilst we run the regatta. Rowing Let us celebrate our champions. The 2009 World Championships produced two Victorian junior medallists with Daniel Brighthope and Michael Poulter. At the 2009 senior World Championships, James Marburg and Cam McKenzie-McHarg did well with a silver medal in the coxless four and David Crawshay a silver in the quad. We are expecting an even better result in 2010 at Lake Karapiro. Back home at the Interstate Championships, Victoria was yet again the most successful State but missed out on the Kings Cup to a determined NSW crew to whom we extend our congratulations. Congratulations to our Victorian team who performed so well and in particular to our winning womens eight, mens youth eight and mens sculler, David Crawshay who all won their races. We also congratulate our Head Coach Chris OBrien. These results would not be as good if it were not for our volunteer coaches and selectors. We are fortunate to have Paul McGann as our Chairman of Selectors and he has supporting him senior selectors Ion Popa and Peter Somerville, Youth selectors Annabelle Eaton and Dan Church and masters selectors Paul Guest and Jane Robinson.

    The Kath Bennett Award for outstanding service to a rowing community in the sport in Victoria. The award is planned to capture those people who have done outstanding work in a club, regatta committee or region. Kath Bennett is a fine example of such work with reinvigorating womens rowing prior to amalgamation with the mens association in 1979. This year the award is going to be presented to Rob Stewart, chairman of the MUBC 150th celebrations which were outstanding. The sport also has the legacy of their magnificent written history, Well Rowed University. Special mention will be made at the AGM of Ron Mitchell who has provided a lifetime of service to the sport, particularly with umpiring. He is one of the umpires from our first umpires panel in 1960s. He has also served on many committees of the Association and vigorous debater of issues at our meetings. These awards will be presented at the AGM. The Victorian Rowing Hall of Fame will be inaugurated this year on 20th November. The inductees have been advised and a great evening is planned. This evening will be a sell out and anyone planning to attend needs to make a booking immediately. The Board, on the recommendation of the RV Awards Committee, has recommended that David Deeble be elected a life member of the Association. This is a well deserved nomination and one which we are very pleased to put before the annual general meeting. Mildura Rowing Club Centenary We congratulate Mildura Rowing Club on their centenary and their continued good work developing the sport in their region. Due to distance, they are not able to regularly compete in regattas which makes their situation different form other clubs. Commissions The work of the Association is devolved to a large extent to the Commissions. They comprise, Competition, Development, Masters, Media, Medical, Umpires and Waterways and Courses. The Commissions enable the Association to harness the expertise of our members and provide opportunities for those wanting to assist our work. We recognise and thank all the Commission

    members who have given so much time and effort to the work of the Association. In particular, I would like to highlight the work of the umpires headed by Bill Webster and also the work of our field of play manager Eric Waller. Staff The staff of the Association undertake their duties with the enthusiasm of volunteers and work well beyond their responsibilities. We are extremely grateful for their continued excellent work. Next Season Our focus in the next season is split amongst a number of vital tasks, changes to business plan, improvements to the competition program, increasing participation at our regattas, embedding the safety management plan and taking our development activities to the next level. This is much to do and we look forward to the challenges that lie ahead.     Throughout the 2009/10 season Rowing Victoria has strengthened our understanding of our membership, and developed clearly articulated pathways to further build participation and retention in our sport. The development of our 2010-2012 Strategic Plan will underpin the way perform our role as peak body of rowing in Victoria. Our Vision A State of Rowing Excellence, will be achieved through our values of leadership, respect, collaboration and transparency. In order to achieve our mission we have developed key objectives to increase membership participation, whilst also providing relevant support and resources to our members or partners. We strive to promote well-structured competition and development of rowing in Victoria. The Board of Rowing Victoria has overseen a strategic review of our environment resulting in a range of new initiatives to bolster the rowing community membership and support the progression of our sport. Assisting the Board are our Volunteers on Commissions and Committees that provide valuable insights and decisions on the day to day running of rowing in Victoria, and work tirelessly to deliver an efficient regatta calendar. My thanks go to our Umpires who tirelessly give up their weekends for the good of the sport and continue to work in a professional manner, keeping safety at all times our number one priority. A special thanks also to all the fundraiser volunteers that drop everything to support the future champions and participants of rowing in Victoria

    I would also like to acknowledge our partners that provide assistance in the delivery of programs and pathways for our members. Our clubs are the heart of rowing and they continue to deliver success in grassroots through to elite competition. Rowing Victoria understands our role in providing support and resources to provide more sustainable outcomes to our clubs. Public awareness of our sport has been a key focus through this 2009/10 year and will continue into 2010/11. I believe the concentrated efforts on media will create a greater following and participation in our sport. One example of this was the eight page liftout in The Age we produced in conjunction with The Australian Rowing Championships. This liftout was about increasing the awareness of the sport and profiling some of the current faces in the sport. This could not have been achieved without the help of our major sponsors who we would like to give special mention. Thankyou to National Australia Bank, Regional Development Victoria, Sykes Racing, Wintech Racing, Goulburn Valley Fruit Company, Mineral Commerce Services, Mitchelton Winery, Sensory Lab, Designer Paint Works, Redhanded, WCSN and The Illicit Drugs Campaign.     Volunteers, coaches, officials and committee members are the life-blood of delivering our sport at the grass-roots level. This has been demonstrated in 2009/10 via: • Level 1 Boat Race Official Courses and bringing

    the system in line with the National Officiating Accreditation Scheme (NOAS)

    • Over 10,000 crews and 34,000 seats were en-tered in various regattas throughout Victoria this year supported by the ROMS system.

    • Over 6000 hours are provided by level 1 and 2

    Boat Race Officials and Regatta Volunteers • Development and implementation of the new

    Learn To Row Level 1 Coaches course in part-nership with Rowing Australia

    • Establishment of an online system for indoor rowing

    Assisting clubs to build their capacity to recruit and retain new members is an essential part of Rowing Victoria programs. Increase Competitors • 2009-10 Season saw a 1% increase in competi-

    tive rowers from the previous season. • More racing opportunities in a clear defined re-

    gatta calendar • Greater adaptive racing opportunities Increase Volunteers • 200 new volunteers completed the level 1 BRO

    course • 5 level 1 Boat Race Officials were upgraded to

    level 2 Boat Race Official. 15 Level 1 Boat Race Officials are in training to become Level 2 Boat Race Officials.

    Increase Coaches • 7 % increase in accredited coaches within Vic-

    toria over the past 12 months • 95 coaches sat the L1 (Learn to Row)

    Coaches Course, and 8 coaches sat the L2 (Club/School) Coaches Course

    Relationships with our external stakeholders have been continually expanded throughout the 2009/10 season • The Victorian Institute of Sport (VIS) and Rowing

    Victoria partnered to deliver high performance athlete and development programs

    • We delivered Rowing Australia education and participation programs including coaching courses and officiating courses

    • Through a partnership with vicsport, we have furthered coach education

    • We delivered a key VicHealth sport participation program

    • 98% compliance was received from Rowing Victoria Clubs and Schools on the Safety Management Plan, which was implemented on the 1st of October 2009. Rowing Victoria has continued to work with Marine Safety to deliver a safer environment to row

    Rowing Victoria connected with our clubs and schools this year in new and improved ways • A new and updated website receiving almost

    6,000 hits per month has been launched. Users can access information on competition, events, opportunities, news, policy and programs, and shop in the newly developed rowshop

    • A new format newsletter is now delivered to 1600 members weekly offering the latest news and information

    • Rowing Victoria stepped into social media to promote the sport and inform our members using Facebook, Youtube and Twitter

    • Rowing Victoria hosted four General Meetings and a Competition Forum to provide clubs and schools with an opportunity to have input and provide feedback into the direction of rowing in

    Victoria Tailoring our support to improve regattas • Rowing Victoria assisted 25 clubs and Regional

    Associations conduct 33 regattas throughout Victoria and managed 8 regattas including general regattas, the VSSSA Regatta and four days of State Championships

    Leveraging ROMS • Over 34,000 seats were entered through ROMS

    into Victorian Regattas • Rowing Victorias support of ROMS and the

    continued development and review of the system • Continued work with other State Associations and

    Rowing Australia in Events and the online database / entry system

    • 10 adaptive events offered throughout the season

    Rowing Victoria would like to acknowledge the valuable contribution of regatta hosts from clubs, schools, regional associations and independent committees for their hard work and commitment in putting together a number of successful regat-tas. A variety of formats has offered suitable rac-ing opportunities for all. Congratulations to these hosts for providing safe and fair environments and for their professional approach to the con-duct of these regattas. Rowing Victoria could not deliver the extensive calendar we do, without the valuable hours provide by the many volunteers involved.

The Row-ing Victoria development program identifies talent at all ages and offers opportunities for athletes to take the next stroke on their high performance pathway. • Provided financial assistance to recognised

    clubs in partnership with Rowing Victoria in the delivery of the National Elite Development pro-gram

    • Completed comprehensive Talent Identification in clubs and schools and within the general com-munity

    • Build stronger partnerships with rowing Australia and the National Rowing Centre of Excellence (NRCE)

    • The management of the 2010 Australian Rowing Championships and continued work with Rowing Australia in the area of event management.

    • Adopting people and friends associated with the sport to be involved with volunteering and sup-port opportunities.

    Rowing Victoria recognises the need to Excel in Management, in all aspects of operational activity. Our priority is to demonstrate Best Practice in our delivery of rowing in Victoria and clarity around the decisions Rowing Victoria makes. It is very important we display transparency in our activity and deliver effective communication to members. • One of the key activities achieved this year by

    Rowing Victoria was a newly developed Strategic Plan that aligns with operational work-plans and is assessed against allocated staff KPIs

    • All new activities aimed at our objective grow our base, are carefully assessed by way of cost analysis and budget forecasts before proceeding

    • Regular workshops have been conducted with other State Rowing Associations to ensure consistency in the delivery of activities and events and to share best practice initiatives

    • Rowing Victoria performs monthly monitoring of activity provided to members versus forecasts

    • The Association also successfully managed the 2010 Sykes Racing Head of the Schoolgirls Regatta on the Barwon River in Geelong and the 2010 Australian Rowing Championships at Nagambie Lakes Regatta Centre, as well as assisting APS Sport with the conduct of the Heads of the River

    • Rowing Victoria applied and successfully awarded a professional development grant for women in sport through Vic-Sport

    • A focus has been the successful management of sponsorship relationships through this years events.

    • Annual Member Survey was completed with 98% of clubs gauging the Satisfaction of all RV activity and feedback around improving our service

    • During 2009/10, Rowing Victoria developed a clearly articulated media strategy to create a greater following and participation in our sport
