ANNOUNCEMENTS Welcome to all participants in this year’s “Mineral County Emergency Services Training Weekend”. The Mineral County Firefighter Association would like to invite you for this year’s schedule of training. Programs range from those contoured for the entry-level provider to those for the more advanced provider and even those for the instructor or potential instructor.
REGISTRATION All applicants are encouraged to register through RESA 8 online. All checks should be made payable to: Mineral County Firefighter
Association. Pre-registrations deadline - May 3, 2013 Junior Firefighters, (those 16 & 17 years of age), must have a
permission slip filled out by their parents and Fire Chief. On-Site registration and Vendors will be located at Short Gap VFD. Lunch provided with registration Persons attending non-classroom hands on classes must be members
of a fire department.
Please enroll on line at www.resa8.org. Navigate to Public Service Training from the programs tab and choose “fire schools”. You may also register by completing the attached pre-registration form and return it to: RESA 8 PST, MCFS 2013, 109 South College Street, Martinsburg, WV 25401. Applications need to be received by May 3, 2013. Registration will be from 7:00 AM – 8:00 AM Saturday and Sunday at Short Gap VFD. Late registrations accepted the day of the event for classes that are open. Your registration packets will be issued at the door during normal registration hours both days. Classes will be held from 8 - 5 each day with a 1 hour lunch break. Afternoon class will begin at 1PM. Classes will be filled on a first come first serve basis. Please indicate a second choice on the registration form in the event of a class being full. All participants will receive a school T-shirt. Additional T-shirts will be available at the registration area. Please indicate your shirt size on the application – M, L, XL, XXL, XXXL. Class Descriptions
Two Day Courses 101 Advanced Structural Firefighting (Saturday & Sunday)
This intensive course is designed to provide firefighters and fire officers alike with realistic training scenarios including live fire scenarios on duplex apartments, single family dwellings,
and two story mercantile occupancies. Students will hone and develop skills on fire suppression, ventilation, water supply, search and rescue, and forcible entry. This course will utilize both the WVU mobile structure trailer as well as acquired structures for search
and rescue, ventilation, forcible entry, and firefighter rescue scenarios. FULL TURNOUT GEAR, SCBA, and SPARE BOTTLE REQUIRED
Prerequisites: Firefighter I (must show certificate) Course Cost: $90.00 for preregistrations, $100 for late registrations

102 Aircraft Rescue Firefighting (Saturday & Sunday) The Aircraft Rescue Firefighting (ARFF) training program is an intense hands-on class
requiring participants to expose themselves to live fire exercises in very realistic situations. Training is offered for municipal airport firefighters and other fire departments. Class
highlights: Experience live fire exercises; Extinguish a simulated wheel, engine, cabin and large 1350 sq. ft. pit fire; Experience high heat and smoke filled environments; Learn shut
down procedures for simulated shut down in cockpit of aircraft; Operate throttles, fire bottles, and battery maneuvers. The MA-3000 provides training in the control and extinguishment of
aviation fuel spill fires and aircraft incident fire emergencies in and around a commuter aircraft: Main cabin fire; High wing, low wing, and turbojet engine fire configurations;
Baggage fire; Cockpit smoke; Wheel/brake fire with explosion noise generator; Large fuel spill fire.

103 Emergency Medical Services: Functions in the ICS (Saturday & Sunday) Students will practice use of the Incident Command System in coordination with other public safety responders. As a follow-up to ICS-100 and ICS-200 training, this course will present
scenarios requiring responders to structure their EMS resources within the guidance of NIMS ICS, as appropriate to the needs of the different incident types. Through simulation and role-playing, students will demonstrate the implementation of EMS components in an

104 Emergency Medical Services: Management and Administration for
Company Officers (Saturday & Sunday) This course focuses on supervisory management practices for EMS response agencies. Leadership/management, planning and time management, team building, personnel and
resource management, communications, and public relations are some of the components covered in this new course. Materials and learning will be through a combination of online precourse materials and classroom activities. Upon completion, the student will have basic
skills and tools needed to effectively manage the daily activities of an EMS system. Prerequisites: ICS 100 and ICS 200, Apply for National Fire Academy Student ID at

105 Engine Company Operations (Saturday and Sunday) Without an Engine Company on the fire ground, fires don’t go out! This class is primarily geared towards teaching the basic or upcoming firefighter what it takes for an
Engine Company to be successful. Subjects include but are not limited to: Initial on scene reports (IOSR), apparatus placement, advancing hose lines into structures, extending or “Adding” lines, fire extinguishment & tactics, high-rise (standpipe) operations, hose loads
and high-rise packs, and duties by position. FULL TURNOUT GEAR, SCBA, and SPARE BOTTLE REQUIRED

106 Emergency Vehicle Operations Course (EVOC) (Saturday & Sunday) This class includes classroom and practical skills training on emergency vehicle
operations. Safety, legal aspects, inspection, and driver responsibilities are covered. Both written and practical examinations are administered. This course meets WV State
Fire Commission and state EMS initial driver training requirements and recommendations. Departments can provide their own vehicles for familiarity.
Prerequisites: 18 years of age and a valid driver's license Class qualifies for LET Credit for annual In-Service

107 Truck Company Operations (Saturday & Sunday) One of the hardest tasks on the fireground is truck work. Truck work and tactics must be
executed skillfully and with your most experienced people. This class is designed to cover basic truck work skills & teach you advanced tricks of the trade! Subjects include but not
limited to: Initial On- Scene Reports (IOSR), apparatus placement, throwing ladders, ventilation tactics, forcible entry (basic & advanced), and duties by position.

Follow Rt. 28 from Cumberland MD to the North or Fort Ashby to the South to the intersection with Rt. 956. Immediately after turning onto Rt. 956 take the first left onto Knobley Road and you will see the fire station on the right after the first curve. It is 6 miles from the WV state line at the Potomac River in Cumberland to Rt. 956, and it is 4.3 miles from the intersection of Rt. 46 and 28 in Fort Ashby to Rt. 956.

Class Descriptions One Day Classes
201 Tactical Emergency Casualty Care for Law Enforcement (Saturday) Every law enforcement officer needs to attend this course. You could save your life or that of
a fellow officer by performing lifesaving procedures during the heat of conflict. Medical training can keep you confident in assessing yourself or other officers in a life threatening
situation. You need to be able to manage medical care until emergency medical professionals can safely reach you. This class consists of basic lifesaving knowledge and
skills for the officer in any line of police work, especially, the tactical environment. The instruction will be a comprehensive Tactical Emergency Casualty Care course for those
officers wishing to expand their knowledge in the field of Urban/Combat Medicine Class qualifies for LET Credit for annual In-Service

202 WV Mass casualty Incident Modules I and II (Sunday) This course covers the awareness and operations levels of WVOEMS Mass Casualty
Incident Management. Topics include identification of a MCI, START triage, use of the WV triage tag, criteria for patient classification, and a review of the incident command structure.
This course is required Continuing Education for EMS recertification in WV. Junior Firefighter

Class Description 4 Hour Classes
501 Death in the Field Scene Management (Sunday 8AM - 12PM)
This class will discuss how to preserve and manage a death scene not taught in any EMS curriculum. Responding to a call for a DOA is an everyday occurrence for police, fire, and
EMS. Every scene is different and stress is usually a factor. Learn what to expect, your role, and the role of law enforcement and the Medical Examiner’s Office. This is a lecture and
hands-on scene management course that you will definitely use in the field. Junior Firefighter

502 Hazardous Materials Awareness (Sunday 1PM - 5PM) This course provides training at the awareness level to familiarize first responders with how to recognize hazardous materials and what initial actions can be taken to ensure the safety of the responders and the community. Topics include the proper use of the Department of
Transportation Emergency Response Guidebook, Identifying the primary hazards associated with each hazard class and division, and identifying the role of the awareness
level personnel during hazardous materials/WMD incidents. This class meets the WV EMS Continuing Education requirement for Hazardous Materials.
