We are saddened to relay news of the tragic loss of

Petty Officer Travis Obendorf, who died following

injuries he sustained while deployed with the Cutter

WAESCHE during a search and rescue mission.

Petty Officer Obendorf stood the watch on the front

lines of Coast Guard operations throughout his nine

years of active duty. He previously served aboard

Coast Guard Cutter ALERT, at Patrol Forces

Southwest Asia in Bahrain and at Coast Guard

Station Boston. Throughout his Coast Guard

    service, Petty Officer Obendorfs professionalism

and commitment ensured that we were always

ready to answer the nations call. Let us never forgethis service and sacrifice. As you keep Petty Officer

Obendorf's family and shipmates in your thoughts

and prayers, please also remember we are often

called to operate in an environment which provides

little margin of error. In all that you do, make safety

    your highest priority.

The entire Service is energized to support his

family and shipmates. Please keep BM3 Obendorf

his family and shipmates in your thoughts and

    prayers.

    FROM TH E C O M M A N D E R (C ONTD . )

It is great to be part of a great organization like

Division 12. Division 12 has dedicated over 47,000

hours of service in 2013 according to AUXINFO, as

of 22 Dec 2013. That is tremendous and a true sign of

a great organization. Im sure the hour count will go

up once all of the 2013 hours have been recorded at

    the end of the year.

A New Year and new leadership usually bring out

questions regarding our direction. The District 7

Strategic Plan (2013 thru 2016) is a good place to

start with for further guidance in 2014. It is the sameplan presented to us in late 2012 for 2013. It

continues to help us understand what our district

direction is. Please read it and maintain a copy for

    future reference and use.

The District 7 Strategic plan can be found through

    the following link:

    District 7 Strategic Plan

The District 7 Strategic Plan lists the issues of

    greatest importance as:

    Effectiveness in recreational boating safety

    missions.

Leadership development and use of exemplary

    practices.

Growth and diversity of the districts readyvolunteer force.

Joint planning and mission execution with the

    Coast Guard.

It also provides insight to the Auxiliary Mission,

    the National Commodores Vision Statement,

    National Strategic Imperatives, Distr ict

Commodore's Vision Statement, and District Strategi

    Issues.

    Please remember the Auxiliary Cornerstone

while performing our tasks and missions. They ar

defined in the current Auxiliary Manual (section A

    pages 2-3 thru 2-4) as:

    Member Services

    Recreational Boating Safety

    Operations and marine Safety

    Fellowship

Also, remember the people side of things an

respect all of the individuals that we meet, work with

    work for, and associate with.

As the New Year starts, there are items that nee

to be completed early in the year. Flotill

Commanders need to provide the Flotilla Financia

Report and Flotilla Material Inventory Report by th

end of January. I need these reports prior to the end o

the month in order to prepare the Division reports

Flotilla Goals will be due by February 1st.

Other items that we need to perform throughou

the year are the monthly flotilla activity reports

monthly staff reports, and special reports (lik

    Diversity is about our commitment

to embrace men and women of

    all racial, cultural, ethnic, and

religious backgrounds as full, equal, and vital members of our

    organization.

Diversity is about acknowledging differences and

adapting practices to create an inclusive environment

in which diverse skills, perspectives and backgrounds

are valued. It is about understanding the individual

differences among our members that arise from a

broad range of backgrounds and lifestyles, and

recognizing the value of using those different

perspectives and ideas to enhance the quality and

    outcomes of our mission.

Our diversity is shaped by a variety of characteristics

including age, ethnicity, gender, disability, language,

religious beliefs, life stages, education, career sexu

    orientation, personality and marital statu

    Additionally, diversity means accepting, welcomi

and valuing the differences inherent in eve

individual and recognizing the contribution that

diverse membership can make to our organization

    effectiveness and operational performance.

Elected leaders and staff officers must impleme

strategies specific to the needs of their local uni

Plans must be consistent with the requirements s

forth in the NACO's Strategic Plan and Diversi

Statement. Remember that our Diversity leadersh

    VIC E C OMMANDERS REPORT

Division 12 has completed another notably

successful year supporting the Coast Guard in serving

the public recreational boating community. Thank you,

especially to Staff Officers for continuing to be

outstanding simply as good people as recorded

monthly by the amount of time you unselfishly

provide for the Auxiliary and our Division missions.

    You are the Coast Guards invisible weapon;

talented patriots that maintain Coast Guard skills and

knowledge to help make our boating public safer and

    enjoyable.

Our 2013 programs have been especially broad. A

keystone achievement was handling the government

close down with professionalism. You followed USCG

instructions without complaint and quickly resumed

posture when called back. Our Public Education

programs had incredible reception and surely we are in

the top tier of public training headcount for District 7.

Our programs are impressive as our instructors

    demonstrate critical knowledge, an impressive

presentation delivery and a personal connection with

class participants. Public Affairs transcended all

Flotillas and was show cased with Safe Boating Week

events - especially in Charleston. Coxswains and

Crews were on safety patrols to relieve the Gold Side

to tackle their increasing port duties.

Vessel Examination sites were organized in all

Flotillas and the examiner force has increased as a

number of members became qualified. Although we

mostly talk about those safe boating programs that are

directly visible to the public, it is also the background

administrative functions that make Division 12 so

successful. It is our recognized and respect

practices, which include: information services, te

proctoring, QE, visitations, finger printing certificati

and all other services that separate us from the herd.

summary, Division and Flotilla Officers a

congratulated on collectively making 2013 such

    successful year.

It has been a terrific year of service and you hav

earned a rest. Many of you will use this slow time

tackle some of the computer online traininopportunities that are available. But equally importa

is the fact that the upcoming cold winter mont

represent a good platform to organize fellowsh

events to better know each other, to attract ne

members, to meet fellow members personal suppo

groups and mostly to have some fun. For 2014 t

Coast Guard will need us more than ever to help crea

and sustain a safe and educated boating public - an

of course, we will be renewed and ready.

My best wishes to you and your family for 2014.

Happy New Year! I hope that everyone enjoyed

the holiday season and had a great time.

As the New Year starts, we need to get a fresh start

on checking and updating our equipment. Coxswains

should make sure to check P-PERB batterys for

expiration dates. (If you need a battery let me know,

Ill send the contact info to you) Also, check the

condition of Inflatables for wear and CO2 cartridges.

Check with your Crew members on their equipment

and record inspection dates for your records.

As of now we have money for our norm

The Citadel Detachment unit has had a great semester for the Fall of 2013,

introducing new members to the US Coast Guard, catching up on FEMA

Incident Command System courses, and getting visited by Mr. Holstead,

2003 Citadel graduate and current US Coast Guard Lieutenant. We

also had one of our most successful FTX (Field Training Exercise)

in the units history this month.

Thanks to Mr. Alan Miles, former Flotilla Commander and our

current Unit Adviser, we had the unique opportunity to visit the

Veterans Victory House located in Walterboro, SC. Here, we were able tomeet veterans from all military branches, and from World War II (including a Pearl

Harbor survivor), Korea, Vietnam (a Silver and Bronze star awardee), and the Persian

Gulf. It was a great experience to meet some of our nations heroes, and we are

humbled by the years of service each and every one of these veterans has dedicated to

protecting their country, and we thank them from the bottoms of our hearts.

As you prepare to return to The Citadel to begin the Spring semester of 2014, please make

sure to check the calendar on a regular basis. The Citadel cadets keep a very busy

schedule, and checking the calendar and website on a regular basis will help cadetsstay informed on upcoming events. We will make sure to update the calendar as more

On Saturday, 14 December 2013, John Owen, Flotilla

    Great Job to Flotilla FSO-HRs!

During the period from January to

    December 2013, Division 12

added 12 new members. Almost half

of those new members initially inquired

through the E-Responder program. Approximately 78

inquiries were made about Coast Guard Auxiliary

membership within Division 12 through the E-

    Responder program.

Flotilla Commanders, please ensure new FSO-HRs

are listed, so I can contact them about the E-Responder

program. As a reminder, only those individuals referred

to Flotilla FCs, VFCs and HRs from me should be

contacted. I make initial contact, after receiving from

the national website, to determine eligibility and

interests, and match those with the appropriate flotilla.

Once referred, they are all yours to process.

Three attempts should be made by flotillas to

contact the potential member (please record dates,

times, methods). This information will be recorded on

the Monthly E-Responder Reports which I maintain and

submit to the District HR Officer. The District HR

Officer and I make additional efforts of contact the

person before removal from our records we want to

get potential new members to flotillas for processing orremove them if no longer interested.

The most important part of the E-Responder

program is for Flotillas to contact the potential

members. This is why the checks and balances and

the reason I send courtesy copies of the referral data to

the FC and VFC. If you have any questions or concern

The REYR process for 2013 will be

run on January 6, 2014. If you go into

REYR you will need to meet the criteria

required to be re-certified. This will depend on the

    qualification:

    1. Vessel Examiners you will need to do two (2)

exams as a Trainee with a qualified Vessel Examiner.

    2. Program Visitors you will need to do two (2)

    visits as a Trainee (self-requalification).

    3. Instructors will need to do 2 hours as a Trainee

with a qualified Instructor teaching a class.

    4. Boat and Air program recertification depend on

what currency maintenance tasks are missing. For

example, if member only did 10 hours underway,

they will need to do two more hours to meet last

years maintenance as a Trainee. If a member missed

QE sign off, it needs to be done by QE. (Note FC

will still need to send in request via D7 Help Ticket.)

Once you meet the requirements to get out of

REYR, the Flotilla Commander will then need to send a

D7 Help Ticket (found on District 7 website under

Member Resources Menu) to request that the memberbe re-certified. Be sure to include member name,

member ID, Flotilla, type of certification, date of any

    hours/exams/visits, etc., with LEAD (Instructor/VE/

Coxswain/Pilot). The FC can get this information from

the FSO-IS who will also verify the information is in

In 2013, members of Division 12 conducted a totalof 1,736 Vessel Safety Checks (VSCs), slightly less

than the 1,864 VSCs performed in 2012. While the

overall performance level is down, this is a decrease of

only 6%. The good news however, is that three Flotillas

managed to increase their numbers from 2012 to 2013.

Please see the illustration to your right.

Flotilla 12-3 of Lake Murray increased its numbers

by 20%, Flotilla 12-8 of Charleston increased by 23%,

and Flotilla 12-4 of the Central Grand Strand saw an

astounding increase of 185%!!! Great job!!!

qualified in the Vessel Safety program to please consider

doing so. The VSC program is one of the cornerstones

    S T A T E L I A I S O N REPORT

    BarbaraBurchfield, SLO-SC

DNR reports that 2013 recreational boating safety

fatalities in the state have exceeded 2012 fatalities as ofthis report. Fatalities have more than DOUBLED from

2012 to 2013, so there is much to be done in boating

    education.

*DNR issues an annual report which is released the

    following year in April-May.

We initiated coordination of the life jacket loaner

program involving Sea Tow-Lake Murray and Lake

Murray marine patrol units of Lexington and Richland

County Sheriffs Departments. The idea is to loan PFDs

to boaters who are ticketed for non-compliant life jacket

use so they can return to their homes legally. The

boaters can return the loaned PFDs on their court date

and the PFDs will be sent to the marine patrol units to

be used again. The program is still in the talking about

    it stage.

Concerning the Navy Sea Cadet Corps and BoyScouts of America, we collaborated with Mike Fulgham,

B-Department, Youth Program Branch Assistant (BA-

    BLY).

    NASBLA paddlesports education standards was

provided to paddlesports and other local groups.

We provided breaking news of Illinois propos

boating laws to Lake Murray Safety Consortiu

    (LMSC).

Great Portage Race (GPR) on 14SEP, sponsored by t

Public Affairs Lead for both the Auxiliary and Na

League at this event with Sue Carty, Flotilla 12-3,

    DNRs boating laws and responsibilities.

Weve also started a boating safety quiz to be

    published in each quarterly newsletter.

    Public Education

We are continuing to work individually with

Flotillas to help them promote their efforts and to

provide resources and tools for success in support of the

District 7 Strategic Plan to increase the number

boating safety classes and students. Please see the cha

below for information on the ABS performance levels.

DNR and Aux are experiencing fewer stude

registrations in 2013 over 2012. The number of AB

students enrolling on SC DNR website has increas

year to year. The number of Auxiliary students passin

ABS testing during 2013 has decreased by 26% ov

2012 results. There seem to be more challenges this ye

to getting students into the classroom.

We would like to thank everyone for doing their pa

this past year in promoting recreational boating safety

South Carolina. Thank you also for your support a

    encouragement.

    Happy New Year Yall!

I appreciate the feedback from everyone on the layout for The Pelorus. If anyone has photos they would like

see used for the front cover of upcoming editions, please feel free to send them to m e. My only request is that

photo be rectangular in shape as it will be easier to insert into the cover. Thanks again for the great feedback.
