REPORT FROM THE PRESIDENT DEAR FRIENDS OF THE ARTS:2015 was a year of new beginnings and as we reflect back on the year we simultaneously look towards the future. We believe we are laying the groundwork for dynamic regrowth in our city, powered by the relevancy and importance of arts and culture. This vision is shared with the many artists and arts advocates throughout our region; we are grateful for the partnerships we’ve built and new relationships we can nurture.

RESPONSIBILITY TO CITYDuring this time The Arts Commission fulfilled its charge from the City of Toledo to administer the 1% for Arts program. The Fort Industry I-280 Park Maintenance Building mural was completed by artist Molly Dilworth; it will be visible to over 57,000 vehicles each day. Ongoing projects include the Collingwood Boulevard public art project by artist Mark Lere and the Toledo Gateway Project by design team Laura Haddad and Tom Drugan. Conservation efforts continue and an extensive assessment of the collection is planned for 2016.

COMMUNITY OUTREACHThe Arts Commission is proud to begin work in the field of Creative Placemaking, funded through a National Endowment for the Arts Our Town grant. As identified in the Strategic Plan for Arts and Culture, this work will begin in four of the city’s eight original neighborhoods. Through community conversations and collaborations, Arts Commission team members are developing best practices with the intent to begin projects in 2016.

2015 marked a new chapter for the Art Loop as a consolidation of similar programs offered by The Arts Commission in previous years. The Art Loop takes place the third Thursday of each month in partnership with many arts and culture venues as well as downtown businesses. The Art Loop features standardized public bus transportation connecting venues and offering riders the chance to witness creativity in our city from a new vantage point.

We were thrilled with the participation and community support for Artomatic 419. Over 400 literary, performing and visual artists showcased their creativity and provided a unique arts experience- the largest in NW Ohio and SE Michigan. We thank the artists for sharing their talents, the volunteers for sharing their time, and the supporters of the arts who attended this fantastic event.

YOUTH ENGAGEMENTThe Young Artists At Work program engaged 40 apprentices for a summer of arts experiences rooted in individual creativity, team collaboration, and job skill development. Projects included a mural for the hallway in the Toledo Museum of Art, a mural for an exterior wall at Soul City Gym, and a music video created under the guidance of Radiant City.

The Ninth Congressional District Art Exhibition has celebrated the talents of high school artists in our region since 1983. Along with Congresswoman Marcy Kaptur, The Arts Commission applauds the 49 artists who participated in this year’s exhibition.

We express our gratitude for your support in these efforts.

CREATIVE PLACEMAKINGIn 2015, The Arts Commission received a $50,000 grant from the National Endowment for the Arts’ Our Town initiative. The funding is intended to enact and accelerate creative placemaking work in four of the city’s eight neighborhoods identified on the Strategic Plan for Arts and Culture. Conversations were begun with arts leaders in the Vistula, Old West End, Broadway Corridor/Historic South End, and East Toledo neighborhoods. Planning and project implementation is anticipated to begin in 2016. The Our Town funding opened the conversation about The Arts Commission’s growing and continuing creative placemaking initiatives in Toledo, including both organizational structure to accommodate, and best practices for identifying and being responsive to community needs overall, as well as those unique to each neighborhood.

ARTOMATIC 419!Artomatic 419! 2015 re-enlivened the former Lamson Department Store at 600 Jefferson in Downtown Toledo. Over 400 visual, literary and performing artists showcased their talents during the event. More than 100 volunteers pulled together to make the largest non-juried, multimedia arts experience throughout the NW Ohio and SE Michigan region available for our community to experience. The event space was open to the public on three consecutive Saturdays, April 11th, 18th, & 25th, plus Thursday, April 16 (Mud Hens Opening Day) and Sunday, April 19 (419 Day). A few highlights featured at the event included: AfroMatic: Natural Hair Expo, live set of the Detroit Party Marching Band, first ever Brunchomatic 419!, Mfinity Fashion Show, Celebration of Creative Communities event and on-going attractions of the Hands On Area for live demos, workshops, group art projects, and children’s activities, Selfie at #Artomatic419, “Bicycle Wheel Expo, inspired by Peter Gendron” curated by Dustin Hostetler, and Artomatic 419 Cinematheque curated by Reel.

ARTS ENTREPRENEURIAL INITIATIVE (AEI) PROGRAMLaunched in spring of 2015, The UpTown Arts Entrepreneurial Initiative (AEI) is a small business development program designed for creative entrepreneurs in need of training and capital to launch or sustain arts enterprises, including craft- and food-based, fashion, entertainment and fine-arts businesses. The AEI Program was a great opportunity for The Arts Commission to build upon the impact of the Well Fed Artists Workshop Series made possible through Small Business Administration funding in 2012 and 2013. The AEI program was a joint effort of The Arts Commission, UpTown Association, Toledo Local Initiatives Support Corporation (LISC) and ECDI. The Toledo Lucas County Public Library also proved to be a valuable partner and resource. This two year program was made possible by a grant awarded from the Kresge and Surdna Foundations to enhance neighborhood and revitalization the commercial district of UpTown. For the 2015 calendar year, The Arts Commission and partners hosted two informational sessions, four topic-specific training sessions, two local entrepreneur panel presentations and a three part business model discovery workshop, connecting with over 65 creative entrepreneurs in attendance. Creative entrepreneurs were linked with partner organizations to obtain information and assistance as follows: financial literacy and credit repair programs available through Toledo LISC and their Financial Opportunity Centers, small business loans through the ECDI and available rental properties available in the UpTown District.

YOUNG ARTISTS AT WORKIn its 21st year, YAAW engaged 40 youth apprentices (including two senior apprentices), ages 14-18, for an intensive, six-week employment experience in the arts focused on job skill development, graciously hosted for a sixth year in the University of Toledo’s Center for the Visual Arts. The youth represented more than 26 area schools, including private, parochial, charter, and public schools, plus an online school and GED program. One team of young artists completed a mural for a hallway of the Toledo Museum of Art, which connects the Community Gallery to the Museum and leads to Henri Matisse’s Apollo mural in the main lobby. Another team painted a mural on the exterior wall of Soul City Gym, located on Junction Avenue in Toledo. This mural incorporated the themes of dedication, support and unity to underscore the gym’s community purpose of cultivating a welcoming place for youth to learn boxing, wrestling and find discipline in their academics and life skills. Additionally, Radiant City facilitated a workshop for the apprentices to write, record, compose, produce, mix and master a music single and music video showcasing the artwork, music and general day-to-day experiences as a YAAW apprentice. The youth learned from visiting guests of The Arts Commission staff and board, faculty from The University of Toledo and artists from the Toledo community in the form of lectures, demonstrations and informal discussions.

CONGRESSIONALThe Arts Commission celebrates the talents of artists in our regional high schools through the Ninth Congressional District Art Exhibition program. For 2015, more than 49 artworks representing nine high schools were entered into the competition with 25 artworks receiving awards from sponsoring businesses and higher education partners. The exhibition continues to engage young artists from Erie County and parts of Cuyahoga County. The exhibition travels to hang at Baldwin Wallace University in Berea, Ohio for a month after the Toledo exhibition at Fifth Third Center at One Seagate in downtown Toledo. For a tenth year, Libbey Glass presented a unique award, selecting one student design to be featured on a limited run of glassware, introducing the participants and their families to the possibilities for artwork applications in the marketplace.

YOUTHInspiring young artists ensures a greater

commitment to creativity and community

that has a lifelong impact. We encourage area

teens to express themselves through our youth

programs. Toledo’s teens need access to arts

and creative opportunity now more than ever.

Our programs have inspired thousands of Toledo

youth to explore their individuality while working

as a team to change their city for the better

and to develop more fully into thoughtful and

responsible citizens.

2015 TOLEDO MUNICIPAL ART IN PUBLIC PLACESACQUISITION OF NEW WORKS OF ARTCOMPLETED IN 2015

FORT INDUSTRY: THE I-280 PARK MAINTENANCE BUILDING MURAL To fulfill the vision of completing a large-scale mural project and a second work of art on the I-280 corridor visible from the interstate, The Arts Commission identified the City of Toledo’s Park Maintenance building, located at 1615 Ketcham as a prime location. The building just north of the Veterans Glass City Skyway is viewed by over 57,000 vehicles every day as they travel through Toledo along the interstate. In 2013, The Arts Commission launched a Request for Qualifications and received 74 packets from all over the world. Brooklyn resident and Chelsea, Michigan native, Molly Dilworth was selected as the winner of the commission. Dilworth also conducted a workshop and critiques with The Arts Commission’s Young Artists at Work apprentices. The project was completed July 10th, 2015. The total budget for the project was $122,297 with $60,000 of this provided by private donations.

ONGOING IN 2015

COLLINGWOOD BOULEVARD PUBLIC ART PROJECTThe Arts Commission is coordinating with the City of Toledo’s Engineering Services Department to install a public art project in coordination with the resurfacing work that is in process for Collingwood Blvd. The commissioned artwork will be sited along Collingwood, between Ashland and Central, utilizing the islands that have been identified in the plans for the recently completed road project. The design review process, which was initiated in late 2011, resulted in the selection of a design consisting of 5 large pieces by California artist, Mark Lere. The Arts Commission has made multi-year allocations toward this project in 2012 and 2013, and anticipates the artwork will be installed in October 2016.

THE TOLEDO GATEWAY PROJECTContinuing the initiatives set forth in the 2005 Toledo ArtNET study and the Toledo Gateway Initiative as identified in the 20/20 Plan, The Arts Commission is working with the City of Toledo, The Ohio Department of Transportation, AECOM (formally URS) and a number of other parties on infrastructure enhancement and redesign for the proposed Anthony Wayne Trail, Erie and Lafayette Gateway Project.

In 2013, The Arts Commission published a request for qualifications, which generated over 130 submissions from all over the world. Through an extensive design review and interview process, the design team of Laura Haddad and Tom Drugan of Seattle, Washington, has been selected from the pool for this exciting new project. The design phase of the project is expected to be complete in March of 2016 with construction starting in 2017. Funding for the build phase of the infrastructure enhancements come from state and federal sources and totals $460,000.

UNION MEMORIALIn 2013, the bronze elements of Union Memorial were removed and placed in storage due to ongoing vandalism and fear of theft. The Arts Commission is engaging with the newly re-formed Union Memorial Park Advisory board to work towards the resolution of safety and security issues and make any necessary repairs to the bronzes for re-installation in 2016.

GENERAL STEEDMANOver the past two years, assessments and allocations have been made for the restoration and repair of the base and stone wrap of the oldest sculpture in the City of Toledo’s public art collection. The work is expected to start in September 2015.

WATCHING FOR THE WINDLocated at the Toledo Botanical Gardens, these three floating kinetic sculptures were repaired and re-painted. Project completed – August of 2015.

2015 ASSESSMENTThe collection will undergo another extensive assessment this fall to identify conservation and maintenance to be conducted in 2016.

EDUCATION PROGRAMS /ACTIVITIES

CITY OF TOLEDO PUBLIC ART MAPPING PROJECTThe Arts Commission contracted with The Sidwell Company to develop a data driven, web based, and interactive map of the City of Toledo’s public art collection. ART LOOPThe Art Loop is a consolidation and expansion

the Art Walk, Gallery Loop, and SoundTrek

programs, into a year-round program, taking

place on the third Thursday of each month.

Historically, Gallery Loops and Art Walks have

attracted the participation of 25+ venues.

The Art Loop features a standardized public bus transportation routes connecting significant arts

and cultural venues, such as the Toledo Museum of Art, Valentine Theatre, Toledo School for the Arts,

and concentrations of artists’ studios and arts galleries in the area. Loops will be supported by way-

finding signage and/or public art placements, printed and online materials, and an app for mobile

accessibility. Art Loops will: create linkages among community assets with the utilization of public art,

public transportation, and coordinated marketing of arts and cultural activities with non-arts sectors,

encourage exploration of alternative transportation options, and integrate underserved populations and

areas of the community into established, expanding programs.
