CRUISING YACHT CLUB OF AUSTRALIA ANNUAL REPORT YEAR END MARCH 31 2017//04
The pace of the past year has been fast and fulfilling, as we
recharted the club’s long-term position.
The most significant carry over from last year was the
progress made with the club’s long-term planning and
redevelopment. After a tumultuous number of years, we
can see the end of the beginning with Stage 1 refurbishment
works due to start mid-May.
Governance reform
Stepping to the helm was more work than I anticipated,
despite having been a member of the Board for eight
previous years. With the changeover of CEO, the Board, in
conjunction with management, embarked on a Governance
Reform Program updating contracts and developing
policies where none previously existed, at the same time as
completing several day to day business projects. Included
in these was tying up loose ends associated with previously
completed projects. In addition, fires safety measures on
the Marina were upgraded, with a Development Application
and Licence agreement lodged for the Sydney and Hobart
Race Villages respectively run in conjunction with the Rolex
Sydney Hobart Yacht Race, along with the recent DA for the
Annex and Clubhouse refurbishment. Negotiations have
also commenced with the relevant authorities to crystallise
the leasehold positions for both our water lease and the land
lease. I am pleased to report the work on the leases is well on
the way to securing the club’s footprint for the next 34.5 years.
Continuation of years of work on redevelopment
Vice-Commodore Paul Billingham has been tireless and
dedicated in bringing to fruition the many tasks asked of
him and there have been many. A special credit to Paul
is his chairmanship and delivery of the actions arising out
of the Redevelopment committee. His support of CEO
Karen Grega in managing and delivering two successful
DA’s with CYCA architects AJC is very much appreciated by
everyone on the Board and in management. Paul will later
acknowledge members of his committee.
In past communications I have also acknowledged the
efforts of several members and past directors in the various
iterations of the redevelopment committee. Past Chairmen
Arthur Lane and Paul Clitheroe, along with several other
senior members including architect Geoff Bonus, spent a
great deal of time working on first drafts and plans presented
to the members. We are all glad to bring the planning to an
end. It has been a mammoth commitment and a long time
in the pipeline.
The work to get the DA approvals from Council was achieved
under the leadership and with presentations by CEO Karen
Grega at each juncture, including public meetings. Karen
has received wide acclaim from observers and several
directors who attended the council meetings, with our thanks
– Leander Klohs and Arthur Lane. Karen’s work with our
landlord and local residents was also critical and is very much
appreciated and commended by the Board.
We expect there should be minimal disruption to the
operations of the club during the first phase, and for the
remainder of this year, except for the closure of the car park
between the clubhouse and the “Annex”.
Committee groups and restructure
With the reduction to nine directors on the board, we have
reformed the structure of the committees and reporting
lines. I am very grateful to the Flags for taking on guidance
of quadrants or groups of committees and working with the
other directors to handle the business-as-usual committee
tasks and special projects effectively. Each of the directors has
taken on committee responsibilities and unselfishly devoted
large amounts of time to foster more connection between
committees, the Board and management, members and in
marshalling the flow of resolutions and actions.
The Major projects group of committees that are overseen
by the Vice-Commodore and myself include the Planning
Committees for the immediate and then the 75th edition of
Rolex Sydney Hobart Yacht Race. All the Flags have been
a part of the planning this past year. Janey Treleaven and
Leander Klohs have also been members of these committees.

CRUISING YACHT CLUB OF AUSTRALIA ANNUAL REPORT YEAR END MARCH 31 2017 // 05
We have made significant gains to lift the brand and appeal
of the villages, building on the work started the previous year.
Operations Manager Michael Neumann in his extended role
in 2016 as Production Manager for both Race Village played
a major role in the enhanced look of the villages. Our CEO
also contributed enormously with her work on the planning
but especially in obtaining the local and state government
approvals. These are set for the next six years and place the
club in good positions to develop further income.
Noel Cornish has taken ownership of the Governance group
of committees. This includes chairing the Audit Planning and
Risk; Special projects and ad hoc committees. There have
been huge strides in developing policies, reforming contracts
and documenting procedures. One of the special projects
undertaken during the past year involved several senior
members investigating and then recommending to the Board
that the club submit a proposal to buy the neighbouring
DAlbora’s Marina. While we did not succeed we have a good
relationship with the new owner.
In addition Noel chaired the Sailing Committee
(incorporating the cruising committee) – at the heart of the
clubs activities. Directors Sam Haynes, Tony Kirby and Arthur
Psaltis have been part of that steering committee.
The Governance piece was further under review by our
treasurer Janey Treleaven, with several initiatives established
to restate the allocation of expenses and clearer reporting of
profit for the different centres of the clubs operations. I thank
Janey and CYCA Accountant James Butchers in this regard.
Janey and her IT committee have been enormously
helpful in reviewing several software and internet media
options for the club; this includes the assessments and
recommendations for the soon to be installed Micropower
point-of-sale hardware and new accounting software. This
installation addresses the need to integrate a number of our
software applications with our Accounts Department.
There has also been much discussion around the reshaping
of our IT platform and websites. Some exciting initiatives
being investigated include state of the art technology to
stream live vision of our races back to the clubhouse, with
replays through our social media platforms.
We are conscious of the need and remain committed to
addressing the archives and in time for our 75th anniversary.
I am pleased we have made progress and acquired an
archiving system. The framework is being designed and
alongside that we have plans in the immediate term to
correct the historical record of the results of Sydney Hobart
race, on our club site and the race website.
Rear Commodore Arthur Lane has guided the Members
Services group of committees, including the evergreen
Associates, and the Training and Development [incorporating
the YSA]. Directors have also chaired various committees
in this group, including Janey Treleaven, Leander Klohs
and Arthur Psaltis. Amongst this group is the Marina and
Site committee that has undertaken a review, as part of the
governance reform, in the allocation and use of berths. The
wait list and some berths occupied by inactive boats have
been tidied up. In future, boats on the wait list and boats
licenced to use the marina will be reviewed regularly under
Board established criteria for priority or holding a berth.
The committee reports from the flags and other chairpersons
will follow with acknowledgements of members who have
assisted. I thank everyone involved for their service on the
committees or projects.
Rolex Sydney Hobart Yacht Race
With its rich history over 72 years, our iconic race epitomises
the qualities of resilience, determination and drive which
affords a unique profile in Australia and the world of sailing.
The race has attracted interest from many around the globe
where many will agree that #sailinghasnoborders. Much of
this essence is featured in the video presentations by Rolex
available in the “Spirit of Yachting” programs and also on
shorter videos about the Race I heartily commend to you. You
can access these on the CYCA TV channel on YouTube.
There have been huge strides in developing policies, reforming contracts
and documenting procedures
CRUISING YACHT CLUB OF AUSTRALIA ANNUAL REPORT YEAR END MARCH 31 2017//06
For the 2016 Race we introduced some new features. Most
notably, the Notice of Race was translated for the first time
in Mandarin (the largest contingent of yachts from Asia
entered in 2016); the club hosted its first and very successful
corporate luncheon to launch the events around the Race and
conducted the first post-race survey of skippers and crew.
We thank Channel 7 for its live broadcast that linked to our
website and for working with our broadcast partners overseas.
This was the first time the start of the Race was broadcast live
in Mainland China through LeSports and across Asia through
the Foxsports Asia network with 17.7million subscribers. This
generated the interest that lead to an invitation to the CEO
and myself to attend the 22nd China International Boat Show
in Shanghai in 2017 and speak about the Rolex Sydney Hobart
Yacht Race at the end of April.
The interest in the Race is increasing with viewership across
different media in over 220 countries. As an illustration at
least 1.2 million people in Australia watched the Race start
live with a vast number of new viewers watching the start
live in Mainland China for the first time. We will continue
the focus on delivering the vision across other media and
to a larger world audience. Building on the efforts in 2015,
new partnerships were formed with support sponsors to
further enhance the presentation of the Race Villages in
Sydney and Hobart to book end the Race. With a multi-year
DA approval in Sydney, this allows us to move forward with
certainty on developing additional revenue streams through
hosting more functions and catering to a wider audience
and the public. Likewise in Hobart we have a confirmed
village layout to provide continuity in presentation going
forward. We are very pleased with the outcomes and there
has been much positive feedback from all stakeholders about
the improvements. The look and feel of both villages now is
aligned to the prestige of our Race.
Each village had a large outdoor screen which allows us to
showcase some of the club events and show regular replays
of the start of the Race and past race highlights. We also live-
streamed the Awards Presentation in Hobart onto the screen
at the Sydney Race village on New Year’s Day.
The 2016 Race marked the fifteenth race sponsored by
Rolex. It was great to be joined again by Jöel Aeschliman
from Rolex Geneva. Jöel was a part of the team that
inaugurated the sponsorship by Rolex. We thank Rolex and
Jöel, Lionel Schurch and Patrick Boutellier for their friendship
and continued support.
A shout out and thank you to Cmdre Tim Cox who in 2016
also marked 15 years, as Race Director. Tim has helped the
club enormously by undertaking this demanding role so
professionally.
Strategy
The reboot of the clubs strategy was undertaken by the
Board in several special meetings. I will outline the strategies
at our AGM, but central is the vision to refocus on the Blue
Water pedigree of the club.
I am delighted we have confirmed new races to add to our
calendar; Sydney to Noumea in June 2018, and Auckland to
Sydney, in the near term. We will also develop a super series
for 52 footers, and we are in dialogue with several clubs and
yacht owners to reinvigorate the Southern Cross Trophy
(competition for national teams). We are also looking to
celebrate other trophies at special events.
Plans are afoot to establish the CYCA Sailing Foundation.
This will enable the development of more programs that
align with the good work of the YSA* and its classroom
facility established at the Sail loft of the building at Sir David
Martin Reserve. These tailored programs will be applied to
the development of sailing and life skills across three key
target groups - women; disadvantaged persons and a third
for developing cross-cultural relationships. There will also be
a focus of developing inter-schools programs.
*It is timely to remind ourselves of the tremendous outcomes
from the programs undertaken by the CYCA YSA since 1993.
It has produced hundreds of world class sailors, culminating
in over 50 World Championship titles, 5 America’s Cup
sailors, 4 Olympians, and over 40 Rolex Sydney Hobart
participants as well as competitors in the Volvo Ocean Race.
We will further consider the establishment of an endowment
program.
Maintaining close working relationships with our corporate
partners to ensure fulfilment of sponsorship agreement
is also a high priority for the Board and Management in
particular. Consistent with our focus to generate alternative
streams of revenue the management team has worked in
earnest. The most significant gains have been made with
additional sponsorships and we thank the following for
coming on board to support the club:
• Carlton United Breweries
• JANUS et Cie (a five year sponsorship of the Sydney
RSHYR Village)
• Land Rover (2017 Winter Series, and LRSGCYR)
• Morton’s Hire (sponsorship of the Hobart Race Village)
• Mumm Champagne
• Sharp (Australian Youth Match Racing 2017 – 2020)
COMMODORE’S REPORT continued

• Smartsheet (three years in specialist planning software)
• Tourism Tasmania (Sponsorship in the RSHYR Hobart
Village)
• Pipers Brook Vineyards and
• Ponant was recently welcomed by our CEO as the
sponsor of the Sydney Noumea Yacht Race.
Club personnel
I have maintained for quite a while that we need more
people on staff to task with many new initiatives that will
ultimately deliver more value for members.
Accompanying the many changes in 2016-2017 are the
appointments to join our CEO in Accountant James
Butchers, Commercial and Business Development Manager
Kathy Symon and Marketing and Communications Manager
Ross Macdonald.
My thanks to the managers who are constants for the club,
Justine Kirkjian, Michael Neumann and Marina Gibson and
their teams. A special thanks to Vicky Huang who proved
indispensable with her versatility especially in our liaison and
publications with the Chinese Sailing stakeholders. Thanks
also to the Blond Catering Team lead by Jesper Hansen,
with Anna Persson, Liz Dickson and head Chef Will and
their functions and bistro team for their hard work and the
improvements in catering.
We have always been supported by volunteers and we will
seek more volunteers to help with key initiatives to enhance
the welcome to visiting local and overseas sailors, especially
with the addition of the Clipper fleet in 2017, and the conduct
of critical support of our key events.
I thank all the committee members and particularly the
Associates for freely contributing. And I especially thank
the Board for supporting this year’s large agenda and being
prepared to act quickly to drive the necessary changes.
None of the directions of the Board could be actioned
without an effective CEO and management. In Karen’s first
full year so much has been achieved that the tasks could
easily have been spread over several years with no objection.
Karen is a very accomplished sports administrator. She has
worked with total commitment and over each weekend as
well. I thank Karen very much for her dedication and passion.
The club is in very good hands.
And besides completion of this year’s projects, what’s ahead
for this coming year? A continuation of governance reform
and a review of the Constitution; planning for our 75th
anniversary; developing alternative revenue streams; our
support of the Invictus Games, and a redesign of the marina
at the end of A arm (eliminate issues with berthing in variable
conditions for the larger boats and create an additional
space) and further work on our archives, to name a few.
The club was built on the foundations of the spirit of
friendship, comradery and competition, driven by a passion
for excellence and a great appreciation for sailing that
definitely continues today. This personality underpins the
club activities and an engagement with a wide community
each sharing that passion and temperament. I am
confident we will keep this focus and I look forward and
remain available to continue to work with the Board and
management to keep this club in very special regard.
I thank members and those who have engaged with me on
club business for unfailing courtesy and cooperation.
The club was built on the foundations
of the spirit of friendship, comradery
and competition, driven by a passion for excellence and a great appreciation for sailing that definitely
continues today
CRUISING YACHT CLUB OF AUSTRALIA ANNUAL REPORT YEAR END MARCH 31 2017//08
2016/2017 saw a return to profit of $70,481 and was favourable to the prudent budget set by the Board after a year of change
and innovation in 2015/2016.
Financial Summary
For Members ease of reference, I have summarized certain key financial information as to the Club’s performance and
position over the last three years:
Profitability
Revenue remained stable year-on-year, increasing 1.7% from
$8,379,681 to $8,518,432, mainly related to a 5% increase
in permanent berthing rates from October 2016. Further to
this, permanent berthing has been operating at its maximum
capacity for the majority of the financial year. Other
increases included new sponsorship and partnerships with
JANUS et Cie, Sharp, Smartsheets, Tourism Tasmania, Peroni
(CUB) and Mumm Champagne, increased race entries and
5% increase in casual berthing rates.
These increases were offset by:
• A slight decrease in subscription revenue due to a 1.2%
decrease in members.
• Approximately $50k of lost revenue from bar, food and
room hire due to the power outage on 2 Dec 2016.
• Lower interest rates.

Total operating expenses also remained relatively stable,
decreasing 1.6% from $7,875,088 to $7,742,965. The
year-on-year decrease primarily comes from the one- off
expenses last year such as the CEO transitions, change of
caterers, improvements to the “look and feel” of the Club
and expenditure on the Clubhouse refurbishment planning
process. Sailing event costs also decreased during the year
with management implementing measures to control costs
associated with the facilities provided at the Rolex Sydney
Hobart Yacht Race villages.
This decrease was offset by:
• A significant increase in property expenses due to the
costs associated with the restoration of the Annex
building.
• Repairs and maintenance increases such as to
refrigeration, kitchen appliances, marina pedestals,
decking, car park gates and building signage.
Capital Expenditure
During the year there was just over $1,060,000 of capital
expenditure which included circa $450,000 on progressing
the Refurbishment through to DA approval including
architects design and specifications and $611,175 of assets
purchased during the year.
Significant items purchased included:
• Two Brig’s for the YSA
• AV equipment upgrades including Sharp printers,
interactive whiteboards, monitors, laser projectors and
LG televisions
• Fire services and hydrant to upgrade marina safety
• Marquees, Astroturf and containers for the two
Rolex Sydney Hobart Yacht Race Villages
• Installation of a disabled ramp up to the hardstand
• Enhanced CCTV and access control systems
Liquidity
The Club’s working capital position has improved 1.5% - up
$95,388 from $6,465,713 to $6,561,101. This slight increase
reflects the increased capital expenditure during the year as
we get ready for the Refurbishment project to commence.
Outlook for 2017
2017/2018 will see the Annex Refurbishment started
and finished (Stage 1) and the start of the Clubhouse
Refurbishment (Stage 2). The Club is expecting to spend
(with professional fees, contingencies, council fees and
levies) some $9m on the two stages over the next two years.
This staging has been designed to minimise disruption to
member facilities and Club operations, however the impact
of the Clubhouse closing 1 February 2018 will mean a loss
next year due to reduced revenue from the bars, bistro,
rent (New Beach Road café closed), external functions and
increased expenses from operating a temporary Clubhouse
on the hardstand. For more information on this project
please refer to the Redevelopment Committee report.
For the first time in seven years, the Board has decided to
increase Membership fees by 15%. This increase allows us
to keep pace with the increasing costs of running a Club
like ours which we have been absorbing for some time.
Whilst not an easy decision to make, it was made in the best
interests of the Club’s continuing financial security as we
enter a period of significant reinvestment. In future years
there will be smaller, more regular increases to keep pace
with increasing costs.
Chief Executive Officer Karen Grega, her team and the Sub-
Committees continue to ideate and implement changes
that drive efficiency and innovation. Solgen solar panels will
shortly be installed on the main clubhouse roof to reduce
our annual spend of $100k on electricity by 12%. In addition,
the refurbishment will use low energy appliances where
possible, LED lighting and improved insulation. A Commercial
and Business Development Manager has been recruited to
identify new sponsorship opportunities and secure ongoing
commitments from current sponsors.
Both leases (wet & dry as we call them) are coming to an
end and we are in advanced negotiations with both State
Government landlords to secure the Club’s long term
occupancy of Rushcutters Bay.
In closing, I would like to thank the new Club Accountant
James Butchers for his seamless transition into the role, taking
over from Sandra Bloomfield who left the Club in June 2017
after 13 years of service to be closer to home and family.
CRUISING YACHT CLUB OF AUSTRALIA ANNUAL REPORT YEAR END MARCH 31 2017//10
Bringing our plans to life
In the 2015/2016 annual report I discussed the progress of
the Redevelopment Committee towards both securing the
Club’s long term tenure of its New Beach Road home and
developing a blueprint for the future.
This past year has seen those plans finalised and, as I write,
the first Stage of the redevelopment is now underway.
Lease extensions
Before moving on to discuss the redevelopment works, it
is also important to note that over the past year we also
completed the final stage of the hardstand works. This
required the installation of a new fire hydrant system,
obtaining the correct certifications and lodging the myriad of
final paperwork to make the hardstand fully compliant and so
clear the way for lease extension discussions.
We have subsequently made great progress negotiating to
extend the land and water leases with our two landlords –
Department of Lands and the RMS, and expect to shortly
secure extensions of both leases until 2052.
I should also say that along the way both landlords have
been incredibly supportive of the Club and its redevelopment
planning - including supporting both of the successful formal
Development Applications we made this year (for the Race
Village and Annex/Clubhouse refurbishment).
Sir David Martin Reserve
Next a quick update on the Youth Sailing Academy premises,
and after completion of building maintenance works by
Woollahra Council, in early May the Youth Sailing Academy
successfully moved into its new premises (which offers
twice the space it previously enjoyed) and just in time for
refurbishment work to commence on the Annex.
As I flagged last year, we see this move as the first exciting
stage of an expansion of our youth training programs and
are now in dialogue with interested parties on the long term
future of the Sir David Martin Reserve site.
The refurbishment
So onto our major redevelopment project - and at long
last work is underway to refurbish both the Annex and
Clubhouse, along with ancillary works to repair the deck
structure and to grade and resurface the car parks.
Members’ attention is drawn to the periodic updates
on the website specifically detailing the progress of the
refurbishment which I won’t repeat here, however suffice to
say the Club expects to have completed all interior and deck
works by October/November 2018 (but probably excluding
the large car park resurfacing which may have to take place
in early 2019).
Importantly the Club aims to have the builders off site
throughout all of December 2017 and January 2018 –
the busiest times of the year; and the CEO has already
announced it will then be necessary to relocate the social
side of Club activities into a new purpose built temporary
facility to be located on the hardstand from February 2018
until the conclusion of the Clubhouse works. A development
application will be lodged shortly with Woollahra Council to
support this.
The facility the Club aims to construct on the hardstand will
provide a great temporary clubhouse for Members of at least
the same size as the current Sydney Hobart bar and deck
area. It will then conveniently double as the base for the
recently announced sailing program of the Invictus Games in
late October 2018.
This timetable has been carefully planned to minimise the
impact on Members, the running of our major events and the
imposition on our neighbours and my thanks go to the team
of consultants lead by architects AJC and Project Manager
Nix Anderson for their dedication in achieving this.
We have every reason to expect that the work will be
completed by early 2019 so we can celebrate the Club’s
75th anniversary in style - but I ask for Members support and
patience during the construction phase.

CRUISING YACHT CLUB OF AUSTRALIA ANNUAL REPORT YEAR END MARCH 31 2017 // 11
Summary
Club management lead by CEO Karen Grega and Operations
Manager Michael Neumann have worked tirelessly this year,
expertly supported by many consultants and advisers, too
numerous to name.
My own committee of Rear Commodore Arthur Lane,
Treasurer Janey Treleaven, Director Leander Klohs and
Member Rhonda Carr have met officially and unofficially on
too many occasions too count as we finessed the overall
plan and discussed the minute details of the refurbishment.
We now eagerly wait to see the end result!
Finally I wish to acknowledge the passing of Howard Bersten,
Director of TLB Engineers on 8 April 2017 after a short illness.
Howard provided invaluable advice and technical expertise to
the Club for many, many years and indeed was working on
the deck repair program until the end. Vale.
CRUISING YACHT CLUB OF AUSTRALIA ANNUAL REPORT YEAR END MARCH 31 2017//12
The 2016-17 sailing season was a great success. Our extensive
sailing program includes; the Blue Water Pointscore, Ocean
Pointscore, Grant Thornton Short Haul and Grant Thornton
Short Ocean Pointscores, the Maker’s Mark Monday Twilight
Series, the Club Marine Wednesday Twilight Series and the
Land Rover Winter Series and the Spring Series.
Thank you
Thank you to our sponsors; Rolex SA, Land Rover Australia,
Grant Thornton, Maker’s Mark and Club Marine for their
highly appreciated contribution and assistance which allows
us to conduct one of Australia’s finest yachting programs.
I would also like to thank the members of the Sailing
Committee for their ongoing commitment and valued input;
Directors Anthony Kirby, Arthur Psaltis and Sam Haynes,
members Denis Doyle, Les Goodridge, John Kirkjian, David
Burt, Bradshaw Kellett and our permanent guest Tim Cox. The
experience and dedication that they bring to our Committee
always makes this Committee a pleasure to Chair.
Sydney Noumea Yacht Race in 2018
The Committee continuously examines and reviews the
annual sailing program in a bid to foster improvement in the
Club’s racing program. This year’s initiatives included the
addition of Spring and Summer pointscores to the Club Marine
Wednesday Twilight Series and the relaunch of the Sydney
Noumea Yacht Race.
Improvements planned for CYCA website
The Sailing Office team have been working closely with
MySail.team to assist with finding crew and managing your
crew/racing. They have also been working on the online
entry system to tweak the system so it is as user friendly as
possible for competitors entering our races.
The handicapping and rating systems continue to
be monitored with continued support for IRC as the
predominant rating system. Rating systems are always
evolving and it has been beneficial that both rating systems
have had staff in Australia in the past 12 months that have
been available for club Sailing Managers to meet with and
discuss any issues.
Volunteers
The Club is very fortunate to have enthusiastic volunteers
that assist with our racing. Thank you to; Denis Thompson,
Robyn Morton, and Steve Kidson for acting as Principal
Race Officers, and the race management team; Maryrose
Heffernan, AJ McManus, Jennifer Birdsall, Narelle Ryan,
Richard Ferguson, John Allan, Sarla Holmes, Brad Friar, Jim
Lelliott and our Crew Liaison officer, Rob Skol.
Marine Rescue NSW
We are grateful for the assistance and ongoing support of
Marine Rescue NSW who assist us with the conduct of the
pre-race radio checks for both the Land Rover Sydney Gold
Coast Yacht Race and the Rolex Sydney Hobart Yacht Race.
I would like to thank the following people;
• Tim Cox who provides strong and effective management
of our various major Race Committees.
• Our dedicated International Juror, John Kirkjian who
assists with our juries and protest committees.
• Geoff Askew, Jon Williams and Steve York, our
Emergency Management Team Leaders for all our
Category 1 & 2 races, and their team of volunteers who
standby in the event they are mobilised during a race.
• Denis Doyle and John Allan, who acted as our Mobile
Emergency Management Team stationed in Eden during
the Rolex Sydney Hobart Yacht Race.
Congratulations
Congratulations to Jim and Kate Delegat who were declared
the overall winner of the 72nd Rolex Sydney Hobart Yacht
Race with their Volvo 70 Giacomo. This year’s race was
unprecedented with all boats finishing by 3pm on the 30th
December (that’s 83 boats finishing within 4 days and 2
hours!). Congratulations to the three boats that beat the
race record; Perpetual Loyal, Giacomo and Scallywag. The
open race record now held by Anthony Bell’s Perpetual Loyal
stands at 1 day 13 hours 31 minutes and 20 seconds.

his team on Beau Geste for winning the IRC Championship
for the fourth consecutive year.
The Top Jocks Regatta concluded our Summer Series. This
year the Top Jock Regatta included 2 short harbour races
along with 4 windward/leeward races conducted in our fleet
of Elliott 7’s. Richard Williams and a few of his Calibre crew
won the regatta followed by teams from Next and Patrice.
Congratulations to all competitors that competed throughout
the year in our events.
Thank you to the CYCA’s Sailing Manager, Justine Kirkjian
and her team in the Sailing Office; Stephen Craig, Tara Blanc-
Ramos and Emma May for their outstanding service and
support.
The Training & Development Committee including Leander
Klohs (Director), Angelique Kear, Shahrzad Vahebzadeh, Steve
Jarvin and Tom Barker (from overseas), supported by, in the
YSA, Head Coach Jordan Reece, YSA Administrator Pam
Scrivenor and Sailing Manager Justine Kirkjian, is pleased to
present to the CYCA members an overview of the operations
and achievements of our youth sailing program over the
financial year.
The CYCA welcomed Jordan Reece in April 2016 as the
new Head Coach for the YSA. With the benefit of a full year
behind him, Jordan is now leading the coaching team and
implementing new ideas and updating our programs and
regatta schedule.
Also with myself now just over a year in this seat, we have
commenced a comprehensive review of our training and
development strategy so as can continue to grow and
strengthen our offering and reputation for youth sailing.
In May, the YSA launched the first of three new Brigs to replace
the current blue Avon ribs. The Brig was dedicated and named
‘Don Mickleborough’ in a wonderful family day with Don’s
daughters and grandchildren joining the celebration. The
next two boats arrived later in the year and all three are now
working well for the YSA during training, squads and regattas.
Over the year, 87 sailors participated in winter and summer
training squads and 61 students attended one of four school
holiday courses on offer.
The YSA is very fortunate to have such strong support from the
CYCA membership. The YSA relies on members to take youth
sailors on board for harbour and offshore races extending their
keel boat experience and including them in crews for major
regattas. 20 current YSA squad sailors took up this opportunity
to sail with members during the Land Rover Winter Series,
CYCA 7s Series, Land Rover Sydney Gold Coast Yacht Race
and Rolex Sydney Hobart Yacht Race. Over 35 current and
graduate YSA sailors have also secured exciting overseas sailing
opportunities with both Australian and international teams.
Members have also assisted the YSA sailors in loaning their boats
for match racing training prior to regattas in larger keel boats
and continue to make their boats available to accommodate
visiting youth sailors who are competing in YSA regattas. For this
we are very thankful. We are unaware of any other clubs who
are as generous as the CYCA members in support of their youth
programs and we greatly appreciate this support.
Other highlights of our Youth sailing program include four YSA
students competing in their first Rolex Sydney Hobart Yacht
Race while many others continue to support the members
competing in Land Rover Sydney Gold Coast, Airlie Beach and
Audi Hamilton Island Race Weeks along with Summer and
Winter series races held at CYCA. Many YSA sailors continued
to compete on the World Match Racing Tour with the two
CYCA teams of CYCA KA Match and CYCA Down Under
Racing winning events on the WMRT. Another alumnus, Will
Ryan also competed in the 2016 Rio Olympic Games, winning
a Silver Medal for Australia in the 470 class with skipper Mat
Belcher.
In October, the YSA introduced a young member’s series on-
board the YSA Elliott 7s. The Series was created to encourage
our younger members and new members to the club as well
as generate another competitive platform for existing members
to compete in the sport of sailing in fleet racing. The first series
was a resounding success with over 12 applications for the
8-boat fleet. A second series was run in March 17 and plans have
already started for the 2017 Spring and 2018 Summer Series’.
October also saw the introduction of a new training squad
for the YSA to replace the existing Women’s Squad program.
The Summer Performance Squad opened applications to
all sailors looking to participate in an exciting new training
and development program overseen by Head Coach Jordan
Reece. The new eligibility criteria enabled new members to
participate in the series with over 20 participants signing up.
The new program will continue in 2017 with the ambition to
draw in over 40 participants by 2019
We are investigating how we can extend our reach into
secondary schools to offer young sailors the chance to be
part of the exciting YSA program. So far the Scots College has
responded with 11 students participating in the development
and advanced squads. We see this as an obvious growth area.
We also want to explore how we can increase the utilisation of
the boats for members in general and are open to new ideas
such as the 7’s series.

2016//2017TRAINING & DEVELOPMENT COMMITTEE REPORTDirector Arthur Psaltis, Chairman
CRUISING YACHT CLUB OF AUSTRALIA ANNUAL REPORT YEAR END MARCH 31 2017 // 15
Over the past twelve months the CYCA Youth Sailing Academy
has achieved great success in all three divisions in match racing
(Open, Youth & Women’s). Harry Price, Angus Williams & Ben
Robinson secured a Silver Medal at World Sailing Youth Match
Racing World Championship in Noumea, New Caledonia, and
won the Club Marine NSW Youth Match Racing Championship.
September saw Hobart host the Women’s Match Racing
Championship, with Caitlin Tames, Emma Harrison, Tara Blanc-
Ramos and Jess Grimes fighting hard all series and came away
with a very creditable 2nd place for one of the CYCA best
women’s results in years. The team then backed this up with
another 2nd place at the Marinassess Women’s Match Racing
Championship (CYCA).
Success continued in September for the CYCA with the club
hosting and winning the Sharp Australian Youth Match Racing
Championship as well as the Musto International Youth Match
Racing Championship which became a Grade 2 match race in
2016. Rounding off the circuit, young YSA sailor, Finn Tapper,
competing in his first international youth match racing event,
won the CentrePort Wellington International Youth Match
Racing Championship in February with Tom Grimes, Nick
Thyne and Paddy Dawson as crew.
Harry Price, Ben Robinson and Murray Jones also won the
Detroit Cup Grade 2, Chicago Grand Slam Grade 2 and won
the overall US Grand Slam Series, qualifying for the WMRT
Congressional Cup in March, finishing 10th. These overall
successes for Price and his team have also seen him climb to a
CYCA World Sailing Ranking best of World #3.
Off the water, the YSA has relocated to the Sail Loft building
adjacent to RANSA to enable renovation of the Annex
building to commence, signalling the first phase of the CYCA
redevelopment program. While this is a big change for the YSA
being separated from the CYCA building, the staff are working
hard to be able to accommodate its programs with as little
disruption as possible.
In closing we extend our appreciation to our many supporters,
Elliott sponsors including Musto Australia, Walker Corporation,
Steadfast-IRS, Club Marine, d’Albora Marinas, Elliott Marine,
Sultanate of Oman, Toga Group, GME, Hood Sails, Harken,
Noakes Boatyard and Regatta sponsors including John
Messenger & Marinassess, Phil Tomkins & Shelving Systems
and Dean Harrigan (Capt John Piper Regatta). Without these
fine organisations we would not be able to run the program
efficiently. I encourage members to remember this when they
are seeking marine services.

Your Marina and Site Committee continues with its overall
responsibility of ensuring that the Club’s assets and facilities
are maintained at the highest standards possible and
satisfaction for the use of the members.
The Club’s management team has again demonstrated their
dedication in the very effective preventative maintenance
schedule that they work to. They continue to showcase
their ability and agility to deal with and resolve the very many
unexpected issues that arise in a marine environment, and
in a rapidly ageing infrastructure that has strict budget and
capital expenditure controls.
The work ethic and extensive hours that Michael Neumann
our Operations Mand his team of Tom Giese, Max Leonard,
Stephen Cole and Max Henderson put into the day to day
management of the marina and site to make our use of the
facilities so assessable are very much appreciated by all.
Much has been achieved over the past year and the new
hardstand has proven itself as a very valuable and versatile
piece of real estate. Over and above its primary use as dry
storage for certain classes of yachts it has been a spectacular
space for the Rolex Sydney Hobart Race Village and its
various functions. It will now also become the area to hold
the temporary accommodation for a number of office and
workshop facilities needed by the Club for the next 18 months
during the redevelopment phase of the Club House and the
Annex building.
Licences
The new licence agreements for both permanent and
temporary berths and the marina By-Laws have been approved
by the Board. All yacht owners occupying berths will be
issued with these when their present licences expire. The
Board has also accepted the Committees recommendations
with regard to reducing the period of time that a berth holder
may hold over a berth if they are not occupying it. The Board
has also accepted the Committees recommendation with
regard to any inactive vessels on the marina in order to reduce
the waiting list for active members requiring berths. The
Committee has adopted a matrix that will provide a fairer and
more transparent method for assessing the difficult task of
allocating berths when they do become available.
The Committee together with management, is reviewing a
number of feasibility studies to reconfigure the end of A arm
of the marina for larger vessels.
Clubhouse and Annex
The land based assets are undergoing extensive long
overdue refurbishment over the next 18 months, however
the management team will still have an enormous amount
of work maintaining the assets before their replacement
and upgrading.
The Club will also separately install a 49.3 Kw solar energy
system to the roof of the existing club-house in order that
we may have more control over the ever increasing cost of
power. The solar system will provide approximately 12% of
the Clubs annual power needs.
The number of parking bays will be reduced during the
construction stage and there will only be a similar number to
what we have now once all work is finished. On completion
the Club will have had installed its new ‘smart card’ system
and there will be the ability to have a far greater control of
the usage of the bays for the members of the Club. The
operations team has also been working with the architects
and consultants to ensure that low energy appliances,
LED lighting and improved insulation is incorporated in the
refurbishment to help minimise the power costs needed to
run the Club’s facilities.
Thank you to the Committee Members
I would like to acknowledge and thank the Committee for all
its very valuable input and time over the past year. Having the
knowledge, skills and diverse abilities of past Commodores
John Messenger and Kerry Roxburgh, Andrew Wenham the
previous Chairman of this Committee, David Jacobs, Brad
Kellett and fellow Director Sam Haynes has allowed this
Committee to work through and resolve the many issues that
have arisen over the year.

The members of this Committee are: Vice Commodore Paul
Billingham, Treasurer Janey Treleaven, Director Arthur Lane,
David Jacob and Michael Pelosi. Julia MacFarlane joined the
Committee towards the end of the year. I would like to thank
the team for their dedication and commitment and welcome
Julia who brings significant risk management experience to
the work of the Committee.
The Committee continued to undertake is traditional role
of planning, overseeing, reviewing and checking matters
that underpin the functioning of our Club such as operating
budgets, capital expenditure, annual accounts, auditor’s
reports, critical communications, contracts, sponsorship
agreements, insurances, notices of races and sailing
instructions.
In addition, there has been increased work this year
associated with our Club redevelopment such as reviewing
development approval applications and options and
agreements with architects, project managers and builders.
As the complexity of managing the business and activities at
the CYCA is increasing both on and off the water, I would like
to express my gratitude to the management, the Committee
and the Board for their focus on enhancing the governance
and the risk management function at our Club.
2016//2017AUDIT PLANNING & RISK COMMITTEE REPORTRear Commodore Noel Cornish AM, Chairman
The Committee continued to undertake is traditional
role of planning, overseeing, reviewing and checking
matters that underpin the functioning of our Club
Members will have already seen and experienced the results of the Technology Committee and managements work over the past year in designing and introducing the upgrades to our back of house financial systems and the new Point of Sale terminals. This will allow the introduction of new Smart Cards to be issued to the membership in the near future. These new Smart Cards will enable the introduction of house accounts, purchases and a reward system for the frequent use of the Club’s facilities and services.
I would also like to acknowledge and thank the Committee for all its very valuable input and time over the past year. The support of Karen Grega our CEO and Christina del Conte our HR and Members Services Manager, Marina Gibson the Club’s Senior Duty Manager, Anna Persson from Blond Catering, Pam Messenger and Jane Bartrum from the Associates Committee, Lucas Roe, Justin Atkinson and Kevin Mendes and my fellow director Leander Klohs.
Their knowledge, skills and diverse abilities have all helped his committee to work through and resolve the many issues that have arisen over the year.
Breakfast Club
One of the great joys on a winter Sunday is the great breakfasts that Niel Burling and his team of volunteers put on and they are very much appreciated. With the funds raised they have again given $2,000 to the Pambula Hospital, donated $2,000 to the CYCA SOLAS Trust, supported the YSA with $2,000 so that they could send a team to the Sweden to partake in the Youth M32 World Championships, provided $3,000 towards the cost of a portable marquee, $1,500 for the Club to purchase a TV for the Coaster’s Retreat and again supported the annual Quiet Little Drink with their catering and volunteer services.
Associates Committee
Once again the Associates Committee have under the leadership of their President Pam Messenger produced another successful year of events such as the Trivia Nights in winter, the Ladies Night networking, the CYCA SOLAS fund raising dinner, the Masquerade Party, the Rolex Sydney Hobart Yacht Race Crew Party and the Children’s Christmas Party.
Young Members Committee
The Young Members Committee continues to support the Club’s initiatives aimed at engaging our young members as well as those ‘young at heart’. The Committee’s goal is to better understand the needs and interests of young Club goers and to provide recommendations and guidance for consideration by other Committees and the Board.
As a result of one of the Young Members Committee key initiatives we saw the introduction of the ‘7s Series’. A popular, competitive race series targeting crews wanting to improve their teamwork and skills, and for those who want to have some good, clean, competitive fun. The series is comprised of fleet races on weekday evenings in the Club’s fleet of Elliott 7s. The first two series (Summer and Spring) were held in 2016/17 and were hugely successful, with over 20 crews registering. A third series is scheduled for October later this year.
Social events continue to be a focus for the Young Members Committee and the recent End of Summer Party in April saw over 120 members and their friends enjoy the last of the warmer weather out on the deck.
Volunteers
The club has a long tradition of Members volunteering for the many tasks required to run a sailing Club. Our success is underpinned by the participation of so many members who volunteer their time and energy to:-
• attend to the functioning support of all our race days,
• the support and crew preparation for the Rolex Sydney Hobart Yacht Race,
• the training and backup to the Youth Sailing Academy and all its associated events,
• the breakfast club,
• the directors and the members of the various committees that give so much guidance and advice to the management,
• The Associates who tirelessly generate so much goodwill with their fundraising events and other social events.

The CYCA Sydney to Hobart Race SAFETY OF LIFE AT SEA
Trusts (CYCA SOLAS TRUSTS) were established following the
tragic loss of six lives in the 1998 Sydney to Hobart Yacht
Race. They continue to raise funds for disbursement to
needy families and safety organisations.
The CYCA SOLAS Trusts have a 100% flow through to the
beneficiary from donations making the Trusts truly unique
and with great impact, with administration and management
costs to run the Trusts absorbed by the CYCA.
This past year has been one of consolidation and fund raising
to build the coffers, however we have made disbursements
of $50,000 to Westpac Life Saver Helicopter and VMR Midge
Point.
The annual SOLAS dinner with Olympian Matt Belcher as
guest speaker raised in excess of $30,000. The other major
fund raising is through the Rotary Charity Regatta where with
the support of many CYCA boat owners, we raised $10,000
for SOLAS. We are pleased to report that we recently entered
into an agreement with the Sydney Cove Rotary Club to work
together to grow the Charity Regatta to increase the level of
fundraising. Thank you to all the members who support this
worthy cause.
2016 saw a charge of Chairman when Matt Allen who had
been Chair for 10 years retired and David Kellett became
Chairman. During Matt’s tenure as Chair, the Trusts had
passed an incredible milestone of donating in excess of one
million dollars in disbursements. We thank Matt for his great
commitment to the Trusts and have asked him to remain as
a Trustee.
Also retiring as a Trustee were Commodore John Cameron
and long serving Trustees Alan Green and Don Telford. We
thank them for their commitment over the years. Vice
Commodore Paul Billingham and Directors Leander Klohs
and Arthur Lane have been appointed Trustees who join
David Gotze, Matt Allen and David Kellett as the six Trustees.
Karen Grega has been appointed the Secretary of the Trusts.
Thank you all for your efforts and commitment.
The CYCA members should be proud of the activities of the
SOLAS Trusts.

//
I am pleased to report that the 2016-17 Cruising Committee
enjoyed another very interesting and busy year. Committee
members have been active behind the scenes organising a
number of interesting and informative events for Members
and their guests.
You may recall in 2016 the Spirit of Cruising program was
instigated to assist in promoting cruising within the club.
Onshore events have included information evenings with
attendees at times numbering in excess of 80, and casual
dinners in the Rani room with attendees numbering up to
60 (the room capacity). We had guest speakers on various
subjects both technical and cruising for the casual dinners
and the outstanding presentations of Chris and Jessica Bray
on their passage through the North West Passage and John
Vallentine on his voyage down the Volga River from the Artic,
through Russia to the Black Sea.
Other highlights on the Cruising program over the last 12 months include:
• A very informative night on ‘Knowing the Ropes’ – the
different types, how they are made and when to use
which rope.
• A great presentation by Peter Bland about his expedition
to the North Magnetic Pole, hauling a sled 700km across
the frozen Arctic Sea after undergoing his second bout of
major heart surgery. Following his trips to the wilderness
Peter went on to raise more than $14million for Australian
charities. Peter shared many dimensions of these life
changing experiences.
• A Marine Safety Day attended by AMSA, Kordia
Communications, NSW Water Police, NSW Ambulance
Helicopter, NSW Marine Rescue, GME and Roads and
Maritime Service and included presentations as well as
in water and flare demonstrations. It was an extremely
informative day as all who attended will attest.
• A very informative presentation by Michael Prince on
Marine Hydrography and electronic charting which
reminded us why accurate information can be so
important.
This year has seen the Spirit of Cruising events expand to
encompass on water events on Pittwater, Lake Macquarie
and the harbour.
It is planned that on water events will expand to offer a
greater variety of destinations and the inclusion harbour
rendezvous cruises and rendezvous passages further afield.
The committee believes that progressing Spirit of Cruising
will ensure greater Club participation by members. To ensure
that greater publicity is given to events and individual cruising
activities we have instigated expanding the Cruising Web
Page to include links to other cruising organizations and web
pages and are considering a Spirit of Cruising Facebook page.
Until this is organised ensure you are signed up to the CYCA’s
weekly online newsletter for updates on what is planned.
The 2016-2017 calendar also included the S2H rendezvous
cruise to Hobart which provided CYCA support to those
who sailed South to attend the Tasmanian wooden boat
festival and/or joined in the cruising in company to many
of the fine anchorages in Tasmania. Denis Doyle was at
the helm for this event, both in organizing it and cruising
south on Ariki Tai. The rendezvous in Hobart was celebrated
by the traditional Shippies dinner with approximately 30 in
attendance.
The Cruising Committee continues to provide input to the
Sailing committee for a cruising component in the CYCA’s
2018 Race to Noumea. This event has been reinstated to
the CYCA Sailing Calendar and the Spirit of Cruising program
will include events to give information to those thinking of
preparing their yacht and undertaking such a voyage and
perhaps rendezvous for further cruising in company to some
of the many beautiful islands in this area.
CYCA Cruising again assisted the Associates in organising the
CYCA Market Day, formally known as the Trash and Treasure
day, at the club, allowing many treasures to find new a new
home.

As you may recall the CYCA Cruising committee has been
very active in establishing and assisting in offering the Medical
Management for Mariners course (MMM), which enables
First Aiders aboard yachts to reach a more advanced level
of training designed specifically for yachts. For a number of
reasons we have been unable to offer the MMM course so
the CYCA management is currently negotiating with other
companies to offer similar courses.
Thank you
In closing I wish to thank all who have assisted CYCA
Cruising over the past 12 months including Directors Tony
Kirby and Arthur Psaltis and other committee members:
Lynne Smith, David Mason, Frank Walker, Alan Green,
Shaaron Walsh, Yulia Shutova, Steve Prince, Andrew Hawkins
and especially to Ted Nobbs and Denis Doyle. Ted is the
key organiser of the Spirit of Cruising dinners and Denis the
organiser of the S2H Cruise. Both been very active on the
committee in organizing many of the information events and
their input has been invaluable.
I also wish to thank Karen Grega, Christina Del Conte, Liz
Dickson, Barbara Buttery, Michael Newman, Marina Gibson
and Maria and all the CYCA staff whose significant assistance
makes it all happen.
It is planned that on water events will expand to offer a greater variety of destinations and the inclusion harbour rendezvous
cruises and rendezvous passages further afield.

The Committee has been organising social and fundraising
events for the Club for the past 52 years. Comprising up to
15 members, our Committee endeavours to create a fun and
enjoyable calendar of events for the enjoyment of members
and their guests. Events this year included:
Trivia Nights
Trivia Nights has proven to be very popular over the past
three years, held on a Wednesday night once a month, after
the Wednesday twilight races have finished. We are grateful
to Senior Duty Manager Marina Gibson for sourcing prizes,
and assisting with the room set up. Blond Catering create a
specials menu priced reasonably at $15, available for all Trivia
contestants. Rivalry is always fierce with scores often being
only 1 or 2 points between the top 3 place getters.
Ladies Night
The annual Ladies Night was a great success in May, with
long term member Joyce Warne attending, being one of
the first Associate Committee members of the Club (over
50 years). She regaled us with her many sailing stories, one
of which included sailing in a typhoon in Sydney Harbour.
The new CEO Karen Grega attended the evening, along
with Directors Leander Klohs and Janey Treleaven. Thanks
to Committee members Pauline Christie, Margaret Keelty
and Jeri Childers who organised the event, and to Club
management for their support and assistance.
Market Day
Previously named Trash & Treasure, Market Day was held on a
lovely sunny day in October. Again there were great bargains
to be had, and the newly introduced sausage sizzle proved to
be too popular, selling out very early. Thanks to the Breakfast
Club for pitching in, and also to Club management and staff
for their assistance. Sincere thanks to Margaret Keelty who
organised the whole day, including rounding up the stall
holders, sourcing raffle prizes, and managing the registration
process. We raised approx. $400 which was donated to
CYCA SOLAS.
CYCA SOLAS Trusts Fundraising Event
This year’s guest speaker for our annual fundraiser in October
was Olympic Sailor Matt Belcher, just back from his Olympic
campaign. With over 130 guests in attendance, including
visiting RSYS Commodore Richard Chapman and Mrs
Chapman, the audience were enthralled with Matt’s stories of
his experiences at the Rio Olympics. It was pleasing to see a
number of Directors and past Commodores in attendance.
This event is wonderfully organised by Kendi and David
Kellett, who not only source the silent auction prizes, but also
liaise with the guest speakers, caterers, and countless others
to ensure a fabulous night. Thanks to David for being MC
and Auctioneer on the evening, it was a huge success. We
are very grateful for the support of the members and guests
who attended, and we raised approx. $30,000 for CYCA
SOLAS.
Clubhouse Party
The annual Clubhouse Party is always a great social event
in December, just prior to Christmas and the Rolex Sydney
Hobart Yacht Race. ‘One Hit Wonders’ provided some great
dance music, and guests partied well into the night. Our
thanks to the Club for their assistance and to Blond Catering
who whipped up some delicious international themed food
stations. Through door takings, we raised approx. $500
which was donated to CYCA SOLAS.
Christmas Hamper Raffle
Each year the Associates raise funds for a charity aligned with
helping those most in need. The charity chosen for this year
was Angel Flight an organisation who provide air transport
to major city centres for patients to receive their medical
treatment. We are most appreciative of Bush’s Meats who
provide a very generous gift voucher, along with Musto for a
lovely jacket, and Oatley Wines for their donation of sparkling
wine. With the support of members and visitors, we raised
$3,200, a great result. Thanks to Kaye Brooks for suggesting
the charity this year, and to all who purchased raffle tickets.

Children’s Christmas Party
It was another warm sunny Sunday for the annual Children’s
Christmas Party with 50 children in attendance. Clowns,
face painting, party games and Santa provided a fun filled
afternoon, and each child received a personalised gift.
Santa was brought into the Club on the tender, the children
crowding onto the balcony to watch him arrive. This is
always a very popular event on the calendar with many long
standing members now bringing their grand-children to the
party.
Other Associates Committee contributions to the Club
Along with fund raising and social events, we also assist with
decorating the Clubhouse with Christmas decorations, and in
the lead up to the Rolex Sydney Hobart Yacht Race, helping
out at the Club or with merchandise sales.
Thank You
We have enjoyed another busy year, and my sincere thanks
to all the members of the Committee for their ongoing
support and assistance: Justine Anson, Jane Bartrum, Kaye
Brooks, Jeri Childers, Pauline Christie, Jennifer Dahl, Margaret
Keelty, Kendi Kellett, Amanda Lulham, Fiona Marr, Cathie
Mulherin, and Pam Neate.
Thanks also to Commodore John Markos, members of the
Board, CEO Karen Grega, and the many CYCA staff during
the year, for the support and assistance with all our events.
We look forward to yet another busy year ahead.

the results of which form the basis of making the judgments.
Actual results may differ from these estimates.
The estimates and underlying assumptions are reviewed
on an ongoing basis. Revisions to accounting estimates are
recognised in the period in which the estimate is revised
if the revision affects only that period or in the period of
revision and future periods if the revision affects both current
and future periods.
Judgments made by management that have significant
effects on the financial statements and estimates with a
significant risk of material adjustments in the next year are
disclosed, where applicable, in the relevant notes to the
financial statements.
Accounting policies are selected and applied in a manner
which ensures that the resulting financial information satisfies
the concepts of relevance and reliability, thereby ensuring
that the substance of the underlying transactions or other
events is reported.
(b) Borrowing costs
Borrowing costs directly attributable to the acquisition and
construction of qualifying assets, which are assets that
necessarily take a substantial period of time to get ready for
their intended use, are added to the costs of those assets,
until such time as the assets are substantially ready for their
intended use.
2016//2017NOTES TO THE FINANCIAL STATEMENTSfor the financial year ended 31 March 2017
CRUISING YACHT CLUB OF AUSTRALIA ANNUAL REPORT YEAR END MARCH 31 2017 // 35
(c) Cash and cash equivalents
Cash comprises cash on hand and deposits at call. Cash
equivalents are short-term, highly liquid investments that are
readily convertible to known amounts of cash and which are
subject to an insignificant risk of changes in value and have a
maturity of three months or less at the date of acquisition.
(d) Employee benefits
A liability is recognised for benefits accruing to employees in
respect of wages and salaries, annual leave and long service
leave when it is probable that settlement will be required and
they are capable of being measured reliably.
Liabilities recognised in respect of employee benefits
expected to be settled within 12 months, are measured at
their nominal values using the remuneration rate expected to
apply at the time of settlement.
Liabilities recognised in respect of employee benefits
which are not expected to be settled within 12 months are
measured as the present value of the estimated future cash
outflows to be made by the company in respect of services
provided by employees up to reporting date.
Long term service benefits
The Company’s net obligation in respect of long-term service
benefits is the amount of future benefit that employees have
earned in return for their service in the current and prior
periods. The obligation is calculated using expected future
increases in wage and salary rates including related on-costs
and expected settlement dates, and is discounted using rates
for Commonwealth Government bonds at the balance date
which have maturity dates approximating to the terms of the
Company’s obligations.
(e) Financial assets
Loans and receivables
Trade receivables, loans, and other receivables that have
fixed or determinable payments that are not quoted in an
active market are classified as ‘loans and receivables’. Loans
and receivables are measured at amortised cost using the
effective interest method less impairment.
Interest is recognised by applying the effective interest rate
basis for debt instruments other than those financial assets ‘at
fair value through profit or loss’.
Impairment of financial assets
Financial assets, other than those at fair value through profit
or loss, are assessed for indicators of impairment at each
balance sheet date. Financial assets are impaired where there
is objective evidence that as a result of one or more events
that occurred after the initial recognition of the financial asset
the estimated future cash flows of the investment have been
impacted. For financial assets carried at amortised cost, the
amount of the impairment is the difference between the asset’s
carrying amount and the present value of estimated future cash
flows, discounted at the original effective interest rate.
The carrying amount of the financial asset is reduced by
the impairment loss directly for all financial assets with the
exception of trade receivables where the carrying amount
is reduced through the use of an allowance account. When
a trade receivable is uncollectible, it is written off against
the allowance account. Subsequent recoveries of amounts
previously written off are credited against the allowance
account. Changes in the carrying amount of the allowance
account are recognised in profit or loss.
If, in a subsequent period, the amount of the impairment loss
decreases and the decrease can be related objectively to an
event occurring after the impairment was recognised, the
previously recognised impairment loss is reversed through
profit or loss to the extent the carrying amount of the
investment at the date the impairment is reversed does not
exceed what the amortised cost would have been had the
impairment not been recognised.
(f) Financial instruments issued by the company
Debt and equity instruments
Debt and equity instruments are classified as either liabilities
or as equity in accordance with the substance of the
contractual arrangement.
Financial liabilities
Financial liabilities are classified as either financial liabilities ‘at
fair value through profit or loss’ or other financial liabilities.
Other financial liabilities
Other financial liabilities, including borrowings, are initially
measured at fair value, net of transaction costs.
Other financial liabilities are subsequently measured at
amortised cost using the effective interest method, with
interest expense recognised on an effective yield basis.
The effective interest method is a method of calculating the
amortised cost of a financial liability and of allocating interest
expense over the relevant period. The effective interest
rate is the rate that exactly discounts estimated future cash
payments through the expected life of the financial liability,
or, where appropriate, a shorter period.
(g) Impairment of other tangible and intangible assets
At each reporting date, the company reviews the carrying
amounts of its tangible and intangible assets to determine
whether there is any indication that those assets have
Notes To The Financial Statements for the financial year ended 31 March 2017 (continued)
CRUISING YACHT CLUB OF AUSTRALIA ANNUAL REPORT YEAR END MARCH 31 2017//36
suffered an impairment loss. If any such indication exists,
the recoverable amount of the asset is estimated in order to
determine the extent of the impairment loss (if any). Where the
asset does not generate cash flows that are independent from
other assets, the company estimates the recoverable amount
of the cash-generating unit to which the asset belongs.
Where a reasonable and consistent basis of allocation can
be identified, corporate assets are also allocated to individual
cash-generating units, or otherwise they are allocated to the
smallest group of cash-generating units for which a reasonable
and consistent allocation basis can be identified.
Recoverable amount is the higher of fair value less costs to
sell and value in use. In assessing value in use, the estimated
future cash flows are discounted to their present value
using a pre-tax discount rate that reflects current market
assessments of the time value of money and the risks specific
to the asset for which the estimates of future cash flows have
not been adjusted.
If the recoverable amount of an asset is estimated to be less
than its carrying amount, the carrying amount of the asset
is reduced to its recoverable amount. An impairment loss is
recognised immediately in profit or loss, unless the relevant
asset is carried at revalued amount, in which case the
impairment loss is treated as a revaluation decrease.
Where an impairment loss subsequently reverses, the
carrying amount of the asset is increased to the revised
estimate of its recoverable amount, but only to the extent
that the increased carrying amount does not exceed the
carrying amount that would have been determined had
no impairment loss been recognised for the asset (cash-
generating unit) in prior years. A reversal of an impairment
loss is recognised in profit or loss immediately, unless the
relevant asset is carried at fair value, in which case the
reversal of the impairment loss is treated as a revaluation
increase.
(h) Income tax
No provision has been made for income tax as the
Company is exempt under Section 50-45 of the Income Tax
Assessment Act (1997), provided it continues as a sporting
club predominately encouraging and promoting the sport
of yachting, boating, cruising for pleasure and the building
and sailing of yachts and boats. Accordingly, tax effect
accounting has not been adopted by the Company.
(i) Leases
Leases are classified as finance leases when the terms of the
lease transfer substantially all the risks and rewards incidental
to ownership of the leased asset to the lessee. All other
leases are classified as operating leases.
Finance leases
Assets held under finance leases are initially recognised at their
fair value or, if lower, at amounts equal to the present value
of the minimum lease payments, each determined at the
inception of the lease. The corresponding liability to the lessor
is included in the balance sheet as a finance lease obligation.
Lease payments are apportioned between finance charges
and reduction of the lease obligation so as to achieve a
constant rate of interest on the remaining balance of the
liability. Finance charges are charged directly against profit or
loss, unless they are directly attributable to qualifying assets,
in which case they are capitalised in accordance with the
company’s general policy on borrowing costs. Refer to note
3(a). Contingent rentals are recognised as expenses in the
periods in which they are incurred.
Finance leased assets are amortised on a straight line basis
over the estimated useful life of the asset.
Operating leases
Operating lease payments are recognised as an expense
on a straight-line basis over the lease term, except where
another systematic basis is more representative of the time
pattern in which economic benefits from the leased asset are
consumed. Contingent rentals arising under operating leases
are recognised as an expense in the period in which they are
incurred.
Lease incentives
In the event that lease incentives are received to enter into
operating leases, such incentives are recognised as a liability.
The aggregate benefits of incentives are recognised as a
reduction of rental expense on a straight-line basis, except
where another systematic basis is more representative of the
time pattern in which economic benefits from the leased
asset are consumed.
(j) Trade receivables
Trade receivables are recognised initially at fair value and
subsequently measured at amortised cost using the effective
interest method, less provision for impairment. Trade
receivables are generally due for settlement within 30 days.
They are presented as current assets unless collection is not
expected for more than 12 months after the reporting date
Collectability of trade receivables is reviewed on an ongoing
basis. Debts which are known to be uncollectible are written
off by reducing the carrying amount directly. An allowance
account (provision for impairment of trade receivables) is
used when there is objective evidence that the company
will not be able to collect all amounts due according to
the original terms of the receivables. The amount of the
Notes To The Financial Statements for the financial year ended 31 March 2017 (continued)
CRUISING YACHT CLUB OF AUSTRALIA ANNUAL REPORT YEAR END MARCH 31 2017 // 37
impairment allowance is the difference between the asset’s
carrying amount and the present value of estimated future cash flows, discounted at the original effective interest rate. Cash flows relating to short term receivables are not discounted if the effect of discounting is immaterial.
The amount of the impairment loss is recognised in profit or loss within other expenses. When a trade receivable for which an impairment allowance had been recognised becomes uncollectible in a subsequent period, it is written off against the allowance account. Subsequent recoveries of amounts previously written off are credited against other expenses in profit or loss.
(k) Inventories
Inventories are valued at the lower of cost and net realisable value. Net realisable value represents the estimated selling price less all estimated costs of completion and costs necessary to make the sale.
(l) Property, plant and equipment
Plant and equipment, leasehold improvements and equipment under finance lease are stated at cost less accumulated depreciation and impairment. Cost includes expenditure that is directly attributable to the acquisition of the item. In the event that settlement of all or part of the purchase consideration is deferred, cost is determined by discounting the amounts payable in the future to their present value as at the date of acquisition.
Depreciation is provided on property, plant and equipment, including buildings on leasehold land. Depreciation is calculated on a straight line basis so as to write off the net cost or other revalued amount of each asset over its expected useful life to its estimated residual value. Leasehold improvements are depreciated over the period of the lease or estimated useful life, whichever is the shorter, using the straight line method. The estimated useful lives, residual values and depreciation method are reviewed at the end of each annual reporting period, with the effect of any changes recognised on a prospective basis.
The gain or loss arising on disposal or retirement of an item of property, plant and equipment is determined as the difference between the sales proceeds and the carrying amount of the asset and is recognised in profit or loss.
The following estimated lives are used in the calculation of depreciation
Leasehold improvements 5 – 33 years / term of the lease
Boats 2 – 10 years
Plant and equipment 2 – 10 years
Motor vehicles 8 years
(m) Trade and other payables
These amounts represent liabilities for goods and services provided to the company prior to the end of financial year which are unpaid. The amounts are unsecured and are usually paid within negotiated terms. Trade and other payables are presented as current liabilities unless payment is not due within 12 months from the reporting date. They are recognised initially at their fair value and subsequently measured at amortised cost using the effective interest method.
(n) Borrowings
Borrowings are initially recognised at fair value, net of transaction costs incurred. Borrowings are subsequently measured at amortised cost. Any difference between the proceeds (net of transaction costs) and the redemption amount is recognised in profit or loss over the period of the borrowings using the effective interest method. Fees paid on the establishment of loan facilities are recognised as transaction costs of the loan to the extent that it is probable that some or all of the facility will be drawn down. In this case, the fee is deferred until the draw down occurs. To the extent there is no evidence that it is probable that some or all of the facility will be drawn down, the fee is capitalised as a prepayment for liquidity services and amortised over the period of the facility to which it relates.
Borrowings are classified as current liabilities unless the company has an unconditional right to defer settlement of the liability for at least 12 months after the reporting period.
(o) Provisions
Provisions are recognised when the company has a present obligation (legal or constructive) as a result of a past event, it is probable that the company will be required to settle the obligation, and a reliable estimate can be made of the amount of the obligation.
The amount recognised as a provision is the best estimate of the consideration required to settle the present obligation at reporting date, taking into account the risks and uncertainties surrounding the obligation. Where a provision is measured using the cash flows estimated to settle the present obligation, its carrying amount is the present value of those cash flows.
When some or all of the economic benefits required to settle a provision are expected to be recovered from a third party, the receivable is recognised as an asset if it is virtually certain that reimbursement will be received and the amount of the receivable can be measured reliably.
Site restoration make good provision
A provision for site restoration is recognised when an obligation exists to restore certain sites for the effect of the
company’s operations.
Notes To The Financial Statements for the financial year ended 31 March 2017 (continued)
CRUISING YACHT CLUB OF AUSTRALIA ANNUAL REPORT YEAR END MARCH 31 2017//38
The provision is the best estimate of the present value of
the expenditure required to settle the restoration obligation
at the reporting date. The amount is reviewed annually and
changes recognised at the end of the reporting period.
(p) Revenue
Revenue is measured at the fair value of the consideration
received or receivable.
Goods sold and services rendered
Revenue from the sale of goods comprises revenue earned
from the provision of beverage and other goods and is
recognised in the statement of comprehensive income when
the significant risks and rewards of ownership have been
transferred to the buyer. Revenue from services to members
and other patrons of the Company is recognised in the
statement of comprehensive income when the services are
provided. No revenue is recognised if there are significant
uncertainties regarding recovery of the consideration due;
the costs incurred or to be incurred cannot be measured
reliably; there is a risk of return of goods; or there is continuing
management involvement with the goods.
Subscriptions
Subscription fees are taken into account on an accruals basis
and the portion relating to the ensuing year is transferred to
subscriptions in advance.
Yard and marina
Yard and marina revenue consists of casual and permanent
berthing fees, hardstand fees, locker fees and tender fees
provided to members and other patrons of the Club. Yard
and marina revenue is recognised when the goods or
services are provided.
Sailing revenue
Sailing revenue consists of ferry charter fees, race entry fees,
sponsorship and other associated income. Sailing revenue is
recognised when the goods or services are provided for all
revenue except sponsorship which is recognised as it accrues.
Rental income
Rental income from property is recognised on a straight-line
basis over the term of the lease. Lease incentives granted are
recognised as an integral part of the total rental income.
Interest revenue
Interest revenue is accrued on a time basis, by reference to
the principal outstanding and at the effective interest rate
applicable, which is the rate that exactly discounts estimated
future cash receipts through the expected life of the financial
asset to that asset’s net carrying amount.
(q) Goods and Services Tax (GST)
Revenues, expenses and assets are recognised net of the
amount of associated GST, unless the GST incurred is not
recoverable from the taxation authority. In this case it is
recognised as part of the cost of acquisition of the asset or as
part of the expense.
Receivables and payables are stated inclusive of the amount of
GST receivable or payable. The net amount of GST recoverable
from, or payable to, the taxation authority is included with other
receivables or payables in the balance sheet.
Cash flows are presented on a gross basis. The GST
components of cash flows arising from investing or financing
activities which are recoverable from, or payable to the
taxation authority, are presented as operating cash flows.
(r) New accounting standards and interpretations
Certain new accounting standards and interpretations have
been published that are not mandatory for 31 March 2017
reporting periods and have not yet been applied in the
financial statements. It is not expected that their adoption will
have a material impact on future financial statements.
The AASB has issued new and amended Accounting Standards
and Interpretations that have mandatory application dates
for future reporting periods. The Company has decided
against early adoption of these Standards. New and amended
standards that are applicable for the first time for March 2017
annual year report include:
• AASB 2014-4 Amendments to Australian Accounting
Standards – Clarification of Acceptable Methods of
Depreciation and Amortisation
• AASB 2015-1 Amendments to Australian Accounting
Standards – Annual improvements to Australian
Accounting Standards 2012 – 2014 cycle
• AASB 2016-2 Amendments to Australian Accounting
Standard – Disclosure Initiative: Amendments to AASB 107.
The adoption of these Accounting Standards and Interpretations
did not affect the Company’s accounting policies or any of the
amounts recognised in the financial statements.
3. Critical accounting estimates and judgements
Estimates and judgements are continually evaluated and are
based on historical experience and other factors, including
expectations of future events that may have a financial
impact on the entity and that are believed to be reasonable
under the circumstances.

(a) Critical accounting estimates and assumptions
The company makes estimates and assumptions concerning
the future. The resulting accounting estimates will, by
definition, seldom equal the related actual results. The
estimates and assumptions that have a significant risk of
causing a material adjustment to the carrying amounts
of assets and liabilities within the next financial year are
discussed below.
(i) Make good provision
This provision represents the present value of the directors’
best estimate of the future sacrifice of economic benefits
that will be required to settle the site restoration make good
obligations pursuant to the company’s lease of land and
waterways. The estimate has been made on the basis of a
cost estimate obtained from a Quantity Surveyor.

18. Financial instruments (continued)
(f) Fair value
The carrying amount of the financial assets and financial liabilities represents a reasonable approximation of fair value.
(g) Credit risk
Credit risk refers to the risk that a counterparty will default on its contractual obligations resulting in financial loss to
the company. To the extent the company has a receivable from another party there is a credit risk in the event of non-
performance by that counterparty. Financial instruments, which potentially subject the company to credit risk solely consist of
trade and other receivables. The company has adopted a policy of only dealing with creditworthy counterparties as a means
of mitigating the risk of financial loss from defaults.
The carrying amount of the financial assets recorded in the financial statements, net of any allowances for losses, represents
the company’s maximum exposure to credit risk, without taking account of the value of any collateral obtained. The
company does not have any significant credit risk exposure to any single counterparty or any group of counterparties having
similar characteristics.
