Project: Southwest Cross Avenue & Southwest Commonwealth Avenue Water Main Improvement ProjectOwner: City of Portland Water BureauContractor: Interlaken, Inc.

Interlaken, Inc. began construction on the Southwest Cross Avenue and Southwest Commonwealth Avenue Water Main Project in July of 2016. The scope consisted of the installation of 281 LF of 4-inch and 605 LF of 6-inch Restrained Ductile Iron Pipe, including two hydrants and 12 services. This project was a part of the City of Portland’s Prime Contractor Development Program that provides growth, development and prime contracting opportunities to State- certified M/W/ESB firms. Narrow streets, restricted access for deliveries, and the coordination with local traffic and homeowners created a challenge for our team. Despite these common City of Portland obstacles, we successfully completed the project on time and within budget in October of 2016.

2017 has arrived, bringing an end to an epic election cycle. The economy is moving and optimism is increasing and that is good for our industry and NWUCA. The expectation from the federal government and the state government is that infrastructure will be a political priority.

Our organization is blessed with strong leadership including our board of directors, committee members, and a growing and committed membership. The current executive board includes Mat Warrington as Vice President, Ryan McDonald as Secretary/Treasurer, and Kerry Kuenzi as Immediate Past President. NWUCA is in very capable hands with these industry leaders. I must recognize the great leadership and support of our executive director, Melinda Dailey, and her assistant director, Jenny Dixson. This association is connected to the industry and accountable to the membership and we are fortunate to have two people with a tremendous amount of history with NWUCA and whose support we can count on going forward. During the past year we have united with other industry associations including Associated General Contractors (AGC), Associated Builders and Contractors (ABC), Oregon Concrete and Aggregate Producers Association (OCAPA) and Asphalt Paving Association of Oregon (APAO) to form a strong

industry coalition to support issues common among the members of these associations. Throughout the past 17 years NWUCA has never been better positioned to support and promote our industry.

One change for this year was a move by the board in 2016 to strengthen the NWUCA PAC account. As this organization has matured, it has become essential to have resources to make connections and support coalitions to engage local governments and to defend our industry. We now have a mechanism that sustains our ability to target issues with political action. More than at any time in our association’s history, we recognize the need to be politically active. Of note, NWUCA Committees are engaged with the legislature and local governments in efforts to demonstrate the high cost to the taxpayers by government engaging in public works construction. The taxpayer is always better served by construction performed by the private sector. This is an issue which NWUCA has devoted a great deal of time, effort and money over many years to promote the private sector and our industry. Other committees are working on workforce development strategies with our partners in the coalition and the Northwest College of Construction. Political action is a proactive way to work with government agencies, face to face, to educate them on the impacts regulation has on our industry. I want to recognize these committees for their efforts not just this year but over many years.

We have our second annual convention this year in April at Sunriver. Last year’s inaugural event was a great success featuring continuing

education, showcasing vendors, and great network events for all NWUCA members. This year’s event will offer a targeted group of speakers to provide industry essential information, member service recognition and member/vendor networking so plan on attending in April. All members of this committee work very hard to bring us this event to showcase our association to current and prospective members.

The benefits of NWUCA are many. First, the association offers a competitive general liability insurance program with a retro benefit for solid group performance. This alone provides a tremendous financial incentive for current and prospective members. Second, this association is singularly focused on our industry and advocates for utility contractors with the state and local governments in the metro area and across the state. Third, we promote industry training and support our members who provide the necessary materials to build our projects. Fourth, our alliance with the Northwest College of Construction helps meet the requirements for apprentices and helps our industry with workforce development. The more our membership grows the greater the benefits to our members.

I close by saying that it is an honor to serve as your president. With the continued support off all the past presidents, our board of directors and all our members, our future is very bright indeed.
