The 2020 Spring and Summer Guide joins a bevy of other information sources to help you be aware of great opportunities to participate and to share your opinion. It is one of the key means by which the Municipality of North Perth shares information about its services, programs and contacts. We invite you to hold on to this document for the next year – its phone and contact directories, and information about YOUR Council, prove great reference points to your local government.

It is pretty common that residents aren’t quite sure what their municipality does. To help you better understand available municipal services, we have included an overview by department of these.

The original – and continuing – purpose of this Guide remains intact – through it, your municipality communicates information about key recreational opportunities and facilities to enhance your spring and summer experiences. We have lots to do for a municipality of our size – a tribute to the hard work of a small but strong staff team and dedicated, enthusiastic volunteers who make it happen.

If you are continuing an engagement with one of our programs, bravo, and thanks for your company! If you are curious about trying something out, we look forward to your participation!

BUILDING DEPARTMENT Responsible for the following:• Implement Provincial statutes including the Ontario Building Code Act and the Ontario Building Code• Review and approve plans and specifications for proposed construction and issue related permits• Conduct inspections and respond to customer inquiries• Administration and enforcement of the North Perth Zoning By-law• Site Plan application and review• Consultation and assist with Planning Applications• Administration and enforcement under the Clean Water Act• Assess and collection of Development Charges• Assist in the enforcement of the Property Standards By-law

BY-LAW ENFORCEMENTThe Municipal By-law Enforcement Officer investigates concerns such as noise complaints (e.g. barking dogs, loud music), property standards issues, littering/dumping, fences, portable signs and other matters concerning the Municipality of North Perth By-laws.

How to Make an Inquiry or Complaint:• Complete an Inquiry/Complaint Form that can be found on the Municipal Website• In person at the Municipal Office, Monday to Friday from 8:30 a.m. to 4:30 p.m.• By telephone or e-mail, Monday to Friday from 8:30 a.m. to 4:30 p.m.

Contact: Maurita Boyle, North Perth By-law Enforcement Officer at 519-292-2050 or mboyle@northperth .ca .The By-law Office will require a written complaint with contact information for follow-up or, depending on the nature of the offence, to provide evidence and/or to appear as a witness in any court proceeding pertaining to the complaint made.

Animal ServicesThe Stratford Perth Humane Society (SPHS) is the provider of animal control services for North Perth. These services are limited to dogs.

The SPHS is located at 125 Griffith Road in Stratford and can be reached at 519-273-6600. Please visit their website at www.kwsphumane.ca for their hours of operation and service details.

Residents should call the Stratford Perth Humane Society for the following:

• To report by-law violation (except barking dogs)• To report a dog running at large• To report a dog bite• To report sick or injured animals• To report lost or found pets• To report a dead domestic animal• To report stray animals

Dog TagsAll dogs that reside in North Perth require a dog tag. There is a 3 dog maximum per household. The cost of a dog tag is $25.

If you are new to North Perth and have a dog, you can visit the Municipal office at 330 Wallace Ave N, Monday – Friday from 8:30 – 4:30. Or you may call Nicole Noble at the Municipal office at 519-291-2950 Ext. 2086 or email [email protected] for more info.

Payment options can be found on page 4.

All dogs that are on public property must be on a leash securely holding the dog from wandering freely. Please remember to pick up after your pet.

COUNCIL SCHEDULEThe 2020 Council Meeting schedule, agenda and minutes can be found on the Municipal Website www.northperth.ca.

North Perth Council meets in regular session on the first, second and third Monday of each month. Meetings begin at 7:00 pm in the Council Chambers located at 330 Wallace Ave. N., Listowel, ON. If Monday is a holiday, the meeting is held on the next Monday. Meetings are open to the public.

All public meetings of North Perth Council are being streamed live on the Municipality of North Perth YouTube Channel in accordance with Council’s Live Streaming in Council Meetings Policy, which is available on the Municipality of North Perth website.

For information about speaking to Council, or to register as a delegation, please contact the Clerk before 4:30 p.m. on the Tuesday before the meeting. You can complete an online delegation request form and provide a written outline identifying the subject matter and the general nature of the request to be registered for an upcoming meeting.

E-mail Billing Go Paperless – sign up to receive your property tax, water/sewer and accounts receivable invoices by email. This green initiative helps reduce our carbon footprint and allows you to easily file your important documents electronically for future reference. To sign up for this service, visit www.northperth.ca/ebilling or complete the form at the Municipal Office. First time homeowner or a new resident to North Perth? We have a useful package available at the Municipal Office that includes Municipal and Community Services, Contacts and Forms.

Have you recently moved? Contact the Municipal Office to ensure your account information is current and up-to-date.

Making Payments Payments can be made at the Municipal Office – 330 Wallace Ave N in Listowel from 8:30am-4:30pm by cash, cheque, debit or by placing a cheque in the drop box for after hours. Other methods of payment are; e-transfer, online through your financial institution (most banks other than RBC offer this service), mail a cheque in or by credit card on our website; there is a 3% third party service fee that will apply for credit card payments. Pre-Authorized PaymentsFor your convenience, we offer Pre-Authorized payment plans for both property taxes and water/sewer bills. To sign up for this feature, please complete the Pre-Authorized Debit Agreement that is available on our website or at the Municipal Office. A void cheque or an electronic funds transfer form from your financial institution must be included with the form.

Sign up today for this free service to ensure your payments are always paid on time!

We offer two types of Pre-Authorized payment plans for property taxes:

1)Equal monthly payments based on annual taxes. Payments will automatically be withdrawn from your bank account on the 15th of the month or the next business day on the installment due dates in March, June, September, and November.

2)Installment payments on installment due dates. The installment will automatically be withdrawn from your bank account on the 3rd Wednesday of March, June, September, and November.

When making payments through online banking, please consider the following:

Property Taxes: Select North Perth Taxes as the payee and enter the 19 digit roll number that is found at the top of your property tax bill.

Water/Sewer: Select North Perth Water-Sewer as the payee and enter your customer number/account number on your bill excluding the first zero. For example, if your customer number on your bill is 0123456789, then your account number to pay is 123456789.

Accounts Receivable: Select North Perth Accounts Receivable as the payee and enter your 10 digit account number.

Please be aware of the payee, account number and amount you enter for online payments . If the payment is applied to an incorrect account, there is a $10 .00 transfer fee .

2020 Property Tax Installment Dates• March 18, 2020• June 17, 2020• September 16, 2020• November 18, 2020

Tax bills will be mailed/emailed out twice a year, February and August. Each bill contains two installment payments. Be sure to keep your paid tax bills for income tax purposes. A tax statement re-print is available at a cost of $10.00.

BEWARE OF DOOR-TO-DOOR SALESThe Municipality of North Perth wants residents to be aware of fraud scams. Know your consumer rights and learn how to avoid these common scams.

What you should know:

• If a Municipal employee needs to visit a residence or business, an appointment will have been mutually agreed upon in advance

• Municipal employees will be carrying appropriate identification

• Municipal vehicles will be used for service calls• If you have been a victim of fraud, contact the Ontario

Provincial Police at 1-888-310-1122Before you hear a sales pitch:

• Ask for photo ID and get the name of the person and the business

• Never share personal information (for example, an electricity or gas bill)

• If you ask a salesperson to leave, they must leave right away. If you feel unsafe, call local police

• Look at the company name on the salesperson’s business card and promotional material and see if it matches the company name on the proposed contract

• Do not rely on a salesperson’s opinion that your water heater is unsafe or should be replaced

• Local utility companies, municipalities, government agencies or regulatory organizations don’t send sales people door-to-door

• You do not have to sign a contract at that time

FRAUD . . .RECOGNIZE IT! REJECT IT! REPORT IT!

STREETLIGHTSPlease call the Public Works Department at 519-292-2067 to report a streetlight that is out or not working properly.

ENTRANCE PERMITSAll new road access points for laneways, driveways and field entrances requires an entrance permit. Please call the Public Works Department to schedule an inspection 519-292-2067.

WATER SAVING TIP!Leaks in Your HomeThe following chart shows the amount of water that can be lost as a result of a leak within your home and the impact that a leak can have on the amount that you are billed:

LANDFILL SITE7080 Road 166, Atwood, ON

Tuesdays to Fridays 8:30 a .m . - 1 p .m .

Saturdays 8:30 a .m . - 2:00 p .m .

It is important to bring your hazardous products to the landfill site during landfill hours so they can be disposed of properly. The Municipality of North Perth Household Hazardous Waste Disposal Program is an opportunity for you to clear potentially dangerous waste out of your home and dispose of them in an environmentally safe manner, at no cost to you. NO PESTICIDES. For additional information, go to www.northperth.ca

Tips for wheelie bin placement on windy days:

• Ensure your bins are at least 75% full when setting them out

• Put the heavy items, such as newspapers, in the bottom of the bins

• On really windy days, turn your bin so the wheels are against the road, facing the wind

COMMUNITY PARKS & TRAILSParks & PlaygroundsWe have many beautiful playground areas surrounded by walking paths, park benches and picnic tables. Our community parks in Atwood, Wallace, Monkton and Listowel also include pavilions available for rent for special occasions like reunions and family picnics.

Tennis/Pickleball CourtsFabulous courts available in Listowel, Atwood and Monkton. Tennis/Pickleball courtesy rule: When people are waiting for a court, players must stop playing on the half hour regardless of when they began to play. Tennis & Pickleball takes precedence over all other sports on the courts at all times.

Soccer FieldsFields to suit all ages are available for team play and tournaments from May to September.

Ball DiamondsWe have a variety of excellent ball diamonds available for slo-pitch, soft ball, and fastball in all locations and an amazing hard ball field in Listowel. We co-ordinate bookings and maintain our diamonds and most are equipped with lights. Available May to September.

Skate ParkLocated at Listowel Memorial Park, this pre-cast concrete park features quarter pipes, pyramid corners, bank ramps and more! Please read all skatepark rules. It is recommended that helmets, elbow pads and knee pads be worn at all times.

North Perth TrailsNorth Perth offers trail users a unique combination of trails through the core area, agricultural land, parks, and former railway rights of way. Listowel Memorial Park has a beautiful walking trail along the Maitland River featuring many eye-catching flower gardens and parks. The North Perth Trail runs along the former railway from Listowel to Atwood (and from Listowel to Gowanstown.) The Guelph to Goderich (G2G) rail trail runs along former Canadian Pacific Railway land that stretches over 127km between Guelph and Goderich. The Perth Harvest Pathway and the Kissing Bridge trail run from Millbank to the outskirts of Monkton. Enjoy these trails for walking, biking, jogging, cross country skiing, bird watching and nature viewing.

Outdoor Pools Two outdoor pools, the Listowel Kinsmen Pool located at Listowel Memorial Park and the Atwood Lions Pool located at the Atwood Lions Park, are available mid-June to the end of August. Refer to pages 20 -25 for public swim information and swimming lesson schedules.

Splash PadThe Listowel Kinette Splash Pad is located at the Listowel Memorial Park beside the Listowel Kinsmen Pool. Hours: June 10am-8pm, July & August 9am-9pm; September 10am-8pm; conditions permitting.

AmphitheatreLocated in the Listowel Memorial Park, the amphitheatre is available for weddings, picnics, events and performances.

Late Pick-Up PolicyParents are kindly asked to pick up their children at the approved pre-registered time. Late pick-ups increase our staff costs; therefore, an administrative fee will apply.

Lost and FoundWe recommend that your child not bring expensive or valuable items to camp. Please be sure that your child understands that he/she is responsible for items brought to camp. The Municipality of North Perth is not responsible for any lost, damaged or stolen personal belongings.

Our Camp StaffOur energetic staff receive extensive pre-camp training including programming, child and group management, age appropriate camp activities, HIGH FIVE healthy child development, camps on T.R.A.C.K.S., co-operative games, team sports, physical activity, mindfulness and leadership. They are all First Aid & CPR certified. Our staff are committed to the Municipality of North Perth Parks & Recreation Philosophy, which is carried throughout our daily camp routines.

SafetyOur camp rules and regulations are designed for your child’s safety. Camp leaders will review the rules regularly at camp. No child will be allowed to wander off unsupervised or leave the group at any time without permission. To ensure participant health and safety, please make camp staff aware of any allergies, medical conditions or behavioural concerns your child may have. We reserve the right to dismiss a camper who refuses to abide by these policies, or does not adjust to the group situation.

Did You Know…Our camps include swimming at our outdoor pool 2-3 times a week, picnics in the park, physcial activity games, fun crafts, visits to local venues, special guests and bus trips! All for just $36/day!

Please label your child’s clothing, hats and other articles brought to camp. If a child has a backpack or bag it will help keep his/her belongings together. Due to allergies, please only pack nut-free food.

Drop-Off, Pick-Up, AbsenteeismA sign-in and sign-out procedure has been established for all camps. It is very important that all parents and/or caregivers follow the established procedures. If you know ahead of time that your child will miss a day of camp, or if they will be absent due to unforeseen circumstances, please notify us immediately by calling the camp phone at 519-573-2532 or the recreation office at 519-292-2055.

Swimming Lessons? No Problem!Our summer staff/volunteers can take your child to swimming lessons and return them to camp safely for the duration that is necessary. Swimming lesson information is on page 23.

FEE SUBSIDY – DO YOU NEED ASSISTANCE?The Childcare Division for the City of Stratford provides financial assistance for licensed child care and recreation program costs.

Parents eligible for child care fee subsidy may include those who are actively employed or enrolled in school, have children with special needs, or who may be facing emergency situations.

To find out more about Child Care Fee subsidy, please call 519-271-3773 x200 or 1-800-669-2948 x200. You will be required to complete an application form, and meet with a member of our Childcare Division staff to finalize your Fee Subsidy application.

Families who live in Huron County may be eligible for financial assistance. For more information contact Huron County Children’s Services at 519-482-8505.

Pool Admission Standards Admission Standards for Public Pools were developed by the Office of the Chief Coroner to assist lifeguards and assistant lifeguards in maintaining adequate surveillance over the whereabouts and the activities of young bathers while they are inside the pool enclosure. The Ministry of Health and Long-Term Care strongly supports these recommendations for the purposes of preventing injuries and fatalities.

• Children under the age of 10 years who are non-swimmers must be accompanied by a parent or guardian who is at least 12 years of age and responsible for their direct supervision (within arms’ reach). The ratio of non-swimmers to parent or guardian may be a maximum of 4 bathers to one parent or guardian (4:1). The ratio of non-swimmers to parent or guardian may be increased to a maximum of 8 bathers to one parent or guardian (8:1) if lifejackets are worn by all non-swimmers in their charge.

• Children under the age of 10 who are swimmers (able to demonstrate comfort in the water and pass the facility swim test) may be admitted to the swimming pool unaccompanied.

• Children under the age of 6 years may not be admitted to the swimming pool unless they are accompanied by a parent or guardian who is responsible for their direct supervision (within arms’ reach), with a maximum of two children for each parent or guardian.

• Guardians or group leaders are responsible for the children in their care while in the facility and must directly supervise the children at all times. Guardians or group leaders should be swimmers at least 12 years of age.

Recommended Supervision Ratio

Children under age 6

Maximum Two children to one guardian (2:1)

Children aged 6 to 9 who are non-swimmers

Four children to one guardian (4:1)

or

Eight children with lifejackets to one

guardian (8:1)

• For his/her safety, it is important that you are confident of your child completing pre-requisites before advancing to the next swim level

• Refunds will not be issued for withdrawl of program. Credit will be determined at the discretion of the Program Coordinator following written notice from the Parent/Guardian for Medical and/or Family Emergencies only. An administrative fee may apply

Pool Foulings We are required by the Ontario Health Act to close our pools whenever feces or vomit are found. Please help us keep our pools open by:• Ensuring children who are not toilet trained are

wearing tight plastic pants• Encourage your child to visit the washroom as needed• If you are feeling sick, come out of the water onto the

deck and notify the lifeguardMake-up lessons are not re-scheduled for pool foulings.

Lane SwimsDesignated times for lane swims gives you the opportunity and space to enjoy an in-pool workout at your own pace.

AquaFITAquafit classes are designed to improve cardiovascular fitness, range of motion, and strength levels in a fun, upbeat environment. With a mixture of fitness and cool dance moves, you’ll be getting fit and having fun too!

Birthday PartiesYour child and friends will enjoy a swim, hot dog, juice, snack and a birthday cake! $20 per person with minimum of 7 children. Call Nicole at 519-292-2054 to book your time.

Pool RentalsOur pools are available for rent. Rental includes qualified lifeguard supervision and all pool equipment. Call Nicole at 519-292-2054 for inquiries.

ADVANCED AQUATICSBronze Star Excellent preparation for success in Bronze Medallion. Participants develop problem-solving and decision-making skills individually and in partners. Candidates learn CPR and develop the lifesaving skills needed to be their own lifeguard. Includes a timed 400 m swim. Cost: $125 Listowel Kinsmen Pool and Atwood Lions Pool: July 13-17, 2020 8am - 12pm.

Bronze Medallion and Emergency First Aid & CPR Teaches an understanding of the lifesaving principles embodied in the 4 components of water-rescue education - judgment, knowledge, skill and fitness. Rescuers learn tows and carries, and defense methods and releases in preparation for challenging rescues of increased risk involving conscious and unconscious victims of various types. Lifesavers develop stroke efficiency and endurance in a 500 m timed swim. Bronze Medallion is the pre-requisite for Lifesaving Bronze Cross. Minimum 13 years of age. Cost: $200. Bronze Cross and Standard First Aid & CPR Designed for lifesavers who want the challenge of more advanced training including an introduction to safe supervision in aquatic facilities. Bronze Cross is a pre-requisite for all advanced training programs including National Lifeguard (NLS) and Water Safety Instructor certification (WSI). Includes a timed 600 m swim. Cost: $200. 5 Steps to Become an Instructor/Lifeguard for North Perth Lifesaving Bronze Medallion & Emergency First Aid & CPR B

Summer/Fall Develop physical fitness, decision-making and judgement skills for water

rescues. Spinal injury management techniques are also covered. Pre-Requisites: 13 years old prior to exam date

Lifesaving Bronze Cross & Standard First Aid/CPR C: Summer/Fall Learn the difference between lifesaving & lifeguarding, emergency

procedures, teamwork, special equipment use and spinal injury management techniques.

Pre-Requisites: 14 years old, Bronze Medallion & Emergency First Aid/CPR B

Lifesaving Assistant Instructors – Optional: Winter/Spring This course prepares candidates to help certified instructors with swimming classes. You

are introduced to key principles of learning and teaching basic swimming progression. Min of 15 volunteer hours during swimming lessons required to complete this course.

Pre-Requisites: 15 years old by end of course, Bronze Cross

Lifesaving Instructors: Spring This course prepares the instructor to teach and evaluate basic swim

strokes and related skills. Candidates learn teaching methods, a variety of stroke development drills and correction techniques.

Pre-Requisites: 16 years old by the end of the course, Bronze Cross

Lifesaving National Lifeguard: Spring Learn teamwork, leadership, emergency procedures and accident

prevention. This is the standard guarding certificate across Canada. Pre-Requisites: 16 years old, Bronze Cross & Standard First Aid/CPR C

Join the Listowel Lightning Swim Team. Swimmers are required to have passed their deep end test. This is a great way to make

friends and improve your strokes! We have 3 swim practices each week and start the first

week of July. Cost $50/person
