    Public-PrivatePartnershipsDaysPublic-PrivatePartnerships(PPP)DaysisthepremierglobalmeetingforpublicsectorPPPpractitioners.ItprovidesaforumforthosechargedwithdevelopingandimplementingPPPprogramstoshareexperiencesoninnovationsinPPPpolicy,structuring,andfinancing.Thefour-dayconferencebringstogetherPPPpractitionersfrompublicsectorPPPunitsandseniorPPPexecutivesworldwidetoanalyzeandexploreinnovativePPPmodelsandkeypolicyissues.

    ThePPPDays2012willtakeplaceatthePalaisdesNationsinGeneva,Switzerland,on21-24February2012,andwillbejointlyhostedbytheUnitedNationsEconomicCommissionforEurope,theWorldBankInstituteandtheAsianDevelopmentBank.

    TheeventincludestwodaysofpresentationsanddebatesamongpublicsectorPPPpractitioners,managersandexperts,followedbyafull-dayBusinessForumopentotheprivatesector.Onthefourthday,therewillbeaspecialsessiondedicatedtocasestudies,whilesitevisitstooperationalPPPsarealsoenvisaged.Anexhibitionwillalsorunforthefourdays.

  • TUESDAY, 21 and WEDNESDAY, 22 FEBRUARY 2012PublicSectorSessionInvestmentinPPPsinemergingmarketshasstayedrelativelybuoyantoverthelastfewyearsdespitetheglobalfinancialcrisis.ThereareincreasingpressureswhichpractitionerswillneedtodealwithhoweverifPPPsareto continuetocontributetoclosingcriticalbasicservicegapsinacosteffectivemanner.

    TherecentglobalfinancialturmoilhasputrenewedpressureonthecostsoffinancingforPPPs.Tenorshave shortenedinmanymarketsandsourcesoffinancinghavebecomemorerestricted.Relatedtothistherehavebeenincreasedconcernsthatwiththehighercostoffinancing,ithasbecomeharderforPPPstopassvalue-for-moneytests.ThefirstdayofPPPDayswilladdresstheseissues.PlenarysessionswithexpertsfromthepublicandprivatesectorswilldiscussexpectationsontrendsinPPPmarkets,optionsforclosingthefinancinggapsincluding interventionsfromthemultilateraldevelopmentbanksandreassesswhetherPPPsareofferingvalue-for-money.Parallelclinicswilllookathowinnovativeprojectshavetackledtheseissuesindifferentsectors,aswellashow governmentsarereshapingthefinancialsupporttheygivetoprojects.

    Theseconddayfocusesonissuesoftransparency,governanceandaccountability.Plenarysessionswilllookat criticaltopicssuchasthedisclosureofinformationonPPPsasatoolforincreasedaccountability,governance challengesastheyrelatetosub-nationalPPPprograms,andhowcapacitiescanbestrengthenedtoimprovetheoverallinstitutionalframework.Parallelclinicswilladdressrelatedtopicsincludinghowtomeasureandassessgovernance,structuringprojectstoimproveaccountability,improvingregulationandcontractmanagement,andtheroleofbodiessuchasnationalauditinstitutions.

    Therangeandexpertiseofpanelistsassembled,discussingkeyPPPissuesinanopenandfrankmanner,willenablepublicofficialstodrawonabreadthofknowledgeanddifferentperspectivesthatwillbetterinformtheirdecisionmakingprocess.

    TheBusinessForumwillalsoprovideGovernmentswithanimportantnetworkingopportunitytodialoguewith representativesoftheprivatesectorfromEuropeandbeyond.Furthernetworkingcanbedonethroughthe exhibition,whichwillenablecountriestoshowcasetheirPPPcapabilitiesandopportunitiestotheinternationalPPP community.
