• Every child or student is entitled to a good localschool or early childhood centre

• Every student is entitled to quality learning• Active teacher professionali sm is the marker for

a desirable future; the ‘new’ professionalism.

It is contended that every child should have thesebenefits regardless of geography or socio-economicstatus.

We are not talki ng about establ ishing QPE; that hasalready been done through our participation in somewell known international tests and reports. The latestPISA results show that out of 65 countries New

Zealand is:• 7th on the overall reading scale (3 western

world countries ahead of us)• 7th on the science scale (1 western world

country ahead of us)• 13th on the mathematics scale (5 western world

countries ahead of us)

Of most concern is a perceived tail of under-achievement in reading maths and science but thelatest PISA results show that New Zealand students’

tail of underachievement is low by internationalstandards.• 14% of New Zealand students are low

performers in reading – OECD average 19% (Australia – 14%, Finland – 8%, Canada –10%).

• 15% of New Zealand students are lowperformers in mathematics – OECD average22% (Australia – 16%, Finland – 8%, Canada –11%).

• 13% of New Zealand students are low

performers in science – OECD average 18% (Australia – 13%, Finland – 6%, Canada –10%).

Hence, the current approach to QPE uses the term‘advancing quality public education’  to make itbetter than it is at present.

20 Summit TimelinesChildren are free for all of these except Abel Tasmanwhere there is a small $10 fee for the boat. The blue

The General Election …… is less than six months away – enough time tobecome informed on some of the issues facing theeducation sector.

Quality Public EducationSomething you wi l l hear a lot over the next fewmonths i s the phrase, “Quali ty Publ icEducation” (QPE). That is not an easily defined termand wi ll be open to multiple definitions, however, theintention is probably well understood. A number ofeducation groups I work with have attempted todepoli ticise education provision by stripping it back tosome common core principl es that ought to standregardless of the government of the day. Four such

princip les have been suggested and form the basis ofa lot of debate today:• Education is a human right and a public good
