Delhiites on Monday woke up to a bright and windymorning with the minimum temperature settling at 24.6degrees Celsius, which was two notches below the sea-son's average.

Safdarjung observatory, considered the official read-ing of the city, received 3.8 mm rainfall till 8.30 AM inthe last 24 hours while Lodhi Road recorded 6 mm rain-fall, a MeT official said.

Areas under Palam, Ridge and Ayanagar weather sta-tions did not receive any rainfall in the last 24 hours.

The MeT Department has predicted that skies willremain cloudy during the day.

"The skies will be generally cloudy. The maximumtemperature is expected to settle at 36 degrees Celsius,"said the weatherman.

Humidity was recorded at 79 per cent at 8.30 AM.Yesterday, the minimum temperature had settled at 27

A 26-year-old woman gangster, who had brieflyworked for a local news channel, and her female accom-plice have been arrested for alleged involvement in aseries of dacoities in South West Delhi.

Police on Sunday said the woman, Dimple, had stud-ied up to Class X and worked in a local news channelwhere she did sting operations related to sex racketsbefore forming a six-member gang that committed sev-eral robberies and dacoities including targetingAmerican tourists in Panipat in June this year.

The Special Staff of South West police was followingthe activities of the gang and arrested two of its mem-bers Rohit and Sohail on July 20.

Information received from them led to the arrest ofDimple and another woman member of the gang Palak,said RA Sanjeev, DCP of South West district police.

Dimple had passed Class X from an open school inAgra. She had been in a live-in relationship with UttamNagar resident Rohit since 2011.

"The duo together worked in a local news channelwhich was basically doing sting operation on sex traderackets," he said. In 2014, both of them were caught byGovind Puri Police in a robbery case in which she wassent to jail for 12 days, the DCP said.

After this, she formed a gang and was involved in sev-eral cases of carjacking, robbery and dacoity. Fourrobbed cars, jewelry, 14 mobile phones and two laptopswere recovered from the arrested accused.

Dimple and Palak would wear 'burqa'to hide theiridentity while committing crimes.

"Code words were used by the gang and Dimple wascalled 'Aslam Bhai' by the members. Raj Kumar whobought valuables stolen by them was also caught by thepolice. "'Bade Bhai ko le aana' (bring the big brother)meant carry firearms while 'Pair mein dard hai' (pain inthe leg) meant one member caught," the DCP said.

During interrogation, Dimple said that she wanted tolive a lavish life and used to go to discos and bars dailywher she would spend a lot of money. After committingrobberies, they would go to hill stations to spend themoney, he added.

ment ministries and departments will begiven training to ensure proper implemen-tation of the Centre's policy of reservationin services for employees belonging toScheduled Castes, Scheduled Tribes andOther Backward Classes.

According to an instruction issued bythe Department of Personnel and Training(DoPT), every ministry or departmentshall designate two separate officers, atleast of the level of deputy secretary, asliaison officers -- one for ScheduledCastes, Scheduled Tribes and Persons withDisabilities, and another for OtherBackward Classes.

The liaison officers play an importantrole in proper implementation of policy ofreservation in services. But many a times,they fail to play their role effectively inabsence of proper training on the subject,the DoPT said. In order to ensure that theliaison officers are imparted necessarytraining to facilitate performance of theirduties, the DoPT had requested Institute of

Secretariat Training & Management(ISTM) here to design a suitable trainingmodule and include it in the training cal-endar.

All ministries and departments wererequested to nominate liaison officers fortraining. A training was conducted byISTM in October, 2014 but the participa-tion was not found to be encouraging. Asimilar programme has now been sched-uled in October, 2015, it said.

It is requested that liaison officers maybe nominated for the programme so thatthey can be familiarised with their dutiesand responsibilities, the DoPT said in anorder sent to all ministries.

Details of such officers from theattached, subordinate offices, PSUs andother field organisations or offices underthe administrative control of the ministrymay also please be collectively sent to thisdepartment, the DoPT said.

The details of liaison officers may alsobe prominently displayed on the websiteof the ministry or department for informa-tion of all concerned, it said.

After the launch of proj-ect, people won’t need togo to a sub—registrar’soffice for registering theirproperty and rent agree-ment. “We are developinga software through whichpeople can register theirproperties online by visit-

ing the department’s web-site. Rent agreement,power of attorney andother such documentationwork will also come underthis project,” saidDivisional CommissionerAshwani Kumar. Mr.Kumar said that a personbuying property can fill upa form to be made avail-able on the department’swebsite and submit allrequired details, includingdetails of the seller.

“Under the project, buy-ers will be provided withthe facility of paying theregistration fee online.They can also pay stampduty from home or office.After depositing the form,buyers can print out thesale deed for futurerecord,” Kumar alsosaid.

four-and-a-half year jail term toformer union minister, PKThungon in a corruption case. Lastweek, former Congress minister,Mr Thungon and three others wereconvicted in a 1998 corruptioncase relating to misappropriationof central funds.

The Court also imposed a fine ofRs. 10,000 on Mr Thungon, whoalso served as chief minister ofArunachal Pradesh in the past.

According to the CBI, MrThungon had misappropriated afund of Rs. two crore allocated forrenovation and upgradations ofirrigation projects in Nagaland in1994, when he was the then minis-ter of state in the Union UrbanAffairs and Employment ministry.

Earlier, the Central Bureau ofInvestigation (CBI) told the court

that despite holding high offices ofchief minister and a union minis-ter, Mr Thungon still committedthe crime. The prosecutor submit-ted, "An appropriate sentenceshould be awarded to Thungonwhile keeping in view his stature.The three other convicts helpedhim in the conspiracy, so appropri-ate sentence should be given to

them."Seeking leniency by the Court,

Mr Thungon said, "The JawaharlalNehru Open University was mybrain child... The Panchayati Rajwas enacted in Parliament becauseof my idea during the tenure ofthen Prime Minister Rajiv Gandhiand I have worked for nationalintegration."

timely redress of sexualharassment complaints,Jawaharlal Nehru University(JNU) is all set to revamp itspolicy in this regard.

This assumes significance inwake of a statement made byHRD Minister Smriti Irani inthe Lok Sabha, informing thatmaximum number of com-plaints of sexual harassment ineducational institutions havebeen reported in Delhi.

JNU which has GenderSensitisation CommitteeAgainst Sexual Harassment(GSCASH), a central bodywhich deals with complaints ofthis nature from across the uni-versity departments, alreadyhas a draft of the revised poli-cy in place.

The draft prepared by theGSCASH has been sent to the

Vice-Chancellor and will beplaced before the university’sacademic council and execu-tive council in its next meet-ing.

“We observed that the sexualharassment policy we have atJNU needed to be updated inaccordance with the 2013guidelines of the SupremeCourt,” Geeta Kumari, aGSCASH member,said.

The proposed draft has dif-ferent clauses for “sexualharassment at workplace” and“sexual harassment in academ-ic spheres”.

“It has also been proposedthat we do away with the earli-er clause that every inquirycommittee constituted to hearthe sexual harassment com-plaint will be headed by afemale member only,” shesaid.

The new data will form the basisfor increased reservation for thedowntrodden and separate outlaysfor welfare programmes for them,he said.

"There is a constitutional provi-sion for proportionate reservationfor SCs and STs according to theirpopulation. At present it is beinggiven on the basis of their popula-tion as per the caste census of1931. When the figures of the newcaste census come out, we willdemand reservation for them onthat basis," Mr Prasad said.

"We know that the new caste

census figures are very alarming.The population of SCs and STs hasmore than tripled since 1931 andthe BJP-led central government istrying to suppress it so that it does-n't have to give the poor theirrightful due," he said. .

Both subversive activitiesand state surveillance tocurb them require

advanced technology. New,invasive laws are said to berequired to regulate freedoms inthe name of protecting nationalsecurity. This situation mayimply a dynamic and ever-evolv-ing relationship between theexercise of fundamental free-doms and the reasonable restric-tions that the state wants toimpose on them: a relationshipin which old processes are con-stantly revisited and new formsof communication are factoredinto regulations. No, not always.There are situations in whichoutdated procedures and archaicrequirements can easily pose apotent threat to the very exis-tence of some form of legitimateactivity. The Union HomeMinistry’s denial of securityclearance to the Sun TV group,which operates 33 televisionchannels and several FM radiochannels, is one such example.After over two decades of opera-tions, the group promoted byKalanithi Maran finds that a reg-ulation that says the MHA’ssecurity clearance is required tobe renewed from time to timehas placed its television andradio stations under the threat ofclosure.

Regulatory laws routinely con-tain provisions that operate moreas emergency powers than asroutine requirements. The ideaof requiring a broadcaster toobtain security clearance impliesthat such clearance can be sus-pended or denied to bar someentity from operating a network.It is inherently a power that canbe used when some contingencyarises that needs to be dealt withurgently, and the Government ofIndia finds that it has no othermeans to shut down a network. Itinvolves taking a call on curbingthe freedom of not only the enti-ty or institution or individualconcerned, but also the right oftheir regular customers or sub-scribers to viewing their content.

Security clearance for broadcast-ers is somewhat outdated andrequires a fresh look as visualsand images are now disseminat-ed to a global audience throughthe Internet and social media too,and except for the potential for acyber-shutdown, there is no priorclearance provision for theworldwide web.

Strange reason

In the case of the Sun TV net-work, the reason for denyingsecurity clearance is quitestrange: that the promoters facecriminal cases, one concerningcorruption, one of money-laun-dering and one related to operat-ing an illegal telephoneexchange. Regardless of the out-come of these legitimate prose-cutions, shutting down a mediahouse during the pendency ofinvestigation or trial raises anumber of constitutional ques-tions concerning freedom ofexpression. It is not clear if thereis a precedent for an operationalnetwork to be denied securityclearance for the sole reason thatsome cases are under investiga-tion or prosecution.

The link between a pendingcriminal prosecution and thealleged threat posed by a mediahouse to national security ishopelessly tenuous, unless thecharge itself is based on the con-tent available on it. There is a

good deal of content regulationalready in place, and theInformation and BroadcastingMinistry diligently issuesnotices, advisories and warningsto private television channels forviolations of the content code.Moreover, the principle is alarm-ingly extendable to non-elec-tronic media too, as there areregistration requirements for theprint medium too. It is somewhatstrange that the Union Home

Ministry is doggedly holding onto the opinion that a particularchannel is ineligible for securityclearance even after the AttorneyGeneral has given a fairly strongopinion that the stand is illegal.

Freedom of expression

There is a long list of cases inwhich the Supreme Court hasrecognised that freedom ofexpression includes the right todisseminate information as wellas receive it. In the context of anelection, it has even recognisedthe voter’s right to know detailsabout a candidate’s qualifica-tions and criminal antecedents, ifany, as part of the same freedom.In the light of the direction inwhich the law has evolved, it isunimaginable that the govern-ment could believe that it canforce a network to shut down bymerely denying it security clear-ance, without regard for theinjury it does to the freedom ofexpression, which covers both

dissemination and receipt ofinformation, communication andknowledge, of both broadcastersand the general public.

Legal framework

The existing legal frameworkfor the broadcasting media isacknowledged to be inadequate.A draft bill for a broadcastinglegislation was open to publicdebate in 2007 but is yet to beacted upon. The idea of a broad-casting law came about becauseof the Supreme Court’s land-mark verdict in 1995 declaringairwaves as public property andcalling for an independent publicauthority to regulate them. Thedraft envisaged the creation ofan independent BroadcastRegulatory Authority of India,and it is precisely the absence ofsuch a credible body that makesactions such as denying securityclearance to a particular networkappear dubious. Any use of dis-cretionary power has to appearto be truly independent, andvesting it in the political execu-tive without clear guidelines onthe manner of using that poweris bound to seem to lack legiti-macy. It is not that security con-siderations will have to be aban-doned altogether and unfetteredor unregulated freedom con-ferred on those applying forbroadcasting permission. Eventhe draft bill envisaged vestingthe Central government with cer-tain powers to be used in timesof external threat or war orextraordinary circumstances. Itis futile to argue that pendingprosecutions constitute such anextraordinary circumstance.

Admittedly, regulations andconditions of licensing for thebroadcasting sector operate asconstitutionally permissible rea-sonable restrictions on thosefreedoms, and that national secu-rity is a clearly identified groundfor such curbs. The SupremeCourt has held that any heavy-handed measure that places an“excessive or prohibitive bur-den” on a newspaper is violative

of the freedom of expressionunder Article 19(1)(a) of theConstitution. In the case ofbroadcast media, as airwaves,which are public property, areinvolved, the right is both sub-ject to reasonable restrictionsand regulation by a publicauthority. Yet, it cannot bedenied that a bland denial ofsecurity clearance, citing anindeterminate concept of ‘eco-nomic security – an issue said toarise out of the fact that theaccused in the relevant cases areaccused of economic offences –will undoubtedly have a chillingeffect on free expression, espe-cially the media. It is not diffi-cult to see that linking the prose-cution of one of the promoters incases unrelated to the content ofany of the channels and theirright to function is one suchmeasure. Even if it was conced-ed that the amount involved inthe alleged money-launderingcase arising out of the Aircel-Maxis transaction is huge,accepting the denial of securityclearance on that ground wouldset a dangerous precedent for therest of the media industry. Intimes when non-governmentorganisations are under the scan-ner for strident criticism of someaspects of policy that the govern-ment is particularly sensitive to,when activists are seen as “anti-national” for campaigningagainst major projects on envi-ronmental or ecological grounds,and when the governmentappears to closely monitor theextent of coverage by privatemedia houses of its pet projectsand seeks to classify them intothose in ‘compliance’ (mediaoutlets that give adequate cover-age) and those in ‘default’ (thosethat do not seem to show muchenthusiasm), any precedent willbe good enough to justify a sud-den crackdown on such ‘default-ers’. Therefore, it is the responsi-bility of the government to avoidthe impression that extraneousconsiderations are at work in itsenforcement or use of existingregulations.

Security as a broadcasting bogey

There has been no dearth ofhyperbole on the nuclearagreement signed last week in

Vienna between Iran and the P5+1(the United States, the UnitedKingdom, France, China, Russia andGermany — along with theEuropean Union). U.S. PresidentBarack Obama was the mostrestrained when he said that the deal“offers an opportunity to move in anew direction”; Iranian PresidentHassan Rouhani called it a goodagreement when he announce(d) “toour people that our prayers havecome true”. On July 20, theAgreement was submitted to theU.S. Congress for a mandatory 60-day review. U.S. Speaker JohnBoehner slammed it as “a bad deal”that “paves the way for a nuclearIran” and “vowed to do everythingpossible to scuttle it” even as Mr.Obama warned that he would veto anegative decision by Congress.Senator Lindsey Graham, aRepublican presidential candidate,described it as “a most dangerousirresponsible step”, while a group of60 former secretaries, national secu-rity advisers, military generals andambassadors, led by former secre-tary of state Madeleine Albright andformer secretary of defence WilliamPerry issued a statement welcomingit as “a landmark agreementunprecedented in its importance...”Russian President Vladimir Putinsaid that “the world heaved a sigh ofrelief” while German ChancellorAngela Merkel called it “a hugelyimportant success”.

Behind the diverse reactions

Closer home, Israeli PrimeMinister Benjamin Netanyahuexpressed outrage at “a bad mistakeof historic proportions”; SaudiArabia was publicly resigned to it ,urging “strict inspections” and“harsh and determined responses” ifIran made deviations, though in pri-vate it was more critical calling it

“an extremely dangerous develop-ment”. Syrian President BasharAssad called it “a great victory”,while Turkish Foreign MinisterMevlüt C¸avus¸og?lu said “it wouldcontribute to the regional economy”.Iraq’s Prime Minister Haider Al-Abadi described it as “a catalyst forregional stability”.

In New Delhi, the spokesperson“welcomed the successful conclu-sion of negotiations” while waiting“to see the text of the Agreement”,cautious words, even as the Ministryof External Affairs prepares toexpand relations with Israel whileexploiting the opening that aremoval of sanctions on Iran offers.

Clearly, it is not the dense 100+pages of the Joint ComprehensivePlan of Action (JCPOA) and itsAnnexures that have provoked suchdiverse reactions but the politicalramifications for the region that gen-erate uncertainty all around.

Nuclear dimension

The nuclear dimension of theagreement is relatively straightfor-ward. Two years ago, Iran was per-ceived to be just a few months awayfrom acquiring enough highlyenriched uranium to produce abomb. A covert cyber operation,widely believed to be a joint U.S.-Israeli effort, using the worm,‘Stuxnet’, damaged a number ofcentrifuges in 2009-10 but the pro-gramme has rebounded since then.There was no certainty that a U.S.-backed military strike would suc-ceed in taking out Iran’s entirenuclear capability. Collective eco-nomic sanctions had worked up to apoint because these were intended togive diplomacy a chance. The U.S.was convinced that under the cir-cumstances, negotiations were theonly way forward. Iran had to stepback from the nuclear threshold,from a lead time of months to a yearplus. Further, it had to accept intru-

sive inspections to give out the reas-surance that it was not cheating. TheU.S. needed to be certain that sanc-tions could snap back into place incase Iran tried a breakout. It was notan ideal solution but the best underthe circumstances.

While Iran could still sustain thesanctions and survive, sanctionsrelief was necessary for highergrowth. Equally important for Iranwas the narrative that it was withinits rights as a member of the NuclearNon-Proliferation Treaty to build anenrichment capability for peacefulpurposes. Iran could accept moreintrusive verification provided thisright was conceded. That meantretaining the capability whileaccepting constraints on exercisingit for a period of time, which couldbe negotiated. A deal would alsobolster Iran’s standing regionally.

Under the JCPOA, the number ofcentrifuges has been reduced bymore than two thirds and enrichmentwill be restricted to a single facilityat Natanz. The remaining cen-trifuges will be mothballed and theFordow enrichment facility will beconverted into a nuclear, physics,technology, research centre whereno fissile material can be intro-duced. From its existing stockpile ofnearly 10 MT of partially enricheduranium, Iran will retain only 300 kgof uranium enriched to a level of 3.6per cent; the rest will be shipped out.The Arak heavy water reactor willbe redesigned and Iran will notundertake any reprocessing activity.While the duration of the agreementis 10 years, the International AtomicEnergy Agency verification provi-sions will remain in effect for anadditional five years. Restrictions ondesigning and the production of newcentrifuges will remain in force for20 years while monitoring of urani-um mining and milling will continuefor 25 years and verification coversthe supply chain of nuclear relatedcomponents. While defence related

sites like Parchin have been kept outof the nuclear related facilities, thereis a provision for seeking inspec-tions if treaty violating activity issuspected. In case of a dispute, a 24-day time frame is provided for adju-dication by a joint commission to beset up under the JCPOA. Nuclear-related imports are permitted butwill be channelled through a desig-nated procurement channel.

In return, all nuclear related sanc-tions will be lifted. This will gradu-ally permit nearly $100 billion ofblocked funds to be released and,more significantly, permit Iranianbanks and financial institutions toresume their international engage-ment. A number of institutions andindividuals will be taken off thesanctions list.

Regional politics

Iran will be able to modernise itsoil and gas industry infrastructurewhich was hard hit by the technolo-gy embargoes related to the sanc-tions regime. Over a period of a yearor so, this will also permit Iran toincrease its oil and gas export rev-enues, subject to global demandpicking up. Two significant provi-sions are a lifting of the convention-al arms embargo after five years andending missile sanctions after eightyears.

It is not the unambiguous terms ofthe JCPOA that generate strongemotions but the winds of changeblowing across West Asia that thedeal portends. After the 1979Islamic revolution, containing Iranbecame a shared policy objective forthe U.S. and its two regional allies,Israel and Saudi Arabia. With U.S.withdrawal from Iraq andAfghanistan, along with the growthof the Islamic State in the aftermathof the Arab Spring, the U.S. needednew leverages in the region. U.S.business also perceives a large,untapped market in Iran for every-

thing from automobiles and aircraftto Coca Cola and Apple products. Ahostile relationship with Iran was nolonger in the U.S.’s interest and Mr.Rouhani’s election provided a goodopportunity for this. This shiftmakes Saudi Arabia nervous whichhas injected a strong dose of jihadisectarianism into the regional rivalryto bolster its position in the Sunni-dominated Arab world. During the1980s, the jihad in Afghanistanspawned al-Qaeda and the Taliban;dabbling with the forces unleashedwith the Arab Spring has led to ISand its clones straddling the multiplefault lines in the region. Israel willfind it easier to come to terms withthe agreement because, in the ulti-mate analysis, it ensures Israel’snuclear supremacy in the region fora quarter century. The problem ismore complex with Saudi Arabia,which is seeking to maintain regimestability together with its pole posi-tion in the Islamic world by usingsectarianism.

For the U.S., the unwritten part ofthe nuclear transaction is its trans-formative potential for Iran’sdomestic politics in bringing aboutgreater democracy, moderating itsregional assertiveness and progres-sive economic integration with theWest. The U.S. is relying on Iran’sdemographics — a young popula-tion which is literate and connectedon the Internet, a GDP per capitaincome level of about $15,000 (inpurchasing power parity terms,according to World Bank data 2013),and its aspirations, both individualand societal, for a greater role on theglobal stage. For Iran, the unwrittenpart of the deal is that the sanctionsrelief will give new legitimacy to theIranian regime, even as it engageswith the West. The reality is that justas the Supreme Leader can nolonger describe the U.S. as the GreatSatan, the U.S. can no longer rely onthe “axis of evil” label. That aromance is budding is certain, butthe path will not be smooth.

Implications for India

For India, it is a positive develop-ment. Before the sanctions regime,Iran accounted for 16.4 per cent ofIndia’s oil imports which camedown to 6 per cent. Oil prices arecurrently down and Iran’s entry intothe market enables India to diversifyits sources and start building up itsstrategic reserve. A contract for thedevelopment of the ‘Farzad B’ gas-field by ONGC Videsh which wasawarded the exploratory rights in2008 also needs to be tied up. Thesecond major issue is connectivity toAfghanistan and the Central Asianstates. The Chabahar port has longbeen seen as the gateway butprogress on developing the port andthe rail-road links to Zahedan on theIran-Afghanistan border has beenslow. In Afghanistan, the 215 kilo-metre long road from the bordertown of Zaranj to Delaram was builtwith Indian help keeping this con-nectivity in mind. This openingoffers opportunities for the Indiancorporate sector though it will haveto compete with Western and partic-ularly Turkish enterprises.Politically, an integrated Iran ismore likely to exercise a stabilisinginfluence in Afghanistan and Iraqand Syria.

In the final analysis, the agree-ment can only be judged against theoptions available, not vis-à-vis animpractical ideal. On this yardstick,the JCPOA is the best deal possible,for non-proliferation, regional bal-ance and stability, stronger India-Iran relations and, ultimately, forenabling a larger regional presencefor India.

The yellow metal dominated the world marketscene all of last week. Gold slumped to a five-yearlow, slipping to an intra-day low-point of

$1,072.30 by Friday. A late rally that day, however,pushed prices back to around $1,100 an ounce. At best, ithelped pare losses from last Monday when the price slidto its lowest since March 2009, to $1,088.05 an ounce.The Comex gold futures for August still ended their fifthconsecutive week in negative territory. Though the rallysuggests that there could be an improvement in marketsentiment, the bearish undertone persists among retailinvestors. At the moment, everyone in the internationalmarketplace is wary of gold. Indeed, price movement isset for an uncertain phase, at least in the near-term. Thereasons behind the slipping interest in gold is not diffi-cult to fathom. A looming rise in the U.S. interest rate,for the first time in nearly a decade, is playing the villain.At the moment, a stronger dollar remains the topic thatdominates discussions in the marketplace. An inadvertentrelease on a rate forecast on the website of the FederalReserve, though it was subsequently withdrawn, onlyhelped to confound the confusion. Understandably, alleyes are now on the Federal Reserve. Will it pull the trig-ger on rate hikes? Nevertheless, the dipping global oilprices hold hope for investors in gold. A protracted over-supply situation, weak demand, the Greek crisis and theChinese market fall have all come together to pull oilprices down. The fall of oil could yet prove a rescuer forgold. If there is a serious consequential fallout on U.S.domestic inflation, the oil price fall could slow the Fed’stightening policy. A sustained recovery in gold prices, itappears, is inversely related to the growth prospects ofthe U.S. economy. What does the fall in gold prices por-tend for India? The country consumes 800 to 900 tonnesof the metal annually, and depends on imports to meet itsentire demand. Gold and oil comprise a large part ofIndia’s imports in terms of value, and consequently theyare major contributors to the country's trade deficit. To anextent, the fall in gold prices could moderate the importbill in the near-term. There is a flip-side to this, though.A strengthening dollar could nullify the impact of the fallin gold prices. Indians have traditionally attached a sen-timental value to gold. Given this, the government has togo the extra mile to coax them to park idle gold in banksand earn interest. The situation is tailor-made for theCentral government to exploit this to its advantage. Theproposed gold monetisation scheme, for example, mustbe made a lot more simpler and common man-friendly toaid this process.

Earlier in the day, members of theSpecial Forces of the Indian Army -some of the most skilled, hardenedand well-equipped soldiers in Indiawere deployed to Dinanangar, but thePunjab Police reportedly made itclear they would lead the operations.So India's best-trained troops wereasked to restrict their role to cordon-ing off the area, a task usuallyassigned to the police.

The fact that the terrorists wereeventually all shot dead meant thatthe operation could be declared asuccess; but it exposed, once again,the incredible vulnerability resultedby inadequate training and equip-ment for those who put their lives atrisk.

At the PM's meeting - which couldbe held later today if all reports onthe terror attack are in - the ministersare expected to discuss a road map ontackling terror and also a securityupgrade, sources said.

They will also discuss the govern-ment's strategy in Parliament, wherethe Opposition Congress todayalleged a major "security lapse andintelligence failure".

"It is said that they (the terrorists)have come from across the border... ifthat is true, it is a security lapse andintelligence failure," Congress leaderAnand Sharma said, adding thatPrime Minister Narendra Modi need-ed to take firm steps.

Responding to opposition demandsin Parliament, Rajnath Singh said hewould make a statement inParliament tomorrow. "There shouldbe no politics for a case like this,"said Parliamentary Affairs MinisterVenkaiah Naidu.

Monday's attack began at 5.30 a.m.at Dinanagar town in Punjab's fron-tier district of Gurdaspur, close to theIndia-Pakistan border and near theborder with Jammu and Kashmirstate.

A gun battle raged between the ter-rorists, holed up inside the Dinanagarpolice station, and security forces,including soldiers. Continuous soundof firing and lobbying of grenadescould be heard even hours after thefirst shots were fired by the militants.

The police station, adjoining gov-ernment hospital, residential quartersinside the police station and nearbyprivate houses were quickly cor-doned off by security forces.

Minister of state for home KirrenRijiju told IANS in Delhi that "as ofnow there is no information regard-ing hostages being held. We are look-ing into it and once I get some moreinformation, I will come out with it".

The terrorists, numbering four, arebelieved to have come from Pakistan.They arrived in a Maruti 800 carwhich they had hijacked after firingat the driver and killing a person in adhaba nearby.

They also fired at people near theDinanagar bus stand and thenattacked the Dinanagar police sta-tion, located about 100 metres away.

Eyewitnesses said the terroristsfired on a bus going towards Jammuand later entered the police station.

"We were hit by a burst of gunfiresuddenly. I was hit on the shoulder.They are firing indiscriminatelyevery five minutes," a Punjab policeofficial, who was injured in the terrorattack, told media as he was beingtaken to the hospital.

The town is about 15 km from theIndia-Pakistan border and 25 kmfrom the border of Jammu andKashmir state. It is about 235 kmfrom Chandigarh.

Additional Director-General ofPunjab Police, Dinkar Gupta, toldmedia the "attack took the Dinanagarpolice by surprised".

Army and police reinforcementswere rushed to the spot.

Punjab Police sources said the inci-dent indicated may be a suicideattack.

A major railway tragedy was avert-ed as the bombs were carefully wiredto the railway track at a small bridgenear Parmanand railway station, fivekm from Dinanagar. A policespokesman told media that the armybomb disposal unit had defused thebombs. A train, which was to pass onthe railway track, was stopped just200 metres from the spot where thebombs had been planted.

Tiger Memon had allegedly mas-terminded the blast along withDawood Ibrahim -- both have beenon the run since 1993.

Changes announced...data interpretation ability.As against two sections last year,

there would be three sections in theexam to be held, namely,Quantitative Aptitude (QA), Data

Interpretation and Logical Reasoning(DILR) and Verbal and ReadingComprehension (VRC).

The test will be held in two ses-sions on November 29 and resultswill be announced in the secondweek of January 2016, a statementsaid.

"Some questions in each sectionmay not be of multiple choice type.Instead, direct answers are to betyped on the screen," CAT 2015Convenor Tathagata Bandyopadhyaysaid in the statement.

While, QA and VRC will have 34questions each, DILR will have 32questions.

Last year, data interpretation was apart of QA and logical reasoning waspart of VRC.

The duration of the examinationhas been increased to 180 minutesfrom 170 minutes, the statement said.

The candidates will be allottedexactly 60 minutes for answeringquestions in each section and theycannot switch from one section toanother while answering questions.

The use of basic onscreen calcula-tor for computation would beallowed. Director of IIM-Rohtak PRameshan felt the change in formatmay bring in more rationality anddiversity in gender and academicbackground as there would be writtenanswers too.

The CAT exam has been criticisedfor being skewed towards candidatesfrom engineering background but thechanges could provide an "even fieldto candidates coming from differentstreams", said an IIM faculty.

A former IIM director said thechanges would help in better assess-ment of how the future managers cancollect data from multiple sourcesand make sense of it.

Registration for CAT 2015 willstart on August 6 and candidates candownload their admit card fromOctober 15.

displayed the human traitof self-awareness while

attempting to solve a classic logicpuzzle, scientists say.

In the puzzle known as TheKing's Wise Men, three wise menare given hats of either white orblue, with the guarantee that atleast one of the hats is blue. Themen are not allowed to speak toeach other - the first man to standup and correctly announce the

colour of his hat wins.

For the robot's self-awarenesstest, Selmer Bringsjord, from theRensselaer Polytechnic InstituteAI and Reasoning Lab in NewYork, used three of French robot-ics company Aldebaran'shumanoid Nao robots. He hadprogrammed these with a propri-etary algorithm called DeonticCognitive Event Calculus, whichenables the robots to carry outreasoning, 'CNET' reported.

The three robots were told thattwo of them had been given"dumbing pills" that renderedthem unable to speak, and one aplacebo. In reality, they had abutton pressed on their heads,which muted two of the robots.They were then asked if they hadbeen given the dumbing pill orthe placebo.

After a few moments ofsilence, one robot stood up and

said "I don't know." It immediate-ly realised what had happened,raised its hand and said, "Sorry, Iknow now. I was able to provethat I was not given the dumbingpill."

In order to demonstrate thissort of self awareness, the robotmust be able to understand therules of the puzzle, recognise itsown voice and recognise that it isan individual distinct from theother two robots.

Nasa is investigatingthe feasibility ofcreating a windbot,

a robotic probe designed tostay aloft in a planet'satmosphere for a longtime, to explore gas giantslike Jupiter and Saturn.

Engineers at Nasa's JetPropulsion Laboratory inPasadena, California, arelooking into the possibilityof creating a windbot, anew class of robotic probethat can stay aloft in aplanet's atmosphere for along time without wings orhot-air balloons.

The one-year, $100,000(roughly Rs. 64 lakhs)study, funded by Nasa'sInnovative AdvancedConcepts (NIAC) pro-gramme, will systematical-ly investigate how futurespacecraft of this kindcould stay airborne andharvest energy.

Though no mission iscurrently scheduled toutilise windbots, theresearchers hope theirstudy will open newavenues for atmosphericscience on gas giant plan-ets using high-mobilityrobotic explorers.

Unlike the Moon andMars, which have alreadybeen explored by robotic

rovers, gas giant planetslike Jupiter and Saturnhave no solid surface onwhich a probe to land on.

In 1995, Nasa's Galileospacecraft dropped off anatmospheric probe thatdescended into Jupiterunder a parachute. The bat-tery-powered probe sur-vived only about an hourbefore succumbing to highheat and pressure as it fellinto the planet's deepatmosphere.

In contrast to the plum-meting probe, a windbotcould have rotors on sever-al sides of its body thatcould spin independentlyto change direction or cre-ate lift.

Adrian Stoica, principalinvestigator for the wind-bots study at JPL, points toa great example to thinkabout from nature: a dan-delion seed.

"A dandelion seed isgreat at staying airborne. Itrotates as it falls, creatinglift, which allows it to stayafloat for long time, car-ried by the wind. We'll beexploring this effect onwindbot designs," Stoicasaid.

Stoica and colleaguesthink that, to stay airbornefor a long time, a windbot

would need to be able touse energy available in theplanet's atmosphere. Thatenergy might not be solar,because the probe couldfind itself on the planet'snight side for an extendedperiod.

Nuclear power sourcesalso could be a liability fora floating probe because oftheir weight. But winds,temperature variations, andeven a planet's magneticfield could potentially besources of energy anatmospheric probe couldexploit.

The team suspects thebest bet for an atmosphericrobot to harvest energy isturbulence - wind that'sfrequently changing direc-tion and intensity. The keyis variability. High windvelocity is not enough. Butin a dynamic, turbulentenvironment there are gra-dients - differences in ener-gy from high to low - thatcan be used.

The JPL team is charac-terising winds among theclouds of Jupiter to under-stand what kinds of placesmight be best for sending awindbot and to determinesome of the technicalrequirements for its design.

India (BCCI) secretary Anurag Thakur onMonday warned Pakistan Cricket Board(PCB), saying that Indo-Pak cricket tiescannot resume if the security of Indians iscompromised.

"Cricket series cannot happen alongwith terror attacks," Thakur told ANI,when asked about the possibility of Indo-Pak cricket matches.

"I condemn today's attack. As an Indian,I feel an Indian life is more important thancricket,” Thakur further added.

According to Future Tours Programmeof International Cricket Council (ICC)arch-rivals are scheduled to play a bilater-

al series comprising two Tests and fiveODIs, at a neutral venue.

The highly anticipated series wasexpected to be played in The UAE.However, after terrorist attack in Punjabchances for the high-profile series havebecome bleak.

Thakur later took to micro blogging siteTwitter to condemn the attack.

The statement came after the terroristattack in Punjab on Monday, where fourheavily armed terrorists wearing Armyfatigues went on a rampage attacking abus and a police station complex, inGurdaspur district bordering Pakistan.

The Jawaharlal NehruInternational Stadium atKaloor, owned by theGreater CochinDevelopment Authority(GCDA), has been partial-ly leased out to the KeralaCricket Association,amember of the BCCI, for30 years for hosting Testmatches.

GCDA Chairman N.Venugopal said that eventhough Sreesanth had notapproached the body so

far, seeking permission fordoing net practicing at thestadium, but it will be adefinite yes if he does so.

“If Sreesanth approachesus, we will definitelythrow open the doors ofstadium for him becausehe is a Keralite who hasenormously contributedtowards good cricket in thecountry,” Mr. Venugopal, aCongress leader, told PTI.

When pointed out thatSreesanth was not allowedto play in the KeralaCricket Association(KCA) ground because ofthe ban, he cited the agree-ment signed betweenGCDA and KCA.
