The Kennel Club has been involved in the International Partnership for Dogs (IPFD) for around three years. It was formed following a meeting in Sweden during 2012 which brought together people from a wide range
of organisations interested in the health and welfare of dogs. The current structure has, at its heart, a number of founding partners including the kennel clubs from Finland, France, Germany, Norway, Sweden and ourselves, the Orthopedic Foundation for Animals (USA) and Agria Pet Insurance – SKK Fund (Sweden). Support for the project is growing with a significant number of other organisations taking part, representing national kennel clubs, the veterinary profession, research institutes and welfare groups. The FCI is also a key player and is described as an Initiating Patron, having put forward seed funding in 2012 and 2013, and has now become a member.
The whole initiative is based around a new online platform which has just been launched under the web address www.DogWellNet.com which is available but still under development. The website will be used to facilitate information sharing and guidance as well as providing an effective resource for directing action for the improvement of health and welfare in dogs around the globe. The mission of the IPFD project is stated as follows: Facilitate collaboration and sharing of resources to enhance the health, well-being and welfare of pedigree dogs and all dogs world-wide. This is a bold project with complex ambitions.
It would be easy to believe the challenges we are facing in the UK are unique to our society but it is increasingly apparent that we share similar challenges with many countries in Europe and beyond. At a recent workshop meeting held in Dortmund, the work of the IPFD continued to progress. Topics discussed included inherited and conformational conditions, genetic testing, behaviour assessment and motion (movement). A considerable portion of the work at the Kennel Club is directed at improving dog health and welfare and our progress has led to our Kennel Club being in the vanguard of organisations trying to address the challenges of dog breeding and

Dialogue at the IPFD revealed that many countries have similar health and welfare concerns. The rescue situation is much the same across the world as are concerns about the health of pedigree dogs, the rise in popularity of crossbreeds and the influx of dubious quality imports of popular breeds. It was a general view at the meeting that the crossbreed dogs have to be taken into account when discussing matters that affect health and welfare of dogs. It is not surprising therefore to see that the scope of the IPFD mission includes ‘all dogs’.
The past decade has seen the image of our Kennel Club change dramatically in the public and political arenas. We are more often consulted on dog issues than ignored and our voice is increasingly listened to by government, the veterinary profession and the public. The Kennel Club website is enjoying increasing numbers of visitors, with ‘buying a puppy’ being a major driver for those who visit our pages. We are collaborating closely with the dog charities and the veterinary
profession to respond to social questions about dogs and, despite contrary criticism from certain sectors of our own world of dogs, we do consistently promote the benefits of pedigree dog ownership and defend the responsible pedigree dog breeder at every opportunity.
Perceived problems related to dog health and welfare have altered with the realisation that the catalogued inherited diseases are not limited to the registered pedigree dog population. Furthermore illegal imports of puppies, bad breeding practice, poor socialisation and a lack
of public knowledge about dogs
have been established as the main concerns when dealing with issues of dog welfare. At the IPFD meeting in Germany, the question was asked - how can we encourage a new dog owner to become a better consumer when looking to purchase a puppy? If we can persuade the public to be more critical about the type of dog they buy and, furthermore, favour responsible breeding practice when purchasing, then selling dogs by the irresponsible will measurably reduce.
Progress with Genetic ResearchInherited disorders remain an important part of the work for the IPFD. The DogWellNet website will be a significant source of information for anybody interested in genetics and inherited conditions. The Kennel Club has invested significantly in research on inherited conditions in partnership with the Animal Health Trust (AHT) with considerable success and each year the AHT and our Charitable Trust report impressive progress. The IPFD will draw upon this resource to assist in creating the reference resource on the DogWellNet website.
Our latest venture, started some three years ago, will add to this development in the future. I refer to
the support we provided to the AHT in building the Kennel Club Cancer Centre. The support was in the form of an interest free loan of £1.5m for a three year period. Our ambition was to encourage research in molecular science and to seek to identify genetic risk factors in breeds that appear to have a predisposition to specific forms of cancer. The cancer centre has been operational for nearly two years and in January 2015 the AHT fulfilled their contractual responsibility by repaying the loan in full. We surely wish them well with the ongoing work of the centre and the allied genetic research.
Crufts of course……is a wonderful opportunity for promoting the pedigree dog to the public. The curtain will be raised for Crufts 2015 in just a few days. The central platform is the four day breed show, leading to the climax of Best in Show. Nevertheless Crufts is a festival celebrating the dog in all its forms, functions and roles. Although some criticise the event for its glitter and style, it is a unique chance to showcase everything wonderful about dogs.

Secretaries of Registered and Affiliated Societies and Breed Councils are reminded that 2015 Annual Returns must be submitted to the Kennel Club (Canine Activities Department) by 31 July 2015. Please email documents to [email protected] or post and mark your envelope ‘annual returns’.
The items required to complete the Annual Returns are listed in the Kennel Club Year Book 2014/2015, under Regulation C 4.a. Secretaries of Breed Clubs,
Breed Councils, General Canine Societies, Training Clubs and Agricultural/Municipal Societies should note that all items must be forwarded each year, even if there are no changes from the previous year. Any proposed changes to rules must be clearly indicated. In the case of a Breed Club which uses its Breed Council's judges lists, this fact should be clearly notified in a covering letter.
For Breed Clubs and Councils, criteria for inclusion on judges lists must also be submitted. Any proposed amendments to the criteria must be highlighted and approval sought.
Breed health declaration. As part of their Annual Returns, Breed Clubs are required to submit a health declaration.
Breed Clubs are also required to submit the Kennel Club Code of Ethics with any additional clauses as part of the Annual Returns.
The safe receipt of complete Annual Returns will be acknowledged and failure to receive a receipt within 6 weeks should be queried with the Canine Activities Department.
