It was indeed a pleasure to receive a

copy of EDITIO Issue 3, a magazine

brought about by engineers of their

contribution to society in Malaysia and

the culmination of infrastructure

projects into finished products, thereby

contributing to higher standards of living

for the people. The fact that the HSS

Group is all the time on its toes to

continuously “improve and upgrade” is

laudable.

The magazine is slim and presentable

with a number of coloured photographs,

making the articles a pleasure to read.

Without being technical, the articles are

presented in a language easy to

understand and without losing its

essence.

The biographical sketch of Dr. Mahathir

along with the ‘tongue-in-cheek'

comments of “Engineers Guide on a

Date” make for humorous and lighter

reading.

In normal circumstances, topics like

development of roads, bridges,

waterways are a “No, No” to the

common man. However, this magazine

is different, informative and reader

friendly.

It is a pleasure to know that technical

papers and seminars go hand-in-hand

with the HSS annual dinner and dance,

golf tournaments, etc.

HSS. Yes, this is our China anniversary,

thus the china vase on the cover.

Like the stonewall background on the

cover of this issue, HSS was built over

time, stone by stone to what she is

today. Started off by a handful, HSS has

grown, diversified and matured both

professionally and corporately. A

melting pot that mixes all the races

working harmoniously together, HSS

has come a long way in this highly

competitive industry.

'SSH' is 'HSS' spelt backwards. Like a

quiet achiever, the Group has steadily

experienced many invaluable expe-

rience, which helped groomed and laid

the milestones and foundation for more

things to come. In this issue, we are

pleased to share our professional

journey, intimate thoughts and

significant memorable events to thcommemorate our 20 Anniversary.

Personal views from both the founders,

Datuk Kuna and Datuk Shantha, aptly

reflect the growing pains and joys of the

organisation.

Finally, this issue is also dedicated to all

the staff and individuals who helped

shaped the company to what it is today.

I would also like to take this opportunity

President - Justices Of Peace Council,Selangor / Wilayah Persekutuan

Abu Bakar believes in contributing back to society. As a Board Member of “Koperasi Serbaguna Anak-Anak Selangor Berhad” for more than 10 years, Dato' Abu Bakar has successfully used this as a platform to promote his passion to help the less fortunate. Under his Presidency, Dato' has pledged to use the influence of the Council to pool talents and resources to ensure the continuance of the community works as initiated by the council.

A former JKR Director of Selangor, Dato’ Abu Bakar enjoys time off with a game of golf and tending to his orchard in Kuala Kubu Bahru.

Our Chairman, Dato' Ir. Haji Abu Bakar was recently appointed as the

Council President of the Justices of Peace (JP) of Selangor/Wilayah Persekutuan. Appointed JP in 1997 by DYMM Sultan of Selangor, Dato’ Abu Bakar will serve as President for a term of 2 years (2004-2006).

The Council of the Justices of Peace was established to promote inter-communal understanding, cooperation and harmony through the support and activities of charitable organisations and welfare societies. The appointment as a JP is not an award, but a trust that carries with it certain legal powers and responsibilities. For example, a JP not only verifies certified documents, but also acts as a communicator and educator to the underprivileged, besides providing legal aid to the general society.

When I was approached by the

Management way back in 1996 to

take on the role as Chairman of HSSI, I

accepted it with great honour, HSSI

being one of the top three engineering

consultancy companies then.

Upon joining, my conviction and faith in

HSSI in possessing good track records

and reputation in terms of manpower

and high profile involvement in

engineering projects, were strengthen.

Furthermore, I found the people to be

professional whi le the working

environment was friendly. It is to the

company's credit that many of the

employees are long serving staff.

During the downturn in 1997, the

company was adversely affected and

some sacrifices had to be made. In the

process, this affected the overall

structure of the company. It was a

difficult time, but I continued to have faith

in the conviction that the company will

overcome. The perseverance, expertise

and past project experience gradually

saw the company getting back onto its

feet, and major projects came on.

Today, sending a loved one off on a

journey at KLIA or KL Sentral, watching

the LRT as it criss-crosses the landscape,

gives me a sense of satisfaction when I

reflect on the company's contribution

towards society.

I am happy with the move that I made in

1996 and am proud to be a part of the thHSS Group of Companies. In its 20 year

of business, I am confident that the

company will reach greater heights and

be a force to reckon with, providing

better services in the engineering

consultancy industry, locally and

abroad.

With that clear vision, HSS was born.

t was in 1984 that we formally took

shape. However, the idea was mooted

two years before that by some young

eng i nee r s w i t h an amb i t i ou s

entrepreneurial vision.

Coincidentally, 1982 was also the time

when Tun Dr Mahathir Mohamed became

Prime Minister. Fortunately for us, he

began a timely era where phenomenal

infrastructure development was the key

to national growth.

We also realised that as engineers, if

were to compete as entrepreneurs, we

had to think “outside the box”. We had to

look beyond. We had to capitalise on the

existing niche for a vibrant infrastructure

consultancy practice using the new

computer technologies.

nd then, it just

grew tremendously in the 80's and 90's.

We became one of the leading reputable

engineering consultancies in the

country. It was the golden period for

HSS.

It was conceptualised. A

But we did it.

Yes, the financial crisis that took not only

Malaysia but also South Asia by storm.

We were caught too. It was like rowing

the boat upstream. It was tough.

Everyone was going through difficult

times.

We learnt valuable lessons and today we

have built a business that is bigger and

wiser with 1997 as a benchmark of

valuable lessons and business guide-

lines.

One thing that we always had to our

credit was our reflexive responses to

changes and shifts in policies. As a

testimony, we were the first Malaysian

engineering company to obtain the MS

ISO 9001 quality system in 1995.

Moreover, though we started strictly as

an engineering consultancy, we have

moved up the value chain and have

gained considerable experience and

expertise in undertaking jobs related to

the project management, construction

management and facilities manage-

ment. Our strength is also in turnkey

implementation.

With support from our skilled manpower,

with our experience, and with our

competitive strategy, we have been able

to position ourselves as “a one-stop total

engineering services company”.

Right now, we have to be in sync with the

global temper of ultimate market

integration. To survive this we need a

cutting edge technology as the chief

differentiating factor for the product

de l ivery mechan isms v is -à-v is

competition.

The overall market position of HSS in its

new form past the financial crisis, it is

about providing the following services to

the end users:

Master planning and engineering

design

Project and construction

management

Turnkey contract implementation

Facilities management services

With the expected contraction of the

construction industry, HSS's vision would

be to venture further into the

international markets. This will not be

new to us, as we have already worked in

several countries worldwide.

Presently we are working very closely in

India, and the challenge in the near

future will be to emulate the Malaysian

success in India and the Middle East.

Finally as always, nothing is possible

without the dedication and loyalty of the

staff and the continuous support of the

challenges of a globalised marketplace.

This transformation will require us to

forecast and predict the emerging trends

in design management, project delivery,

construction planning and project

financing. To meet these challenges, we

need to train our people to think “outside

the box” as creativity and innovation will

emerge as key elements that will drive

the vision of the group. As Malaysia is

seen as a developed market for design

services, our role in the future will be in

providing high-end value added services

to organisations in bundling their

engineering services into a total facilities

management concept. Public private

partnership (PPP) and private finance

initiative (PFI) will also become

mainstream policy by Government in the

near future.

Our common shared responsibility is to

our future generations and we must fulfill

our dream of a better world. We have a

duty to humanity and our daily actions

must be based on compassion, humility,

enlightenment and humour.

engineers from good universities to join

the organisation. Our strategy of

promoting multiracialism, transparency

and openness has provided staff the

opportunity to interact freely with the

management and this is apparent with

the various social and recreational

My role in the firm has largely been in

business development and client

management. Our success is also due to

the tremendous support from many

organisations that provide us with the

assignments and projects that creates

the revenue to pay our salaries to our

dedicated staff. Managing this process is

essential as a company's success is

dependant on providing the client with

the highest level of service which then

translates to repeated business.

After my return from the United

Kingdom in 1979 and my training

with local engineering firms, Kuna and I

decided to form a company to fulfill our

commitment to our political and social

views of creating an environment for

people to excel in engineering as well as

in contributing positively to community,

society and humanity. With this vision in

mind, this journey has taken us 20

years.

The firm has grown from its humble

beginnings in 1984 and through the 90's

when we had almost a thousand people.

With the Asian financial crisis, cutbacks

and associated problems behind us, we

are now a tightly managed organisation

with the necessary skills and core

competency in managing large

infrastructure projects, both in Malaysia

and abroad. Our key strength has been

Dato' Ir. C.S. Maniam, a.k.a. “Uncle

Maniam” or “Botak Maniam” to his

peers and close associates, is like a father

to everyone in HSS. As our Senior

Consultant, Uncle Maniam has journeyed

with the Group, from witnessing her

birth, to “roller-coastering” through the

highs and lows of the economy and

helping the Group grow and mature to

what she is today.

From the very beginning, Uncle Maniam

has always stuck true to the company. He

believed in the full potential and destiny

of HSS, under the leadership of the

“dynamic duo” - Datuk Shantha Kumar

and Datuk Kuna Sittampalam. His insight

could not have been better, as shown by

the track record of the Group, to date.

A stoic man by nature, with more than 50

years in the civil engineering field, Uncle

Maniam has been a staunch believer of

always giving one's best in every

endeavour, such as taking calculated

risks while possessing an embedded

belief in spiritual help.

When asked about his views on how the

expectations of engineering and the

profession have evolved over the past

twenty years, Uncle Maniam explained

that technology has played a huge part in

the vast improvement and advancement

to the industry and profession. For

instance, all design calculations and

drawings were done manually in the

past. Today, we have computer-aided

equipment and information technology

to ensure speed and accuracy thus

improving efficiency and productivity. In

order for a company to attain greater

heights, Uncle Maniam personally

believes that every organisation must

have an objective and each staff has to

understand and contribute towards that

objective.

Tthhe 20 Anniversary of HSS this year

thalso signifies the 10 anniversary of

my service with the Company. Although I

am only with them on the second decade

of their formation, the experience is no

less challenging and fulfilling. When I

become part of the HSS family in 1994,

they were already a major player in the

local Engineering Consultancy market

place. Since then, HSS has broken

through in the fields of project

management, turnkey construction as

well as in facilities management. HSS has

also since become a significant and

recognised player in these fields in the

region. I am really proud to a part of all

these achievements of HSS.

The visions of the founding partners of

the firm is the biggest motivation to bring

out the best of those who work with HSS,

be it the staff of HSS, our valued Clients

as well as our Partners, Associates, Sub-

consultants etc. The firm also excels in its

ability to continually reinvent itself to

meet growing challenges and the ever-

changing market place to remain par

excellence in the industry.

I would like to take this opportunity on thour 20 Anniversary celebrations and on

behalf all our Directors, Staff and

Drainage Masterplan Study for

SIMPANG RENGGAM TOWNHSS was awarded another project recently to carry out the

Masterplan Study on Drainage at Simpang Renggam

Township by Jabatan Pengairan dan Saliran Negeri Johor.

HSS will formulate the Drainage Masterplan Study for

Simpang Renggam, which includes the identification of

existing drainage problems and to provide planning

information and drainage strategies for the whole

development, across a span of nine months beginning 1

May 2004.

In 1995, HSS initiated her first in-house bulletin, aptly known as 'HSS Insight'. An eight-page bulletin, published quarterly, HSS Insight was a very effective tool in sharing information on the deve-lopments of HSS Integrated to all staff and clients. Unfortunately, due to a slow down in the economy, the publication of 'HSS Insight' finally came to a halt in 1998.

Years passed, and in 2003, this tradition was revived by the Management. Under a new editorial committee, the HSS in-house bulletin was given a new makeover and name to signify a new era for HSS Group.

Entitled 'EDITIO', which means 'announcement' in Latin, this 16-page bi-annual bulletin published, lives true to

It's amazing how time flies. Just not too long ago, in fact, it

seemed like just a few months ago, that I joined HSS Group!

Yet, it has been two years ago on this day. Since joining this

organisation, I've been extremely curious about the past and

the journey she had embarked on, to arrive at where she is

today. It seemed timely, if not fated, that I take this opportunity

to do a bit of research; rummaging through the archives,

interviewing long serving staff and faithful clients.

Hmm…what better time than this current issue that my Editio

team decides to blow the whistle on HSS! Oh, yes!! HSS is 20

years old!

Seriously, to blow 20 candles is no easy feat. The journey of

HSS too, has its joys and toils. Datuk Kuna aptly viewed this in

his write-up. Amidst the many trials and tribulations, HSS was

fortunate to have started her journey in tandem with the vision

of the then Prime Minister, who drove the engine of

development for Malaysia's national growth.

We would like to share our journey with you thus far. Setting it

against the backdrop of our Malaysian historical key events,

our 20 years of memorable key events are humbly revealed...

unearthing our metamorphosis to date.

1984… The birthHSS was established in Damansara Jaya with less than 20 staff. It was known as HSS Consult then.

On this year, Labuan was made Labuan Federal Territory and University Hospital created history by successfully treating 3 heart patients without surgery.

1985… The first breakHSS was appointed to provide the highway design and bridge structural designs for Ampang Pecah to Bukit Rasah Road (costing RM7 million).

Meanwhile, the first Proton Saga (national car) rolled out of the assembly line in Shah Alam, Selangor.

1988… Expansionary faceliftHSS Consult was renamed HSS Integrated Sdn Bhd (HSSI). Headcount grew, occupying 4 floors of the 2 shoplots in Damansara Utama. On this year, Malaysia launched the second earth satellite station.

1990… Projects, Sports and RecreationHSS was involved in the upgrading and improvement works in Phase II of Kuala Lumpur to Seremban Expressway, from Bangi South Interchange to Seremban South Interchange.

The staff welfare of HSSI has always reigned high on the agenda to ensure that all the members get the best out of life (you know… all work and no play, etc, etc…). The Sports and Recreation Club was officially formed and registered with DBKL.

On this year, Malaysia played host for the first G15 meeting.

1991… “Vision 2020”While the nation launched the “Vision 2020” - a 30-year plan towards achievement of a “Developed Nation” status, HSSI landed on her first port project, The Port Klang Westport Development Project. HSSI was responsible for the overall engineering master plan, project feasibility and privatisation concept for the next Phase 2 of the port. The vision for the development of this port is still very much on-going till this day.

1998… Malaysia hosted the XVI Commonwealth

GamesJust as Malaysia was breaking into new boundaries, HSS was developing headways into the Indian sub-continents. This led to the setting up of Feedback HSS Integrated Pte. Ltd. with our Indian partners to tap into the growing opportunities in the engineering and infrastructure industries.

1993…First Mega Airport ProjectThe RM9 billion Kuala Lumpur International Airport was taking shape. HSSI was majorly involved in the masterplan and overall preliminary engineering of the development of the entire airport. Services included detailed design and supervision for bulk earthworks and draiange.

On this year, the electricity utility board was privatised to be known as Tenaga National Berhad.

1994… The highway arteryThe Malaysian North South Expressway was completed ahead of schedule.

Meanwhile, HSSI landed her first international highway project in India, namely - The Privatisation of the Nellore By-Pass. HSSI provided the preliminary engineering designs, site investigations, traffic and toll applications studies.

1995… Paving the wayHSSI was the first Malaysian engineering consultancy firm to be accredited with MS ISO 9001:1994 Quality Management Systems.

The PM of Malaysia was the world's first Head of Government to go 'LIVE' on the Internet.

1996… Conquering new heightsThe formation of CMR Project Management Sdn Bhd. HSS signed a JV agreement with Consolidated Management Resources Pty. Ltd. of Australia, specialising in project management to tap on the increasing demand for major infrastructure project management services.

Malaysians conquered Mount Everest for the first time, thus marking the birth for our many more “Malaysia Boleh” records.

1997… Breaking new groundThe services of HSS expanded overseas to Philippines and South Africa. Two companies, namely Edcop and Inala were formed respectively, to tap into the water resources and engineering consultancy services opportunities.

KLCC situated in the current world's tallest building, The Petronas Twin Towers, was opened. (Yes, “Malaysia Boleh”). HSS was responsible for the design of the Ramlee Car Ramps and the connecting tunnel at KLCC.

1992… Malaysia wins the Thomas CupIn this same year, HSS was paid a visit by the Uzbekistan Ministry Delegation.

2000… The new millenniumHSS was appointed to carry out a feasibility study of Penang Second Crossing Bridge to determine the technical and economic viability of providing a second cross-channel crossing for Penang Island.

I spent my industrial training with HSS

for 7 months. I came back to HSS to

gain more experience and for the

fondness of my colleagues.

I like that each project has its own

problems and challenges, plus I enjoy

being able to work with different

clients.

I used to design roads manually but

now the time taken is shorter with the

use of MOSS and ACAD software.

Not for me to judge!

My friend recommended HSS to me

then saying that it was a developing

Malaysian engineering consultancy

company with good prospects. There

were chances for a better life with

better benefits from HSS.

I like the responsibility of despatching

documents. I do it happily.

It was once a small company but we

have gained so many projects since.

The company is growing and there is so

much more work to do. I feel happy for

the company because it is fast

becoming recognised.

I was happy to contribute to the 3A/3B

Batu Tiga Highway Site Project. It was a

good working environment, plus I was

happy to learn about activities at the

site.

HSS is a good company with good

bosses. Do your job well and the

company will take care of you.

I was looking through the newspapers

and saw the advertisement from HSS. I

thought it would be a new experience

joining an engineering firm.

I enjoy my work and I constantly look

forward to new experience that comes

with it.

There were less staff in the early years

but in a way, the working environment

was better and the staff, closer. Now

that we have grown so big, I miss the

closeness that colleagues used to

share.

I was happy serving as the Secretary

of the HSS Sports and Recreation Club

in the early years. We were very

involved in organising events.

To work hard and to work smart!

Started in the year 1990, the Sports Club at HSS has been organising

sporting events and social functions for staff members. Known then as 'Kelab Sukan dan Rekreasi HSS Integrated, Petaling Jaya', the club was renamed in 2002 to 'HSS Sports and Recreation Club'.

Elections are held every two years to select a new Board of Committee Members. Past presidents were:

The Sports Club activities are aimed at breaking the ice to build friendships while promoting teamwork and 'sportsmen/women-ship'. Through the years, the sports club has expanded and varied their activities to enable wider choices for the members. Needless to say, events such as the treasure hunt, badminton, pool and snooker are always a favourite.

Armed with two other bowling teams,

HSS went in for the kill! (…or so we

hoped!) Amidst falling pins becoming

music to the ears, HSS came in an overall th28 place! It was a good effort put in by

participants and all in the name of good

fun!

Asimple gesture of fellowship to commemorate “International

Secretaries Day”, saw the gathering of 20 HSS secretaries at an informal lunch on 23rd April 2004.

Hosted by Madam Susila (HR & Admin Manager), the event was spiced up with excellent home-cooked dishes and interactive mind-challenging games (to bring out “the kid” in all of us).

Teamwork abounded when word games such as “Being Interrupted” (a game that requires a combination of good vocabulary, creative thinking and great charade skills) were played. Besides the great laughter and sideline promptings, the spirit of teamwork, networking and sharing reigned supreme throughout the day.

Assurance Manager, led a dialogue

session on 14 May 2004 to gather

feedback from staff on the Customer

Satisfaction Survey Report 2004. Almost

70 staff from the technical and non-

technical departments attended the

session. The response from the floor was

encouraging. There was a healthy

exchange of comments and opinions,

and the concerns raised were duly

noted.

It is through such interactive forums that

will help overcome weaknesses such as

difficulties faced by staff and to address

any dissatisfaction from clients. The

session closed with a note of thanks to

management and staff for their

participation and feedback.

companies, HSS joined in the fun and

Mr. Ramu Andy is one who is well

known to many within HSS as well

as outside of HSS. Mr. Ramu, General

Manager (Infrastructure Division)

joined HSS in 1994 and after 10 long

years, he has finally decided to give

himself a long awaited, well-deserved

break!

“I will definitely remember working in

such a happy environment, it is like a

family. Moreover, appreciation for work

done at HSS gives out a happy feeling.

This makes us want to contribute further

towards the company”, he said.

Mr. Ramu started his career in 1965

working for the Drainage and Irrigation

Department (DID) of Malaysia. In his

time with DID, he grew familiar with

places such as Teluk Intan, Sitiawan and

Kuala Kangsar; carrying out engineering

duties while forming strong friendships

along the way.

Mr. Ramu has made his mark in the

infrastructure field and in the hearts of

many. HSS wishes you a Happy

Retirement and may you finally be able to

“sit back and smell the roses” - you will be

missed!

Wednesday, 4 February 2004, was a

bright and cheerful day. At the

auspicious time of 2.30pm, and in

accordance with the Feng Shui practice

of welcoming the Chinese New Year, the

Management and staff of HSS

enthusiastically watched two “lions”

prance into the office premises, joining

in the fun to usher in good fortune,

prosperity and vitality into Wisma HSS.

There was an air of festivity, excitement

and gaiety with many staff dressed in

lucky red for the day. Tables were seen

adorned with an orange or two

accompanied by little red packets, ready

to be blessed by the lions. Some little red

packets were even seen on ceilings!

As the lions moved around the office

floor by floor, they left sprinkles of orange

skin and the fresh smell of mandarins in

the air.

To the sounds of cymbals, gongs and

drums, and with the full rays of the

afternoon sun streaming into the

reception area, the 18-man Lion Dance

troupe from the Chang Choy Wong's

Physical Training Institute danced and

pranced around the offering tray, and

demonstrated their skills to the delight of

the crowd present.

It was a fitting end to the performance

when Dato' C. S. Maniam received the

tray of offerings of peeled mandarin

oranges, pomelo and lettuce leaves from

the lions, symbolising the blessing of

good fortune in the year ahead.

It is so simple if you knew the history. They are simply the initials of

the three original pioneers of the company. asbuddin, hantha

Kumar and Kuna ittampalam.

HSS was the first Malaysian engineering firm to be ISO certified! The

year was 1995. Since then in 2003, HSS was updated and upgraded

to ISO 9001:2000.

HSS was among the first engineering consulting firms in Malaysia to

officially use the convenience of power point for all official projects

and proposal presentations to her clients. That was 1996. Since

then, presentations have gone extremely sophisticated, thanks to

creativity and technology.

Ever first in investing in technology, HSS was one of the first few

consultants in Malaysia to use the AUTOCAD Version 2.18 for all

draughting work, escalating production and productivity. That was in

1980’s. Since then, we have upgraded to Version 2004.
