FLOWERDALE COMMUNITY HOUSE & ALL AT THE FLOWERDALE FLYERwould like to extend a great big thankyou to the two Communitymembers who have just recently stepped down from the FlowerdaleHouse Committee of Management, for their years of tireless dedicationand dutiful service.

Brenda Beckett was our Secretary and Vicky Parry our Treasurer. BothBrenda and Vicky were two of our foundling members, along with

a handful of caring people approximately six years ago- saw a desperateneed in the Community to create a place where people could meet, share experiences and ideas and start up self help groups, the purposebeing to draw people out of their houses and become active members intheir community. I'm sure it wasn't an easy decision to make, stepping down from our committee, lovingtheir community as they do, but there comes a moment in one's life when one feels it is time to move on tonew goals and accept other challenges. We're sure whatever they decide to do in the future, they will attackit with the same passion they've always shown. Well done! and good luck from all of us we hope you findhappiness and satisfaction in your new endeavours.

A very special thankyou goes to Brenda for starting up our very first Community Paper, The FlowerdaleFlyer. This paper is instrumental in uniting our community, and it gives our town a sense of pride in itself.

It also enables Shire and Government both local and federal to inform the people of their plans and visionsfor the future of Flowerdale. Locals can use this paper to inform eachother whether it be by advertising, letters to the editor -any news at allfor the benefit of all.

Brenda published a Flyer every day straight after the devastation ofBlack Saturday to keep everyone in town- in the know- stating whenand where group meetings were held - what aid was available etc... Itwas a life-line. Flowerdale was the only town after the fires that hadthis daily information at hand, it was invaluable.

Thankyou Brenda we will all be forever grateful for your compassion

    and dedication.

On the 17th May 2009, Flowerdale held their Memorial Service. We were all given a badgewith a burnt out tree on it, this was the first time we had seen this logo. The tree became

symbolic and the love that Flowerdalians have for it has been so deep that 80 people havehad this image tattooed onto their body.Because of this connection with the community my project idea is to replicate the treeusing each community members hand castings. The hands will be cast in a clear crystaland placed on a large light box to form an artistic tree showing the unity and bond of ourtown.

I believe that this project will be incredibly symbolic to the community representing what we have been through, where we are going and how we are going to get there. The tree that was strong and alive became a hollowshell which is symbolic of our town after the fires. Ourtown was empty, just a memory of what it had oncebeen. Then groups of people (the branches) looking

and working towards a better brighter future haveattached themselves to this shell. The hand castings are wonderfully symbolic of eachperson from the community; as each hand is differentand unique so is each person that it belongs to. Eachhas a different aspect, different talents and ideas tooffer, yet each is attached to a branch and then to themain bodyThis is true of the direction in which our community idheading after the fires. We are taking the empty hollowtown and attaching groups of people embracing their

individuality and uniqueness, joining them together tomake something that is beautiful and full of light. The local presentation for the project will be

    Saturday November 20th

more details to comeAnd will be on display at federation square for a week in 2011

    WOMENS CHAINSAW COURSE GRADUATION

The first four classes of the Flowerdale Women's Chainsaw Course (TheFlowerdale Timberware Party) graduated on Saturday 7th. Only nine of the14 graduates could attend, mostly for family reasons, but a good time washad by all, with each of the women receiving a certificate of attainment forthe elements they had successfully demonstrated. The course is based on theCertificate II in Horticulture module "Use and Maintain Chainsaw", and alsothe course required by the CFA for chainsaw use.

I would like to both congratulate the women who attended, for their successand the obvious interest and care they demonstrated, and thank them forbeing such a great class. Their keenness and enthusiasm made my role astrainer both easy and fun. I'd also like to thank both Flowerdale CFA and theCERES Farm and Training Team, for the loan of safety gear and saws.

Without their equipment the task would have been far harder and trickier. The course was auspiced by FlowerdaleCommunity House, and I'd like to thank Odette for managing the arrangementsand looking after the paperwork. The course couldn't have been held withoutJohn and Anna, who graciously allowed the use of their shed and grounds, sothat we had a comfortable and safe environment to work and study in. As witheverything we achieve in Flowerdale, we had to have a celebration, and Annieand Odette get koala stars for the lunch they provided.

There are still many women who are expressing interest in doing the course, and, as soon as the Flowerdale Community House can organise some sets of

chainsaw chaps and safety helmets, we will be advertising another set ofcourses, probably in September/October. We are also investigating the possibilityof offering a men's course, and one for teenagers.

    Peter Auty.

I was appalled to read Cr Sally Abbott-Smithsarticle on Road Reserve Management as itappears once again, native fauna and flora takeprecedence over human life. She states connecting corridors of nativevegetation along these roadways provide vital

pathways. What about vital pathways for humansin times of fire? Roadside vegetation needs to beat a minimum under our trees. If you were hereon February 7th 2009 like myself and myhusband fighting for our house and life you wouldhave seen the roadside erupt into flame bringingdown trees blocking peoples only way out.In Article 7:6, Roadside Clearing, page 305,Volume 2, Part 2 of the Victorian Bushfires RoyalCommission Final Report they state, Protectionof human life is considered the highest priority,

although the commission is also mindful of theimportance of environment protection.Lets hope the Murrindindi Shire in their RoadsideReserve Management Plan put human life first. That they take note of the Royal Commissionsrecommendations and they use somecommonsense something which seems to belacking.

Flowerdale Primary School(WHERE EVERY DAY IS OPEN DAY)

The long wet winter slowly slides into spring, building works, mud and soggy ovals have restricted theareas where our children are able to play. The kids have been very patient and understanding about

this, for they can see the new building taking shape every day, and know that before too long they willbe able to reclaim their play areas. Lots of great changes and innovations in the garden are beingplanned by our very enthusiastic Garden Gnome parents who are a tireless creative force here atFlowerdale.

We congratulate the large number of children who won a prize in the recent annual Children AsAuthors competition. 292 children entered the competition. Flowerdale School did so very well gaining15 out of the 60 prizes being awarded. Thats almost half of our children distinguishing themselves inliteracy and bagging one quarter of the prizes. We are so very proud of them all. Well done to:

Cheyenne Hanson What About A Jelly Fish? Each winner receives a book prize or voucher. On behalf of all the children who entered the 2010competition, we extend a huge thank you to Kwikkat Books who have supported Children As Authorsfor many years and who donate a large number of the prizes.

Our student teachers, Anne and Andrew leave us at the end of August after being with us for themonth, and we wish them lots of luck and happiness in the future.

We send our Get Well wishes to Alison McDonaldwho has had some snazzy new hips put in toreplace the old ones and help her get around. Weare sure that shell be leading the cross-countryand joining the basketball team by next year.

Lots of excitement is in the air with Hoof OverHills on the way in October, and the childrenpreparing for camps shortly afterwards. TheGrade 5/6 children will be going by boat to Tassie

for a week the subject of great anticipation inthe big room.

We hope everyone has a great month.

We continue to celebrate the new at Flowerdale brigade. Congratulations to Luke, Di, Mark and Chris whopassed their minimum skills training with flying (fire-engine-red) colours in June. All new firefighters receivethis training in how to operate pumps and use hoses, as well as in keeping ourselves and our fellow crew safeduring an emergency event like a fire. Welcome also to Cathy, who has been a firefighter in other brigadesand brings her experience to Flowerdale brigade.

You might have also seen a new red fire tanker making training runs along local roads. The new Flowerdaletanker arrived in July. Because all crew members ride inside the front cab of this tanker, we are betterprotected than on the old tanker, where some of the crew had to ride on the back. The new tankers pumpsand hoses are much easier to use, too. Brigade members are in the process of gaining accreditation tooperate the new tanker.

Flowerdale brigade turned out to two events within the last month. At around 6 pm on 24 June a caravan onSilver Creek Road caught fire. The fire was put out very quickly and thankfully nobody was injured.

At around 5 pm on 10 July a large tree came down over the Yea-Whittlesea Road at Kinglake West. Thebrigade worked with the SES to clear the tree from the road, and directed traffic.

    Keep safe,Kate Hawkins, Flowerdale CFA

STUDENTS INVITED TO ENTER PREMIERS SPIRIT OF ANZAC PRIZE

YEAR 9 and 10 students are being encouraged to enter the 2010-11 Premiers Spirit of ANZAC Prize.

The Member for Seymour, Ben Hardman, said the annual prize was established to inspire young Victorians to explore howthe values embodied by our ANZACs courage, mateship, sacrifice and resilience - continue to define our national identity.

The Brumby Government is committed to honouring our veterans community to ensure their legacy will always be remem-bered, he said.

The Spirit of ANZAC Prize encourages young people to learn more about our war time history and promotes the values ofthe ANZAC tradition.

Students are asked to reflect on what the spirit of ANZAC means and how it continues to be demonstrated today.

"By considering the spirit of ANZAC, students will gain a profound understanding of the courage, mateship and sacrificethat motivated our veterans.

Reflecting on the way the spirit of ANZAC continues to resonate will ensure the legacy of our veterans is never forgotten.

The Premiers Spirit of ANZAC Prize provides ten students with a two -week study tour to sites of historical importancearound Europe and Asia.

During the 2009/10 tour, students visited the Thai-Burma Railway and the Western Front in France.

Students can enter research essays, artworks, musical compositions or audio, video or web-based presentations.

For applications visit the Spirit of ANZAC website at www.veterans.vic.gov.auor phone 9208 3228.

9 August 2010Since the release of the Royal Commission Reportinto the 2009 fires there has been a series of formaland informal meetings between the Premier, Ministersand officials with selected community members andpublic meetings to gain community views of the Com-missions recommendations.

There has been no meeting between Councillors andthe government but I was present when the Premierand selected Ministers spoke to representatives of lo-cal government at a briefing of the Municipal Associa-tion of Victoria.

We have no influence on the style of consultation ormeeting locations though Council has been repre-sented at all the meetings held locally that we wereaware of. The consultation process is the State Gov-ernments and we have no control over it.

Council will be looking at all the recommendations andforming our own positions; however the Municipal As-sociation of Victoria will be consolidating the responsefrom local government from an industry point of view.

The key areas affecting local government are:

    Victorias Bushfire Safety Policy

    Electricity caused fires

Planning, Building, Land and Fuel Management

Organisation structuresLocal Government funding and resources

I believe that following the review of the Royal Com-missions findings, the community should have an out-come that should satisfy most people.

Council has placed its budget out for comment andcopies of the draft budget are available at all counciloffices, Eildon Resource Centre and Marysville Re-building Advisory Centre (RAC). The 2010/2011 DraftBudget is also available in the Public Comment sec-tion at www.murrindindi.vic.gov.au .

Written submissions are to be received before 5pmThursday 9 September 2010.

I advise members of the community to study thebudget document which is becoming easier to read

each year and also to ask questions and place anyappropriate comments in writing for consideration ofCouncil before a final decision is made about thebudget.

    Mayors CommentPeter Beales

    20th August 2010

Murrindindi Shire Council continues to work closelywith its communities as we meet our reconstructionand recovery program commitments following the2009 bushfires.

As a Council we are aware the reconstruction phasecontinues to take longer than we, and everybody elseimpacted, would have liked.

The recovery process is also providing challenges ona scale not seen in rural and small communities. Thehealth and wellbeing of our residents is very importantto us.

We are listening to our communities and we share thepain and aguish of those people who want services inan instant. We are making all efforts to improve thesituation, but it takes time, people and funding.

One area that we have urgently addressed is that ofyouth services. It is a mighty challenge. We haveyoung people across our shire who have been im-pacted by the 2009 fires in many ways. Some havebeen directly impacted, while others have been indi-rectly affected because of personal relationships withfriends and family of those who suffered so terribly in2009.

As a Council we have been concerned at the lack of afulltime youth worker in Kinglake and we have beendoing our utmost to rectify that situation. We continueto be a strong advocate for such service provision andhave been working with the Office for Youth in ad-dressing this issue.

Council has also worked closely with Kinglake youth, volunteer youth workers, Kinglake CRC, Kildonan,Family Care and Salvation Army to listen, plan andaddress the needs of the young people in Kinglake, and to provide support to the volunteer youth workers.

This has resulted in Kildonan, which provides a raft ofservices including counselling, supporting a fulltimecontracted youth worker which will be funded by theMurrindindi Shire Youth Bushfire Response Giftthrough the Victorian Bushfire Appeal Fund. We arecurrently lobbying for funding to secure a longer termprovision of these services.

Council also employs two youth workers on temporaryarrangements and they have been working tirelessly toidentify service gaps and to deliver a range of youth-

related events and programs. I think our youth websitewww.youthmurrindindi.comis testament to our com-mitment to bring our youth together and provide a fo-rum that is engaging.

    Mayors Comment cont...

Council has also received plenty of criticism regardingthe new Bushfire Attack Level (BAL) assessments.Understandably there is some confusion as to Coun-cils role and the introduction of these new require-ments.

The BAL was introduced by the State Government inresponse to the 2009 fires and we have a statutoryobligation to see that the criteria is met on all newproperties across our Shire. In fact it is a standardstate-wide regulation.

While Councils building department has been assist-ing many people in their rebuilding efforts, includingarchitects and registered builders with their independ-ent BAL assessments, it is ultimately Councils respon-sibility to determine what level applies.

In many instances the Building Department has re-vised BAL assessments to a lower category due tothe significant tree removal that has occurred since thefires.

There has been much comment on the imposts thishas caused financially for a number of people wantingto rebuild. We are sympathetic that there is muchadded cost, but the response has been brought in anattempt to better protect human life..

There are a range of treatments being explored tobetter protect our towns and respond toneighbourhood safety. Some areas within theMurrindindi Shire will be more challenging than others, however it will be important to address this issue andcommunicate it well

As a Council we have endured much criticism in termsof this new regulations introduced by the state in

relation to the rebuilding process. The rebuilding ofhomes equates to the rebuilding of lives, andeverything we can do to assist and facilitate this withinCouncil remains a high priority.

Some of the criticism has been warranted, and inthose cases we have made efforts to make immediatechanges to our practices or service delivery. In somecases we cannot make change because of statutoryregulations. On other occasions, while Council hasborne the brunt of attacks we are of the realization thatpeople are still hurting and frustrated. As a Council wetoo would like to return to normal.

And while we remain subject to criticism on a range offronts, can I say my colleagues and administrationcontinue to give their all to lift confidence, expedite therecovery and support communities. We are all in this together. There is no quick fix. While views may vary, by working together as acommunity, we will see results.

    30th August 2010

During the week I had the pleasure to attend the opening of the Kinglake Ranges Rebuilding Advisory Centre

which was officially opened by Victorian Minister for the Environment, Gavin Jennings. The building is fully

operational with Council, government and community services being offered there.

The night before, the Centre was transformed into a venue for a welcome reception for teachers and students

from the International School in Kabul, Afghanistan who are on a writing/cultural exchange with students from

Diamond Valley College. Both schools students have exchanged experiences about life in Afghanistan and of

the February 2009 fires. Some of the writing has been documented in the book, A Thousand Pencils which is

being discussed at the Melbourne Writers Festival. The relationship between the two schools will only growover time.

I was also pleased to be at the opening of the Limestone Fire Station with Minister Bob Cameron. The event

also included the presentation of service awards. The new facility will be used as a community hub as well as

a fire station and is a credit to all those who have worked so hard to achieve this result.

Council also had two meetings at Alexandra during the last week, one to deal with submissions to the first year

review of the Council Plan and also the Strategic Resource Plan as well as a normal Council meeting which

was held at Yea. At the latter meeting, Council authorised the Chief Executive Officer to sign contracts for the

rebuild of the Marysville Retirement Village and awarded the contract for the building of Bollygum Park inKinglake. Council also approved the issue of a permit for the construction of a 22 unit development in Falls

    Road, Marysville.

These projects show the commitment of Council and individuals to continue to rebuild our communities.

    Councillor Comment

5th August 2010Cr Kevin Bellingham, Cathedral WardAt a special meeting of council on Wednesday 4 August Council resolved to put on display the Councils 2010 -2011 Draft Budget.

An amount of $12,189,913 has been declared as the amount Council intends to raise from the General Rate,Municipal Charge and annual service charges.

While the council rate increase will be 6 per cent it will be important for ratepayers to note that it will not be auniformed increase because of the revaluation of properties which has occurred this year.

The percentage increase is better understood as alternatively 0.2904 cents in the dollar of the Capital ImprovedValue (CIV). The CIV is the amount your property has been valued by the council for rate purposes.

Additionally, to the rate charge there are three other costs which will be added:Municipal Charge - $230.00

This is a charge declared for the purpose of covering some of the administrative costs to council.Service Rate Charge - $256.00

This charge covers the garbage service including the supply of one 120 litre mobile garbage bin.

Recycling Services - $67.00This charge covers the supply of a 240 litre recycling bin and collection of your recycling items.

Our community continues to recover from the devastation of the February 2009 bushfire and recovery, rebuild-ing and community development is still our main focus.

The current cost of bushfire restoration is estimated to be $114 million with estimated compensation of $109 mil-lion which leaves a long term cost to council of $5 million.Capital Expenditure for 2010-2011 is $17.81 million which will provide:

$9.43 million for renewal investment community centres, retirement village, transfer stations, caravanparks and swimming pools

$3.63 million for upgrade works saleyards development, public conveniences, drainage$4.73 million for new assets buildings, community projects, park upgrades, drainage, plant and equipment

Council will borrow $900,000 in 2010-2011 with a further $500,000 per year for the life of the Strategic ResourcePlan so as to fund long term assets. The proposed borrowings include $400,000 to fund the construction of theroof on the Yea Saleyards, which will be repaid from future saleyard earnings.

The Budget is a responsible budget in consideration of the tasks ahead in future years, the rate of rebuild, therevenue base and the councils ability to maintain the level of services in the long term.

I would like to thank my fellow councillors, staff and department managers, particularly the corporate servicesdepartment for the commitment made by all to deliver this 2010-2011 Draft Budget.

We welcome feedback on the Draft Budget and it is now open for public comment. Written submissions can bemade via email to [email protected] or posted to Murrindindi Shire Council, PO Box 138, Alexandra,3714. Submissions will be accepted until 5pm Thursday 9 September 2010

BUILDING COMMUNITIES THROUGH THE RECOVERY FUND

Special funding is available that will assist communities across Murrindindi Shire in regenerating communityspaces, preserving history or supporting recovery activities.

Murrindindi Shire Council will administer the Community Recovery Fund that encourages participation on ashire-wide basis and encourages projects between $1000 and $25,000.

Murrindindi Shire Mayor Peter Beales said through the support of the shires Community Recovery Committees,Council would endorse projects that would bring a sense of ownership and participation to communities.

I would encourage community groups who have a great project proposal that could support youth, recordbushfire history within communities or have an idea to improve community information access and flow to con-sider applying as this is a competitive process, Cr Beales said.

Council will work closely with Community Recovery Committees in assessing the applications for considera-tion.

We want to work with groups in supporting their ideas, but we do have a limited amount of funding available.

As we continue the recovery process, it is important to recognise that communities outside the main fire-affected regions did play a significant role in supporting those who were devastated in the February 2009 fires.

This includes towns like Eildon, Alexandra and Yea as they played a vital role in the immediate response andon-going recovery of our communities.

Funding guidelines and application forms are available at www.murrindindi.vic.gov.auand at Councils Alexan-dra, Yea and Kinglake offices.

Applications are now open and will be determined on a monthly basis, submissions will be accepted up untilNovember 30, 2010.

The Community Recovery Fund is supported by the Australian Government and the Department of Planningand Community Development.

Murrindindi Shire Council is seeking interested youngpeople aged 12-25 years who live, work or studywithin the shire to participate in the Shape YourFuture Youth Grants assessment panel.

To have young people guide decision making on howthe Murrindindi Shire Councils youth development

From the hobby farmer through to majorlandholders, this service supports best practiceprinciples in making smart disposal choices foragricultural and vet chemicals. It is about reducing

PLAN PUTS COUNCIL ON PATH TO MEETING COMMUNITY NEEDS

Murrindindi Shire Council has endorsed the first year review of its Council and Strategic Resource Plan.

Mayor Peter Beales said the Plan would continue to guide the Council on strategic projects, initiatives and financial man-agement through to 2013.

Our attention now turns to meeting the year two objectives of our Plan, in particular the transition phase from bushfirerecovery to across-shire operations, Cr Beales said.

We have set some challenging targets, but we have every confidence that we will continue to see positive changesacross the shire that will instill a strong belief that this is a great place to live, work, invest and visit.

Our 2009-13 Plan is wide-ranging and includes activities such as the development of the Murrindindi 2030 Community

Plan, grooming our up and coming young leaders through our youth services program, lobbying for funding to keep onimproving our recreational facilities and developing a range of programs to support our business and tourism operators.

Cr Beales said the Council was now looking to finalise its 2010/11 budget and continuing to work on a comprehensivecommunity response with the handing down of the Royal Commission report into the 2009 bushfires.

One of the key activities in this work around budgets, strategic planning and financial management has been our opendialogue with our community and taking on board their comments and thoughts, Cr Beales said.

We have many demands to meet because of the make-up of our communities. As a result we are striving to achieve thebest outcome at all times for the shire as a whole.

    Sleepour bodys recharge cycle

Early to bed and early to rise keeps a man healthy, wealthy and wise. Late to bed andearly to rise gives a man bags under his eyes! Sleep is the bodys way of recharging and repairing itself but modern sleephabits are sabotaging this lifesaving process.

Sleep is as important for the human body as food and oxygen. Deprive yourself of a full nights sleep for long enough andyou will soon see the effects.

There are several reasons people do not get enough sleep and these include shift work, sleep disorders, poor sleep envi-ronments (noisy, too hot or cold, snoring bedmates) and medications that disrupt sleep. However it seems that on top of allthose legitimate reasons we are our own worst enemy when it comes to getting a good night sleep.

Busy social lives, late night computer use and TV watching are just some of the ways we fritter away important sleep time. Many people find these activities very relaxing after a long day especially in the quite times after the kids have gone tobed! However studies have shown that full relaxation and repair of the body can only be achieved by the deep sleep cyclesthat happen when we get the right amount of sleep for our stage of life.

Being grumpy and irritable, yawning and having trouble concentrating, slow reaction times and reduced decision-makingskills are only a few of the next day effects of sleep deprivation. For children it can also cause hyperactivity, poor concen-tration and learning at school, temper tantrums and a reluctance to get out of bed in the morning.

The total amount of sleep each person needs can differ but a good guide is:

Primary school children need about nine to 10 hours.Teenagers need about nine to 10 hours too.Adults need about eight hours, depending on individual factors. We tend to need less sleep as we age, but beguided by your own state of alertness if you feel tired during the day, aim to get more sleep.

A good sleeping environment will also help you get the best sleep when you do make it into bed. Keep the room at a tem-perature between 16 20C. Try to avoid mentally simulating activities before bedtime, including TV watching and internetuse. Try and keep to a regular bedtime - routine can help prepare the body for sleep.

Have you been robbing the sleep bank for too long? It may be time to make some deposits. You never know you mightrack up enough sleep credits to extend your own life!
