Sir,

I write this at a time when it is rumoured that relentlessefforts are on to get you transferred from this place justbecause you are bent on bringing in peace and tranquility tothis faction-ridden and faction-oriented district. We never heardso much about any SP who was here in the past and whenwe have been hearing that you have arrived to put an end tothe rowdi elements and their mentors we felt that good daysare not far off. Unfortunately it is not to be, it seems. Anywaywe are determined to do our bit to thwart all the efforts of thepolitical buffs. People are for you and will be behind you givingyou their moral support and to raise their voice against themove. We were unfortunate to lose Dr. Subramaniam as ourCollector inspite of our efforts to retain him. Had he continuedfor a least another two years Cuddapah could have been amuch better place to live in. The role politics and the politiciansplay has to be combated on a war footing and this can bedone only when people and the police join hands to usher ina peaceful existence. It is time for the IPS cadre as a whole totake a firm stand not to play to the tune of the corrupt politicians.Can that ever happen? Can something be done to have sucha cadre? If people have something to contribute to see a cadreemerging at least in the near future tell us what we can do.Tell us openly what we as citizens of this land and as victimsof the whims and fancies of the politician can resort to. Educateus and bring awareness on us. Encourage us and empowerus.

With regard to the different strategies you have beenadopting to contain the crimes, atrocities and violence I wouldlike to suggest the following that may be considered :

1. For the last few years I have been thinking of askingthe authorities to ban the the second show which starts at 10pm in certain theatres and at 10.30 in certain other theatres.If this can be brought into force, half of the problem shall besolved. A number of boys especially in the age group of18-22 Yrs are the ones who could be seen thronging thetheatres at all shows and these are the ones who loiteraimlessly creating trouble wherever they can. Also these arethe ones made use for the anti-social activities. A ban onsecond shows may rob a few of their enjoyment but it wouldbenefit a number of others whose tranquility is disturbed tilllate in the nights every day.

2. The present stricture on the hotels to close down by 10pm may be continued for another few years or even for ever.So also the other shops. In spite of the police order one couldsee many hotels and shops closing very relentlessly half anhour late and that too when there is a whistle probably fromthe police on beat. A strict watch may be maintained on thesehotels and shops.

All the above need monitoring from higher authorities in policeat regular periods and thus the links between the public andthe police could be strengthened and trust and confidencecould build up between the two and order can be brought intothe land.

Sir the inevitable could be just round the corner and we thepeople never know what the politician resorts to and when.They may assure the people many things but nobody knowswhat happens to those assurances and so what I requestyou is to hasten your moves and reshape this ‘bloody’ districtinto a pleasant one.

I am a citizen of Cuddapah district and always pray theLord for the welfare of it. I am really happy to see people likeyou, Mrs. Kiran Bedi and Sri. Man Mohan singh former financeminister) and may be there are other persons also there inyour department who are efficient, dynamic and sinceretowards their duty, whom I do not know. I admire at you threeas to when I am going to become like you.

I came to know from newspapers and the talk in thegeneral public that you are a dynamic, efficient and sincereperson towards your duty. I had also seen it in News papersthat you are waging a war against the dirty politicians whoseroots have gone down deep. So also the dirty politicians shouldbe rooted out and thrown in the drainage.

The development of the district has also come to astagnation because of these (goondas) politicians. I have notseen so far from the police department who had come toCuddapah district, as Superintendent of Police dealing withthe politicians with a firm hand like you.

So if people like you hold top positions at the centrelevel, India in no time will have a glorious future.

I request you not be partial towards any political partyand bring the culprit to the book however big he may be. Ialso request you that without your knowledge some of thepolice are harassing the innocent people so kindly check theloopholes and correct them.

Mr.C. Umesh Chandra. We the enlightened citizens of CuddapahDistrict want to re-commend his name for some award to begiven by your goodselves as recognition to his services tosuch a back-ward factionist District in the entire country.

Hon'ble Sir, we request you to use your good offices not totransfer such a duty consious, daring and noncorrupt officer.He should not be transferred atleast for the next 5 years sothat this District is converted into a peaceful District withoutany group factionist Leaders, Naxalites or even small Goondasin the interest of the Public.

Despite any amount of political pressure he should not be

Since the town dwellers who were educated and morematured than village criminals desist the temptation to preventthem for the fear of consequences if not death. Being the resident of the Cuddapah District it is my dutyand I am under the obligation to submit the followinginformation to your Honourable notice regarding writ petitionfiled against Mr. C. Umesh Chandra I.P.S. the Presentsuperintendent of the police Cuddapah District.

He, Mr. C. Umesh Chandra I.P.S., is the one and onlyS.P. who controlled the activities of the NOTORIOUS factionistsof the Cuddapah District. And he is the one and only S.P. whobecame challenger to antisocial elements and the mostdangerous criminals. Even today many such antisocial activistswere said to be absconding with the fear that one day or otherthey may be caught by the police department functioning underthe lawful authority of Mr. C. Umesh Chandra I.P.S. His strictvigilence to bring such elements before the court of law is themain reason for criminals to disappear from the district to besheltered in some unknown place of their choice.

He, Mr. C. Umesh Chandra I.P.S., is one and only S.P.who is successful in reducing the crime rate in the district andhe is one of the best I.P.S. officers working in Andhra Pradesh.Only his arrival as S.P. to this district prevented factionistelements to stop all their activities with out the news of burningshops, cinema theatres and oilmills by the notorious factionistgroups. After Mr. Umesh Chandra I.P.S. has taken charge asthe S.P. of our district, all antisocial elements were enforcedto surrender and accept the authority and sovereignty of thelaw. In this course most of the criminals ran away from thedistrict and we began enjoying peaceful life.

In many villages of our district he is being worshiped astheir God not because he supplied them food and clothes,not because he extended them some financial help butbecause his honest efforts changed their lives since he triedto bring peaceful atmosphere in to their lives by controllingfactionists. His efforts changed the entire scenario in thedistrict. It is a possitive change, a change desired and deservedby the residents. Their prayer to God is that "O God give Mr.C. Umesh Chandra I.P.S., good health and perfect sense ofjustice besides peace of mind so that he performs his dutywithout a mistake, and crime rate in cuddaph district will becoming down year after year"

'Peaceful Co Existence' is the one and only factor allreligions preach and it is one of the points in 'Pancha Sheela'proposed by our late beloved Prime Minister Shri JawaharlalNehru for international peace. Peace is a unique state of mindand Mr. C. My Lord,

1 I beg for your Lordship’s pardon for taking liberty inpresenting my humble representation in defence ofSuperintendent of Police, Cuddapah Sri C. Umesh Chandra,I.P.S. As a staunch nationalist and soldier having served themother land during war of Goa liberation and war of Indo.China in 1960 &1961, Indo Pak war of 1965 and Indo-Pakwar of 1971, I could not contain myself to see a great warrior,a great savant of the weak and helpless and great defenderof constitution (Law and order) being attacked by theunscrupulous politicians who have become hand in glove withcriminal gangs and established their own private armies andstarted running parallel government.

2 Your Lordship are quite aware of recent discoveries ofscams by our politicians in hundreds and thousands of croresby plundering the nation’s wealth. Churchill, the greatestPremier of Britain said during the round table conference “TheIndians are most selfish set of people on the globe. They wouldrather bury their wealth underground than to spare a singlepenny for their dying neighbour. If such selfish set of peopleare given authority to rule over the innocent, illiterate andignorant masses of India, they will tax every thing on earthexcept air and make common man’s life miserable, Hence Ioppose democracy to India. Today they are taxing even saltagainst which Mahatma gandhi launched “Salt Satyagraha”at DANDI as a protest against the British for Tax on salt.

3. In this unfortunate Rayalaseema, it is the faction leaderswho rule the roost and not the government machinery. They

got their own armies against whom no police and court caneffectively discharge their duties. These faction leaders aremore notorious and dreaded. They are in possession of allpowerful light arms like AK - 47 & 303 Rifle which only armyholds. The ill -armed police force has become weak beforethem.

4. The goonda politicians have made mockery ofdemocracy, mockery of adult franchise . No patriotism, noservice of the people. They praise gandhiji in elections andmurder all his principles and ideology. The entire budget ofthe nation is in pockets of politicians and their hench men.Plunder of the national ex-chequer by even bloodshed is theorder of the day. “Satyameva Jayate” has really become“Satyam Vedha Dharm Chara” in these governments. This istheir inner motto actually in force.

8. Present S.P. is a great warrior. He is struggling to keepup law and order without fear and favour. He is not sparingany one who breaks law. The arm of law is longer than anyone and these arms should be strengthened. All the people,Shahul, Shafi, Chalane and others killed in police encountersare dreaded criminals. No police, no court no evidence act &no penal code can punish them. They have ravaged hundredsof families. There are several other members of their gang inhide out. It is all due to present SP’s dedicated spirit for dutyonly enabled the weak to exercise their franchise without fear.So much of crime rate down in elections proves the highestideals and spirit of dedication of duty he discharges. He is agreat soldier fighting with internal enemies of the mother-landwho are more dangerous than the external enemies. He isgreatest of all the IPS officers who served in this blood ravageddistrict since 50 years of independence. All are only politicallymotivated charges and there is not even an iota of truth inany allegations levelled against this great young officer. Allthe writs filed against this stalwart are concocted and baseless

9 I also pray your Lordship to recommend to AP Govt. torecognise this spirit of dedication to duty without fear andfavour and suggest highest honour of police award to bepresented by President of India during next Republic Day 1997.

Home-Official has a Humane-Heart Too

The following aspects I found in the person of Shri C.Umesh Chandra, I.P.S., Superintendent of Police, Cuddapah.

It is not folly to say that no victory of war or peace,however brilliant, can be quoted more a harvest of any-ism orbenevolence than the Christian humane service rendered tothe persons in panic affliction who are rendered not onlyhomeless and helpless but also left pitiably deserving ofcompassion for material and medical assistance, and it is anacme of altruism and nucleus of the very conotation of cultureof the nation altogether.

The recent flood havoc caused in the district ofCuddapah moved millions of human-hearts on the destruction,devastation and pathos inflicted not only upon the human butanimal life besides the crops, harvests, garden, orchards, andproductive fertile land that fell prey to the cyclone havoc.Humanity should own an avowed aim to attain salvation witha candid and perceptive heart to help. To welcome and praisethe merit is the merit in man himself which is rather renownthan to be adorned and celebrated. This is what the policepersonnel under an able and personal guidance andassistance of Shri C. Umesh Chandra, I.P.S., Superintendentof Police, Cuddapah, rendered an exemplary virtuous service.He with his colleagues, Sarvasree Balakrishna, AdditionalSuperintendent of Police, Suneel Kumar, I.P.S., Asst.Superintendent of Police, Pulivendala, D. Srinivas, DeputySuperintendent of Police, Proddatur and other officials didtread the untrodden areas and broken tracks and they oddlywaded through the interior flood affected parts of Atlur(Mandal), Porumamilla (Mandal) and Kalasapad (Mandal) inthe Taluk of Badvel (Cuddapah district). They personally visitedflood affected victims and rendered an exemplary service tothe panic affected ones by distributing the following to eachperson of the families.

1) 20 Kgs. Rice;2) Plastic Pot (Water Container) One;

3) One Aluminium Carrier;4) One Steel Plate; and one steel Tumbler5) One Kg. Red Chillies; and a Kg. Dal6) One Kg. Green Chillies; and a Kg. Tamarind7) One Saree8) One Lungi (Dhothi) ;9) One Kg. Onion;

10) Two Towels; and a blanket11) One Kg. Tomato;12) One Kg. Potato;13) Medicine worth of Rs. 50/- to Rs. 70/-14) One tonic Bottle;15) Medical Check-up by the Doctors.

After having personally visited the above panic flood affectedareas on 29-10-1996, I am now prone to say that the Policeauthority is hardly under an aura of benevolance bequeathedby bureaucracy that shall undermine the Rule of Law; but thepolice has a humane-heart to help; and I pray - “So be it”.

Today I have gone through a News item Published in the Hinduwith regard to the decision of Cuddapah Police to eschewCorruption at all levels in the Department.

Besides the thrill, the News item has moved me a lot. In thesedays of chaos the first effort came in the name of Judicial activismthanks to the Apex court Judges certainly a consoling factor anda positive step to revive dicipline although there is every scopefor it to act excessively on some occasions.

Exactly at this point of time, the efforts of the Judiciary need tobe given fillip particularly by the Police of this country in ascrupulous way. I am very happy that you have undertakenmassive process by convincing your district Police to raise uptothe Occasion. I am a strong believer that Indian Police are highlycapable to set the things right if they are determined and do notheed to the unlawful and irregular commands.

Really my emotion is uncontrollable to read the news aboutCuddapah district Police decision to root out corruption. This isthe basic step that needs the revamping of our society as well asour Country.

Therefore, I sincerely and respectfully salute you for starting aneffort in the direction needed at this hour.

I hope your battle against corruption would be relentless andundeterred one.
