Message

Let me take this opportunity to thank all the 24 National Scout Organizations, including the of-ficials and staff, who took part in the successful conduct of the Rover Peace Baton that ended its journey last 10 March 2007 in Bonifacio Shrine, during the handover ceremony hosted by the Boy Scouts of the Philippines.

I would also like to congratulate all the Scouts, Rovers and Leaders for being part of this momentous event to celebrate the Golden Year Anniversary of the Asia Pacific Region and to welcome the Centenary Year of World Scouting.

I hope that in our respective NSOs, we achieve the real essence and purpose of this event, which is to educate young people and to promote peace.

May this event leave big impact among the participants and provided a great opportunity to young people to understand their roles in creating a better world as well as to generate positive image of Scouting and visibility in the society.

Together, let us welcome the Centenary year of World Scouting with a peace in our heart.

To everybody who worked enormously to make this project successful, we extend our deep ap-preciation, especially the Asia-Pacific Regional Scout Committee (2004-2007) who have shown great support and dedication throughout the duration of this project.

Foreword

It is my distinct pleasure to welcome back the Rover Peace Baton in Asia- Pacific Regional Office. After traveling over 40,000 kilometers in 24 countries in Asia- Pacific Region and gathering support and participation from over 200,000 Scouts, Rovers and Leaders, I am happy to know all the stories, activities conducted and the young people experiences in this event.

To everybody who supported, participated and helped in the successful conduct of this event in the 24 countries, my sincere thanks. I hope that the message of Peace and the impact it gave was left in the heart of all the Scouts, Rovers, Leaders, dignitaries and to the general public who became part of this event.

I also pray that although the Baton had already finished its journey, we will continue to spread the real essence of peace in our respective countries. Let us rekindle and include in our Scouting activities the importance of peace in the life of every Scout.

As we are now at the second century of the Scout Movement, let us always have peace in our hearts and take away all the pains and sorrows for us to create a better world.

Purpose:Educate young people and promote Peace

through out the Asia Pacific Region.

Rationale:Peace is not in the absence of war but amidst the presence of justice. It consists of copious forms and in which we may promote the aware-ness of its necessity worldwide. On the occasion of APR Golden Jubilee celebration, a region wide activity Rover Peace Baton is announced to create awareness and promote peace activities in the region. It will provide a great opportunity to young people to understand their roles in creating a better world as well as to generate positive image of Scouting and visibility in the society.

Introduction: ROVER PEACE BATON

Duration:August 2006 March 2007The peace Baton relay started in the year of the Golden Jubilee of Asia Pacific Region (2006) and concluded welcoming the Centennial anniver-sary year of World Scouting (2007).Baton Design:Baton signifies love for peace, which is passed on from one place to

another creating a friendly and open environment where peace stays and grows in the hearts of every individual.

The Baton is made of Brass that is gold plated. The Baton is in three portions that will finally, upon reaching in Manila, Philippines, be joint forming one single baton of 14

x 1.5 diameter. While the baton por-tions are on relay on the three routes, each portion will be seen as a smaller

version of the large baton.

The brass metal as the material of the baton signifies the strength of character of Scouts tested by challenges they meet along the way as

Australia

Scouts from Australia handed over the peace baton to Scouts of Solomon Island

Rover Peace Baton in Western Australia (Carnamah, Ger-aldton and Perth)

From 29 September to 6 November 2006, Rover Scouts traveled with the peace baton in various parts of Australia: Brisbane in Queensland, Canberra in the Australian Capital Territory, Melbourne in Victoria, and Perth and Geraldton in Western Australia.

Australian Scouts brought the baton to Solomon Islands and handed it to the Governor-General and Chief Scout, H.E. Sir Nathaniel Waema and to Prime Minister Hon. Manasseh Sogavare.

The baton stayed most of the time at a joint camp between Australian Scouts and Solomon Islands Scouts.

At the Benapole-Petropole border, Bangladesh Scouts received the baton from India on 24 November 2006 and then traveled 6,175 kilometers in 63 districts with the participation of 13,287 Scouts, Rovers and Leaders.

The ultimate gathering was at the capital Dhaka where the President of Bangladesh, Professor Dr Iajuddin Ahmed, received the baton and gave his blessings at his Bango Bhaban office. The baton was also received by Profes-sor Dr Mohammad Yunus, the 2006 Nobel Laureate for Peace. On 9 January, Bangladesh turned over the baton to Thailand’s Minister of Education.

Bhutan Scouts Association receives the baton from The Bharat Scouts and Guides

From Raxaul, Scouts in India handed over the baton to Bhutan on 15 November 2006 in Alipu Duar. Traditional Bhutanese handover ceremonies were held in the districts of Phuntsholing, Thimpu and Wangdue with the attendance of key leaders in the association and government ministries, Scouts, Rovers and Leaders. The baton trav-eled 648 kilometers in Bhutan while 174 Scouts rendered various activities before going to Siliguri, India to hand back the baton on 20 November 2006.

Brunei Darussalam

On 17 January 2007, Malaysia handed over the peace baton to Brunei Darussalam. Hundreds of Scouts ran around the dis-tricts carrying the baton in the districts of Belait, Tamburong and Maura with handover ceremonies in every district, creating wide public awareness on the Scouts’ message of peace.

Scouts of China

Scouts of China received the peace baton from Korea on 10 November 2006. While in Taiwan, the baton traveled to the provinces of Taiwan with a theme in every place.

Fiji

His Excellency Ratu Josefa Iloilovatu, President of the Republic of Fiji, speaking before the Scouts and Leaders vowing his support to the Rover peace campaign through-out its tour in across Fiji.

Fiji is the first stop of the peace baton in the South Pacific from 18 August to 19 September 2006.

His Excellency Ratu Josefa Iloilovatu, President of the Republic of Fiji and Chief Scout, received the baton at the Government House from the Chief Commissioner of Fiji Scouts Association.

The baton traveled 420 kilometers covering the districts of Nausori, Tailevu, Ra and Lautoka with 950 Scouts, Rovers and Leaders.

Hong Kong

Hong Kong received the peace baton #from Macau during the campfire at the Metropolitan Jamboree on 29 December 2006 as one of the highlights to welcome the centenary year of world Scouting and 95 years of Scouting in Hong Kong.

After a short and meaningful visit in Hong Kong, the baton was turned over to the Asia Pacific Regional of-fice at the Jamboree closing ceremony.

India

Peace baton parades held across India.

The Bharat Scouts & Guides received two batons one from Pakistan on 15 Sep-tember and another from Sri Lanka on 2 October. Both batons traveled separate routes to cover a larger part of India and to involve more than 20,000 participants who covered the distance of 5,000 kilometers in 65 districts in India.

Indonesia

President of the Republic of Indonesia and Chief Scout, H.E. Susilo Bambang Yudhoyono

From Wutung, the peace baton traveled to Jayapura, Manokwari, Makasaar and the capital Jakarta. Every-where in Indonesia, the baton was received enthu-siastically covering 2,165 kilometers involving over 27,000 Scouts, Rovers, Leaders, government heads and dignitaries.

The President of the Republic of Indonesia and Chief Scout, H.E. Susilo Bambang Yudhoyono received the baton in front of 5,000 Scouts and signed a citation for Scouting.

Japan

Scouts in Japan started the relay on 18 September 2006 at the 16th National Scout Forum in Tokyo with the presence of Venture Scouts and Rovers from 40 prefectures. After the forum, Scouts brought the baton to different parts of Fukuoka and returned to Tokyo for a Peace Gather-ing. Around 140 Scouts traveled with the baton covering more than 3,000 kilometers.

On 11 October 2006, the baton was passed on to the National Rover Scout Committee of Korea in Jeju Island.

Korea

Makoto Nakano of the Scout Associa-tion of Japan handed over the peace baton to Lee Jung, a Rover Scout of Korea Scout Association.

Leaders and a Rover Scout both from the regional and national levels united in promoting the peace campaign.

From Jeju Island, the baton visited 19 Scout Councils all over Korea attracting the participation of hundreds of Rovers in the relay. In Seoul, the National Rover Scout Committee brought the baton to the National Assembly of Korea where it was passed on to several dignitaries and leaders of Korea Scout Association.

After a month-long journey, the baton was passed on to Scouts of China in Taiwan on 10 November 2006 at the opening of a regional Rover training course.

Macau

Scout Association of Macau Chief Commissioner Leong Sio Pui received the peace baton from Scouts of China.

The Scout Association of Macau received the Peace Baton from Scouts of China on 24 December 2006 at the headquarters in Fortaleza de Taipa. Around 150 Scouts, 80 Rovers and 40 Leaders joined the handover cer-emony.

Malaysia

Handover between Singa-pore to Malaysia

Persekutuan Pengakap Malaysia received the Rover Peace Baton from Singapore Scouts on 17 December 2006.

After several activities conducted in Malaysia, the Rover Peace Baton flew to Brunei and was handed over to Persekutuan Pengakap Negara Brunei Darussalam on 17 January 2007 at the National Headquarters in Seri Begawan.

Maldives

The relay started in Male on 5 September, inaugurated by the President of Maldives and Chief Scout H.E. Maumoon Abdul Gayoom and passed it on to key leaders of the Scout Association of Maldives. From there, Scouts crossed the waters to reach four atolls. In the atolls, Scouts had a peace rally, get together and a peace circle, having a total participation of 3,823 Rovers and leaders.

MongoliaScouts in Mongolia started the relay on 5th September 2006 while doing several activities in the districts of Bayanzurkh, Bayangol and Baganuur.

In Bayanzurkh, Scouts trained young people at the orphanage, while in Bayan-gol, Rovers worked on blue-collar jobs to earn income to buy schools supplies for less privileged children. In Baganuur, Rovers went hiking and cleaned up the Kherlen River. They also organized an Advertisement Day to promote Scouting.

In total, 385 Scouts and Rov-ers participated in the peace baton relay and activities.

Nepal

Scouts and Guides ac-tively took part in the peace baton peace ral-lies in different districts in Nepal.

Rover Peace Baton ral-lies held in Kathmandu, capital city of Nepal.

Nepal Scouts received the baton from India on 18 October 2006 at the Sunaili border. Scouts in the districts of Pokhara, Chitawan, Kathmandu and Pasra attended the handover ceremonies. Around 875 Scouts, Rovers and Leaders rallied along the streets with streamers and placards bearing catchy messages of peace.

After traveling 739 kilometers in Nepal, the baton was handed back to India in the border of Raxaul.

New Zealand

To make the peace baton visit in New Zealand widely publicized, Rovers made an appearance to a gag show in Welling-ton encouraging people especially Scouts to join them as the peace baton tours the country.

The baton stayed in New Zealand from the 20th to 26th of September 2006 traveling 1,019 kilo-meters from Auckland to Whangarei, then to Palmerston North and Wellington.

New Zealand’s Governor-General and Chief Scout Anand Satyanand signed a citation for Scouts in Asia Pacific Region appreciating their work in promoting the good values of Scouting. The Lower Hutt Gang Show participated with a wonderful performance and 199 Scouts joined the peace relays in different districts.

Pakistan Pakistan Boy Scouts Association is the first to receive the baton in south Asia. The peace baton journey started in Karachi travelling 2,850 kilometers in 13 districts. Throughout the event, Scouts wrote peace messages in the logbook including His Excellency General Parvaez Mush-araf, President of Pakistan and Chief Scout.

Over 30,000 Scouts, Rovers and Leaders joined the relay.

Papua New GuineaThe peace baton reached the

capital Port Moresby on the

6th of November 2006. Scouts

brought the baton to the prov-

inces of Lae, Kavieng, Rabaul

and Popondetta. After various

activities in the provinces the

peace baton went back to

Port Moresby then Wutung,

the border between Papua

New Guinea for the hand-over

ceremony.

PhilippinesThe Philippines is the final meeting point of the peace baton coming from the three routes. To cover the the entire archipelago, handover ceremonies were made in the major islands -- Luzon, Visayas and Mindanao.

From Route One, Brunei Darussalam presented the baton to Philippines on 24th of Jnaury 2007. On 2nd February, the baton went to Zamboanga to cover the Minadanao area.

Form Route Two, a team from Thailand delivered the baton to Philippines on 2nd of February which was turned over to the mayor of Olongapo City to cover the Luzon area.

From Route Three, the baton was fiven to Cebu Council on 5th February to cover the Visayas.

Singapore

The Singapore Scouts Association, in partnership with the Singapore Kindness Move-ment, used the theme Peace through Kindness

Sri LankaScouts in Sri Lanka received the baton from Maldives on 14 September, then traveled to the districts of Kandy, Kurune-gala, Colombo, Avissawela and Kalutara where it passed on to hundreds of Scouts from district to district.

Sri Lanka’s Minister of Youth Af-fairs and the Governor of Kandy joined the relay and signed the logbook. After the relay, the baton was turned over to India on 2 October in Chennai.

ThailandAfter receiving the peace baton from Bangladesh, the relay went around four regions of Thailand north, south, east and central regions and then to the capital Bangkok on 31 January 2007.

After traveling over 40,000 ki-lometers in Asia-Pacific for six months exploring major cities and provinces of 24 countries getting the participation of over

150,000 Scouts and seven heads of states, the Asia-Pacific Region Rover Peace Baton had culmi-nated in a grand ceremony held on 10th March 20067 in Manila, Philippines.

In a festive ceremony thousands of Scouts and key leaders of the Boy Scouts of the Philippines turned over the baton to the regional office headed by past

participate.

The success of the Rover peace campaign

was credited to the thousands of Lead-

ers and Scouts across the region who

devoted considerable time and resources

since its takeoff on August 2006. Adding

prestige to the campaign was the support shown by seven

heads of states.

Through this peace campaign, Scouts helped in raising the

awareness of people on the importance of peace in every

local community which is very much part of the Scout Move-

ment’s mission of creating a better world..

The Rover Peace Baton is one of the highlights in celebrating the golden anniversary of Scouting here in the Asia Pacific Region. Our region was born here, at the compound of Boy Scouts of the Philippines, in 1956. This was also the reason why Boy Scouts of the Philippines hosted the grand ceremony on 10 March 2007.

All throughout of 2007, Scouts in many parts of the world celebrated 100 years since Lord Baden Powell started Scouting in 1907.

And as we now in the second century of Scouting, I only hope one thing that may this Rover Peace Baton continue to be our symbol of peace, unity and long life to Scouting!
