Kevin BoshearsDirector, OSDBUU.S. Department of Homeland Security

Mr. Boshears, named Director of theDepartment of Homeland Security’s OfficeofSmall and Disadvantage Business Utilization inMay, 2003, is responsible for the overallimplementation of the Department’s smallbusiness procurement program.

Prior to this, Mr. Boshears was namedDirector of the Treasury Department’s OSDBUin February, 1999 where he had served as theActing Director since August, 1998. Hepreviously served in the same office as aProcurement Analyst since June, 1995 and wasresponsible for providing guidance to the SmallBusiness Specialists located in Treasury’stwelve bureaus.

Mr. Boshears brings a wealth of knowledgeand experience in the procurement field, havingserved as a Contracting Officer for the JusticeDepartment prior to his small business duties atthe Treasury Department. Mr. Boshears is a wellknown instructor in the federal small businessprocurement arena.

On May 9 - 10, 2002, Mr. Boshears waspresented with the Frances Perkins VanguardAward for Exemplary Utilization of Women-Owned Small Businesses by a FederalProcurement Official and the Gold Star Awardfor Excellence by the U. S. Small BusinessAdministration.

Edsel M. Brown Jr.Assistant DirectorOffice of TechnologyU.S. Small Business Administration

Mr. Brown has served with the U.S. SmallBusiness Administration since 1990. He iscurrently the Assistant Director for the Office ofTechnology. In this position he providesoversight over the Small Business InnovationResearch (SBIR) and Small BusinessTechnology Transfer (STTR) Programs.

Before coming to SBA, Mr. Brown servedas a Policy Analyst with the Department ofHuman Services in New Jersey, and asInvestment Consultant with a regional financialservices firm.

He has been very active in communityaffairs and has belonged to severalorganizations including Rotary International,several Chambers of Commerce, NeighborhoodHouse, YMCA, NAACP, Calvert EconomicDevelopment Commission, and Alpha Phi AlphaFraternity.

A native of Plainfield, NJ, Mr. Brown holdsB.A. (Government) and M.A. (PublicAdministration) degrees from Ohio University.He also holds a J.D. (Law) degree from theUniversity of Toledo College of Law. He is alicensed Attorney.

Harriett L. Burton, Associate DirectorOffice of Small Business ProgramsU.S. Army Intelligence and SecurityCommand (INSCOM)

Ms. Burton assists small businesses in gettingopportunities to provide their products orservices to INSCOM and the Government. Inthe past 4 years that Ms. Burton has beenAssociate Director, INSCOM has gone fromhaving any small businesses in their largeprocurements to have portions set-aside forsmall businesses in 3 of their largest programs.As a result, INSCOM received awards from theArmy Office of Small Business Program in 3 ofthe 5 small business categories. The agencyis more small business friendly.

Prior to coming to INSCOM, Ms. Burtonworked at the Marine Corps Systems Command(MCSC). During her almost 20 year tenure atMCSC she worked as Contract Specialist,Supervisory Contract Specialist, IndependentContracting Officer, Deputy and AssociateDirector for Small Business.

Ms. Burton is a retired Army Officer and aservice-disabled veteran.

Archie B. Cardwell Jr.Deputy Associate DirectorOffice of Small Business Programs U.S. Army Medical Research andMateriel Command and Fort DetrickGarrison

Mr. Archie Cardwell is the Deputy AssociateDirector of the Office of Small Business Programsfor the U.S. Army Medical Research and MaterielCommand. He assists the office in increasingcontract awards and other opportunities to smallbusinesses and historically black colleges anduniversities and minority institutions. A native ofWinston-Salem, N.C., Mr. Cardwell spent 33years in the Army, both on active duty and in theReserves. A 1983 graduate of Wright State

University in Dayton, Ohio, he is Level III certifiedin contracting and is a member of the NationalContract Management Association. He has 22years of grant and contract experience.

Glenn A. DelgadoAssistant AdministratorOffice of Small Business ProgramsNational Aeronautics and SpaceAdministration’s (NASA)

Mr. Glenn A. Delgado is the AssistantAdministrator of the National Aeronautics andSpace Administration’s (NASA) Office of SmallBusiness Programs. As the AssistantAdministrator, Mr. Delgado provides executiveleadership and policy direction for developingand implementing policies and initiativesthroughout NASA, to ensure that all categoriesof small businesses are afforded opportunitiesto compete for agency contracts.

Prior to his appointment to NASA, Mr.Delgado served as the Acting Director of theDepartment of the Navy’s Office of SmallBusiness Programs. He was the Departmentof Navy’s Mentor-Protégé Program Manager forthe six years he was assigned to the Navy’sSmall Business Program Office. Otherresponsibilities included conducting statisticalanalyses of the Navy’s Small Business Programtargets, monitoring the Navy’s Veteran-OwnedSmall Business Program, and undertakingseveral special projects.

Mr. Delgado also served as the Director ofSmall Business for the Naval Air SystemsCommand (NAVAIR). He has over 25 years ofacquisition experience.

Margot Dorfman, CEOU.S. Women’s Chamber of Commerce &National Association of Small BusinessContractors Outreach Coordinator

Margot Dorfman is the CEO of the U.S.Women’s Chamber of Commerce. She is avisionary leader who has dedicated herself topromoting the economic and leadership interestof women. Her extensive background inbusiness, business ownership, publishing andnonprofit leadership has prepared Ms. Dorfmanto set the vision for the U.S. Women’s Chamberof Commerce. Dorfman founded ArizonaWomen’s News, Hispana News and the GreaterPhoenix Chamber Business Connection. Sheholds a Master ’s Education from LesleyUniversity and a B.S. in Education fromNortheastern University.

Additionally, her experience includes overten years in executive positions with GeneralMills and other Fortune 500 firms.

Randy EdneyAssociated Director, Office of SmallBusiness ProgramsProgram Executive Office for Simulation Instrumentation & Training (PEO-STRI)US Department of the Army

Mr. Randy Edney is the Associated Director,Office of Small Business Programs, at theProgram Executive Office for SimulationInstrumentation & Training (PEO-STRI). Mr.Edney is responsible for developing policy,establishing procedures, and publishing generaldirection and guidance for the Deputy for SmallBusiness Programs at PEO STRI. He servesas the principal advisor to the ProgramExecutive Officer (PEO), Deputy ProgramExecutive Officer (DPEO), Program Managers,Principal Assistant Responsible for Contracting,Acquisition, PEO staff and elements reportingdirectly to the PEO on all matters pertaining tosmall business, disadvantaged business, laborsurplus area, veteran-owned and HUBZonebusiness, Historically Black Colleges andUniversities/Minority Institutions (HBCU/MIs)and other socio-economic business programs.

Mr. Edney has over 19 years of acquisitionexperience with the Department of the Navy andthe Department of the Army. He is a memberof the Acquisition Corps.

Theresa Elliott-BrownArmy Contracting CommandOffice of Small Business Programs

Ms. Elliott-Brown began her FederalGovernment career with the US Air Force in theOutstanding Scholar Program in the ContractingCareer Field procuring supplies, services,construction and later worked major command-level programs. Upon program completion, heldpositions with the Defense Information SystemsAgency, the General Services Administration’s(GSA) Office of Small Business Programs, andthe Department of Homeland Security.

In 2007, Ms. Elliott-Brown accepted aposition in the US Air Force’s Program ExecutionOffice for Combat and Mission Support, whereshe was responsible for program oversight andserved as a source selection advisor for serviceprograms in excess of $500M.

In 2009, Ms. Elliott-Brown returned to herpassion to assist in building the foundation ofAmerica’s future, the small business community.

Scott Freiling, AttorneyCovington & Burling LLP

Scott Freling is an attorney at Covington &Burling LLP. Mr. Freling advises governmentcontractors on questions related to the FederalAcquisition Regulations and other federal andstate procurements laws. He assists clients withboth defense and civilian contracting. Mr.Freling also represents clients at all stages oflit igation, assists clients with internalinvestigations, and counsels clients with regardsto legislative and public policy matters.

Mr. Freling is a graduate of the Universityof Pennsylvania Law School, and the College ofArts & Sciences at Washington University in St.Louis. He has presented at other National SmallBusiness Federal Contracting Week summits.

Joyce A. HarrisDeloitte & Touche LLP – Federal PracticeSmall Business Liaison Officer

Ms. Harris joined Deloitte in April 2001 as aSenior Manager with responsibility for leadingthe Marketing Communications organization.She brings over 30 years of experience inproposal development, marketing, andmanagement. In 2005, Ms. Harris wasinstrumental in launching a Federal SmallBusiness Program in support of Deloitte’sFederal Practice.

A unique and defined set of programobjectives were established to enhanceDeloitte’s competitiveness and profitability,establish exclusive, mutually beneficialrelationships with select small businesses andto assure compliance with governmentregulations, firm policy, and procedures.

Today, more than 150 small businesseshave been certified into Deloitte’s Federal SmallBusiness Program, providing complimentaryservices such as Audit and Enterprise RiskServices, Financial Advisory Services,Consulting and Tax Services.

Ms. Harris received a Bachelor of Sciencedegree in Management from the University ofMaryland University College and is currentlypursuing a Doctor of Laws degree.

Christy JackiewiczProcurement AnalystGeneral Services Administration

This summer, Christy Jackiewicz will haveinvested 20 years of service through the FederalGovernment as a public servant helping

businesses throughout our nation. She startedher career as a clerk typist in August 1989. Overthe years, Ms. Jackiewicz has excelled incontracting, policy, and now with great joy,concentrates her support to small businessesas a program analyst in the Office of SmallBusiness Utilization.

Since her first day in the General ServicesAdministration, Ms. Jackiewicz has beenmentored and supported by exceptional leadersin the agency. This nurturing sharpened herprocurement skills and excelled her career. Shehas awarded contracts, implemented policy,developed marketing strategies, createdpublications and shared her growing knowledgewith both internal and external customers throughan array of public speaking engagements.

In addition to her Federal career, Ms.Jackiewicz has also earned her MBA at StrayerUniversity, started a non-profit organization, andcontinues to champion growth and change inour economy through education and leadership.

Suellen D. JeffressAssistant to the Director, Women-OwnedSmall Business Program ManagerOffice of Small Business Programs,Office of the Secretary of the Army

Ms. Suellen D. Jeffress is currently the Assistantto the Director, Women-Owned Small BusinessProgram Manager, Office of Small BusinessPrograms, Office of the Secretary of the Army.Previously, she was the Director of the Officeof Acquisitions at the National Institute ofDiabetes and Digestive Disorders and KidneyDiseases at the National Institutes of Health.

She served in various positions in the U.S.Army Contracting Agency, Office of the AssistantSecretary of the Army (Acquisition, Logistics andTechnology) (OASA(ALT)), as Associate Directorfor Small Business, Director of Liaison, and ActingDeputy Director.

Highlights of her career as a member ofthe OASA(ALT) procurement staff include:Director of Systems Support responsible forprocurement oversight of Army major and non-major weapons and automated data processingsystems; Policy and Procedures Directorate; TeamLeader of the Contracting and Acquisition careerfield proponency mission; and ProcurementManagement Review (PMR) Team Leader.

Mary Lee Kolich , Program DirectorMaryland Procurement TechnicalAssistance Program

Ms. Mary Lee Kolich is a seasoned professionalwith 30 years experience and a solidunderstanding of diverse businessmanagement applications. She hasdemonstrated knowledge and experience incontract negotiations with federal agencies andprime contractors.

After attending the University of Cincinnatiand over a 20 year period of time, Ms. Kolichserved as Division Director and GeneralManager for two 8a federal contractingbusinesses that successfully graduated from theSBA program. In that capacity she managed,planned, prepared and delivered complexprojects on time and within budget. She hasprofessional sales experience with commercialentities as well as with county and federalgovernment agencies such as: Marine Corps,Army, Air Force, Navy, Anteon Corporation, OSHA,Bureau of Land Management, Food and DrugAdministration, House of Representatives, ICC,District of Columbia Agencies to name a few.

Ms. Kolich owned her own business for fiveyears as a value-added reseller and Partner withHewlett Packard, Acer, 3COM and Cisco. Sheprovided hardware and logistics support tosystems integrators requiring informationproducts requiring information technologyproducts in support of government products.

Nancy Lang, Small Business SpecialistOffice of Small Business ProgramsUS Department of the Army

Nancy Lang has worked at TACOM LCMC over27 years first as a Contract Specialist and thenas a Procurement Analyst supporting variousproject managers. She has been in the Officeof Small Business Programs (OSBP) sinceSeptember 2007 where she serves as a SmallBusiness Specialist. The OSBP manages allfacets of the Small Business Program atTACOM LCMC to ensure that a fair proportionof Federal Acquisitions are placed with smallbusinesses and to protect and promote smallbusinesses as vital resources in the US economy.The specialists in the OSBP participate inacquisition planning, make small business set-aside recommendations, counsel and assist smallbusinesses, conduct outreach and training, reviewsubcontracting plans of large businesses, andparticipate in source selection boards. They alsocollect and evaluate small business contractingdata and develop reports to assess performanceagainst TACOM LCMC’s small business goals,project future performance, and formulateinitiatives aimed at improved performance.

Marissa Levin, Founder and CEOInformation Experts

As Founder and CEO of Information Experts,Marissa Levin leads IE’s efforts to create technology-based integrated communications solutions, humancapital strategies, and learning strategies forgovernment agencies and for organizations acrossa wide range of vertical markets.

Information Experts, an 8(a) certified, award-winning consultancy founded in 1995, helpscompanies and agencies align their business &human capital strategies, and fulfill their missionsthrough the development of integratedcommunications and learning products.

Russell Orban has worked for over 20years in the United State Congress and 12of those years for the Small BusinessCommittee. He currently serves as theCommittee’s General Counsel.

Ms. Tracey L. Pinson, DirectorOffice of Small Business ProgramsSecretary of the Army

Ms. Tracey L. Pinson became the Director forthe Office of Small Business Programs,Secretary of the Army in May 1995. Ms. Pinsonadvises the Secretary of the Army and the ArmyStaff on all small business procurement issuesand is responsible for the implementation of theFederal acquisition programs designed to assistsmall businesses. She provides managementand oversight for the Army’s Mentor-ProtégéProgram as well as the Historically BlackColleges and Universities and Minority

Institutions (HBCU/MI) program, and developspolicies and initiatives to enhance HBCU/MIparticipation in Army funded programs. As oneof the top females in the Army’s acquisitioncareer field, she is responsible for theintegration of small businesses, HBCUs andMIs in acquisition strategies developed at theArmy Headquarters.

From 1986 until 1995, Ms. Pinson servedas Assistant to the Director, Office of Smalland Disadvantaged Business Utilization,Office of the Secretary of Defense. Duringthis time frame she served as the programmanager of the DOD Small DisadvantagedBusiness Program and the HBCU/MIProgram. She developed the implementationstrategy for the DOD Mentor-Protégé Programresulting in over 250 participants with a budgetallocation as high as $120 million. Thisprogram has served as the model-mentoringprogram for all Federal government agencies.

Ms. Pinson was born in Washington, D.C.She received a Bachelor of Science Degree inPolitical Science from Howard University. Shealso received a law degree from GeorgetownUniversity Law Center. She is a member ingood standing of the Maryland Bar Association.

On May 18, 2009, Quinton Robinson receivedan appointment to serve as the Director of theOffice of Small and Disadvantaged BusinessUtilization at the United States Department ofAgriculture. Quinton brings to his position 13years of congressional staff experience and 6years of government affairs experience.Quinton Robinson is no stranger to agriculturelaw and policy development. During his tenureas a congressional staff, Quinton served in keylegislative positions such as Legislative Directorin the U.S. House of Representatives and asAssistant Counsel on the House Committee onAgriculture.

Mr. Robinson holds a B.A. in PoliticalScience from the Albany State University,Albany, Georgia; a M.A. in Political Managementfrom the George Washington University,Washington, DC; and a J.D. from FranklinPierce Law Center.

Mr. Dan E. ShackelfordAssociate Director for Small BusinessUnited States Army Medical Command

Born and raised in Chicago, Illinois, Mr.Shackelford received a Bachelor of Science inBiology from DePaul University and wascommissioned an Army Medical Service CorpsOfficer in 1967. He served on active duty forapproximately ten years including service inVietnam. Tesha Williams is the Underwriting Policy Analystfor Office of Surety Guarantees at the U.S. SmallBusiness Administration.
