Dear Friend,

Welcome to the New Tactics in Human Rights Tactical Notebook Series! In each notebook a humanrights practitioner describes a tactical innovation that was successful in advancing human rights. Theauthors are part of the broad and diverse human rights movement, including educators, librarians,health care workers, law enforcement personnel, and women’s rights advocates. They havedeveloped tactics that not only have contributed to human rights in their home countries. Inaddition, they have utilized tactics that when adapted can be applied in other countries and othersituations to address a variety of issues.

Each notebook contains detailed information on how the author and his or her organizationachieved what they did. We want to inspire human rights practitioners to think tactically to reflecton the tactics they have chosen to implement their larger strategy and to broaden the realm of

tactics considered to effectively advance human rights.

In this notebook, we read about how mass numbers of people – 30 million people – in Turkeyturned off and on their lights to demand that the government act against corruption. Governmentcorruption had been an open secret. Yet, the public felt apathetic about being able to change thesituation. The Campaign of Darkness for Light gave people an easy and no-risk action everyonecould take – simply turning off their lights at the same time each evening – and thus show theirdispleasure with the system. Such a simple action – a flick of the switch – and yet when people sawthat their neighbors had turned off their lights, too, they felt the power of their collective voicesand began to invent their own ways to speak out by gathering on the streets, marching andbanging pots and pans. This deceptively simple tactic carried out in a mass numbers sent a powerfulsignal that the public was calling for an end to corruption in Turkey.

Ezel Akay was born in 1961. He graduated from Bosphorus University Faculty of MechanicalEngineering. In 1989, he established a film production company. He has shot commercials and musicvideos, and has produced three feature films. He married in 1992 and is the father of a four-year-old boy.

Citizen Initiative

One Minute of Darkness for Constant Light Campaign, headed by the Citizen Initiative, started withan idea proposed by Ergin Cinmen, a lawyer, to a group of friends and fellow activists includingMebuse Tekay, a lawyer, Yuksel Selek, a sociology teacher and Ersin Salman, who works in thepublishing and advertising industry. Many others from a different walks of life and professions alsovolunteered with the Citizens Initiative.

The Initiative has a contact office and a Web site made possible through personal contributions anddonations. Later, an association with the aim to support the Citizen Initiative was established inorder to raise and manage funding resources for the group’s activities.

During the campaign, the Citizen Initiative collaborated with professional chambers andassociations, such as Istanbul Dentists Chamber, Pharmacists Trade Association and FinancialAdvisers Chamber, which in turn facilitated the involvement of their network across the country.

Following the One Minute of Darkness for Constant Light campaign, the Citizen Initiative beganorganizing other campaigns on relevant issues such as the lifting of jurisdictional immunities forMPs and civil servants. Following the Marmara Earthquake in August 1999, the Citizen Initiative,using the same office and its network of contacts, coordinated relief and rehabilitation work. Thesepost-quake activities have led to the establishment of two further NGOs, Civil Coordination AgainstDisasters and the Association for Development of Social and Cultural Life, which work specifically ondisaster relief. 

Currently, most of the members of the Citizen Initiative are involved with the Peace Initiative.

Editor’s Preface

In February 1997, catalyzed by a publicscandal and mobilized by a sophisticatedpublicity campaign, 30 million Turkish citizens

 joined in a protest against endemiccorruption among Turkish politicians,businesses, organized crime and the media.Their actions forced judicial investigations,and among the Turkish citizenry, contributedto a long-term groundswell of active concernabout corruption. The image of 30 millioncitizens turning their lights on and off,banging pots and pans, and marching in thestreets was a clarion call to Turkey, signalingthat the traditional apathy, hopelessness andfear in the face of corruption could no longerbe taken for granted. This notebook willdescribe the Citizen Initiative in Turkey and itstactic of creating a single mass expression ofprotest based on a simple activity that citizenscould carry out in the safety of their ownhomes: turning the lights out. Using high-quality media-savvy publicity techniques, theCitizen Initiative catalyzed an unprecedentedoutbreak of public expression on a previously

taboo subject.

Confronting corruption is not traditionallyviewed as a human rights activity. But thelinks are inescapable. Corrupt officials oftenimplement human rights abuses. Theircorruption sabotages the democratic systemsof accountability so necessary for themonitoring and protection of human rights.Conversely, policies of repression serve todeliberately prevent the kind of democraticmobilization, participation and transparencythat would allow civil society to take on

corruption and confront the entrenchedpower of those it enriches. Corruption andhuman rights abuse are mutually self-sustaining.

Turkey is a secular nation with a tradition ofdemocracy. But it also has a tradition ofhuman rights abuse. It is a large country,located at the crossroads of both legal and

illegal commerce between the Western andEastern worlds, and corruption is anentrenched pillar of a system that makesbillions of dollars for “deep state”1 personages who influence both the economyand the politics of the country. The influenceof corruption extends throughout societythrough local patronage systems undeterredby any investigative reporting from a massmedia industry, which is itself complicit in thecorruption. As a result, the corruption issuehas historically sparked only apathy andhopelessness in Turkish civil society. Theorganizers of this effort did not know if 500people or 500,000 would join them. But theywere joined by 30 million! What happened?

One Minute of Darkness for Constant Lightwas a protest organized by a spontaneouslyformed Citizen Initiative for Constant Light. Itlaunched a “call from citizen to citizen,”setting off an enthusiastic chain of eventsthat no one ever could have predicted. Itbegan on the night of February 1, 1997, whencitizens throughout Turkey began turning offtheir lights off at 9 pm every night until the

members of the crime syndicate – politicians,police, the mob – in the parliament werebrought to justice. Although the hugeproblem of corruption in Turkey remains,these events opened a door for criticism,questioning and even legal action againstsome of those involved. By 2001, Turkey hadan interior minister launching a series of high-profile operations as part of a crusade againstcorruption. In 2002, the populace threw outthe majority of the parliament in a surprisingelection that many believe was in partretaliation against corruption.

Introduction:

Two Events

A “Crash Course” For Democracy

Begins!

November 3, 1996. Western Turkey. Aftersunset, on an intercity highway near a roadsidetown called Susurluk. A dark green Mercedes isspeeding from an Aegean resort town towardsIstanbul. Inside are four people with a bag fullof dollars, a trunk full of arms, ammunition andsilencers, and pockets full of cocaine. They arecoming home from a “business” trip.

 At the same time at a roadside gas station near Susurluk . A truck has just filled up its tank and

heads off on a long journey home. It slowlyeases its way onto the main road. TheMercedes arrives full-speed just as the body ofthe turning truck covers the road. Crash! ForTurkey a “crash course” in democracy begins.

Inside the Mercedes:The driver: Huseyin Kocada. A police chief andpolice college director. Dead.

The owner of the car: Sedat Bucak. A memberof the parliament and of one of the biggestlandowning families in southeast Turkey.

Wounded.

The criminal : Mehmet Özbay (aka AbdullahÇatlı). Extreme rightwing hit man, drugsmuggler, blackmailer, covert operative forTurkish gladio2, prison escapee, most wantedby Swiss police, Interpol and Turkish courts oflaw. Dead.

The mistress: Gonca Us. Dead

Inside the truck:Driver : Hasan Gökçe. The citizen. Slightly

wounded, the driver of the truck is taken intocustody, and is the first to be taken into a courtof law!

guerrilla or anti-terror squads –which are secret, andnotorious for their complicity with the mafia. 

In short, the corrupted state with its cohorts,indulging in an orgy in a luxury car, hit an oldtruck driven by a citizen!

The day after the news broke, student protestserupted throughout the country only to bebrutally crushed by the police. Ironically, on thesame day a group of students was on trial forbreaking the “Demonstrations Law” byunfurling a banner in parliament proclaimingthat no one should be allowed to interferewith their right to an education. They weresentenced to 15 months in prison! The police,the courts and parliament – three vital sectionsof the corrupted state – were united in theirresponse to any questioning of the status quo.

Three Months Later: The Hopeful Noise

of 30 Million Citizens ...

On February 1, 1997, at precisely 9 p.m., thelights started to go out in Istanbul and otherTurkish cities. Household after household, in aperfectly synchronized mass action, turned offtheir lights for one full minute. On February 2,the same thing again, only more houses. OnFebruary 3, again. By February 15, an estimated30 million Turkish households throughout thecountry were participating in the biggest publicprotest against corruption in Turkish history.

Turning off the lights for one minute was allthe organizers had suggested anyone do. But itwasn’t enough for the citizens. As the action’smomentum grew, people needed more. Theyspontaneously went beyond the suggested oneminute. They began flicking their lights on andoff repeatedly, turning the cities of Turkey intoa light show. Then people began opening theirwindows, blowing whistles, banging pots andpans. The light show became an audio-visualextravaganza.

Finally, people began pouring out into the

streets. Cars on the highways stopped andbegan blowing their horns. Even the mostaffluent neighborhoods in Turkey were turnedinto spontaneous street carnivals.

The unspoken frustration of all of Turkey,hidden for so many years behind fear andapathy, was now out in the open and on thestreets!

Background

The Corrupt Crime Syndicate

“Because of the war in the southeast ofTurkey, there was major drug-traffickinggoing on. The gladio and the mafia joinedforces and took control of this traffic. In themeantime many extrajudicial executionstook place. Some of them were politicaland others were tied up with the mafia.These entities expanded with the hugeprofits from drugs and spread throughoutthe state. Everybody suffered from this inTurkey: the working class, the financialsector, and the ordinary people. Becausethis gladio-mafia combination affected allwalks of life. Obviously, after this accident

everything came to light.”Ergin Cinmen, lawyer 

The country’s mass media was also notoriouslycomplicit in the problem. The mafia hadrecently been acquiring control over one of themajor broadcasting corporations through someof its business links and by the manipulation oflegislation. The press and the NationalBroadcasters Association were trying to findways to regain their damaged credibility andstraighten up their public image.

In fact, just before the crash, the NationalBroadcasters Association had hired anadvertising agency to design a public imagecampaign for the industry. Ersin Salman, whobecame a key player in the Citizen Initiative,headed up this campaign. The crash providedthe perfect catalyst for the campaign, and forthe mobilization of Turkish citizens againstcorruption. It may not have signified anydeeper long-term commitment in the mediaindustry to combat corruption, but thecampaign was an ideal opportunity to build atemporary marriage of convenience between

the immediate interests of the media industry

and the heartfelt commitments of a growingcitizens movement against corruption. Themedia maintained sufficient independencefrom the government and the mafia to accept

a campaign that would be highly critical ofboth.

After the Crash: A Plan Is Conceived

The Susurluk crash created a huge scandal. Notonly was one parliamentary leader in theMercedes, but the signature of Mehmet Agar,the minister of internal affairs, was found onthe fake identity papers of the criminalAbdullah Çatlı. Agar had signed these paperswhen he was the chief of police. He resignedhis cabinet post a week after the crash, butremained in parliament. The public wanted

more serious action taken against both Agarand Bucak, the parliament member who hadsurvived the crash. These two powerful menclearly had close ties to the crime syndicate.Both were of the fundamentalist Right Pathparty, the government’s coalition partner.

Within a month a few progressive lawyers metto talk about it and quickly realized that thisscandal offered the potential to raise a publicoutcry and push for some real change. Theybegan meeting to discuss a strategy. They sawthat to take advantage of such a high-profile

public event they would need a high-profilepublic campaign. And as with any scandal, thepublic would soon lose interest, so they neededto move fast. They realized they would needassistance from experts in publicity and massmedia. Through personal connections, theyquickly expanded their strategy sessions toinclude communications experts – includingErsin Salman – as well as political activists andintellectuals. These informal discussions becamethe basis for establishing the Citizen Initiativefor Constant Light. Quickly, but not withoutserious debates and discussions, they hashed

out a campaign strategy.

The Strategic Objectives

The campaign’s short-term goal was to forcethe parliament to remove immunities from themembers of the parliament who were accusedof being part of the nationwide corruption

syndicate, and bring them to trial.

The action principles had to confront theunconscious fears of the population:

1.  To move the majority of thepopulation, the objective needed to belegitimate and legal.

2.  The action itself also had to belegitimate and legal.

3.  The action had to be something simple,like making a phone call, or standingstill on a sidewalk.

4.  The action needed to be risk-free. Itshould not cause people unnecessaryfear or worry.

They also needed to confront hopelessness andapathy:

5.  The target had to be very specific and

concrete. The actual criterion forsuccess of the action should be itsability to mobilize the society in anationwide feeling of “togetherness.”

6.  Finally, the action needed to have thehumor and cheerfulness of a sincerepublic celebration.

The group decided on a strategy of nonpoliticalalliances. The leadership group would remainanonymous, maintaining an unbiased andleaderless image to move the masses. Membersof this group wanted an image of credibility

untainted by any perception of ideologicallinks that might turn away citizens with otherbeliefs. The whole idea was that this waseveryone’s concern.

what they could do… how to react.First we talked to our friends, then to

the several civil rights organizationsand professional associations. We saw

that everybody shared the sameemotion. The consensus was to find

something to motivate society.”– Mebuse Tekay, lawyer

who had established the criminalorganizations, to protect the judiciary officials[who would be trying the case] from pressure,

to reveal the dubious relations hiding withinthe state. And our last demand was, whiledoing this, not to undermine democracy.”

The Plan

There were three main components to theplan: the message, the type of action and the

mobilization process.

The Message: “Nothing will be the

same after Susurluk!”

Ersin Salman’s ad agency designed a creativemessage campaign to meet the needs of theNational Broadcasters Association, but also inthe spirit of the Citizen Initiative:

“We know everything!I’ve heard – I have a radioI’ve seen – I have a television

I’ve read – I have a newspaper Nothing will be the same after the crash!Nothing will be the same after the truck!Nothing will be the same after SUSURLUK!”  

For the Citizen Initiative, this messageexpressed an unequivocal break with history.On the one hand it was a threat to the powers-that-be that there would be no more secretsand that this time they would not get awaywith it. But “Nothing will be the same” alsoimplied that public action would no longer beineffectual or ignored. The implicit mobilizingmessage behind the message was that this timewe can make a difference.

Salman convinced his clients to relate theircampaign to the Susurluk event, and this gaveimportant start-up momentum to the CitizenInitiative, which could then count on mediasupport. Once the mobilizing action wasconceived, numerous other creativeprofessionals became involved in creatingmessages and images to promote thecampaign, including advertising professionals,filmmakers, graphic designers, illustrators,merchandising experts, journalists and

experienced political activists.

The Proposed Action

The idea of switching off the lights came fromthe teenage daughter of one of the lawyers.One Minute of Darkness for Constant Lightimmediately appealed to the organizers. Itseemed a naïve but satisfying solution. The“light” activity could be practiced in theconfines of a home, the core of Turkish familylife. Participants could remain anonymous, yeteveryone’s participation would be visible. Theanonymity of the action became part of thepublicity message.

“On February 1, 1997, we will begin to turn offour lights at 9 p.m. every night, until the

members of the crime syndicate and itsconnections in the state are brought to court!”

– an anonymous aunt 

We felt thecampaign ideashould appear tocome not from anintellectual or anelite group, butfrom a streetperson, a kid, anaunt on apension, etc. The

last one had agood ring to it:the call to actionwould come froman AnonymousAunt!

Faxes and pressreleases were designed for massdistribution to the citizenry. All the pressreleases were signed:“Listen to the voice ofthe silent majority!”

The Mobilization: Media Alliances, NGO

Alliances, Unions: The Chain of Faxes

Spreading the word required media supportand an alliance of grassroots organizations that

would alert their members. Starting four weeksbefore “S-day” (Susurluk day, Feb. 1), theCitizen Initiative studied articles by nearly 60newspaper and magazine columnists, seekingout allies in the press and studying the media’sown anti-corruption language and messages.They sent personalized letters to the columnists

calling them to action in the same languageand terminology the columnists themselves hadused to explain the results of the Susurlukcrash. Columnists joined in the effort, writingabout state corruption, the need for a hugepublic participation and the importance of the

consequences of the Susurluk crash. Columnistsplay an important role in the media’srelationship to the public because they can beopinionated and use persuasive arguments.Some even tried to be heroic – to be the“poets” of this new popular upheaval. Suchpersuasive columns helped build momentum.

The “call to action” fax was circulated rapidlyto as many in the population as possible. Toensure that the message did not appear tohave any ideological bias, the organizers firstapproached the most non-political group theycould think of: the Istanbul Coordination of

Chambers of Professions, who immediatelyagreed to cooperate. The organizers alsoapproached the member chambers of variousprofessions, in order to involve them each inthe effort: the Bar Association, and thechambers of dentists, electrical engineers, civilengineers and pharmacists. Unions and NGOswere also a key means of distributing themessage. Each group distributed a one-pagefax to their members and asked them todistribute it to their neighbors, friends andrelatives, creating a chain reaction. TheInternet had yet to take hold in Turkey, sofaxes were the crucial communicationmechanism.

Once this process of fax distribution gotunderway, it took on a life of its own, throughan ever-increasing circle of organizations andnetworks. A spontaneous chain ofcommunication took advantage of all the manyformal and informal connections amongdifferent sectors of the population.

The Media Bandwagon

The Citizen Initiative closely paralleled the

media’s own call for a cleansing of the corruptsystem, and in a sense this obliged the media tosupport the campaign. In the final two weeksleading up to S-day, and during the five weeksof the action, there were exuberant articles,special news coverage and inserts in other TVprograms about the time of the action. Radiointerviews appeared back to back. All 14 majorbroadcasters joined in. Some even put a smallreminder in the corner of the screen duringprime-time news hours.

Financing a Mass Campaign

A huge effort like this certainly involvessubstantial costs, but the financing wascompletely decentralized and voluntary.Salman’s ad agency and their campaign for acleaner media were formally independent ofthe Citizen Initiative, paid for by theassociation of broadcasters. The initiative alsohad its own messages. Skilled professionalsdesigned and produced publicity materials as a

voluntary contribution to the effort. For courierservices, posters and other mass printedmaterials, Citizen Initiative used voluntaryinstitutions or commercial companies willing topay their share for “the cause.” Had it beencentralized and billed, this combined

commercial product would probably have cost$8-$9 million U.S. dollars! In addition, dozens –perhaps hundreds – of organizations absorbedthe cost of sending their own faxes.

“The call to action was verystraightforward, addressed from citizen

to citizen. The first step was to send afax to everybody. Within a week we

received 10,000 responses. This showedus that our call to action would have

major support. On January 15, we helda press conference. It was quite an

interesting press conference because itshost was not an organization, but a

group of people with no politicalaffiliation. But the real host of the press

conference was the 10,000 signatures,which were hung in the conferencehall. We took a visual approach, for

example we staged a pantomime of theaccident. We had no official

spokesperson; various people fieldedthe journalist’s questions. So it was the

first press conference held by 10,000individuals. This in itself was very

The Action: Feb. 1 – March 9:

What Actually Happened

“When we initiated this protest we wereworried about participation. But we allbelieved it would create a sensation. Only

500 could have taken part. That would stillhave indicated a moral stance. But we

never imagined the number of people whoactually did participate. … For the first timegroups that had never joined forces before

in Turkey found themselves participatingside by side. From the business community

to slum dwellers.”– Mebuse Tekay, lawyer 

“The success of the protest stemmedfrom its simplicity; people stayed athome and joined the action. We never

thought that people would take to thestreets, but they did with great joy and

enthusiasm.”– Yüksel Selek 

The action built up gradually, starting withpeople switching their lights off as planned.More did so each night. But people quicklybecame bored with mere darkness, and somebegan blinking their lights on and off. Then, in

a development that shows the importance of

synergy between mass action and the media,the television news showed images of blinkinglights. The next night people all over Turkeywere blinking their lights.

The first week of lights proved to everyonethat there was massive citizen support for thecampaign. Such mass support changed people’sperceptions of the danger and the hopelessnessthey had always associated with confrontingcorruption. By the second week people begancoming out of their houses and moving theprotest to the streets. At this pointimprovisation was the order of the day withevery neighborhood independently makingdecisions about street actions.

Protesters from Turkey’s 36 cities and 81townships communicated with the CitizenInitiative for Light via telephone and fax. Manyregions established their own initiatives.

The intensity of the public actions peaked inmid- to late February, and then began todiminish. The organizers felt that it would bebetter for the action to end while actions werestill at a high level rather then waiting forthem to fizzle out slowly. There was also someconcern that the protest was being hijacked forpolitical anti-government purposes. So theycalled for an end to the actions on March 9.

The Political Reaction

and Fallout

During the second week of the One Minute ofDarkness actions, various governmentspokespersons, and even Prime MinisterNecmettin Erbakan himself, began to criticize

the street actions. By February 15, new reports(or leaked reports) from different officialintelligence organizations, the police, themilitary and the national intelligence agencystarted to appear in the media furtherexacerbating the scandal. The accused politicalparties felt they needed to take a stand. Theprime minister made public statementsattempting to belittle what was going on inthe streets, and referred disdainfully to “Our

famous street dance, cannibal’s dance.” Kazan, minister of justice, said “Turning offlights in times like this is treachery!” He wenton to accuse those in the streets ofparticipating in sexual orgies.3 The leader ofthe coalition partner Right Path party, TansuÇiller, questioned the patriotism of those whotook part.

The action was so massive that despite theorganizers’ goal of keeping it non-ideological,it couldn’t help but play into national politicalstruggles. The political world inferred that theprotests were pointing a finger at thegovernment, and more particularly at members

of the ruling government’s coalition. The RightPath party leader was under even morepressure to defend the accused MPs, in herparty, and she herself was suspected of crimesyndicate links. Since the government was ledby the Fundamentalist Refah party, the protestsopened the door for critics of this party,including those in the military, to use theopportunity to bring it down. There was asubstantial risk that the protests would behijacked into inter-party disputes over whoheld the reins of national power. Thus some ofthe banners seen in the streets said things like“Çiller should be put on trial,” or “Refah Partyshould be banned.”

“We discussed this derailing of the protest.Some of us said that we should speak out.But most of our friends felt that we were

 just initiators, it wasn’t our mission to tellthe protesters what they should or

shouldn’t do. And frankly, many among usdidn’t support Refah Party and were not sodistressed by the situation the government

found itself in.”– Mebuse Tekay 

On February 28, the National Security Council(with influential army officers involved) forced

the government to resign. This was referred toas a “post-modern coup-d’etat.” They did notuse force but “persuasion.” It was bloodlessand quick. Erbakan remained as prime ministeruntil the new government was approved by theparliament in September – six months later.

It was certainly not the Citizen Initiative’s goalto bring down the Refah government. On thecontrary, the idea was to make the governmentwork against corruption. In the long run,without a new generation of politicians in theparliament, the existing inertia will always helpmaintain the links between politicians, stateinstitutions and the mafia. The CitizenInitiative’s goals required a workinggovernment, not parliament members idlywaiting for a new government to form. The fallof the Erbakan-led coalition caused a longdelay in necessary actions by the courts.

government, but to clean up the dubiousrelationships between the state and the gangs,

this wouldn’t have prevented the fall of thegovernment … If we had spoken out against

what happened it would have been better. Atleast the generals couldn’t look us in the eye

and say that their postmodern coup d’etat hadthe support of the citizen.”

Follow-up Actions

The key demand of the initiative hadbeen the removal of parliamentaryimmunity. The Susurluk crash hadclearly implicated two highly

influential members of parliament,but their immunity prevented theirinterrogation or officialaccountability. To remove theseimmunities, the high court needed toissue a roll of inquiries, which it did. InMarch, it became obvious that PrimeMinister Erbakan was using legalloopholes to block this roll of inquiriesfor the accused members of theparliament, preventing it fromreaching the general assembly of theparliament for a vote.

In response, Citizen Initiativemobilized again between April 6 andApril 23, 1997. Once again, thousandsof faxes traveled and lights blinkedacross the country. This time theslogan was “I revolt! I insist!” Ahumorous ad campaign popularized anew toy developed just for thecampaign – the “Susurluk Buggerdemocracy machine” (see graphic). OnApril 17, different groups gathered inpost offices all over the country andsent “stolen” copies of the high court

inquiries by registered mail to allparliament members.

When the new government finallyreceived a vote of confidence, theOne Minute of Darkness for ConstantLight campaign again sprang intoaction. A new fax campaign circulatedthe phrase “Government wheelswon’t turn unless the gladio filth isgone!” Although the light-switchingresponse was not as widespread as inFebruary, this time street actions were

initiated by various organizations. Anew message was circulated throughthe media, “What have you done forSusurluk today?” The action this time wascommitted to continuing until the immunitieswere lifted. At a press conference on November3, the Citizen Initiative presented the SusurlukCitizen Report, including policy suggestions tothe government about how to resolve the

Susurluk case. The immunities of MPs Agar andBucak were lifted on December 9, and the One

Minute of Darkness for Constant Light actionwas ended.

But the work wasn’t over. The two MPs werenever convicted or sentenced, and werereelected to parliament in the next election. In1998 a signature campaign was launched,

entitled “I resign from being a slave. Now I’m acitizen!” The approach now was broader thana single event, aiming to change therelationship between Turkish citizens and theirgovernment. In May, Citizen Initiativeorganized a series of roundtable meetings

gathering intellectuals from across the country,laying the groundwork for a new “CivicConstitution Initiative.” This led to a series ofletter-writing campaigns and a reformproposal.

Longer-term Results

The Impact on Corruption in Turkey

“This protest set a precedent. Without thisprotest it would have been impossible tobring the Susurluk suspects to trial. Thesensitivity that fueled this protest initiatedthe trial and brought to light all the various

activities of the gang. The subsequentprime minister felt obliged to follow up onthe case and activated a specialinvestigative committee. This committeeprepared a report unprecedented in itsscope. It listed each and every victimmurdered by the crime syndicate. Aparliamentary investigative committee wasformed that also substantiated all thesyndicate’s activities. The tip of the icebergwent to trial. Most unexpectedly, verdictswere even handed out … All of theseevents are unprecedented in Turkey. And it

all began with this Citizen Initiative forConstant Light.”– Ergin Cinmen 

Over time, there was a great deal of politicaland legal fallout from this event. There wereseveral trials – of businessmen, police, militarypersonnel and mafia leaders. But the two keymembers of parliament targeted by thecampaign were never tried. Mehmet Agarmanaged to avoid the trials by resigning fromhis party. As an independent he was laterelected by his hometown, where he remains

the most powerful political figure.

It is possible that the One Minute of Darknessfor Constant Light campaign opened the doorfor later battles against corruption. In 2001,Interior Minister Sadettin Tantan launched anoutspoken campaign against corruption. Someof his investigations received significant mediaand public attention. In cooperation with theBanking Regulation and Supervision Agency

(BRSA), his high-profile investigations, dubbed“Operation Hurricane,” “Operation Whale,”and “Operation Parachute,” uncoveredembezzlement on a massive scale, and led tothe arrest of several prominent executives. Butonly private sector personalities were detained,while bureaucrats and elected officials – twocrucial legs of the quadrangle of Turkishcorruption – have yet to face charges. And in

any case, Tantan’s tenure did not last long.

Six years after Susurluk-day, in November 2002,elections created a new era in the Turkishpolitical system. As this notebook goes to press,70 percent of the members of the Turkishparliament are serving for the first time, and allparty leaders of the last decades are out of theparliament. One analysis of this change is thatvoters punished the politicians for their failureto deal with state corruption, and punished themilitary by electing a party from the mild anddemocratic side of Islamist tradition. The new

governing AK PARTY (White Party) hasproclaimed three priorities: Radically diminishthe immunity of parliament members; create anew constitution, starting from the basichuman rights issues that must be addressed bycandidate countries of the European Union;and make the new anti-monopoly media lawswork. Meanwhile, Mehmet Agar is still inparliament, and as long as he is there, theSusurluk-day issue continues. But in a newTurkey now.

The Citizen Initiative After 1997

On a tactical level, the experience of theCitizen Initiative helped inform nationalcampaigns on other issues. On August 17, 1999,a terrible earthquake struck Turkey. Due in partto its deep corruption, the government wasincapable of mounting an efficient response tomeet the needs of victims. Social networking bycitizens thus became their lifesaver. CitizenInitiative organizers worked with the Human

Settlements Association to bring together 26organizations to form the Civic CoordinationCenter for the Earthquake. Hundreds of NGOsand individuals formed rescue groups in eachcity in Turkey. The process was improvisational,involving mass media tactics to recruit the

citizenry for the rescue effort. The tacticalexperience we had gained from the CitizenInitiative was put to good use. The CitizenInitiative remains a key player in the CivicCoordination Center, and has used its tacticalexpertise to mount a series of ongoingreconstruction and reparation campaigns forvictims of the disaster.

2003: Resisting War Against Iraq

In February 2003 a new One Minute ofDarkness for Constant Light campaign wasinitiated, this time aimed at demonstrating

public opposition to an impending warthreatened by the United States against Iraq,on Turkey’s southern border. A coalition oforganizations in Turkey concerned aboutstopping the war came together for a tacticalmobilization based explicitly on the success ofthe 1997 action. This time, in addition to callingon all Turkish citizens to turn off their lights toshow opposition to the war, coalition members

also circulated the message internationally toNGOs and peoples’ movements all over theworld, calling on them to repeat the actionglobally.

On February 15, 2003, when mass rallies against

war were occurring all over the world, thelights were going out in Turkey. The majorityof the population was opposed to the war, andthe “lights out” tactic was a signal that boththe public and the government understood.Even the new president of the parliament,Bulent Arinc, announced publicly that hewould be turning out his lights at 8 p.m.

On March 1, 2003, the Turkish Parliamentsurprised the world by voting by a slim majorityto refuse to allow U.S. troops to use southernTurkey as a base for launching a war againstIraq. Despite the fact that the ruling partyleaders, the army and big business were clearlyin support of collaboration with the U.S.military in the war, 94 percent of the Turkishpopulation was opposed. The parliament, forthe first time in the last 30 years, voted withthe people disregarding the pressure of theirparties.

 

Transplanting the Tactic:Analytical Questions

Breaking Popular Silence

One Minute of Darkness for Constant Lightbrilliantly took advantage of a simple, no risktactic – getting mass numbers of people to turntheir lights off and on – to tap into a deeplyshared frustration under the surface of Turkishsociety. The Susurluk-day protests occurred notbecause there was a car crash, but because theTurkish people were fed up with corruption

and ready to react. If they had not been ready,the crash would not have mattered. But theirreadiness was only partial, and they needed asafe opening. They needed the support of theirfellow citizens. The genius of the Susurluk-dayevent was that it found a way for masses ofpeople to simultaneously voice their resistanceand express publicly what they felt about afrightening and oppressive problem.

It isn’t surprising, then, that organizers couldnot predict the reactions. In the 1980smovement for democracy in Chile, organizersused a similar tactic to encourage people tosafely express their desire for democracy andtheir frustration with the military rule ofGeneral Augusto Pinochet. On May 11, 1983,the quiet night air of Santiago was taken overby the din of millions of citizens banging potsand pans together on their windowsills, and bythe blaring of car horns. Like the One Minuteof Darkness, the event vividly captured thepublic’s frustration. There could be no denying

the will of the people. Pinochet sent securityforces out to violently stop the politicallydeafening noise, arresting 600 people. TheChilean transition to democracy would still take

most of a decade, but the silence was broken,and the noise was unstoppable. 4 

This is a tactic that brings people together. Itwill work if there is compelling concern sharedby substantial numbers of people in the society,

as was the case in Turkey. Its force is in masses,and it therefore needs to be used in thecontext of an issue that will mobilize themasses to act

Professional PR: Mass Message

Approach

“The lesson that can be drawn is that thiskind of protest can be organized to meet

the heartfelt needs of society. Yes, themechanism of the action is simple. But to

achieve this level of participation thematter has to be of vital importance to the

people. Without publicity the most justcause can’t be heard. Media publicity is an

absolute necessity.”– Ersin Salman 

The Citizen Initiative was a striking example ofhow a political mobilization can usesophisticated publicity expertise. Of course thefact that the broadcaster association’s imagecampaign coincided so neatly with the Susurlukcrash is not a circumstance anyone can counton repeating. Even so, the lawyers who firststarted discussing a strategy recognized thatthe kind of impact they wanted could only beachieved with professional communicationssupport, and through a good relationship withthe media. Any mass-message campaign canlearn from this, and seek out such alliances.

The necessary alliance and the potential masssuccess, though, also depend on the messageitself. The Citizen Initiative would have hadmuch greater difficulty obtaining mediasupport if the message had appeared tooideological, too impossible or too complicated.The message and the demand also needed to

be relatively short-term, since the media could

not be expected to maintain its focus on thiscampaign indefinitely.

Thus there were necessary tradeoffs in thisalliance. The campaign demands were verysmall: an investigation of a few individuals in

parliament. The strength of this limitation wasthat it was achievable. But once achieved, themomentum was gone. The Citizen Initiativecontinued after the campaign was over, butthe mass mobilization did not. Confrontingcorruption would remain a complex problemthat required a long-term commitment.Simplistic messages and short-term goals couldrouse public and media interest, but somethingmore would be needed to sustain it. Theorganizers accepted at the outset that thiswould be a short-term initiative, aiming formaximum popular participation in a highlyvisible event.

The Apolitical, Anonymous Approach

Instigators of the Citizen Initiative campaignmade two strategic choices to achieve an imageof unbiased credibility. They tried to avoidallying too closely with any overly politicizedgroups, instead focusing on a large variety ofapparently neutral social groupings and thusmaking the effort less vulnerable to charges ofpolitical manipulation. They also maintainedtheir own anonymity, making the campaignless vulnerable to accusations of being

manipulated by a small group’s personalambitions and more accessible to a largernumber of groups and people, who could noteasily dismiss the campaign based on prejudicesabout its organizers.

These choices had drawbacks as well. Theorganizers did ask a variety of institutions tospread the word about the action to theirmailing lists or membership, but did notencourage them to think they could have anyinfluence over the process. The non-politicaland non-organizational nature of the effort

probably made it more difficult to organize anysustained subsequent long-term campaign onthe issue because the larger politicizedinstitutions, like political parties or unions, didnot have any ownership of the process, andtherefore had less motivation to sustain it aspublic interest waned. Avoiding allegedly“ideological” allies might result in cutting outthe kind of institutional support that couldsustain a longer-term effort.

The anonymity choice reflected to some extentthe “leaderless” reality of the spontaneousgroup that had formed. Its decision makingprocess was run by a loose body of people,rather than any one leader. The membershipand size of the group changed over time, and

its decisions were largely limited to creativesuggestions. This decentralization might beboth strength and a weakness. But what thepublicity experts did with it in the short-run –crediting the whole campaign idea to an“anonymous aunt” – was apparently effectivein this case. It was not only a catchy marketingmove, it may have had the further advantageof protecting the security of the organizers inthe event of any more serious retaliationagainst the campaign.

Nevertheless, there are trade-offs around thischoice as well, and it would probably work onlyfor a short-term campaign. Over the longer-term, any campaign against corruption willneed to defend its own credibility by showingthe same transparency it demands of the state.A long-term anonymous campaign would likelygive rise to contagious suspicions that woulddamage the public effectiveness of themessage. But in the short run, as this eventproved, it did not have that effect.

The Catalytic Event: Is It Necessary?

How Do You Know When You Have It?

The One Minute of Darkness campaign mightappear far too dependent on an uncontrollableand unforeseeable event – the scandalous crashthat created the opening in the media’s andthe public’s interest. Certainly the February1997 protests would not have happenedwithout the November 1996 car crash.Nevertheless, this should not deter anyone whootherwise sees a potential use for this tactic intheir own situation: In a corrupt system thereare always scandalous events occurring, andthe extent to which they become nationalmedia events depends a great deal on what we

make of them. Events occur, but scandals arebuilt and manipulated in either a chaotic or anorganized fashion.

The success of the Citizen Initiative suggeststhat it might be worth engaging in an ongoinganalysis of the potential of a variety of eventsto move public opinion on critical socialissues—a sort of “scandal watch.” This couldinvolve a group of analysts with political and

communications savvy who can accuratelyestimate the potential public impact of eventsas they happen, and help organizations buildmessages using these events to mobilizeeffective mass campaigns.

The Single Event and the Long-termCampaign Strategy

A single “big-splash” event can be thelaunching point for a long-term institution-based strategy for resolving a complex socialproblem like corruption. There is no inherentcontradiction between the big event and theslower and quieter long-term effort.Nevertheless, as some of the discussions abovesuggest, there may be tradeoffs involved insome of the choices made around a massivesingle event, choices which don’t necessarilyfavor the possibility of a sustainable campaign.

The converse is also true: choices favoring along-term complex campaign can make massmobilization more difficult.

A single political goal, for instance, can be anti-climactic once you achieve it. Does winning asmall and specific goal give you momentum tokeep going, or do people go home feeling likeit is finished? If you don’t achieve the specificgoal fast enough, can you maintain publicinterest in the effort? The answer may dependon whether you also create an understandingamong the public of the need for a longer-

term and complex strategy. Strategically, it isone thing to say, “Our objective is to removethe immunities of two parliament members.” Itis somewhat different to say, “Our first stepwill be to remove the immunities of these twoparliament members.”

On the other hand, if you are starting with nopublic momentum at all, it is certainly not goodmarketing to try to convince the public, muchless the media, to buy in to a complicated long-term strategy. Employing shorter-term tacticsthat people and the media can feel are

reachable may build public momentum in smallincrements. The more detailed the strategicsteps you plan, the more people may start toquestion this goal or that goal, or feel hopelessthat the whole thing will never work.

Also, a mass campaign often involves a looselyknit coalition of partners. Such coalitionsinvolve many different kinds of people with

many different agendas. They have thestrength of potentially being able to movehuge numbers of people, and of demonstratingan undeniably broad public interest in an issue.But it can be difficult or impossible to unitesuch a coalition around anything other than

the simplest lowest-common-denominatorgoals and messages. Likewise, these coalitionstend to be difficult to hold together for longperiods of time, because the energy of eachcoalition partner is also focused on its ownorganizational objectives and strategies. Ashort-term goal may thus be more achievablewhile the unity of coalition energy ismaintained.

The One Minute of Darkness campaign was ashort-term tactic, based on the hope that the

public and the organizations involved wouldspontaneously take the energy it created anddo something with it. As a result, it did nothave a “stage two” plan in place to takeimmediate advantage of the momentum thatbuilt up in February 1997.

Any campaigns, be they short- or long-term,that address pressing social problems affectinglarge portions of the population can benefitfrom the use of techniques that make messagesaccessible to the majority of the populationthrough the mass media, and the momentumof your efforts can be aided by theempowerment people will feel from havingparticipated in such mass events .

Conclusion

No problem that affects so many people, ascorruption does, can remain forever absentfrom the public agenda. Eventually the lightwill have to shine on it. People will overcome

their fears and apathy and try to do somethingabout it. Political movements to solve bigproblems don’t have to always be the work ofa small minority of hard-core activists. Thecitizenry does not have to be left out, and thiscampaign shows that citizens don’t necessarilywant to be silent. What activists can provide,and what communications experts can help tocreate, are strategies, tactics and messages thatencourage people on a massive scale to takesteps together to overcome their hopelessnessand fear. Not every struggle, and not everymoment, requires a mass-appeal citizen action.But in the right situation, such actions opennew doors for activism and broader socialchange.

The activists who struggle year-in and year-outon unpopular issues that confront establishedpower can sometimes lose faith in the public,and lose hope that people can ever bemobilized on a mass scale. As a result theysometimes limit the scope of their strategiesand tactics to small groups. Mass mobilizationseems impossible, so it is not attempted.Opportunities are missed. Events like theSusurluk protests show what can happen if we

open our horizons to bigger possibilities.

The mainstream media is often corrupt, oftenallied with elites and often avoids itsresponsibility to prod people’s socialconscience. But there are also allies within themedia and the communication industry who

can play key roles in citizen activism. There arepolitical moments when media institutions canbenefit from engaging in social activism.Activists need to develop an understanding ofwhat the media can offer to their movements,and of how to take advantage of it. The

Susurluk organizers depended on the media,and effectively took advantage of everyopportunity to feed in to the media’s need toappear ‘clean’ in the face of corruption. TheCitizen Initiative used professionalcommunication techniques to create messagesfor mass appeal, and it made a big difference.They created catchy slogans, and humorousvisual images. They gave people actions theycould all feel safe participating in, and goalsthat appeared achievable. Their success was aninspiration, but it was not an accident. We canall learn from it.
