‘A’ (for candidates from home state) and List ‘B’ (for candidates from other states) are prepared after taking out vacancies of SC and ST candidates. Overall allotment of seats for a hypothetical case of 100 seats is interpreted as under:-

(a) Total seats : 100 (b) SC (15% of 100) : 15 (c) ST (7 ½ of 100) : 08 (d) Balance seats a- (b+c) or 100-(15+8) : 77

Further distribution of 77 seats mentioned is as under:-

S No Category List-A List-B Total

33% of 77 = 25 (All candidates not belonging to home state)

52 + 25 = 77

(a) Defence 25% of 52 = 13 25% of 25 = 06 19

(b) General Balance of 52 = 39 Balance of 25 = 19 58

(c) Total 13 + 39 = 52 06 + 19 = 25 52 + 25 = 77

Seats in List ‘B’ under “Outside the home state quota” will be distributed amongst the candidates from different states in the ratio of the male population of respective state.
