SRILANKAAIRFORCEBASE,KOGGALAManylivesweresavedthroughsearchandrescueoperationscarriedoutbythemilitary,policeandvolunteers. Those marooned and trapped with no access to medical care, food and water wererescuedby these teamsand individuals.However, theMay2017aftermathof thedisaster rescuemissionsalsoaccounted for the livesofeightvolunteerS&Rpersonnel.Theneed fora formalizedapproachinsearchandrescueforthevolunteerswasdeemednecessaryunderthecircumstances.The urban flooding too posed a severe threat which requires better professionalism and theidentification of appropriate search and rescue equipment for live saving operations. Whilst themilitary has its search and rescue capacity; enhancing their knowledge via training to achieveinternational standards in S&R will provide an opportunity to save more lives by promotingefficiency,enhancequalityandcoordination.Thiswillalsoenabletheseteamstobedeployedintheregion to support other countries. Due to these reasons, the need to train volunteers and the SLForcestofurtherenhancecapacityinSearchandRescueoperationsisvital.A-PAD Sri Lanka forged partnership with Sri Lanka Air Force (SLAF) in conducting a professionaltraining with international experts. Disaster Management Centre provided assistance andcoordinationrelatedtothetraining.SLAFdisposedofitsgroundandairassetstotrainthefirstevercivil-militarycoordinatedexerciseundertheleadershipoftheCommanderoftheAirForce.A-PADSLwithothervolunteergroupscoordinatedthetrainingprogrammeatSLAFStationKoggala.Through theexpertiseof fourA-PAD International trainers from Japan,a trainingprogrammewasconducted for the Sri Lankan Forces and Volunteers from the 19 to 21 November 2017. Theobjectiveofthetrainingwastointroduceandpracticedisasterresponsemethodologiesforsudden-onsetdisasteralignedwithinternationallyacceptedInternationalSearchandRescueAdvisoryGroup(INSARAG)guidelinesintheprocessofpreparedness,cooperationandcoordination.The training programme consisted of a ‘Preparation Phase’ to familiarize participants withinternationally agreed upon deployment and coordination procedures, based on INSARAGGuidelines.ThisphaseprovidedabasisonhowS&Rteamsareconstitutedandthebasisforteamstobeguidedandtrainedtoachievestandardsfordeployment.The‘OperationalPhase’incorporatedatwo-and-a-half-daytrainingandsimulationexercisewheretheparticipantgroupswereconfrontedwithaninitialsituationwhereonlylimitedinformationisprovidedand“tasks”whichtheroleplayersshould complete are injected by exercise controllers through various channels such as fieldassessment,technology,mediareportsetc.Ade-briefingwasconductedtoreviewthetrainingandcurrentstateofoperationstoconfirmthatthedeliverablesareprogressingandprovidedirectiontoimprove.Civil-militarycoordinatedfloodrescuesimulationexercisewascarriedoutfollowingcompetencyofindividualandcollectiveskills.Groundandairrescuesimulationexercisesprovidedliveexperiencefor participants and also identified limitations. The combined resource strengthbetween civil andmilitaryinsavingliveswasevidentfollowingthetraining.

WayForwardA-PADSLinpartnershipwillcontinuetoconducttrainingprogrammestoenhancethecapacityofSriLankan Forces and A-PAD First Response Team. Whilst the current training was limited to floodrescue, training inalldisciplineswillbeconductedsystematically.CivilMilitarycooperationwillbefurther strengthened to create better humanitarian responses with professional training andappropriateequipment.MediaandLinks1.
