Minutes of the Regular Meeting of the Board of Directors – October 20, 2015

At 7:19 p.m. President Bielski convened the regular meeting of the Aberdeen School Board in the Community Room at Aberdeen High School. Members present were Christi Boora, Jamie Walsh and Erin Farrer along with student representative Shelby Cokeley, Superintendent Thomas Opstad and 18 patrons and staff. Director Jeremy Hawkins was absent. A work study for a presentation of the Long Range Facilities Plan by consultant Bob Wolpert preceded the meeting. The meeting began with the Flag salute.

CALL TO ORDER

On a motion by Christi Boora and seconded by Jamie Walsh, the Board approved the Consent Agenda, which included the minutes of the regular meeting conducted on September 15, 2015; September payroll vouchers 81900 through 819154 totaling $2,825,820.55; General Fund vouchers 819156 and 819179 through 819304 totaling $1,119,994.13; ASB Fund vouchers 819163 through 819178 totaling $16,598.82; a Capital Projects Fund voucher 819155 in the amount of $68,715.76, and Private Purpose Trust Fund vouchers 819157 through 819162 totaling $5,926.96; the annual memorandum with the Quinault Indian Nation for the TANF Youth Program; a gift to the district from Dick and Judy Veloni, who donated two electric kilns for use in the Fine Arts program at Aberdeen High School, a gift to the district form the Black Family Charitable Fund in the amount of $2,000.00 for use in the reading program at Robert Gray Elementary School, and a grant from the Squaxin Island Tribe in the amount of $2,500 for use in the Indian Education Program.

CONSENT AGENDA

Superintendent Opstad administered the oath of office to Mrs. Erin Farrer who was appointed to the Board of Directors in Position 2. The position will be up for election in 2017 to complete the remainder of the four-year term vacated by Jennifer Hagen.

Superintendent Opstad announced that Katurah Martin will be joining the Board as the junior student representative.

STUDENT REPRESENTATIVE

Director Christi Boora reported that she had attended an assembly led by Donnie Marbut, the former WSU head baseball coach and a 1992 Aberdeen alum. She said his championship message has something to offer for parents, coaches and student athletes alike.

Director Jamie Walsh welcomed Director Erin Farrer to the Board and commented that she is looking forward to seeing her foreign language skills benefit the district.

President Bielski said she is looking forward to the lively discussions that will come about as the District continues to review and discuss the recommendations in the long-range facilities plan.

Shelby Cokeley reported on activities at Aberdeen High School, including the blood drive organized by the Renaissance Action Team, six-week grade reports and conferences, the seniors ordering their caps and gowns and gearing up for Foodball.

COMMENTS FROM STUDENT REPRESENTATIVE

Business Manager David Herrington presented information from the elevation survey and reported the Washington Risk Management Pool is urging the District to obtain flood insurance. The flood damage to Aberdeen High School after the January storm cost the insurer $500,000. Mr. Herrington reported that the Risk Management Pool is offering to cover the cost of premiums on district buildings that are in the flood plain – Harbor High School, the Administration Building and A.J. West Elementary School. Mr. Herrington also recommended that insurance be purchased for Aberdeen High School because of the recent history at an annual cost of $1,997. On a motion by Christi Boora and seconded by Jamie Walsh, the Board authorized the purchase of flood insurance as recommended. Mr. Herrington will endeavor to have the insurance in place by November 1.

ELEVATION SURVEY AND FLOOD INSURANCE

Superintendent Opstad discussed the upcoming 2016 Maintenance and Operations Levy, reviewed various rates and trends, and his recommendation that the request remain at the current amount. He suggested a work study session to continue levy planning and discussion, which the Board set for 5 p.m. Tuesday, November 3.

2016 M&O LEVY

Superintendent Opstad shared information from the October enrollment report. As of the October 1 count, the District is at 3,132 annual average FTE (less Skills Center), which is almost 50 FTE above budget.

ENROLLMENT UPDATE

Superintendent Opstad reported that reservations have been made for all to attend the Washington State School Directors’ Fall Conference in Bellevue, including “early bird” sessions for the two new Board members. The conference will take place November 19-22 in Bellevue.

WSSDA FALL CONFERENCE

Superintendent Opstad reported that the annual organizational meetings are being held to determine league alignment and that Aberdeen is planning to return to a straight 2A league. The final classification is typically complete in January or February.

LEAGUE ALIGNMENT

Superintendent Opstad reminded Board members that the annual election of officers and swearing in of newly elected Board members will occur at the November 17 meeting.

Superintendent Opstad reported on the “Great Shakeout” earthquake and tsunami drills that took place in the county. All schools, as well as the District Office, participated.

“GREAT SHAKEOUT”

Superintendent Opstad reported that he has been appointed to serve on an advisory board at Grays Harbor College that will develop a program to bring a baccalaureate in teaching degree to Grays Harbor College. Kathleen Werner, principal at Stevens Elementary School, and Marnie Ranheim, school counselor, are also appointed.

COLLEGE ADVISORY BOARD

Teaching and Learning Director Judy Holliday presented the Teaching and Learning Report for September. Under Professional Development, she discussed trainings by Learning.com about the online curriculum, AVID training, training for the January collection of evidence, a New Teacher Support session for all area teachers through the ESD 113 hosted in Aberdeen, the Teacher Principal Evaluation Process, and other offerings. Under assessments, she discussed the Measures of Academic Progress that were administered, the WaKIDS assessments for kindergarteners, administering the Washington English Language Proficiency Assessment, and preparations for November retakes of the High School Proficiency Exam (HSPE). Under AVID, she reported that Miller students toured Grays Harbor College and high school students are preparing for a field trip to various Washington colleges and universities in November. Under Highly Capable she reported that testing will take place in October and November for placement in the highly Capable program and that the Capital Region ESD 113 will sponsor six enrichment sessions for students in grades 3-6. Under technology, she reported that Dell laptops have been distributed to 9th and 10th grade students at Aberdeen High School and the following the distribution of Chromebooks, five iPad carts were relocated to various programs in the district that can use them, such as elementary music.

TEACHING AND LEARNING

Teaching and Learning Director Judy Holliday presented for first reading a recommendation from the Instructional Materials Committee on the adoption of new materials, including Signing Naturally Student Workbook by Ella Mae Lentz and Ken Mikos and published by Dawn Sign Press for use in Anne Ramsey’s American Sign Language classes; Introduction to Culinary Arts by The Culinary Institute of America and published by Pearson for use in Candice Bachtell’s classes at Aberdeen High School; Into the Wild by Jon Krakauer and published by Villard for use in English Language Arts classes at Aberdeen High School and Harbor High School, and A Long Walk to Water by Linda Sue Park and published by Houghton Mifflin Harcourt for use in English Language Arts classes at Miller Junior High School.

Superintendent Opstad asked that the New Market Agreement as presented in the Board packet be removed from the agenda. Upon further review, the district already has an agreement in place and the contract was sent in error.

NEW MARKET

On a motion by Jamie Walsh and seconded by Erin Farrer, the Board approved an agreement with Grays Harbor College for a college culinary arts program to be taught at Aberdeen High School. During the discussion, there was enthusiasm that the course should offer a great transition for students in the high school culinary program who wish advance their training in this area.

CULINARY AGREEMENT WITH GHC

Maintenance Supervisor Marv Townsend presented an update on the summer and fall maintenance and security projects. His presentation highlighted numerous projects, among them the resurfaced tennis courts, sidewalk repairs at Aberdeen High School, the new concessions at Stewart Field, safety fencing at the student parking lot at AHS, painting and maintenance projects at Harbor High School and the Stewart Building, maintenance on the weather-side wall at Robert Gray Elementary School, construction of a new walk-in freezer for food service at the Stewart Building that will replace the old truck freezer and major repairs to the roof at A.J. West Elementary School. The Board asked Mr. Townsend to thank the maintenance crew for their outstanding work. The discussion also included information that a new boiler will be needed at Stevens Elementary School and that work is progressing to establish more security and surveillance at school entrances.

MAINTENANCE UPDATE

The next regular meeting of the Board is set for 7 p.m. Tuesday, November 17, in the Community Room at Aberdeen High School. A work study will begin at 6 p.m. In addition, the Board will meet in a work study session to discuss the 2016 Maintenance and Operations Levy at 5 p.m. Tuesday, November 3. Directors Christi Boora and Jamie Walsh will audit the bills.

NEXT MEETING

At 8:31 p.m. President Sandra Bielski recessed the meeting for an executive session expected to last 15 minutes for the purpose of evaluating the qualifications of applicants for employment and collective bargaining. The session began at 8:56 p.m. and the meeting resumed at 9:11 p.m.

Board of Directors

ANNUAL ORGANIZATIONAL MEETING

At the first regular meeting at wqich newly elected board members are seated in election years and at the second regular meeting in November in non-election years, the board shall elect from among its members a president, a vice president and legislative representative to serve one-year terms. Officers shall not be elected following the appointment of a director to fill a vacancy on the board unless a majority of the board is appointed. If a board member is unable to continue to serve as an officer, a replacement shall be elected immediately. In the absence of both the president and the vice president, the board shall elect a president pro tern who shall perform the functions of the president during the latter's absence. The superintendent shall act as board secretary. In order to provide a record of the proceedings of each meeting of the board, the superintendent shall appoint a recording secretary of the board.

The nmmal order of business shall be modified for the annual organizational meeting by considering the following matters after the approval of the minutes of the previous meeting:

A. Welcome and introduction of newly-elected board members by the president.

B. Call for nominations for president to serve during the ensuing year.

C. Election of a president (roll call vote).

D. Assumption of office by the new president.

E. Call for nominations for vice president to serve during the ensuing year.

F. Election of a vice president (roll call vote).

Policies shall continue from year to year and board to board until and unless the board changes them.

Please explain: We believe this book because of it's high reader interest level, and easy to follow story line could easily be adapted for those students with different reading levels, ELL requirements and also students with disabilities.

This Non-Fiction book has many strengths. First, it has great appeal to young readers. The author seems to be able to capture the readers interest right off the bat with the ending of the story, and then goes back and takes us on the journey of Chris McCandles, right to the end, where the seemly predictable outcome and reasons for his demise are not what they seem. Another strength of this book is how the author incorporates so many themes into it such as being a good steward to the land, following your dreams, finding a passion in life, what a friend is, and coming to terms with the past. It also is a great illustration of the Habits of Mind traits of Grit, Perseverance and Resilience. · · ·

Into the Wild Summary

In April 1992 a young man from a well-to-do family hitchhiked to Alaska and walked alone into the wilderness north of Mt. McKinley. His name was Christopher Johnson McCandless. He had given $25,000 in savings to charity, abandoned his car and most of his possessions, burned all the cash in his wallet, and invented a new life for himself. Four months later, his decomposed body was found by a moose hunter. How McCandless came to die is the unforgettable story of Into the Wild. Immediately after graduating from college in 1991, McCandless had roamed through the West and Southwest on a vision quest like those made by his heroes Jack London and John Muir. In the Mojave Desert he abandoned his car, stripped it of its license plates, and burned all of his cash. He would give himself a new name, Alexander Supertramp, and, unencumbered by money and belongings, he would be free to wallow in the raw, unfiltered experiences that nature presented. Craving a blank spot on the map, McCandless simply threw the maps away. Leaving behind his desperate parents and sister, he vanished into the wild. Jon Krakauer constructs a clarifying prism through which he reassembles the disquieting facts of McCandless's short life. Admitting an interst that borders on obsession, he searches for the clues to the dries and desires that propelled McCandless. Digging deeply, he takes an inherently compelling mystery and unravels the larger riddles it holds: the profound pull of the American wilderness on our imagination; the allure of high-risk activities to young men of a certain cast of mind; the complex, charged bond between fathers and sons. When McCandless's innocent mistakes turn out to be irreversible and fatal, he becomes the stuff of tabloid headlines and is dismissed for his naivete, pretensions, and hubris. He is said to have had a death wish but wanting to die is a very different thing from being compelled to look over the edge. Module Description This nonfiction, full-length work, Into the Wild by Jon Krakauer, was published in 1996. Engaging your students in this biography/story, based on Krakauer's investigation of Christopher McCandless, a young, idealistic college graduate, allows them to think deeply about human motivation and, perhaps, to begin to understand the complexity of maturity. In addition, because McCandless was an avid reader of works by the American Transcendentalists and Russian novelists, students may become interested in reading some of those works on their own, if only to gain some insight into McCandless's use of those writers' ideas to form his philosophy on life, twisting their idealism in ways that, ironically, might have led to his death. This nonfiction work is a mystery tale, with genuine pathos that appeals to young adult readers.

Students will evaluate and think about the choices McCandless had, the decisions he made, and the mistakes and misjudgments that resulted. Students will be led through the work, accompanied by a model assignment sequence that incorporates reading and writing exercises.

Module Background Into the Wild can be read in a number of ways: chapter by chapter; all at once; or in "chunks" of related pieces of the text. Though your students may want to read it in different ways depending on their engagement with the book, this module will present a systematic plan for teaching and discussing it. 1be book has an interesting structure: It begins near the end of McCandless's journey and quickly moves to the discovery of his body in the abandoned bus, cycles back to the beginning of his odyssey and describes his adventures and the impressions he made on the people he met, and then explores the question of McCandless's motivations for his behavior from various perspectives. Chapters 1-7 are mostly about what happened; Chapters 8-15 put those events in a larger context by discussing other men who have behaved in a similar way, including the author; and Chapters 16-18 and the Epilogue are about why McCandless died, including decisions, motivations, and

Students should keep their freewrites, predictions, observations, vocabulary exercises, questions, and notes in an Into the Wild notebook or folder.

It touches on life in Sudan, the civil unrest there, and the extreme need for pure water.

These pilot materials align precisely with Common Core Standards. Material covers reading, writing, speaking and student self-evaluation on a daily basis. The only concern that I have is that our students may need more time in working wi1h the materials. That is not an issue because mastery is the goal and the pacing can easily be adjusted for our students.

Novel was selected as part of the suggested pilot project. Pre-approved by Teaching and Learning Director, Dr. Opstad and Lisa Griebel.

BE IT RESOLVED BY THE BOARD OF DIRECTORS OF ABERDEEN SCHOOL DISTRICT NO. 5, GRAYS HARBOR COUNTY, WASHINGTON, as follows:

Section 1. Findings and Determinations. The Board of Directors (the “Board”) of Aberdeen School District No. 5, Grays Harbor County, Washington (the “District”), takes note of the following facts and hereby makes the following findings and determinations:

(a) Calendar year 2016 is the last year of collection of the District’s current two-year General Fund educational programs, maintenance and operations tax levy, which was authorized pursuant to Resolution No. 2013-08, adopted by the Board on December 17, 2013, and a special election held and conducted within the District on February 11, 2014.

(b) With the expiration of the District’s current two-year General Fund educational programs, maintenance and operations tax levy, it appears certain that the money which will be available for the General Fund for the school years 2016-2017, 2017-2018 and 2018-2019 will be insufficient to permit the District to meet the educational needs of its students and pay expenses of educational programs, maintenance and operations support thereof, all as more particularly set forth in Section 3 of this resolution, during such school years, and that it is necessary that a replacement excess tax levy of $5,200,000 be made in 2016 for collection in 2017, and $5,200,000 be made in 2017 for collection in 2018 for the District’s General Fund to provide the money required to meet those expenses.

(c) The District’s proposed two-year General Fund educational programs, maintenance and operations tax levy authorized in this resolution provides for approximately the same purpose as the District’s expiring two-year General Fund educational programs, maintenance and operations tax levy.

(d) The District is authorized pursuant to Article VII, Section 2(a) of the Washington Constitution and Revised Code of Washington (“RCW”) 84.52.053 to submit to the District’s voters at a special election, for their approval or rejection, the proposition of whether the District shall levy excess property taxes for support of the District’s educational programs, maintenance and operations expenses.

Section 2. Calling of Election. The Auditor of Grays Harbor County, Washington, as ex officio Supervisor of Elections (the “Auditor”), is requested to call and conduct a special election in the District in the manner provided by law to be held therein on February 9, 2016, for the purposeof submitting to the District’s voters, for their approval or rejection, the proposition of whether a replacement General Fund educational programs, maintenance and operations tax levy shall be made annually for two years commencing in 2016 for collection in 2017 on all of the taxable property within the District of $5,200,000, the estimated dollar rate of tax levy required to produce such an amount being $4.40 per $1,000 of assessed value (such assessed value representing 100% of true and fair value unless specifically provided otherwise by law), and in 2017 for collection in 2018 of $5,200,000, the estimated dollar rate of tax levy required to produce such an amount being $4.40 per $1,000 of assessed value, all in excess of the maximum tax levy specified by law for school districts without voter approval. The exact tax levy rate may be adjusted based upon the actual assessed value of the taxable property within the District at the time of the levy.

Section 3. Use of Levy Proceeds. If the proposition authorized by this resolution is approved by the requisite number of voters, the District will be authorized to levy excess property taxes and use the proceeds of such levies to meet the educational needs of its students and pay expenses of educational programs, maintenance and operations support thereof, during the school years 2016-2017, 2017-2018 and 2018-2019, all as may be authorized by law and deemed necessary by the Board. Pending the receipt of those taxes, the District may issue short-term obligations pursuant to chapter 39.50 RCW or contract indebtedness pursuant to RCW 28A.530.080. Upon receipt, the District may use those taxes to repay such short-term obligations or indebtedness, all as may be authorized by law and deemed necessary and advisable by the Board.

This proposition would authorize the District to meet the educational needs of its students by levying the following excess taxes, in place of an expiring levy, on all taxable property within the District, for support of the District’s General Fund educational programs, maintenance and operations expenses:

Section 7. General Authorization and Ratification. The Secretary, the District’s Director of Business/Support Services, the President of the Board, other appropriate officers of

All actions taken prior to the effective date of this resolution in furtherance of and not inconsistent with the provisions of this resolution are hereby ratified and confirmed in all respects.

Section 8. Severability. If any provision of this resolution shall be declared by any court of competent jurisdiction to be invalid, then such provision shall be null and void and shall be separable from the remaining provisions of this resolution and shall in no way affect the validity of the other provisions of this resolution, or of the levy or collection of excess property taxes authorized herein.

Section 9. Effective Date. This resolution shall become effective immediately upon its adoption.

Professional Development:

• Representatives from each of the five elementary schools attended a Trainer of Trainer session for The Great Body Shop, health and safety materials that are being piloted in K-6 this year.

• The October 23rd TRI Day had a variety of professional learning activities at each of the buildings. Elementary teachers attended a Chromebook or iPad training, in addition to an “Eight Mathematical Practices” session. At the secondary schools, sessions included technology, Google Classroom, Transgender Policy, Safety, and Naviance, as well as several other offerings.

• Some elementary counselors and Special Services staff attended “The Social Thinking Conference.”

Assessments: • All Kindergarten teachers finalized the TS Gold Assessments by the Oct. 31 deadline. • HSPE Reading and Writing were administered to those 12th grade students who have not yet

met the graduation standard. • Smarter Balanced ELA and Math were given to 12th grade students who have not met the

graduation standards and the ELA to 11th grade students who did not meet Level 3 on last year’s SBAC.

• Off Grade Level Assessments and WA-AIM have been administered to those IEP students who qualify.

AVID: • Nov. 3-6, twenty-five 11th and 12th grade AVID/Gear Up students toured Washington State

University, Eastern Washington University, Gonzaga University, and Central Washington University. Gear Up and a Grays Harbor Community Foundation Grant funded the field trip.

• AHS is still seeking one more tutor to lead Tutorology sessions. Highly Capable:

• OLSAT testing for students in grades 1-10 is nearly complete. Once the testing company returns the scores, the Highly Capable Program Team will meet to determine which students qualify for acceptance into the Highly Capable Program.

• Nominations are now open for Kindergarten students. Testing will be done in January. • The first Capital Region ESD 113 Highly Capable Session at Cosmopolis Elementary for 3rd-6th

grade students will be on Thursday, Nov. 19. The topic will be Technology Integration.

Technology:

• We have received notification that the E-Rate applications have been approved. One part of this will result in the installation of more switches and access points for our wireless network. At the same time, we are beginning the process to apply for next year’s e-rate.

• The contract with CenturyLink for our phone system will expire in October 2016. The plan is to look at VOIP systems to replace our current “antiquated” equipment.

• Maintenance and Technology are in the process of installing new security cameras on the Robert Gray campus.
