Action plan in relation to education, research and innovation in the years 2019-2020

On the basis of the SERI report entitled "Challenges of digitalisation for education and re-search in Switzerland" [Herausforderungen der Digitalisierung für Bildung undForschung in der Schweiz], the action plan defines eight areas for action with specificmeasures in order to exploit the opportunities of digitalisation for education and re-search.

OECD Survey of Adult Skills (PIAAC)

PIAAC (Programme for the International Assessment of Adult Competencies) is an inter-national comparative study by the OECD in which the basic competencies of adults inreading, mathematics and problem-solving are recorded.

Digitalisation in education

Within the framework of educational cooperation, the Confederation and the cantonsare coordinating their strategies for the integration of ICT into the education system.The Confederation contributes to creating the essential preconditions; to the timely ob-servation of developments in the sphere of digitalisation in education and to the revi-sion of the foundations for identifying the need for action throughout Switzerland; tothe promotion of cooperation via institutional and specialist networks; and to improvingthe dialogue between different stakeholder groups with the aim of drawing up propos-als for action and solutions throughout Switzerland for the attention of education policydecision-makers.

Promotion of innovation by Innosuisse

At the same time the projects contribute to the practical training of the new generationof scientists.

Partial revision of the Telecommunications Act (TCA)

The current Telecommunications Act (TCA) dates from 1997; an initial partial revision en-tered into force in 2007. The spread of the internet has completely transformed the tele-communications landscape. The revision is intended to adapt the law to the new circum-stances: the strengthening of consumer protection and the promotion of competition,along with deregulation and administrative simplifications, are key elements of the legis-lation.

2.2. Mobility in Switzerland is intelligent, networked and efficient in all areas

Automated wagonload freight network *

The combination of conventional automation technology and rapidly developing digitaltechnology is expected to enable the establishment of a (partially) automated wagon-load freight network. In addition to the primary goal of substantial improvements in effi-ciency, the transparency of the logistics chain will also be increased, transport times willbe reduced and changes in job descriptions will result in more attractive and up-to-datejob profiles.

ETH mobility initiative *

Targeted research and strengthening of education. Investment in know-how as a contri-bution to the ongoing development of the Swiss mobility system. Central content of theinitiative: an expansion in research competencies: Creation of 2-4 new professorshipseach with 10-20 researchers, establishment of a "mobility centre": a platform whichdrives cooperation between ETH and partners, a Partnership Council: the mobility cen-tre organises a “Mobility Partnership Council" as an advisory and support body for theinitiative and for the launching of research projects: the objective is a significant in-crease in knowledge and technological solutions via research projects, taking into consid-eration the discussions in the Partnership Councils.

Digitalised mobility services *

Additional offerings in public transport (personal public transport, on-demand mobility,sharing mobility, etc.). New mobility services which are made possible as a result of digi-talisation enable attractive products to be created, so parking space and environmentalimpact can be significantly reduced, above all in urban areas. In future, such services willincrease greatly as a consequence of autonomous vehicles. Public transport operators,mobility service providers, towns and cities and the Confederation must learn togetherhow the positive effects of such services can be guaranteed and how the negative ef-fects can be reduced by means of adequate controls. In this way mobility with self-driv-ing vehicles can also be introduced gradually.

Project: piloting of on-demand sharing of vehicles on selected routes and urban areasas first-last-mile feeders for the rail system and convenient mobility links to intermodaltransfer points. Initially with drivers, then given an appropriate framework, with self-driv-en vehicles.

SmartRail 4.0 *

The railways play an important and recognised role in Switzerland. However, competi-tion with other modes of transport is increasing. The railways must make better use ofexisting resources with more flexible products and must at the same time reduce costs.

SmartRail 4.0 is based on new components which are made possible by technological ad-vances, including digitalisation and the adoption of solutions from other sectors:

- The location of trains is pinpointed continuously and accurately. This enables a highertrain density and lower trackside costs.

- Planning and control of rail operations is being automated, with constantly updatedplans for the faster rectification of faults.

- A new vehicle system architecture will result in simplified upgradeability and licensingof vehicles, which will reduce the operating costs of rolling stock.

- ATO (Automatic Train Operation) enhances the stability/robustness of the timetableand helps save energy.

- New, digital, data-controlled signal boxes mean simpler and very safe management ofoperations which permit more automation in the operating centres, greatly reduce thenumber of signalling faults and cut the costs of signal boxes substantially.

- 5G technology for the rail system supports automation and remote access and enablesa continuous online presence.

Use of autonomous vehicles in Swiss internal logistics *

Trialling truck platooning on test lines with logisticians/cargo businesses/shipping com-panies/vehicle manufacturers and identifying the potential for Switzerland. Finding andtesting more flexible transport options using digitalised alternatives and innovative, dis-ruptive concepts, products and services for long-haul and last-mile sections in Switzer-land, including the applicability (operation) of truck trains for customers with distribu-tion and collection logistics.

Creating the basic conditions for multimodal mobility services

More and more people prefer using means of transport to owning them. Multimodalmobility services link the offerings of public transport, pedestrian and cycle traffic, carsharing, taxis and other new mobility offerings. The objective is to provide seamless mul-timodal mobility services from A to B which are available to users. The Confederation iscreating the basic conditions for multimodal mobility services with the aim of exploitingthe opportunities and minimising the associated risks.

The following activities are included:

- Development of an action plan for the provision of the necessary mobility data withdue consideration to data security;

- Development of basic conditions for open marketing of mobility services;

- Development of a consultation proposal to establish the legal basis for opening uppublic transport to third parties;

- Clarifying the basic conditions for the publication of the Confederation's available trans-port information in real time;

- Ensuring an international exchange relating to automated and networked driving.

Integrating the themes of digitalisation into the network of state and mobility plann-ing levels

The mobility of the future is being planned by the Confederation, the cantons and the ci-ties and municipalities. A number of facilities for coordination and exchange exist forthis purpose. The Federal Office for Spatial Development (ARE) incorporates the themesof digitalisation in the network of state and mobility planning levels and if necessaryestablishes new exchange facilities and networks.

Monitoring of the DETEC orientation framework 2040

The DETEC orientation framework 2040 is a DETEC strategy paper. It serves as an orien-tation framework for managing the challenges of mobility in the future. The DETEC orien-tation framework is examined periodically and amended as necessary. In addition, theorientation framework is accompanied by a monitoring process. This monitoring is in-tended to enable the progress which has been made to be observed and to indicate theneed for action if the achievement of the goals is endangered.

Ongoing development of the urban transport programme

The urban transport programme is being further developed. New technological and so-cial developments are being taken into consideration. Among other things, an attempt isbeing made to publish a core dataset with defined geo, operating and price data for mo-bility data via documented interfaces.

Mobility pricing project

In the second stage of the project, mobility pricing is to be extended by means of an im-pact assessment using the example of canton Zug. As part of this work, the way in whichusage-dependent transport levies affect mobility and the population is examined. Differ-ent measures are also examined for their effect on mobility demand. In addition to theimpact assessment, DETEC will also carry out further investigations which the FederalCouncil and the National Council's transport commission have commissioned. These re-late to data protection, among other things: with mobility pricing, the setting of the pricefor a road or rail journey is based on the movement profile of the persons who are trav-elling. Technological questions also have to be clarified: the implementation of mobilitypricing requires recording kilometres travelled according to the mode of transport, thetime and the location. This requires an acquisition method which functions without er-rors and which is protected from abuse.

Establishing the basic conditions for the operation of automated and networked vehi-cles in passenger and goods transport

Automated and networked mobility can contribute to more efficient use of infrastruc-ture and improved transport safety. For automated and networked vehicles to operate,basic conditions must be established which enable the opportunities to be exploitedand which at the same time minimise the associated risks.

The following activities are included:

- Clarifying the legal framework conditions for handling data in relation to automatedand networked driving;

- Clarification of demand and of the necessary conditions for data exchange by automat-ed vehicles;

- A fundamental approach to the level of equipment of the digital infrastructure for oper-ating automated, networked vehicles;

- A fundamental approach to cybersecurity in relation to automated, networked vehi-cles;

- Testing of communication between vehicles and infrastructure in conjunction with theindustry;

- Approval of applications for pilot projects relating to automated driving on roads;

- Generation of a migration concept for hybrid operation with automated and non-auto-mated vehicles;

- “Automated driving” research package.

National electromobility data infrastructure

The project will create a data platform on which information on charging points for elec-tric vehicles is available in the federal geo data infrastructure. It is intended to ensurethat in future data on Switzerland's charging infrastructure is uniform, of high qualityand freely available in accordance with the Open Data principle. Such information is of astatic (e.g. location, type of plug connector) and dynamic (e.g. availability of the chargingpoints) nature.

Empirical analysis of mobility behaviour with dynamic price incentives

Within the framework of this research project, mobility prices are computed which inter-nalise the external costs, taking into account the revenue neutrality of any charges. Sub-sequently, the reaction of transport users to “virtual road charges" is examined usingempirical measurements In addition, the way in which transport users react to informa-tion instead of monetary incentives is analysed.

Cooperation within the framework of its-ch

The Swiss mobility platform (its-ch) promotes the modernisation and digitalisation oftransport systems. FEDRO participates actively along with other stakeholders (theConfederation, cantons, towns and cities, businesses, research, education and associa-tions).

In principle it guarantees the harmonisation of transport by road, rail, air andwater with each other and with regional development. Projects and applications in connection with digitalisation in the energy sector

The SFOE supports various projects in connection with progressive digitalisation in theenergy sector (renewable energy, energy efficiency) through the following support pro-grammes: energy research, pilot and demonstration installation programme, SFOE Bea-con programme, ProKilowatt and EnergieSchweiz. The Smart Grid Ready project de-serves a special mention. It is intended to define a requirement profile for standardswhich should be offered by manufacturers so that houses become increasingly compati-ble and controllable for the energy system.

The FERIZ project motivates owners of holiday homes to equip their heating systemswith remote controls and to switch them off remotely when the properties are not beingused.

In addition, applications which can support energy efficiency are being offered and de-veloped These include the “Bike Wednesday" app to promote non-motorised transport,the “Lower CO2" app for providing information related to purchasing energy-efficient ve-hicles and the “ecodrive” app to practise energy-efficient driving in a game-playing envi-ronment.

Applications for renewable energy

In the context of the promotion of renewable energy and energy efficiency, the SFOEwebsite offers interactive applications and digital services. Various geoinformation in-struments are available which among other things provide storymaps containing impor-tant information. These include storymaps on water power, wind energy, biomass,geothermal energy, etc.

The wind energy one-stop shop provides an online portal for federal grants for wind en-ergy. Various calculators and on-line tools are also available at EnergieSchweiz.ch. For ex-ample:

- Sonnendach.ch (a digital application for determining the solar potential of your houseroof);

- the solar calculator (which determines how much photovoltaic energy can be producedon the roof and what is costs);

- the solar products check (an online comparison of photovoltaic products);

- Heating system check (an online comparison of which heating system is the most suit-able for the corresponding house).

The SFOE and EnergieSchweiz are promoting new digital applications and the further de-velopment of existing ones on an ongoing basis.

Federal Electronic Identification Services Act

At its session on 1 June 2018 the Federal Council adopted the message on the FederalElectronic Identification Services Act (E-ID Act) for the attention of parliament. The E-IDAct will constitute the basis for issuing electronic means of identification which makepossible for individuals to identify themselves in the digital space on the basis of dataconfirmed by the state. The commencement of the consultation on the message by parli-ament is envisaged for autumn 2018. It is expected that the E-ID Act will enter into forcein early 2021.

To achieve this goal, the tasks under the E-ID Act are to be split between the state andthe private sector. The state will continue to fulfil its main mission: official verificationand confirmation of the identity of a person. In view of the dynamics of technologicalchange, it would not, however, be able to develop and produce the technical means ofdelivery for identification itself. The private sector is closer to users and the necessarydigital technologies and can better fulfil this function.

Identity Federation Switzerland: a trusteeship

In 2018 the emphasis was on clarifying and establishing an IDF working group. Digital City Twin *

Production of a 3D model (digital twin) using a high-definition camera and enhancementusing data from various sources. Smart Villages *

The goal of the project is to prepare municipalities in the Alpine region to recognise andexploit the opportunities of digitalisation. Switzerland is currently ranked in the bottom third of the "Global Open Data Index". Da-ta of potential economical use (e.g. geodata, mobility data, weather data and spatialplanning data) is not being used sufficiently because of restrictive conditions on use.Whilst safeguarding legitimate interests of protection (e.g. data security, copyright, com-petitive position), this data is made available by, among others, the Confederation, muni-cipalities, quasi-federal entities and private companies, most often for re-use (open =free for further use, restricted = subject to restricted conditions of use, closed = no publi-cation).

Workshops of the “Digital Transformation” advisory council *

In workshops which are held on a regular basis, participants from the worlds of politics,business and science exchange views on key themes related to digitalisation. Keythemes in 2019 will include data policy and ethics, artificial intelligence and smart cities.The results from the workshops flow into the discussion with the Federal Council on theoccasion of the meetings of the “Digital Transformation” advisory council.

The advisory council serves to exchange ideas between the spheres of politics, businessand science concerning digitalisation and convenes several times a year. Members ofthe advisory board are nominally representatives of businesses, educational institutionsand associations.
