ADDENDUM NO. 1 SUMMARY OF REVISIONS
The following briefly describes the revisions, additions, or clarifications of the Bid Documents and Specifications for Phase VI Liner and Drainage Construction Project for the City of Waco Landfill, Permit No. 948A, RFB No. 2016-049.
1. RESPONSES TO CONTRACTORS’ QUESTIONS 2. REVISIONS TO PRICING FORMS:
Primary Bid Item No. 4 – Excavation – Phase VII liner, Interim Detention Pond, Access Ramp, and Haul Road Subgrade; and Bid Item No. 6 – Engineered Fill – Phase VII Base Grades, Subgrade Preparation (6-inch Subgrade Cushion), Perimeter Berm Embankment, and Haul Road Base Grades were revised to include updated excavation and associated engineered fill quantities due to excavation/backfill of 12 inches of topsoil within fill areas.
Add Alternate 2, Bid Item No. AA2-3 – Excavation – North Basin and Channel A3; and Bid Item No. AA2-4 – Engineered Fill – North Basin and Channel A3 were revised to include updated excavation and associated engineered fill quantities due to excavation/backfill of 12 inches of topsoil within fill areas.
3. REVISIONS TO DRAWINGS 15 and 17
Drawing 15, Detail E15/15 has been revised to delete the TRM reference and to
incorporate ECB and associated anchoring system.
Drawing 17, callout for Detail G15/17, related to Rip Rap (Type 1, 2-foot Thick), nomenclature has been revised (from G13/17) to reference the correct drawing depicting a 12 oz/sy non-woven geotextile under the rip rap outlet.
Revisions to technical specifications have been performed using track changes (i.e., redline/strikeout) and revisions to drawings have been performed using revision bubbles. The bidder shall indicate receipt of Addendum No. 1 by faxing or emailing the Addendum No. 1 receipt verification, to the attention of Mr. Victor Venegas (City of Waco Purchasing Services) at 254-750-8098 or [email protected], respectively.

RESPONSE TO CONTRACTORS’ QUESTIONS
The following are the responses to the Contractor’s questions submitted on or before September 30, 2016 (i.e., deadline for technical questions). The Contractors’ questions are provided below, followed by SCS Engineer’s or the City of Waco’s response in bold/italics.
1. Is the contractor required to place 1' of owner supplied milling on the west perimeter road detail (c'-c' 4/8) or just the east access road and ramp?
Asphalt millings are not placed on the referenced roads. 12-inch thick road surface (base aggregate provided by City) to be installed only on the east access road and ramp, not on the west perimeter road.
2. Can the owner provide a proctor with insitu moisture for material that has been
previously excavated from the onsite borrow pit?
Proctor results are not available for material from the current borrow source (i.e., adjacent property). However, we have included two historical proctors from prior cells in Appendix C of this addendum (note, sample locations for these proctors are not known).
3. Can additional information be provided about the scope of work related to removing the
roll off boxes? I.e., number, do we remove dirt inside the boxes and what do we do with them once we removed them?
A total of 11 roll off boxes will need to be removed from the project area. Soil is to be removed from inside the boxes and the empty boxes are to be staged within the immediate vicinity for the City to transport offsite.
4. Section 2271, Part 3.1E states that in addition to seeding the areas receiving the Erosion
control Blanket, the contractor shall seed all other disturbed areas with the exception of the Phase VII liner area and temporary detention. Given the uncertainty of things like the required stockpile area and borrow area can a pay item be added by the acre to cover seeding areas required outside of the erosion control blanket. No additional pay items will be added to cover seeding areas outside ECB. It is Contractor’s responsibility to minimize disturbed areas and to include the cost of seeding outside ECB areas into Contractor’s costs. The soil stockpile and borrow locations do not require seeding.
5. Section 2272, Part 2.1.A.1 calls out Landlock CS2 which is just a standard straw/coconut
erosion control blanket. But detail E15/15 points to an anchor system and calls out TRM which Landlok CS2 is not. Please advise which is correct?

Technical Specifications, Section 2272 Part 2.1.A.1 is correct. Drawing 15, Detail E15/15 has been revised to delete the TRM reference and to incorporate ECB and associated anchoring system.
6. Plan sheet 3, note 6 states the City will provide overhead power to within 100' of the
leachate/underdrain pump location. Will the city also provide the necessary transformer/voltage drop to meet the requirements necessary to power the pumps?
The City will provide the transformer/voltage drop to power the pumps.
7. The Mirafi HP 570 woven fabric specified for the alternate 3 beneath the millings on the haul
road/ramp is substantially heavier and more costly than a typical separation fabric. Would the engineer consider specifying a light material to reduce the cost of the woven fabric?
Millings are not required on the referenced haul roads (see response to Question 1). Mirafi HP 570 woven fabric (or approved equal) is the specified material for Add Alternate 3. No lighter materials will be accepted.
8. Please provide a plan/sketch showing the limits of the haul road and where the 24” CMP
pipes are located.
The limits of the haul road are depicted on Drawing 4, and are located between Survey Points 145/147 and 132/131 on Drawing 4 and ramp section between Survey Points 217/218 and 222/227). The location of the 24” CMP pipes are also depicted on Drawing 4 (at cross section A-A’ and west of cell near MW-4R).
9. Is there any fabric under the rip rap outlet apron that is shown on Drawing 17?
There is a 12 oz/sy non-woven geotextile under the rip rap outlet shown on Drawing 17. The corresponding detail number has been updated from G13/17 to G15/17 to clarify this requirement.
10. What size is the underdrain discharge pipe that is shown on Drawings 6 & 17?
The underdrain discharge pipe is 2-inch diameter HDPE SDR 11 pipe (see Drawing 11, Detail B11/17), which are appropriately called out on the corresponding drawings.
11. What item does the force main manhole tie-in shown on Drawing 9 get paid under?
The forcemain manhole tie-in is depicted on Drawing 11 and will be paid under Primary Bid Item 19 – Leachate Pump, Controls, and Connection to Forcemain in accordance with Section 01025 – Measurement and Payment, related to said bid item.

12. AA1-4 measure and payment refers to a 1.5 diameter underdrain sump discharge pipe, where is this pipe located?
The 1.5-inch diameter underdrain sump discharge pipe is located within the underdrain riser pipe (see Technical Specifications, Section 11300, Part 2.4 B 1).
13. It looks as if the City has been excavating dirt material from within the cell excavation
area after the aerial topo date shown on the plans. Please confirm if this is true as it will increase the amount of rock excavation and decrease dirt excavation for the contractor. If so, can you let us know about how much dirt material has been removed?
Based on discussions with the City, approximately 9,800 cubic yards of soil material have been removed from the cell excavation area. Thus, a new topographic survey will be conducted by the City for this area, provided to the selected Contractor prior to start of construction, and will be used for confirming pay quantities during construction. As such, for this bid submittal, the bidder should base their bid on the quantities provided in the pricing form.
14. Will the Contractor be paid for overburden removal in the borrow area to obtain suitable
material for protective cover and embankment material? There is still a cap rock layer within the borrow area.
SCS Engineers is not aware of a cap rock layer within the borrow area. Regardless, it is the Contractor’s responsibility to perform the work necessary for obtaining soils for use in the project, and confirm that the material is adequate for use in the project consistent with Drawing 2, Note 4. As such, no additional payment will be made for overburden removal within the borrow area.
15. Much of the existing mud area falls within +/- 2’ of proposed Cell subgrade. Will the
Contractor be compensated for over-excavation of this unsuitable material and fill needed to bring it back up to subgrade?
As indicated in the Technical Specifications, Section 02210 Part 3.3 F, no additional compensation will be paid to Contractor for addressing pumping or yielding foundation soils. However, if material needs to be excavate or backfilled to achieve base grades, such work will be paid under the respective bid items. Consistent with the response to Questions 13, this area will be surveyed prior to construction, and payment made for either excavation or engineered fill needed to achieve base grades. As such, for this bid submittal, the bidder should base their bid on the quantities provided in the pricing form.

16. How shall removing 12” of topsoil in the fill area be accounted for? Where shall topsoil be stockpiled? Will the Contractor be compensated for the additional fill required due to 12” stripping of topsoil?
Removal of 12” of toposoil within the fill areas has been added to Primary Bid Item 4 – Excavation, and Add Alternate 2 Bid Item AA2-3 – Excavation. Topsoil shall be stockpiled on top of existing Phases IV-B and V-A. Additional fill volume required by removal of 12” of toposoil within the fill areas has been added to Primary Bid Item 6 – Engineered Fill, and Add Alternate 2 Bid Item AA2-4 – Engineered Fill.
17. Is the Contractor expected to place onsite topsoil under erosion blanket?
Contractor is not expected to place onsite topsoil under ECB areas. 18. Per detail E on 15: how often does the 12” metal pins occur?
As specified in the Technical Specifications Section 02272 Part 3.2 A, ECB anchor devices shall be installed at a frequency consistent with manufacturer’s recommendations.
19. Question addressed during the pre-bid meeting: Where will the excess excavated
material be stockpiled?
Excess excavated material shall be stockpiled as follows: up to 100,000 cy within existing stockpiles located on top of existing Phases IV-B and V-A, and volume in excess of 100,000 cy within the soil borrow area located to the west of the landfill property. As stated in the pre-bid meeting, it is the Contractor’s responsibility to confirm that sufficient material for use as Engineered Fill and Protective has been obtained prior to commencement of shale stockpiling operations on adjacent property (i.e., clay on adjacent property needed during this project for Engineered Fill or Protective Cover shall not be buried by shale stockpile). Options discussed during the meeting were as follows:
Excavate material needed for Engineered Fill and Protective Cover and stockpile in separate location of borrow area before stockpiling shale; and/or
Excavated and place material needed for Engineered Fill for construction of
large perimeter berm embankment or other uses prior to shale excavation and stockpiling on adjacent property.
Whatever methods are used by the Contractor (one of the above or other option) to obtain available soil for Engineered Fill and Protective Cover prior to stockpiling shale on adjacent property shall be accounted for in the Contractor’s respective unit rates for the project.
