NEW LEGAL FRAMEWORK. RAILWAYS ACT (2003) AND ULTERIOR

In 2005, the National Railways company, RENFE, splits into Adif (the Infrastructure manager) and RENFE Operadora (railway undertaking in charge of transport operation, both passengers and freight).

Spanish Railways are currently going through an important process of modernization, following the European Union regulations: liberalization and opening to competition. In order to accomplish that, in 2005 the old Railways company split into the new Renfe, which provides commuter, long, and High Speed rail services, as well as freight transport. ADIF, the railways manager, in charge of design, building, maintaining and managing the railway lines. Both companies remain 100% state-owned In 2005, freight transport was liberalized, aiming to increase competition and to attract new customers, in order to improve the quota of freight rail transport which adds up to only 4% in the overall transport system (much less than any of our european neighbours: 17% on average in the UE). rail freight transport is one of Spain’s top priorities. �

ADIF is a public entity attached to the Ministry of Public Works, acting as directed by the Ministry for the construction of new lines. We renew and maintain the network to ensure the best conditions of safety and reliability.� We are in charge of rail traffic management on the so called “general interest network”, although it is important to know that in Spain there are also private lines (mainly belonging to companies) and lines belonging to different regional operators. � We allocate capacity to railway services providers (undertakings) granting fully transparent and non-discriminatory conditions. Spain is working to open up the market, but for now RENFE’s quota adds up to 85% of the market, in freight traffic. �

We have the capacity to manage large projects: for instance we have invested 5.000 M€ on average per year over the last 8 years ( 6.6 billion $) Adif manages a complex rail network, with 4 kinds of track gauges: UIC, the standard in Europe (1.432 mm), iberian gauge (1.668 mm), metric and mixed gauge. The reason for the coexistence of european vs iberian gauge dates back to the Nineteenth Century, when different gauges were a protection measure against foreign invasions. IMPORTANTE: Los datos de UIC no incluyen Ourense Santiago…. Now we are going the opposite way: Spain is currently enlarging its UIC gauge network ir order to facilitate our connection with our european neighbours Mixed gauge lines have been recently deployed in order to allow for both UIC and iberain circulations: three rail tracks make it possible. It is a faster and cheaper way of adapting opur iberian rail lines to international circulations. It is currently being deployed in the Mediterranean Corridor. We are leaders in HS punctuality, and therefore our HS rail services are fully reliable. We manage almost 2000 train stations, 31 of them provide HS services. We manage a vast fiber optic network that we deploy along our HS lines and that we commercialize to Telecom Companies. This is a highly profitable activity: around 70 M€ in 2012. Maintenance is a key element, to be taken into account while planning and designing new HS lines. On average, maintaining one single kilometer of HS cost around 100.000 € per year, and the track is the key element to be maintained. In Spain, tracks are laid mainly over ballast, and that implies more need for maintenance, in order to keep the tracks in the best conditions to circulate. Some other countries have chosen ballastless track which imply much larger costs while constructing, but lower maintenance costs (Japan) . �

After Albacete - Alicante line started operating, last june, up to 31 stations provide HS services. Our goal is to turn stations into a landmark in the city, much more than just a starting or finishing point for a trip. We aim to take advantage of their location, in the centrer of the cities, and of the passengers flow to turn Sations into a commercial destination for residents and travellers, boosting commercial revenues for the infra managers by commercialising retail space. We have created an operating system based on 2 concepts: Vialia and Stores in the Station. VIALIAS are a successfull system to exploit sations trough a PPP system, drawing new private partners to construct Stations and to exploit urban areas. �

Commuter lines have been a top priority in Spain over the last years, and our expertise in the area is also vast. We have deployed a commuter network in the 12 biggest cities in the country, but certainly Madrid and Barcelona are the most important: over 230 millions passengers per year in Madrid, 630.000 passengers per day, around half of the global passengers in the whole spanish network. Barcelona: 106 million passengers (2011). Many countries are interested in enlarging the commuter networks in their main cities, because it ensures urban mobility, it reduces traffic congestion and pollution. In this area, Adif is also very much interested in cooperating with any country interested. �

Still nowadays, each country still has its own rail "language" for managing the movement of the trains on its network. Rail interoperability is a key goal for Europe, so that trains can cross borders without stopping. ERTMS aims at replacing the different national train control and command systems in Europe.

The deployment of ERTMS will enable the creation of a seamless European railway system and increase European railway's competitiveness.

In addition, ERTMS is arguably the most performant train control system in the world and brings significant advantages in terms of maintenance costs savings, safety, reliability, punctuality and traffic capacity.

This explains why ERTMS is increasingly successful outside Europe, and is becoming the train control system of choice for countries such as China, India, Taiwan, South Korea and Saudi Arabia.

The ERTMS (European Rail Traffic Management System) is a traffic management system that ensures full traffic safety because the train is constantly supervised while running and in case of any disturbance during the trip, the train will be automatically stopped until the line is fully secured. . It also allows for more train circulations per hour (increasing capacity allocation for the line, thus, making it more profitable). ERTMS is also a technical solution Spain excels in, because we have developped this system that will allow for trains to speak the same language troughout Europe: this interoperable solution will enable the creation of a seamless european railway system, increasing railways competitiveness and avoiding current barriers. This system is being installed in other countries because it is highly perfomant in traffic control. And Spain’s expertise in this area can be highly valuable for any country interested in improving traffic control facilities. �

The experience gained by Spain and its reliability, as well as the confidence generated by the whole of the country’s rail sector, has helped us win one of the world's biggest contracts: the second construction phase of the high-speed line between Mecca and Medina in Saudi Arabia. This project is the largest of its kind ever to be undertaken by the Spanish rail sector, and the biggest international contract won by Spanish companies. It is a display of confidence in Spain and our technology, and an undertaking that is being used to gain experience for subsequent projects in other countries This 450km, electrified double-track line will have five stops: the termini of Mecca Central and Medina Central, plus the intermediate stations of Jeddah Central, Jeddah International Airport, and King Abdullah Economic City. It has a total budget of €12 billion, of which €6.74bn is earmarked for phase two, which has been entrusted to the Spanish-Saudi consortium [see EURAILmag 26, Focus Spain]. More specifically, the second phase includes the design and construction of the railway superstructure and installations (electrification, signalling, communications, etc.), the supply of 35 high-speed trains built for speeds of over 300 km/hr, servicing this rolling stock, and the running and maintenance of the line for a period of 12 years. The line has drawn on the parameters of its European high-speed counterpart; it has a design speed of 320km/hr, and the journey time between the cities of Mecca and Medina will take under two and a half hours. The maximum operating speed will be 300km/hr. The line will comprise a UIC gauge twin track, electrification of 25kW 60Hz, and the European level 2 ERTMS system. It will be one of the world’s safest high-speed railways, boasting the latest in railway technology which, along with the most modern equipment available, will allow for maximum safety and quality of service. The estimated demand for the line is very high – around 160,000 passengers a day. �
