Regional Training Course on Rapid Radiation Measurement and Individual Dose Assessment following Nuclear & Radiological Emergency

Participation: The training course is open to all RCA/ ASEANTOM Government Parties. Each Government Party is kindly requested to nominate one or two applicants for the course.
Target Countries:
Brunei, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam
Purpose of the Course:
The purpose of the training course is as the followings; • to build advanced theoretical and practical capacity for participating
countries to enhance rapid radiation measurement and dose assessment after nuclear and radiological emergency,
• to provide training in methods & software used for radiological assessment on the environment and the public involved,
• to provide recommendations on protecting the environment and the general public from adverse effects of radiation exposure,
• to further strengthen the EPR arrangement already developed in RCA/ASEAN GPs both at the national and regional levels, and
• to complement the EPR capacities and capabilities in RCA/ASEAN GPs already acquired through the previous RCA projects and to be acquired from the ongoing technical cooperation projects with IAEA and European Commission, and future RCA projects.

Scope: The course will take place over one-week period, consisting of a series of lectures providing theory on radionuclide behavior in the environment, individual dose assessment in human, as well as various case studies, and a practical work on sample preparation, gamma-ray spectrum analysis, and dose assessment method. During the course, trainees will have ample opportunity to share their views and expertise and discuss the challenges they encounter in their day-to-day work amongst themselves and with local and international experts. A technical visit of a selected facility in the host country is included in the programme.
Participants’ Qualifications and Experience:
The training course is open to all RCA/ASEANTOM GPs. The participants at the training should be representatives of regulatory bodies, technical support organizations, research and educational institutions, and/or relevant competent authorities from RCA/ASEANTOM GPs with an academic background equivalent to a Bachelor's degree in Physics, Chemistry, Biology, Nuclear Technology, Environmental Science or others relevant to the training course. Priority will be given to participants who are directly or heavily involved with environmental radioactivity measurement and/or individual radiation dose assessment in a nuclear or radiological emergency. The participants should have a working knowledge of English, be capable of fluently expressing themselves and participate in technical discussions in English.
Application Procedure:
Completed application forms should be endorsed and approved by the National RCA Representatives and be received at the below email, fax or office address no later than 16th August 2019.
Nominations received after this date or which have not been endorsed by the National RCA Representatives cannot be considered.
Administrative and Financial Arrangements:
During the course, participants will be provided with a payment that includes a daily subsistence allowance (DSA) and a contingency allowance to cover miscellaneous and incidental expenses. The financial entitlements are based on the understanding that you will arrive at the duty station a day before your duty start date and depart from the duty station a day after your mission end date. They will also be provided with a round-trip air ticket, economy class, from their home countries to Bangkok, Thailand and return.
The organizers of the workshop do not accept liability for the payment of any cost or compensation that may arise from damage to or loss of personal property, or from illness, injury, disability or death of a participant while he/she is travelling to and from or attending the course and it is clearly understood that each Government, in nominating participants, undertakes responsibility for such coverage. Governments would be well advised to take out insurance against these risks.

Other Matters: All visa matters, including transit visas, are the participants’ responsibility. The participants are requested to apply for a visa, if necessary, in a timely manner, and request for necessary documents to the organizers, if any.
OAP, as the host institution of the training course, will provide further information regarding the administrative matters for the course.

INFORMATION NOTE FOR PARTICIPANTS
1. Transportation (Suvarnabhumi International Airport to Northgate Hotel)
The Northgate hotel is located on Ratchadapisek Road in the Bangkok area which is about 35 km or
40 minutes from Suvarnabhumi Airport. The best option to reach the hotel is to take a taxi-meter
which cost you about 240-300 bath depending on the traffic. You will also have to pay the airport
surcharge (50 bath) and express way fee (about 75 bath) apart from the taxi fare.
Once you have arrived in the airport and passed through the customs, please go down to the ground
level (level 1) and find gate 4 or gate 7. There are kiosks you can order a taxi to reach to the hotel.
Select “general taxi” (taxi for up to 4 people). You can show the massage below to the taxi driver.

4. Daily Subsistence Allowance (DSA)
Participants will receive Daily Subsistence Allowance (DSA) on the first day (US$) to cover the
expenses during the course.
5. Local Transportation
Local transportation will be arranged and provided according to the programme.
On 7th October, a bus that goes to the opening venue will be outside your hotel, and leave the hotel
at 8:15AM sharp. You are highly recommended to be punctual for the departure time.
