RECORD OF PROCEEDINGS: BOARD OF TRUSTEES MEETING Glenwood Springs Branch Library, Glenwood Springs, CO

April 2, 2015

I. CALL TO ORDER Nella Barker called the meeting to order at 6:04pm. Becky Sirotek conducted the roll call. PUBLIC COMMENT SECTION: No comments from the public. AGENDA ADDTIONS: Amelia Shelley added Budget Committee under the General Items and Silt Board Member Search under the Director’s Report. II. CONSENT ITEMS FOR APPROVAL: Minutes of the February 5, 2015 library board meeting, along with the minutes of the March 5, 2015 library board meeting and the February 27, 2015 to March 26, 2015 general fund claims, and the February 28, 2015 to March 23, 2015 asset report were presented for board approval. A motion to approve the consent items as revised was made by Rippy and seconded by Kister. Motion Passed. Ayes; Rippy; D. Barker; Lamont, Sweeney, Kister. III. COMMITTEE REPORTS Finance Committee: Sandi Kister took over as the Board Treasurer. She went over the budget line items and presented questions to ask the District’s Auditors when they do their annual audit in May. Sandi asked the board for any additional questions to ask the auditors. The board asked Wilma to close one of the unneeded Wells Fargo accounts left over from construction. IV. FACILITIES Carbondale – Jerry Morris and Bill Lamont are continuing to work on getting a fireplace installed. Jerry also installed locks on the study room doors.

Glenwood- Planning for the carpet replacement continues. Jerry Morris is working with the contractors to keep the library accessible to the public. Work on the carpet will start April 9th. New Castle- The computer swap to the teen area, children’s area and local history room is complete. Rifle, Silt, Parachute- No new issues. V. GENERAL ITEMS Managers Update: Sue Schnitzer reported that Glenwood is preparing for the carpet to be replaced and that has been the focus for April. They cancelled their programs, but decided to bring majority back because the carpet plan changed. On the last day of April, the branch will host an open mic featuring poetry. Glenwood had a patron donate two guitars to them, Sue has put them out for the public to play while they are there. Pledge of Allegiance: An issue was raised about not saying the Pledge of Allegiance at the start of board meetings. A motion was made to begin each Board meeting with the Pledge of Allegiance. The vote was done by ballot. The results were: 3 Yes; 2 No; 1 Abstain; Motion Failed. Roberts Rules of Order/Parliamentarian: Nella Barker appointed Dana Barker as the Board’s Parliamentarian. Dana made the following suggestions: if a motion is expected at the Board meeting, that it be given in advance to the Board Members so they have an opportunity to research and prepare testimony for the motion; on a small Board, a second is not required on a motion; if a motion is passed unanimously, the board president can say without objection the motion passes; and roll call voting is only required when finances are involved. Code of Conduct: Amelia Shelley reviewed several changes to the Code of Conduct for the Board. She removed some redundancies as directed by the Board, and made it easier for the staff to enforce and understand. Bill Lamont made a motion to approve the Code of Conduct. Motion Passed. Foundation Coordinator Job Description: Andie Scott was introduced to the board as the new Foundation Coordinator. The Board requested a few changes to the job description. Amelia will rework some of the wording. Andie has a few goals she plans to achieve for the Foundation including: build membership on the Foundation Board, build awareness of easy ways to give including City Market Cares, Amazon Smile and Better World Books, and working with Emily to come up with a new Foundation logo and donor materials. Nella Barker made a motion to approve the Foundation Coordinator Job Description with changes. Motion Passed. Pay Grade Chart: The change in minimum wage caused an increase in the District’s base pay for Pages. Amelia asked for more flexibility in pay ranges as some staff is at the top of their pay grade. Any increases were already budgeted for this year. Dana Barker made a motion to approve the Pay Grade Charts. Motion Passed. Ayes; Rippy; Strasinger; D. Barker; Lamont; Kister. TABOR/de-Bruce: Marilee Rippy and Bill Lamont continued the discussion about the District

going on the ballot to de-Bruce in 2015. TABOR discussions at the state level are being tracked as they may make a ballot issue unnecessary. A decision to go forward must be made no later than the June Board meeting. TABOR will be on the agenda for May. Budget Committee: The Budget Committee will begin meeting in May, 2015, to help connect the budget to the new Strategic Plan. Committee Volunteers from the board are: Rippy; Kister; D. Barker; N. Barker and Anderson. VI. DIRECTOR’S REPORT: Amelia informed the Board that she will present a draft Strategic Plan to the smaller committee in May. She will work on defining measurements for the goals outlined by the larger committee. The Shop Locally, Support Libraries campaign will end on April 3rd, 2015. Carbondale had good participation and the program seemed successful. Amelia will work on setting up a county-wide meeting to gauge support for a larger effort. Amelia shared that she has been speaking with a prospective Board member from Silt who could not attend this meeting. She is hopeful that the person will put their name forward for consideration. Amelia had a meeting with the City of Rifle and the Rifle Police Department to discuss the vandalism going on in Rifle and specifically at the Rifle Branch Library. A motion to adjourn from the regular Board meeting was made by N. Barker. Meeting adjourned at 8:15 pm. Motion passed. How-To Festival Returns Do you remember the 20 things ~ 2 hours ~ 1 day ~ 100% free how-to festival from 2013 and2014? Well, guess what? The how-to festival is back but it is Bigger and Better! The 2015 how-tofestival is 30 things ~ 3 hours ~ 1 day ~100% free!

Mark your calendar! The 2015 How-To Festival will be held on Saturday May 30, 2015 from 9 AM to 12 Noon. Thisyear's event, which is organized and hosted by the Parachute Branch Library, is 50 % larger in number of exhibitorsand in length.

Last year's event attracted nearly 250 community residents. In addition to the many demonstration and informationbooths, this year's event will include up to five formal presentations/classes. The event will be held at the Library -244 Grand Valley Way, Parachute, Colorado.

Grand Valley/Parachute Kiwanis Foundation Golf Tournament

The Grand Valley / Parachute Kiwanis Club is gearing up for another AnnualGolf Tournament.

The Colorado River Scramble always attracts a large group of golfers who lovegolf, but also want to help the Kiwanis Foundation fund the many things theygive back to the community. The Battlement Mesa Service Association's Annual Community Meeting This year's Battlement Mesa Service Association (BMSA) Annual Community Meeting was held on Thursday,April 23, 2015 and attracted a record crowd.

The meeting began at 6:30 PM with an evening meal followed by a short BMSA presentation about the BMSA's 2014work and a recap of what the Association is working in 2015. The BMSA's "hot off the press" 2014 Annual Report toMembers was distributed at the meeting. (If you missed the Annual Community Meeting, copies of the 2014 AnnualReport to Members is available are the Association office, 401 Arroyo Drive, Battlement Mesa.

Federal Mineral Lease District Announces Spring Grant Awards

On April 14, 2015 the Garfield County Federal Mineral Lease District(FMLD) announced the grant awards for the Spring 2015 Grant Cycle.

The FMLD provides tow grant types: Traditional Grants and Mini Grants. Tradition Grants typically are in large amounts and require some amountof matching funds. Mini Grants, which are limited to no more than$25,000, do not require matching funds.

All cities, towns, school districts, and many other political subdivisions with Garfield County are eligible to apply andreceive grants; however, homeowner associations such as the Battlement Mesa Service Association can not receivegrants.

The 2015 Grant Cycle include grants totaling $2,065,650 of which $1,868,150 went to Traditional Grants and$197,500 went toward Mini Grants.

Local recipients included:

Battlement Mesa Metro District's Grand Valley Rec Center who received$26,600 for improvements to theirracquetball courts.Town of Parachute who received $250,000 for major maintenance to County Road 215.Parachute/Battlement Mesa Park & Rec District who received $25,000 for the construction of a restroom at thenew Community Park in Battlement Mesa.

Including the Spring 2015 grants, the FMLD has awarded $12,034,343 in Traditional and Mini Grants since the districtwas created by Garfield County. The Fall Grant Cycle will begin in August with award announcements due in October2015.

KSUN Announces Annual Meeting Date and Guest Speaker

KSUN Community Radio, KDBN 101.1 FM announced on April 23rd that KSUN'sAnnual Meeting will be held on June 11, 2015 and will feature Don Chaney, theevents coordinator from Rifle and Director for the Ute Theater. Donpreviously was the manager of KSNO in Aspen for about 7 years.

Information That Matters: 2015 Fire Potential Outlook Recently the Rocky Mountain Area Coordination Center released their report on the 2015 Fire Potential Outlook. Although it should not be a surprise to most area residents, the Center stated that the outlook for the Rocky MountainArea - Colorado, Kansas, Nebraska, South Dakota and Wyoming - was, "we are expecting an average to above-averagefire season, or more active fire season compared to last year." "A repeat of a 2000, 2002, 2006 and 2012 historic fireseason is unlikely at this time; however, the next several weeks are going to be critical in terms of precipitation.

According to the report, "The driest areas that could experience more fire activity extend from northwest Coloradothrough Wyoming and South Dakota.

Although February and March were quite dry in northwest Colorado, according to the report, "April and May areexpected to be wetter across the Rocky Mountain Area compared to March. Temperatures through the remainder ofthe spring are forecast to remain above average, further depleting snowpack earlier than normal. The frequency ofwind and low humidity events have remained below 2012 levels, but above 2014 levels; and are expected tocontinue. If dry conditions persist into April and May, fire potential could increase."

As we all know, Western Colorado is nearly always "at risk" so plan ahead and, always, be careful whenever you areout enjoying Western Colorado's forests!

Community Park Update

Have you noticed? As we have been reporting inrecent issues of the Battlement Mesa News,workers are busy digging trenches, laying pipe,and now, pouring concrete at the newBattlement Mesa Community Park.

The most noticeable change is the installation of the concrete pan, curb, gutter and sidewalk sections at the entranceroad to the park. (See before and after photos below). In related news, the Parachute/Battlement Mesa Parks & Recreation District was awarded at $25,000 Federal MineralLease District grant which will be used to construct a restroom at the new Community Park. The park should be open to the public by late this summer or early fall.

Covenant Corner In the spirit of educating more and enforcing less, Covenant Corner is a regular featurein the Battlement Mesa Newsletter. Experience has taught us that most people willcomply with the covenants if they know what the covenant says. In this issue, we'll explore two rules: Lot Maintenance and Mowing. This regulation is

part of Article VIII in the Amended and Restated Declaration of Covenants, Conditions and Restrictions for BattlementMesa. The regulations are further defined in the Rules and Regulations Governing Battlement Mesa ServiceAssociation Area. Lot Maintenance and Mowing 8.2 (a) (in the Rules and Regulations) states, "The responsibility for maintaining individual lots belongs to the ownerof the lot. The owner of the lot, even if leased, whether built upon or not, has the responsibility for seeing that it ismaintained in a clean, safe, attractive and sightly condition and in good repair." 8.2 (b) states that "Owners of undeveloped lots have the responsibility to see that these lots are mowed sothe height of the vegetation does not exceed six (6) inches. Mowing may be required several timesthroughout the season. (If you are a lot owner, please help us by mowing, as required, in order to assure that vegetation does not

If you live or work in Battlement Mesa youmost likely drive Garfield County Road301 that connects Parachute withBattlement Mesa. As you proceed up County Road 301(which becomes North or West BattlementParkway at Battlement Mesa's landmarkwaterfall), you gain significant elevationand drive by a 2.6 acre tract of land on theright side of the road at the intersection ofCounty Road 301/300. Glenwood Springs resident Todd Ambrose tries out one of the guitars recently donated to theGlenwood Springs Branch Library. Cardholders can check out the three guitars or vihuela (mariachiinstrument) for two hours in the library, and soon they will be able to take one home for a week at atime.

The days of a stuffy librarian shushing you seem to be over — at least that’s the case at the Glenwood Springs Branch Library.

For the last three weeks, patrons of the library may have heard some live acoustic guitar playing, or may have played themselves.

A friend of branch manager Sue Schnitzer’s donated three guitars and a vihuela, a mariachi instrument, for cardholders to check out and playin a study room. One of the guitars stays out by the fireplace, welcoming any visitors to the library to play it.

“They can play it anywhere — inside, outside,” Schnitzer said. “We’ll let them take them out on the plaza. I see three or four people a day justsitting over there playing. It’s kind of fun.”

For now, the guitars can only be checked out and played at the library for two hours at a time. But one of the guitars, an Ovation that needssome bridge work, will be available for cardholders to take home for a week at a time once it’s repaired.

Todd Ambrose, a Glenwood Springs resident who has tried out the guitars, said he thinks it’s a great program for a library.

“I like it a lot,” he said. “I like it because I can play, and I can also play music that I think is setting-appropriate.”

He said he’s conscious of the people around him and wouldn’t play if he thought the noise was bothering anyone, but so far nobody hascomplained.

Schnitzer, who has already incorporated ukulele playing in children’s and summer programming, said she thinks the library is a perfect placeto encourage musical growth.

“Libraries these days are community places,” Schnitzer said. “And music is actually related to literacy in a way, especially in early childhood,which is why I love the ukuleles because during the summer we have kids out there playing them. And there’s definitely correlation betweenmusic and learning and, I think, between music and math — patterns, patterns, patterns. It’s just a fun thing, and it gets people in the library.It gets them doing community things together.”

Schnitzer said two ukuleles can also be checked out and taken home for a week at a time, and she hopes to provide even more instruments topatrons in the future; right now she’s interested in getting ahold of an electric keyboard that people would be able to play with headphones.

“If anyone has a keyboard to donate, electric keyboard, we’ve got the headphones,” she said. “We’d love to have that, too.”

Ambrose, who is in a real estate course, said he has carved out a study spot at the library, and being able to play guitar after a study session is anice reward.

“Tomorrow I’m going to be in the library studying, and after I finish studying I’m sure I’ll play a few songs at least,” he said.

Schnitzer said she’s already seen a sense of community growing because of the guitar by the fireplace.

“It’s just fun because when you see somebody playing, you usually see people listening — kids especially,” she said.

Connecting you to a world of possibilities

Recently two Garfield County librarians (Amy Shipley, left, and Jordan Fields, right) joined volunteersfrom around the state to show the wonderful things our libraries are doing for our communities, andthanking our legislators (including Rep. Bob Rankin, center) for continued funding.

Over the past year, we at the Garfield County Libraries have worked hard to define who we are, and where we are headed. As part of thatprocess we have identified our new mission: to connect our communities to a world of possibilities. For us, making a connection with eachperson who enters the library, logs on to our website, or calls on the phone is essential to ensuring that we are helping meet our communities’needs and proving value for your tax dollars. But we not only want to make connections with people, but also connect those people to theinformation, education, entertainment or possibilities for which they are searching.

We also have a new vision: to be a trusted and valued resource to everyone in our communities. We know that most people know andappreciate the value of a public library, but not everyone. Our goal is to reach those individuals that may not know what the library has to offerthem, as well as those that have a cultural or social bias that makes the library a confusing or misunderstood institution.

Finally, Garfield County Libraries has developed a set of values that we believe reflect who we are as an organization: Balance, Community,Empowerment, Excellence and Innovation. Each value has a special meaning for us, but none more so than Balance. We believe that in orderto truly serve our communities, we must have something for everyone in the community. We aim to achieve balance by providing materials inother languages, offering programs and technologies on various levels, offering a great selection of materials on the shelf, welcoming everyoneno matter their personal situation, and providing an exceptional place for our employees to work.

Library fireplace fuels heated debate

Hypocritical?

Officials with the Garfield County Libraries District want to install a gas fireplace in the

relatively new Carbondale Branch Library, but some people in Carbondale think a gas

fireplace is a bad idea that sends the wrong message about the town’s energy priorities.

The issue gained public prominence on April 14, during a discussion at the Carbondale

Board of Trustees meeting between the trustees and library board member Bill Lamont,

about an issue not related to the fireplace.

During the discussion, Trustee Pam Zentmyer brought up the fireplace project, which is

scheduled for review at the May 7 meeting of the library district’s board of directors in

Parachute.

Library district meetings rotate through the six towns in Garfield County, and the next

Carbondale meeting is in August.

Zentmyer, at the Carbondale trustees’ meeting, recalled that there was “some concern in the

community about the fireplace” a few years ago, when the library was being planned to

replace the older, smaller Gordon Cooper Library facility.

The concerns had to do with Carbondale’s active opposition to natural-gas drilling in the

Thompson Divide, a mountainous and relatively undeveloped area southwest of Carbondale,

and the feelings on the part of some that having a decorative, natural-gas fireplace in a

public building might be seen as hypocritical.

“I feel a little alarmed,” Zentmyer said of the gas fireplace project going forward “without

public input from the people in this community.”

Lamont, who is Carbondale’s representative on the library board, acknowledged that the

fireplace had been discussed in the planning phase for the new library, and that there had

been resistance to the idea.

“It was never brought to a head because we took it off the table,” he said, noting that there

were other debates with town residents during the library planning process, such as the

removal of several old trees for safety reasons and to make way for better views of Mt.

Sopris from the facility, and the initial lack of solar panels on the roof to generate some of the

power needed to run the new library facility.

But, he told the trustees, the idea came up again when a Carbondale-based firm, The

Fireplace Company, offered to donate a gas fireplace in honor of former library board

member Lanny Kroh, who has been diagnosed with cancer, and Trustee John Hoffmann

agreed to build a decorative enclosure for the appliance.

Zentmyer pressed her argument, however, noting, “I just think there are a lot of people who

probably feel like I do.”

Not opposedOther trustees, however, have indicated they did not feel as strongly about the matter as

Zentmyer.

Hoffmann, who runs the Roaring Forge blacksmithing shop in Carbondale, said the

decorative enclosure is about half done, and added that he is not sure when it will be

completed.

In defense of the idea, Hoffmann told his fellow trustees, “We’re also the only library in the

district that doesn’t have a fireplace,” and added that it would be a relatively low-intensity

appliance.

“I don’t see it as a waste of energy or anything,” he told The Sopris Sun on Friday, explaining

that the fireplace is rated as putting out 20,000 British Thermal Units (BTUs), which he said is

“the smallest gas fireplace” available. He also feels that, as the library is heated by natural Page 19 of 68

gas anyway, the fireplace will not add much to the facility’s utility bills.

“It’s an efficient appliance, and there’s no reason why there shouldn’t be one there,” he said

in a telephone interview.

And Mayor Stacey Bernot, who suggested the library board should get community input

before installing a fireplace, praised the district for being “thoughtful” in moving to honor a

library board member experiencing health difficulties.

Mollie Roache, manager of the Carbondale Branch Library, said that she is aware that some

in town feel the fireplace would not be a good idea, but that others have approached her to

ask that a fireplace be installed.

Roache said she has no feelings about the project either way. “As a staff member, I am

trying to remain impartial on political issues,” explaining that while a fireplace might not

normally be political, in Carbondale it seems to be just that, as a consequence of the

Thompson Divide gas-drilling controversy.

For some, though, it’s a matter of comfort and relaxation, she continued.

“Some people like sitting next to a fireplace, reading,” Roache noted in a telephone interview

on Monday.

She also pointed out that the cast iron enclosure is designed to match a “community room

gate,” also crafted by Hoffmann.

“So, from a local artistic point of view, I’m very excited,” she said.

Garfield County Libraries’ Director Amelia Shelley on Monday said in part in an e-mail to The

Sopris Sun, “Interestingly, we had people ask to have a fireplace at the Carbondale Library

during last summer’s community meeting.”

OpposedBut some citizens strongly oppose the idea.

“I think it’s a terrible idea,” said long-time Carbondale resident Lee Beck, who attended

several of the planning “charettes” held by the library district while the new library was being

designed.

“It was a terrible idea when it first came up,” Beck continued.

One of her objections, she said, is that the fireplace “is not for heat, it’s really for ambiance,”

a description she said was talked about by library staff when questioned during the final

charette.

In addition, she said, she is suspicious about the fact that the plans for a fireplace have been

resumed without any discussion with the people of Carbondale.

“I think, although I don’t have any way to prove it, that they were just trying to put it over on

everybody,” she maintained.

But her main objection, she said, relates to the conflict between the installation of a fireplace

and town’s stand against natural gas drilling in Thompson Divide.

“How hypocritical is it to spend public funds to burn more natural gas?” she asked. “It just

doesn’t seem logical to me. Why are we spending money on a fireplace, when we could

spend the money on books, or programs?”

She expressed the hope that the library district would not move ahead with the installation

before having a full discussion with Carbondale citizens, at a meeting in Carbondale rather

than Parachute or some other remote location.

“It’s a lot of gas to get there,” she said of the meeting in Parachute, which is about 50 miles

from Carbondale, “and that’s another waste of energy.”

Shelley, however, wrote in an e-mail to The Sopris Sun, sent on Tuesday evening, that “the

Board won’t wait until August for people to come to a meeting that is at a more convenient

distance to speak to them (the board) about their concerns.”

To close out the Frontier Historical Society and Glenwood Springs Branch Library Winter Lecture Series, musician and poet Liz Masterson willtake attendees back to the old West with her cowboy poetry and songs.

Masterson, a Denver native who has a soft spot in her heart for the Roaring Fork Valley, will celebrate National Poetry Month and NationalCowboy Poetry Week with singing, yodeling and sharing poetry that tells stories of ranch life. The event takes place at 7 p.m. on April 16 at theGlenwood Springs Branch Library. There will be an informal ukulele jam at 4 p.m. open to players, singers and anyone who just wants tolisten.

Sue Schnitzer, branch manager at the library, said she wanted the final installment of the Winter Lecture Series to appeal to valley residents.

“We try to focus on topics of interest in our area,” Schnitzer said. “Since it’s National Poetry Month and Cowboy Poetry Week is the followingweek, I thought it would be fun to have cowboy music, so I thought of Liz.”

Masterson has been singing, yodeling and playing cowboy music for more than 30 years. While she didn’t grow up on a ranch herself, she hadfamily members who did, and she said she spent enough time on her grandparents’ ranch to know that’s where she should have grown up.

“I remember being at their house as a child, and people would show up in a truck with a trailer on the back full of sheep, and I thought that wasthe neatest thing,” Masterson said. “My grandparents were from Wyoming, and at family reunions we’d sing a bunch of cowboy songs. I thinksinging about being outside and riding a horse just appeals to me.”

Masterson has loved Western music since she was a little girl. In elementary school, her teacher would invite a student to pick out a song toplay in class, and Masterson’s hand would always shoot up so she could request “Streets of Laredo.”

By 1980, she was taking singing more seriously, and two years later she began performing.

That’s also when she discovered yodeling through a group called The Girls of the Golden West and a singer named Patsy Montana.

“I just threw myself into learning her songs,” Masterson said. “I was just obsessed with her.”

Masterson and Montana started up a mail correspondence that turned into a long-distance friendship. They eventually met and performedtogether for 14 years before Montana passed away, but Masterson still yodels to this day.

In addition to performances like the one at the Glenwood Springs Branch Library, Masterson plays at agricultural banquets, fundraisers,dances, churches, senior centers, schools and more. She has helped to organize the Colorado Cowboy Gathering in Golden, Colorado, foralmost 30 years.

“I like putting Western music wherever people want to hear it,” she said.

Schnitzer is thrilled that Masterson wants to put Western music in the library.

“Liz is the real thing,” she said. “She has a gorgeous voice, great sense of humor, knows more about Western songs and singing than anyone Iknow, and she can yodel, cowboy-style.”

Rifle receives LiveWell grants

Rifle Parks and Recreation Department along with Rifle Senior Center are among the local organizations receiving funds for health-basedinitiatives in the most recent round of mini-grant funding from LiveWell Garfield County.

LiveWell awarded a total of $20,793 to organizations promoting healthy living and healthy eating throughout the county, said Dana Wood,LiveWell Garfield County coordinator.

For the Rifle Parks and Recreation Department, the $500 from LiveWell will help purchase new catchers equipment for the Valley YouthLeague baseball and softball program. The department provides each team with some equipment, such as helmets, said Wayne Edgeton,assistant recreation director for Rifle. The catchers equipment is especially expensive, and many of the kids who play in the league are notgoing to have the necessary safety equipment. Without the LiveWell money, Edgeton said the department likely could not have afforded toreplace the catchers gear.

Parks and recreation also received around $830 for new soccer balls. With the establishment of a new summer soccer program in Rifle in thepast year, the department desperately needed new soccer balls, Edgeton said, adding that he likes to provide a ball for every child and the headcoach to reduce the cost.

Another $500 grant from Livewell went to the Rifle Senior Center to help pay for gardening materials. The center started the garden in 2014 asa means to grow produce for the center’s meals, and it was a huge success, said Bobbie Dungan, kitchen supervisor. Growing the produce in thecenter’s gardens is both financially beneficial and healthier for those eating the meals, and the additional funding allows the center to growmore produce, specifically tomatoes, cucumbers and squash, Dungan added.

Rifle Farmers Market was awarded $1,000 for signs and equipment to expand this season, and Grand River Health received $1,500 to develophealthy cooking classes aimed at lower-income residents.

LiveWell distributed $40,000 in mini-grant funding across the county in 2014 and the organization budgeted the same amount for 2015,Wood said.

Other Garfield County groups receiving grant funding include:

• Growing Food Forward received $5,000 to cover capital expenses for gardens and countywide workshops.

• Colorado Mountain College Upward Bound Program is getting $2,998 for a project that includes healthy food and snack preparation classes.The project will take place throughout a four-week summer camp held at the CMC Spring Valley Campus, where students will learn how toshop for healthy food by reading food labels for nutritional value, as well as how to prepare healthy meals and snacks on a budget. In addition,students will participate in weekly physical activities, and will end the program by preparing a healthy meal for LIFT-UP Extended Table. Theprogram is targeted to teens from New Castle to Parachute.

• Roaring Fork Outdoor Volunteers was awarded $2,500 toward the Young Stewards Initiative program that focuses on engaging youththrough trail projects. The goal is to increase participation by more youth in Garfield County, especially from New Castle, Silt and Rifle.

• LIFT-UP got $2,045 for a two-door refrigeration unit at its Glenwood Springs location to accommodate more fruits and vegetables from theLiveWell Gleaning Project.

• The town of New Castle received $2,000 for the purchase and installation of three bike racks throughout its downtown area.

• Garfield County Public Library District is getting $1,500 for materials to include Gardening with Children as part of the annual SummerReading Program. The goal of Gardening with Children is to continue the gardening programming started in Silt and expand to the other fivelibrary locations. This year, the library district aims to add a connection to literature that will reinforce the ties between healthy food,gardening and stories as part of the learning process. A portion of the grant money will be used to purchase additional books on gardening andhealthy eating for five of the branches. The program reaches 1,400 kids, plus their parents, annually.

• Roaring Fork Mountain Bike Association was awarded $1,000 for partial funding of the South Canyon Trails Plan project.

• Court Appointed Special Advocates of the Ninth was granted $250 to the RIDE for the CHILD event on June 20. The LiveWell GarfieldCounty Steering Committee decided to fund this mini grant application as a sponsorship, with money derived from its sponsorship programbudget.

Street and pedestrian improvements in four Garfield County communities and new boilers for six Garfield District Re-2 schools were amongmore than $2 million in spring grants announced Tuesday by the Garfield County Federal Mineral Lease District.

The special FMLD, which utilizes the county’s share of money from mineral leasing on area federal lands, awarded eight traditional largegrants totaling nearly $1.9 million, and another $197,500 in mini grants, according to a news release issued by the district’s granting board.

Topping the list was a $400,000 grant to the city of Rifle for pedestrian improvements along White River Avenue.

Another $350,000 each will go to the town of New Castle for downtown-area improvements, and to the town of Silt for improvements to thesouth side of its Main Street.

In addition, the Garfield Re-2 School District was awarded $250,000 for the replacement or repair of boilers at six schools in Rifle, Silt andNew Castle.

For the second straight FMLD grant cycle, the city of Glenwood Springs did not receive funding for the project it submitted for consideration.

Glenwood had requested $400,000 to build a new West Glenwood pedestrian path connection along Midland Avenue from the west side of theGlenwood Meadows shopping center to the Highway 6&24 roundabout north of the Interstate 70 interchange.

The trail link would allow for safer pedestrian access between the Meadows and the residential areas north of I-70, as well as to GlenwoodSprings Middle School and the new Two Rivers Community School. City officials said that and other pedestrian links in West Glenwood willremain on the future projects list, regardless of achieving grant funding.

In addition to the major grants awarded this spring, the FMLD board also awarded smaller “mini grants” of $25,000 or less to eight entities forsuch things as mechanical and communications equipment, vehicles and facility upgrades.

The latest round of FMLD grants brings the total awarded to cities, towns, school districts and other political subdivision in Garfield County todate since the organization was formed three years ago to more than $12 million.

Grants are awarded twice a year. The fall grant cycle will begin in August, with award announcements anticipated in October.

RESOLUTION 15-005

A Resolution Supporting a Mini-Grant Application to the Garfield County Federal Mineral Lease District to the Garfield County Public Library District to purchase a Roland VS300i printer cutter, George Knight DK20 press and various materials and supplies to make library signage.

A. WHEREAS, the Garfield County Public Library District is a political subdivision of the State of Colorado, and therefore an eligible applicant of funds awarded by the Garfield County Federal Mineral Lease District (“GCFMLD”); and

B. WHEREAS, the Garfield County Public Library District has received a Mini-Grant

Agreement letter for $22,500.00 for the purchase a Roland VS300i printer cutter, George Knight DK20 press and various materials and supplies to make library signage; and

C. WHEREAS, the Garfield County Public Library District supports that it will complete

the project supported by these funds; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES THAT:

1. The above recitals are hereby incorporated as findings by the Board of Trustees.

2. The Board of Trustees accepts Contract 15-SM-03.

3. The Board of Trustees agrees to the completion of the project and the submission of a

Final Report on or before April 14, 2016.

4. The Board of Trustees of the Garfield County Public Library District authorizes the expenditure funds necessary to meet the terms and obligations of the Grant Agreement with the GCFMLD prior to being reimbursed for any related project expenses.

5. The Board of Trustees hereby authorizes the Executive Director to sign a Grant

Agreement with the GCFMLD.

BRANCH NARRATIVES – March, 2015  NEW CASTLE Programs: We presented 30 programs – 12 teen, 14 children, 4 adult programs serving a total of 374 participants. Popular programs included the Prom Dress Giveaway, Ukrainian Eggs and Rag Rug Workshop both of which had people on waiting lists as space was limited. We helped 5 patrons with one on one technology tutoring through Book a Librarian. Seventy Elk Creek Elementary students visited the library on March 4. Volunteers: 10 volunteers contributed a total of 84 hours working with inventory, telephoning holds, cleaning books, helping process donations, and assisting with programs. Training and Staffing: Diane and Christy both attended one day each of CLiC. Charlie was on vacation for a week and both pages were on vacation during spring break. Community Outreach: Diane took programs to 2 preschool groups at KS Elementary School and 2 preschool programs to Apple Tree reaching a total of 49 children. The Bistro Book Club outreach program at Coal Ridge HS reached 10 teens. Christy visited one homebound patron.  RIFLE Programs: Our programming this month was all things Dust Bowl related.  We experienced an average of 24 attendees for all five of our adult Dust Bowl programs.  We saw many new faces at our Dust Bowl related programming and were very pleased to offer this quality programming to the public. Volunteers: We saw some new volunteers step forward over spring break and show interest in fulfilling graduation requirements.  We are hoping to keep those folks interested in the library as a volunteer spot through this year’s Summer Reading Program.  It was also really helpful to have volunteers help rearrange furniture to allow open space for the Dust Bowl Exhibit. Training and staffing: Amy attended CLIC in Grand Junction and attended sessions that gave her suggestions on how to hone her storytime and programming skills.  She has already been incorporating the library iPad technology in her storytimes and learned some new techniques.   Community Outreach: The library was an RSVP tax assistance location again this year.  Tuesday afternoons, the RSVP representative was in one of our study rooms and met with their clients. We also enjoyed a collaboration with the Bookcliff Conservation District.  They had a display in the library for National AG Day.  The week of RE2 Spring Break, the Bookcliff Conservation District brought their teaching Water Wagon and a volunteer oversaw hands‐on water conservation lessons with a total of 32 grade school students.  PARACHUTE Programs: This was our second year of daily programming for kids during Spring Break.  That, combined with the district‐wide Minecraft Mania, we were THE place to be during Spring Break.  Megan, Kim and Marie managed the kid's programs.  Marie has done an amazing job planning for SPELL grant program, Lit Launch, which launched this month during a regular Toddler & Infant Storytime.  We plan to have 1‐2 Lit Launch events per month through the end of the year.  Regular programs like Anime Club and Tackle it Tuesday have seen new faces.  We are seeing positive results from the Facebook posting and ad boosts. The first three months of PAWS to Read wasn't successful, so we are discontinuing that program.

Volunteers: We logged 35 volunteer hours this past month with 8 volunteers. We started a new volunteer with homebound delivery and are grateful for her time. Our wonderful adult volunteers continue to help with calling holds, stocking the book sale cart and recycling.  We had a few community service volunteers helping us with some cleaning and labeling projects. Training and staffing: Kim, Marie and Susan attended webinars on genealogy resources and updates to our Heritage Quest database.  I attended one day of CLiC and shared the workshop info with appropriate team members throughout the District.  I also attended the Strategic Planning session.  We have been scheduling dedicated time for staff to plan ToshoCon and other youth programming.  This will help us revamp Mondays @ the Library next school year. Community Outreach: Marie visited the middle school for her monthly book club and morning assembly presentation.  I participated in Grand River's Health Fair.  I demonstrated Consumer Health Complete and met people who haven't used the library.  Hopefully that will change!  CARBONDALE Programs:  Stephen Tafoya came to do a 3D printing demo at our Early Release Program and we had 71 kids (and some adults) come to the program.  Other big events were the Celtic Concert which drew a crowd of 32.  Cinthya Canas has taken over the Spanish Computer Classes and we held three this month.  This month we also held our second Senior Tech Class and went over smart phones.  These are in partnership with Senior Matters.  Another partnership program was with the Historical Society to put on Roaring Fork Goes to the Movies.  And we had the Shop Local campaign go all month with great success.  We had 562 entries for the drawing and I saw many signs and bookmarks at local stores.  Volunteers:  Amelia wrangled up some volunteers from our former Friends group who canvased the town for the Shop Local Campaign.  Mary Clemente continues to keep the book sale looking sharp.  We have had quite a few drop in Community Service volunteers which helps with keeping our DVD collection looking sharp.   Training and staffing:  We had four staff members (Connie Knuth, Cinthya Canas, Jeannine Stickle and myself) attend the CLiC workshop in Grand Junction.  It was a great experience for everyone and it has been good to see some new pieces in action.  Amy Shipley came this month to train John Steuben and myself on Create List so we can work on our inventory at the branch.   Outreach: Jeannine Stickle made eight visits to the local preschools in preparation for Blue Bag Days in April.  John is now offering some basic tech training on his visits to Heritage Park.  Amelia and I went to CCAH for First Friday and handed out Shop Local book marks.    GLENWOOD SPRINGS Programming:  Adults. Local writer Claudia Putnam held the last two sessions of her four part series, “Enjoying Poetry.” The Winter Lecture Series in March had attendance of 35. We hosted two presentations by Trent Blizzard targeted at small business owners and entrepreneurs, and had several attendees who had never been to our library.  Children and Teens: Tuesdays@Your Library continued to be popular with Legos and Painting Pages being the best attended programs. Teens from the Youth Recovery Center visited the library on several Saturdays. Rachel’s storytime attendance remained high and the Monday Musical Storytimes attendance ranged from 12 ‐ 25. The Green Eggs and Ham storytime

featured a guest appearance by the Cat in the Hat and 115 people attended. There were no leftovers. A Music Together storytime was attended by 80 people. We also held Paws to Read in March and 12 children read to the dogs. Volunteers: Nine volunteers helped with shelf reading, cleaning discs, the book sale, shelving, and cleaning up the plaza. Training and Staffing: Rachel went to CLIC. One of our Pages will be resigning in mid‐April. Staff attended the Strategic Planning meeting on March 23 in New Castle. Community Outreach: Youth Services staff made Raising a Reader visits to five preschools. Second grade classes from Two Rivers Charter School visited the library and the Center for the Arts brought over a group of enrichment students on a couple of Fridays. A fourth grade class and a 1st grade class from Sopris Elementary School came to the library on a field trip as their award for winning a reading contest. We are in our final session of the RFSD Enrichment class at GSES. I attended the Women in Networking (WIN) monthly meeting. I met with Ilene Pevec to discuss our round planters, she has a group of students who will plant cherry tomatoes, cilantro, and jalapenos later in the spring.  SILT Programming:  This month was about a lot of beginnings! We’ve started up a gardening program series that we hope to continue till November with a once a month class of some sort.  This month we had two rounds of sorting seeds.  We also did an Aromatherapy class that was well attended.  For teens, Jordan is leading a Friday program dubbed the “code club”, where participants can make robots out of Legos and then program them to do actions with computers.  Also this month, I did a Daddy and Me storytime on Saturday which was fun but had a small turnout due to being the first day of Spring Break.  I’ll be doing a Daddy and Me program once a month except during the summer months. Volunteers:  We set a record for the most number of volunteer hours in a month (except for the month when we had the Book Brigade) with nearly 100 hours of volunteer time.  Lots of students and court‐ordered helpers have come in to tackle various projects in and outside the walls of the library. We are currently looking for a new board member to represent our branch. Training and Staffing:  Melissa and Betts were able was able to attend the CLiC training workshop in Grand Junction.  In addition to our regular monthly meetings, Amy S. came out to do some training, Jordan visited to make sure our Chromebooks were working fine for webinars, and Stephen has been out to help train on Minecraft.  Wilma and Amelia attended a staff meeting as well.  Community Outreach:  Outreach this month for us has included signing up new patrons at the Silt Senior Housing, attending the Bistro book club at CRHS, visiting preschool classes, and giving books to RAR for OB4CO in a few weeks.  SUPPORT SERVICES Tech Services, Acquisitions and Collection Development: Michelle processed about 450 items during the month.  Michelle continued to track state grant spending by branches.  The department used 6.5 volunteer hours in March. Training: Michelle attended two days of CLiC, and workshops on Copyright, Intellectual Freedom, E‐storytimes and others.  Michelle attended the Mar 24 meeting for the staff day

coordinating committee.  Amy visited Carbondale, Glenwood, New Castle, Silt, and Rifle for collection development and technical services training.  Amy attended a Colorado Association of Libraries Leadership Institute session on library advocacy.   Amy met with Representative Bob Rankin at Colorado Library Lobby Day at the State Capitol to thank him for continuing to support the state grants for libraries, and to talk to him about a few things we're working on in our library this year.  Amy held the first Adult Collection Development Team meeting of the year, and they developed a team goal for the year.  The goal is:  Excellence, Community, Balance, Empowerment, Innovation.  Become knowledgeable (gain expertise) in books: both those that are already out and those that are coming out soon by reading reviews, poking around in Pika, or subscribing to one new email list related to books and reading.  The direct impact of this knowledge is that we become better able to serve our communities.  An indirect impact of this knowledge is that we will broaden our collections in a way that our communities desire.  Amy attended a webinar about the updated Courier Management System website and shared the information from that webinar with branch staff. Amy began a ~40 hour study of RDA (Resource Description and Access), which is the new cataloging rules.  She will view recorded webinars and work through practice examples and quizzes.  This will be a great asset to the library and to her career.  Amy attended the strategic planning day in Glenwood to have input on the new strategic plan.  Amy attended an all day Digital Repository Task Force meeting in Grand Junction to talk about the metadata plan for the repository.  Metadata is the descriptive data used to create searchable records for the items stored within the repository.  DIGITAL SERVICES  Programs: This was a fantastic month for STEM programming! Stephen ran a 4‐day Teen Tech Week program in the Rifle MADlab and he hosted a week‐long, district‐wide Minecraft Mania program. Jordan kicked off the weekly Code Club in Silt with Lego and Sphero robots. Technology:  Jordan continued work on the digital repository task force by partnering with Mesa County Library staff to test of the technology we will use to digitize the Art aRound Town exhibit in Carbondale. She also attended two days of touring digitization labs across Colorado. Jordan and Amy Shipley both went to Grand Junction for a day‐long metadata planning workshop for the digital archive. Outreach: Jordan and Stephen both presented at the CLiC conference in Grand Junction; Jordan on the library website and Stephen on 3D printing and Minecraft. Jordan and Amy Shipley attended CAL Lobby Day in Denver where they met with Representative Rankin and demonstrated items used in STEM programming.  DIRECTOR Amelia hosted a County‐wide meeting for April 30 at the new Castle Branch Library. She helped out with the Dust Bowl Programs at Rifle and appeared as the Cat in the Hat at Glenwood Springs. Amelia shared the Strategic Plan at Staff Day and attended the Innovative User’s Group meeting in Minneapolis on a scholarship from Innovative and Marmot. She also attended the annual Marmot Council Meeting in Breckenridge. Amelia met with the Foundation Board on April 21st.
