FEMA’s Initial COVID-19 Response

• On March 13, 2020, President Trump declared the ongoing coronavirus pandemic to be of sufficient severity and magnitude to warrant a nationwide emergency declaration for all 50 states, tribes, territories, and the District of Columbia pursuant to Section 501(b) of the Stafford Act.

• At its peak, over 40 federal agencies were involved in this coordinated process and for the first time ever, there were 57 concurrent major declarations. 

• The COVID-19 pandemic has had a devastating effect on everything we know about our business and delivering our product.  It forced us to have new conversations about the way we met our disaster mission.

• The COVID response was unique in another way, FEMA had to run both external and internal response efforts to ensure we met the mission and our workforce was safe and protected.

• From March 13 – December 31 2020, FEMA obligated over $65B, of which $39B is for the newly established Lost Wages Program.

FEMA’s Vaccination and Reopening the

Nation Mission

• On Jan. 21, President Joseph R. Biden signed several executive orders aimed at combating COVID-19 in support of the Administration’s overall response plan.

 • FEMA, in coordination with CDC, is working with State governments to open 

federal Community Vaccination Center (CVC) pilot sites. As of, May 19, over 5.4 million vaccines have been administered across 39 federal CVC pilot sites

• FEMA has over 9,700 employees deployed support communities and survivors nationwide, including response and recovery operations from the 2020 hurricane season, the COVID-19 Pandemic, and recent winter storms.

• As of May 19, FEMA has obligated more than $7 billion for expenses related to COVID-19 vaccination and reopening the Nation support at 100% federal cost share. 

• The Coronavirus Response and Relief Supplemental Appropriations Act of 2021 and the American Rescue Plan Act of 2021 directs FEMA to provide funeral assistance for individuals who incurred funeral expenses after January 20, 2020 as a result of a death attributed to COVID-19.

Assistance MechanismsNew Grant Mechanism• Crisis Notice of Funding Opportunity (NOFO) structured to allow CDC to obligate funds expeditiously 

during a declared public health emergency or other emergency to states and territories •  Two Phases: P1 - Initial emergency response activation and stand-up activities; P2 - Spans longer term, tailored emergency response activities

• Six Domains: Bio-surveillance, Community Resilience, Incident Management, Information Management, Surge Management, Counter Measures and Mitigation

Existing Grant Mechanisms• Leverage mechanisms with commonly needed or like activities

• One-pagers outlining key attributes• Emergency language and or components incorporated for use as needed

• Unfunded components that address public health emergency (PHE) and/or containment of infectious disease outbreaks
