Cadets are encouraged to apply for the National Awards. The Pilot Training Achievement Awards and the Music Awards for Excellence – the Bandsman Award and the Piper Award are due by October 31, 2013. Additional awards can be found on the Air Cadet League of Canada National website. The Minister of National Defense has announced the DND Renewal Plan but it has not been released yet. National is working on its National Strategic Plan which will coincide with the DND Renewal Plan. There will be more voices at the table including people from the community, parents and youth who will have input along with members from DND and the Cadet movement. There will be new governance in place and there is a plan to make it more centralized. There will be a meeting next week to begin looking at the process. The Flying Committee has been working hard to review the pilot program. Nothing has taken place yet but they are looking at ways to ensure that the program is the best possible for the Cadets.

There continues to be emphasis placed on the Registration and Screening process.  It was noted that the National Insurance Plan covers all volunteers who have been screened.  Any questions should be directed to the National Office.  A member from the RCMP will be speaking at the National SAM in November to stress the importance of screening and address any questions about the process.  The National President is very supportive of our partnership with the Civil Air Patrol and encourages involvement with the Wreaths Across America and the Heart Program.  Finally, it was emphasized that the Air Cadet League speak with one voice.  This means that, regardless of any private opinions members may hold, it is important to show public support of National announcements.  Report from DND Representative   Captain Dave Herman provided the DND Report.  There is good news from the Flying Program.  More than 500 Cadets were able to get flight time this fall in both the Glider Program and the Power Program.  This is mainly due to good weather.  It was noted that in Nova Scotia, we send cadets for both programs to the 3 airfields on the same day.  This allows for shorter waits for either program.  The total costs for famils, including meals and transportation was about $20,000.  Air Ops is happy with how this is working.  The CO’s all know about school credit program but the onus is on kids to go to their school guidance counsellor with the course information.  Approximately 60% of eligible kids are applying for the credit.  There is a link on our website with all the information the cadets need.  The 2013‐2014 calendar on the website and has been distributed to the CO’s.  There is one change, there will be no national marksman competition this year, instead the information from the provincial competitions will be forwarded to National and a national ranking will be determined.  The Regional Directors are being forwarded generic information that is sent monthly to the CO’s, it is up to the Regional Directors to forward this information to the Squadron Directors.  An update was provided on the new Cadet Unit Survey.  All the squadrons will be  involved this year (7 units participated in the pilot last year).  The CO’s are sent the surveys which ask where they think the Squadron is.  A Squadron visit take place which will help determine where the Squadron actually is.  If there is a major discrepancy between the two, Captain Herman will call the CO to discuss the discrepancy.  A final report will be compiled based on the information received.    W/O Arsenault will be retiring December 1, 2013 and it is anticipated that the ACO’s office will be down to 2 staff until spring, 2014.    A CO’s list, including their contact information has been distributed to all the CO’s.  It is hoped that this will encourage CO’s to talk to each other for information and problem solving.

The number of cadets who attended the CSTC’s this summer is up and the RTU’s were down.  The ACO’s office had a high success rate in filling vacancies and  NS picking up extra placements from NB and Nfld because of how our database is managed and the ACO’s office aggressive filling of vacancies.  The CO’s know how much money they have available to them through their LSA & PP&S but can call to find out exactly how much they have.  It was emphasized that all LSA expenditures need to go through the ACO’s office and DND’s contracting department before the money can be disbursed.  Whenever possible, requests should allow 30 days for approval.  It was also emphasized that no verbal contract can be made by the CO’s.  D‐Cadets has come up with a new portioning of $30/cadet to every unit for sports related activities.  This money has not been allotted yet.  Due to budget cuts, there will be no RDA’s this year.  The 3 ACO’s met with Major Eagle to suggest that this money be rolled into the RDA program and, with a little redistribution of other funds, be used to run the RDA program.  The proposal has been sent back to D‐Cadets for final approval.  Chairman’s Report   Ed Mroz presented the Chairman’s Report.  Due to personal matters, he was unable to be involved with Air Cadet activities from June to September.  He reported that the communications and cooperation from Shearwater was excellent.  Treasurer’s Report   Ernie Wiesner presented the Treasurer’s Report as Tom Drover was unable to attend the AGM due to a prior commitment.  Tom wished to extend his appreciation to Cornelia and Jack Hatcher for all their work on the finances in the previous years.  It was reported that the financial report has not yet been audited but a review of the financial documents would be conducted after the meeting and a report would be presented at the SAM.  Ed Mroz questioned the amount listed as donations from government, stating that we have received $10,000 in each of the past 3 years.  Art LeDuc questioned the $100 in accounts receivable from the Camp draw donation.  Ernie will look into these to matters.  Art LeDuc also requested that the Financial Documents be available 1 week prior to the AGM so that they could be reviewed in more detail.  Ernie will present this suggestion to the Finance Committee.  Jim Mullins noted that the purchase from BC was for an L‐19 not a glider.  This correction will be made.  See Appendix for the full Treasurer’s Report.  Moved by Wendell Crowell, seconded by Art LeDuc that the Treasurer’s Report be accepted.  Motion carried.  Ernie Wiesner presented the Budget.  Cornelia Hatcher asked about the budgeted bank fees and questioned whether there would be any additional fees for a Line of Credit when the banking is moved

from the Credit Union to Scotia Bank.  Ernie said that they have not looked into a Line of Credit with Scotia Bank yet.  Jim Mullins noted that there is no budget for the purchase of a new truck.  Ernie responded that we would not be looking into purchasing a new vehicle until a decision is made on the future of the Gliding Program.  We will be dealing with this at that time.   Discussion was held on who the signing officers would be when the account is moved to Scotia Bank.  It was noted that the signing officers are listed in the Bylaws which would need to be changed first.  Ed Mroz stated that he would review the Bylaws and bring forward the wording for a change to the SAM in April.  See Appendix for the Full Budget Report.  Moved by Phil Chatterton, seconded by Andy Jeffrey  to accept the Budget Report.  Motion carried.  Regional Director’s Reports:  See appendix.  Aviation Coordinator’s report: See Appendix. 

Moved by Jim Mullins, seconded by Winston Weir that we name the L‐19, call sign BBD, after John Walker.  Motion carried. 

Colchester‐East Hants Health Centre Foundation  

We have received a request from Joan Gibson, Chairperson for the Colchester‐East Hants Health Centre Foundation, asking that we donate 2 glider flights to their silent auction.  It was questioned whether our insurance would cover this use of the aircraft.  Sarah Matresky ensured that we are covered.  Charlie Baxter voiced concern regarding the possibility that if we donate to this organization, it may create problems because every other charity could want similar contributions.  Also, concern was expressed regarding the possibility that the flights could interfere with the Cadets getting flight time.  It was moved by Charlie Baxter, seconded by Earl Lantz that we send letter to Joan Gibson, chairperson of the Colchester‐East Hants Health Centre Foundation, stating that we, as a registered Charitable Organization, we are unable to donate to another registered Charitable Organization.  Motion carried. 

Screening Report  

The screening report was presented by Cornelia Hatcher.  She noted that it is up to the Regional Directors to ensure that the Squadron Directors are screened.  Squadron Directors are to ensure that all volunteers are screened.  There is a new booklet on screening on our website, it is important that the new forms are used.  All volunteers are to be screened.  If somebody comes in to teach or give a presentation and they have not been screened, they must be treated the same as a visitor, meaning that they must be accompanied by a screened person and at all times that they are in contact with cadets.  They cannot be left unattended with Cadets.  Police Record Checks have to be an original, there is a seal present on originals.

Jim Mullins put forward a resolution that the aircraft that we had loaned to PEI, which has now been returned to Nova Scotia be named in honour of John Walker.  Moved by Jim Mullins; seconded by Ernie Wiesner. Carried

Timing and Venue of 2014 SAM and 2014 AGM 

The 2014 SAM will be held at 77 Arrowhead on April 26, 2014.  The 2014 AGM will be held at the 102 Wing Air Force Association of Canada on October 18, 2014, subject to availability.  Motion to approve Effective Speaking Contest Resolution:  Motion was tabled until 2014 SAM.  Motion to send delegate(s) to National SAM:  Moved by Earl Lantz; seconded by Charlie Baxter that we send up to 3 delegates to the National SAM. Carried  The meeting adjourned at 1420 hrs.

Regional Director Report

District Halifax Metro

Royal Canadian Air Cadets Squadrons 18, 250, 292, 342, 529, 615 and 865

District Halifax Metro, (DHM) air cadet training year has started off on the right foot for the 2013-2014 training year. The DHM area has some of the best air cadets, who have earn their wings from the power and glider training program. They are now ready to share and teach their new aviation knowledge and experience to fellow air cadets within several cadet squadrons. Also, DHM have many more air cadets who are ready to share other new skills and knowledge from CFB Greenwood CSTS, 2-3-6 week’s courses, to their fellow cadets in the new training year. This has placed all DHM squadrons in a good position in recruitment and with cooperation from all three leagues working together on a recruitment project for joining cadets. Local RCSU(A) also help with graphic design and support in allowing us to use box code, cadets.ca website and toll free number for parents/guardian and youth to go online or call with questions on joining cadets. Veteran Affairs has generous provided a quantity of lapel pins “Canada Remember” lapel pins for Air Cadets, as a thank you to cadets who have shown support over the years for Veteran Week and Remembrance Day, November 11th. Many of the local DHM CO’s, staff and air cadets, share their time and resources over several major events during this time of the year. Local squadron 865 will be hosting the regional sports and drill competition in 2014. Effective Speaking, for the DHM, will be held in March and provincial in April 2014. Also, discussions are in progress with the local NSCC Aviation Institute in Dartmouth, for air cadets’ squadron to take tours and to arrange for special orientation day for senior air cadets at levels 3/4/5. Follow up discussion are in progress also with Shearwater Aviation Museum (SAM) to support a static display for Nova Scotia Air Cadet 75th anniversary in 2016. Finally, thank you, to all ACLNS executives, directors, members, and Sponsors Committees members, for your valuable volunteer time and support of the air cadet program and to RCSU(A) support staff in Shearwater for their continue support. Also many thanks to all CO’s, supporting CIC staff, Civilian Instructors and Civilian Volunteers, for your personal commitment of running the air cadet youth program. Air cadet program success is in all of you! Thanks for supporting cadets in Nova Scotia!

Western Region Report

All ( 5 ) Units in the Western Region are actively getting underway for a busy training year. I requested information for my report in September, but I am not getting much response to date. 106 ( Windsor ) Strength 37 299 ( Yarmouth ) Strength 19 507 ( Kentville ) Strength 56 ( will be participating in Cadet Day activities ) 517 ( Greenwood ) Strength 98 ( Change of Command: 02 Oct 13 Captain Heather-Jane Dupuis assumed command from Major William Montgomery ) 545 ( Liverpool ) Strength 69 I will up-date when I receive more information as we must realize that the Units are just getting underway.

Cape Breton Metro District Squadron Reports Oct.2013

29 Squadron CO Maj.Dodie Hanna 29 Squadron has 60 returning cadets so far this season and 10 new recruits. There is a staff of 7 officers and 8 CI,s and carry on a very active programme Two nights a week and on weekends.They have a 22 member band that are trained by two dedicated staff members. They have started recruiting and have a busy year planned which includes survival exercises, Gliding, squadron socials and fund raising. Regular classroom training takes place on Thursday evenings.The squadron sent 45 cadets to summer camp including 5 staff cadets and 1 glider pilot. 45 Squadron CO Capt Doug MacPhee 45 Squadron has returned with 35 cadets including 15 new recruits. Tha squadron has a compliment of 6 officers and 1 CI volunteer. They are starting up this year with a band starting off with 8-10 cadets. They have participated gliding as well as power flights and are planning a busy fall programe which will include fire drill training at the local fire hall as well as bush survival and local parades. The squadron sent a total of 15 cadets for summer training exercises at various locations.

591 squadron CO Capt.Russell MacDonald 591 Squadron has approx 15 returning cadets this year as well as a large number of new recruits (22) for a total of 37 so far this year.This squadton has a compliment of 5 officers and 3 CI volunteers. Plans are under way to go gliding as well as assist the legion with the poppy Campaign. Training nite is Tuesday evenings .The squadron sent 14 cadets to summer camp as well as 1 G;ider pilot. 562 Squadron CO Capt.Bruce Bugler Capt. Bugler has recently assumed command of this squadron and has a staff of 5 officers and 1 CI volunteer. The squadron has 34 cadets incl. 12 new recruits. They have a 10 member band practice weekly in preparation for the rememberance day ceremonies. They are presently in the middle of a recruiting drive. They have a survival exercise planned with an army cadet corps in Oct. Also planned are gliding and shooting competitions. The squadron sent 10 cadets to summer camp as well as 1 Power pilot. 587 Squadron CO Capt.Richard Genter This squadron carries on a very active schedule with a capable staff of 5 Officers and 5 CI volunteers who spend a great deal of time on Classroom training , shooting programe, as well as Band ,survival training exercises and gliding and power flights. They currently have 30 cadets with 6 new recruits. The band presently has 10 members. The squadron sent 14 cadets to summer training this year. 602 Squadron CO Capt Tresea Olson This is a smaller squadron with 3 Officers and 2 CI volunteers . They presently have 19 cadets and plan a recruiting campaign soon. The squadron carries on an active programe in the community such as poppy sales with the legion as well as gliding , survival exercises which include map and compass training as well as classroom training. They sent 10 cadets to summer training camp.

693 Squadron CO Capt Dave MacNeil The squadron carries a compliment of 4 officers as well as 34 cadets which includes 3 new recruits so far. Activities include Gliding ,Citizenship tours ,Bush survival as well asllocal training at HQ. They have a recruiting drive planned in Oct. The squadron sent 6 cadets to summer training.

Truck 1 - 01 Dodge has been troublesome again this year.The battery had to be replaced during the summer for thesecond year in a row as well as problems with thetransmission. It was used as the Launch Control during thesummer and no tows were done with it.. During an Execmeeting it was decided to remove it from service at the endof the season and sell it. This was done. Thanks to GeneBell it was sold in the Truro area and we received$3,000.00 for it.

Truck 2 - 05 Ford has to this date been trouble free thisyear. It is currently doing Famil work in Sydney. Willreceive Lube/Oil and MVI during winter. A local cleaningshop in St Peters has offered to clean and wax it during thewinter at no charge. This offer has been accepted.

Trailer - Will be used in the fall by ACES to transport acouple of their gliders to Greenwood.

Annual meeting was held on Sat 05 October 2013 at Debert.Assessments for 2014 will remain at $300.00 per glider pilotcandidate. Both Winston Weir and Gene Bell attended.Winston was voted in as the representative for Nova Scotiareplacing Jim as he is now the Treasurer.

Hanger Several roof leaks were reported and Winston has gottenestimates and the repairs are now complete. A newcommercial eaves trough system has been installed over thefront doors. Some additional electrical work has also beenlooked after. A few outlets were installed as well as new lightsat both ends of the building and outside lights in the glider tie-down area. This electrical work was accomplished throughDND resources at no cost to the League.

Lease The current hanger lease expires on 31 July 2014. DNDhas the option of a further five year term at a price of$4,000.00 per annum.

FUTURE OF THE AIR CADET AVIATION PROGRAM

June 2013

Introduction

Much of this document is courtesy of Ken Higgins with some modifications and

additions that I have made. The main emphasis is on how to identify what we should

discuss at the AGM in June in preparation for the Aviation Committee making a major

presentation to the BOG at the SAM in November.

The review of the future of the Air Cadet Aviation program could not succeed without

the full cooperation of the DND staff. LCol Therrien has assured me that he will not

only cooperate with us, but he is also willing to be the co-chair of the study group.

When we arrive at the end of the study, it should have the complete blessing of our

DND partner as well.

The rationale for this approach is the assurance of the continuation of the flying/gliding

program. Currently, it remains unchanged for 2013/14. The reason for the work to be

carried out between the AGM and the SAM can be attributed to the recent events being

a wake-up call. What if it were to reoccur? How well prepared would we be? This

work will ensure that a well thought-out strategy will be in place if the DND gliding

budget is ever cut again.

Initial Considerations

There are three major factors to prepare for:

a. Legal;

b. Financial; and

c. Political.

The eternal triangle. It is not an equilateral triangle, but more like the triangle of

velocities for a navigation calculation – the intensity of one side will always require

more time and attention than the others. However, these three factors do cover the

essential elements of the work required to prepare a thorough briefing document.

Objective

The Aviation Committee will research and prepare a position paper which contains the

necessary data upon which informed discussions and decisions can be made by the

General Assembly at the SAM 2013.

This study will be conducted with the objective of evaluating all aspects of the currentprogram, keeping in mind how we could better serve our client (the Cadet) at a lowercost and/or increase the quality of service to provide a more stimulating flyingexperience.

The goal is, to “Keep The Air In Air Cadets.”

Planning issues

Primary Issue #1

If funding for the gliding program is discontinued by D Cadets, will any ProvincialCommittee wish to keep their equipment such as tow aircraft, gliders, etc and carry onas a gliding club?

Secondary Issue

(1) Para 24 in the “Letter of Intent” between the League and D Cadets and theaddendum that was added May 15th re in the event of DND closing the program (if thatoccurs this section should not apply).

(2) What is Fair Market Value for gliders/tow aircraft?

(3) How would these items be disposed of? What are the options? What gets theseller the best price?

Primary Issue #2

The transition to Power FAM: What is the anticipated volume of cadet FAM flights thatwould have to be provided each year? One flight per cadet in the spring and fall?

Secondary Issue

(1) Obtaining Regional data re Glider FAM and Power FAM in all its forms – i.e. SSCfunded, RCAOps O funded, etc?

(2) What is likely to change in the next five years – i.e. the CPGI and the cadetpopulation?

Primary Issue #3

Who will conduct the FAM flying? From where will they be recruited?

Secondary Issue

(1) From the “former” glider program, how many pilots will want to stay with the newprogram?CIC officers who are licensed pilots? Cadets/grads from the PPL course? (Will cadetsflying cadets be a continued theme?)

(2) Insurance – Minimum time (hrs or type) required? Coverage?

(3) If power famil is accepted, can the power famil start in the spring of 2014 usingcurrent tow aircraft and pilots?

Primary Issue #4

Will there be a single aircraft type in use throughout a region and/or throughout theorganization? Could exceptions be grandfathered e.g. the C182 in BC?

Secondary Issue

(1) High wing? Low Wing?

(2) Manufacturer ? (Cessna, Grumman, Piper, Other)

(3) Power Plant?

(4) Propeller? (see comment re exceptions allowed)

(5) Minimum Spec? (for purchase i.e. no basket cases to be worked on)

How to fly the cadets, Rent or Own?

Secondary Issue

(1) What is the anticipated hourly operating cost (A) rentals, (B) League owned, (C)other owner group?

(2) If owned – fuel, oil, maintenance, engine depreciation (owners usually putsomething into the bank based on the anticipated costs of the overhaul of the enginesthat are going to be required, regardless) plus the cost of insurance.

(3) The business for (A) renting or (B) owning – that shouldn’t be difficult to decide, butthen comes the BIG question. Which aircraft model will be the first choice?

Primary Issue #6

Overall cost of acquiring the required number of aircraft.

Secondary Issue

(1) Purchase price range.

(2) Cost per region to make the transition? (Cost offset to some extent by sale ofglider/tow aircraft)

(3) How financed and by whom?

Primary Issue #7

Location? Will the famil aircraft be brought to an airport near to the participatingsquadrons, this as opposed to the SSC bringing the cadets to the gliding site?

Secondary Issue

(1) Region by Region, and using a squadron location map. What range of airports willthis bring into play? A data base will be required from an early point.

(2) To what extent will the location of some of these airports/airfields have on theaircraft capability? i.e. high elevation, hot day, pilot plus 3 cadets, fuel.

(3) What airports/airfields would not be acceptable?

(4) Supervision of Cadets? Who? Cost? Flying will probably not be conducted at agliding centre.

Conclusion

As you can see there is a lot of research and prep work to be done. You can probablythink of additional items to be covered and you can send them to me now or we canadd them to the list at the meeting.

What I would like to see as an outcome from our AGM meeting is the working grouptasked and ready to go. Conference calls would be a regular feature between us fromnow until SAM presentations in November.

I feel that the Aviation Committee and the NCAOps O are the right people to be takingon this task and I am confident that we will arrive at the SAM with a first- classproposal.

Since this report has been written a sub committee has been formed with one memberfrom each of our regions as a representative. We have strived to engage the mostknowledgeable of our members in this endeavour. During the summer and fall they willbe meeting via email, teleconference and face to face with the object of having acomprehensive report ready for the National SAM in November. Representing theAtlantic Region is Governor Edgar Allain from Moncton. Edgar is a safety expert withTransport Canada and also flies aircraft like ours as well as jets. He has 35 yearsexperience in the industry.
