Alex TV started broadcast- ing exactly a year ago in May 2013 for three hours per day, with a staff of five produc- ers and 10 different shows. Now Alex TV as a South Af- rican community TV station will get broader exposure and be available to a nation- al TV audience since it was launched on OVHD on 1 May at 18:00. The station’s new slogan is “You have arrived” and programming loops for 24 hours per day. Alex TV is re-launching it’s programming offering and schedule in conjunc- tion with its launch and new availability on OVHD with new shows. Alex TV will also work with jour- nalists from Eyewitness News to help with news and presentation training. Shows on Alex TV include Icon, billed as a “celebra- tion of the heroes and hero- ines that have been leading the quest to develop the township” and presented by Nothemba Sulupha, healthy lifestyle show Booty Curves presented by Shir- ley Mthombeni and Thando Dahza fronting the talk show Girls Prerogrative. Between the Sheets is a show focusing on relation- ships, Tagged is a gossip show and Monate Fela is a music programme. Team UD Trucks took first place at the inaugural John

Robbie Invitational in support of Crime Line, which was held at the Country Club Johannes-burg in Woodmead on Thursday. 94.7 Highveld Stereo’s, Darren Simpson and Sky-net’s teams came in sec-ond and third respectively. Daniel Slabbert of the South African Disabled Golf Asso-ciation (SADGA) was nearest to the pin, while Henk Roets of team Minopex received the prize for the longest drive. Crime Line is an anonymous crime tip-off service which was launched in 2007 as a tool for members of the public to blow the whistle on crime. The proceeds of the golf day will go towards the recently established Crime Line Foun-dation Trust in a bid to con-tinue and broaden the efforts

of the tip-off service in curb-ing crime in South Africa. Talk Radio 702 breakfast host, John Robbie, an avid sup-porter of Crime Line, gave his name to the golf day, which will now be an annual event on the CSI calendar. John also led his own team on the course, which in-cluded Samsung Vice-Pres-ident, George Ferreira and golf pro, Nico van Rensburg. Hilarity ensued as Simpson tweeted that he sent a tip-off to Crime Line’s 32211 SMS number which read: “Dear Crime Line. I would like to report a crime. I have solid evidence that John Rob-bie is cheating in his Golf Day. Please resolve this before 5pm today. Place of Crime is Country Club Johannesburg,” he texted tongue-in-cheek. For our country’s transition from apartheid rule to de-mocracy, an interim constitution was negotiated between representatives of organisations involved in the libera-tion struggle, represented political parties and other interested groups.

After the first democratic elections on 27 April 1994, members of the National Assembly and Senate, as the elected public representatives at the time, met as a body called the Constitutional Assembly to write a new Constitution. In 1996, after two years of public consulta-tion and much debate, the new Constitution was finally adopted.

The Constitution is a law agreed by the people’s repre-sentatives that sets out how the state will be constituted and run, our rights and responsibilities as citizens and the creation of particular Institutions to support and safeguard our democracy.

Our Constitution also lays the foundation for an open society based on democratic values, social justice and fundamental human rights and is hailed worldwide as very progressive. It is the supreme law of our country and ensures government by the people under the Con-stitution. In other words, the Constitution is the highest law of the land and everyone must act according to its provisions and principles, even Parliament.

Because we are a Constitutional State, all laws made by Parliament must pass the test of constitutionality. So Par-liament has to ensure at all times that the laws it makes are in keeping to the letter and spirit of the Constitution.

Fellow South Africans,Ladies and gentlemen of the media,I am pleased to join you on Af-rica Day, as we conclude our transition to a new administra-tion following the fifth national general elections.I announced on Saturday that we have entered the second phase of our transition to a national democratic society. I also said this would be a radical phase of socio-economic trans-formation.It is my pleasure today to an-nounce the members of the National Executive, who have been tasked with improving and speeding up the implemen-tation of our progressive poli-cies and programmes.The team will implement the five year Medium Term Strate-gic Framework of government, which has been developed us-ing the National Development Plan and the ANC Manifesto.To improve implementation and ensure impact, we have re-configured some departments while others have been expand-ed to improve capacity.I will briefly outline the chang-es and then announce the names of the new ministers and deputy ministers.We have established a Minis-try of Telecommunications and Postal Services.Our country has a fast grow-ing telecommunications sector which in 2012 was estimated at being worth R180 billion. We also see a great developmental value in the Post Office given its role of delivering financial services to remote areas of our country.This new department will en-sure that the country derives more value out of the booming information communications and technology industry and the postal services sector.The National Planning Com-mission as well as the Perfor-mance Monitoring and Evalua-

tion Ministries in the Presidency have been combined into one Ministry to harmonise the plan-ning and monitoring functions.This Ministry will also contin-ue to be responsible for youth development.We have established a new Communications Ministry, which will be responsible for overarching communication policy and strategy, informa-tion dissemination and public-ity as well as the branding of the country abroad.Improved communication and marketing will promote an in-formed citizenry and also assist the country to promote invest-ments, economic growth and job creation.This Ministry will be formed out of the following compo-nents;• The Independent Communica-tions Authority of South Africa• The SA Broadcasting Corpo-ration• Government Communica-tions and Information System (GCIS)• Brand SA and• The Media Development and Diversity AgencyLadies and gentlemen,The functions related to support for people with disabilities and children, will be transferred to the Department of Social De-velopment.The current Ministry of Wom-en, Children and People with Disability is now the Ministry of Women which will be locat-ed in the Presidency.The Women’s Ministry will champion the achievement of women’s socio-economic empowerment and women’s rights.To further improve efficiency in the criminal justice system, we have combined the Department of Justice and Constitutional Development with the Correc-tional Services department.The Department will now be called the Department of Jus-tice and Correctional Services.

Ladies and gentlemen,We have made an undertaking to significantly improve the provision of water and sanita-tion to our communities in the new term.In this regard, we have estab-lished the Ministry of Water and Sanitation.You will recall that we stated in the inauguration address that the economy will take centre-stage. The Alexandra Renewal Project (ARP) is fundamentally chang-ing the physical, economic and social environment of Alexandra Township in South Africa. It is a joint urban regeneration project between all three tiers of Government, the private sector, NGO’s and community-based organisations.

If the number of people who turned up on May 07 to cast their votes is anything to go by, South Af-

rica is truly a maturing democracy and a better place to live.Let me begin my message by thanking you, the peo-ple of Alexandra and readers of your favourite com-munity newsletter for responding in large numbers to a clarion to visit your local voting stations so as to help our government strengthen our democracy. The 2014 General Elections have been to a large ex-tent declared “free and fair” is reports from observ-ers, both foreign and local, who gave a thumbs up for country running elections that were not marred in any major controversies nor violence. If anything, what was experienced across the coun-try was an encouraging sign that our country is on a growth trajectory that is premised on the “will of the people”. Despite the emergence of new politi-cal parties, which many doomsayers predicted will complicate the process and lead to chaos, that un-fortunate scenario never, came to the fore. Although the party I represent lost 10% of voters in Gauteng by garnering 52% of votes available, National we did not do that badly as the ANC achieved just over 62% of the National vote. The statistics don’t lie; they indicate that our people have given the ruling party a stamp of approval and legitimacy to rule an-other 5 years.

By the time you receive your June edition of your local read, the new Gauteng Provincial Leadership would have been announced by his Excellency, President Jacob Zuma and the ANC Provincial Executive Council. We will continue to provide you information in this regard and also seek to publish profiles of the new leadership in various media platforms, in-cluding Alex Pioneer.Once again, thank you for ensuring that your voice was registered along with mil-lions others who voted on the 7th May.

1.IntroductionIn today’s world there are large companies which con-sist of more people and have more financial resources than some government depart-ments. Companies can have a big impact on the lives of citizens and one can no lon-ger disregard the role which such companies can play, or the positive impact they can have, if they act correctly.In the past, it was generally accepted that the only function of a company was to make a profit for its shareholders. However, in current times, there is a definite shift away from this view and people believe that there is an obli-gation on companies to per-form some action which goes beyond “making money”. 2. So what exactly is “corpo-rate social responsibility”?It seems that there is no one correct definition which is accepted universally, but in order to give a basic under-standing, corporate social re-sponsibility or “CSR” can be defined as “a business behav-ing ethically to promote social as well as economic develop-ment and welfare, for their workforce, society at large as well as the environment, both now and in the future”.Although it may seem like a mouthful, in summary it means that companies should be accountable to the com-munity and environment in which they operate and cannot simply do as they please without consideration.3.The importance of CSRWhy is it so important that companies be accountable? They should not only focus on what is good for them, but what is for the greater good.There are many benefits of CSR for all involved parties including for:• the company: being more attractive to employees, in-vestors and society at large;• the community: char-ity to the community and safer products; and• the environment: greater use of renewable sources and better product dura-bility and functionality. 4. CSR in South AfricaAn example of how doing “good” in business is no longer an option but a requirement is illustrated in terms of the South African Companies Act, 71 of 2008 (the “Companies Act”), which requires certain compa-nies to establish a Social and Ethics Committee (“SEC”).Whether a company is re-quired to establish such a committee depends on a few factors including the size of its workforce, its annual turnover and the nature and extent of its activities. Every state-owned company and listed public company as well as other com-panies set out in the Companies Act must establish an SEC. The functions of an SEC are set out in regulation 43(5) to the Companies Act and include monitoring a company’s activ-ities including in relation to:• promotion of equality, preven-tion of unfair discrimination, and reduction of corruption;• contribution to development of the communities in which its activities are predomi-nantly conducted or within which its products or services are predominantly marketed;• record of sponsorship, dona-tions and charitable giving;• the environment, health and public safety, including the im-pact of the company’s activities and of its products or services;• consumer relationships, in-cluding the company’s ad-

vertising, public relations and compliance with con-sumer protection laws; and• l a b o u r and employment.Another example in the Com-panies Act of where CSR is important can be seen in the purposes of such act. In terms of section 7(d), one of the pur-poses of the Companies Act is to “reaffirm the concept of the company as a means of achieving economic and social benefits”. This is mirrored in section 7(b)(iii) which states that another purpose of the Companies Act is to promote the development of the South African economy by inter alia encouraging transparency and high standards of corporate governance as appropriate, given the significant role of en-terprises within the social and economic life of the nation.This is a very important step towards promoting CSR and is now entrenched in South African law.5.ConclusionOne thing is now clear, that CSR, in the South African company law context, can no longer be considered as a vol-untary obligation by a compa-ny and it is now a requirement. Many domestic and interna-tional organisations do al-ready subscribe to CSR initia-tives. This indicates a growing trend globally of big compa-nies who recognise the im-portance of CSR in business.This represents a shift from the conventional thought process of “maximisation of profits” and moves to-wards a more humanitar-ian movement, which is much needed in the world today.ENSafrica’s pro bono of-fices in Alexandra and Mitch-ell’s’ Plain form part of the firm’s CSR activities, and residents of Alexandra are encouraged to make use of the firm’s free legal services.

The reappointment of Angie Motshekga as basic educa-tion minister was welcomed by the Federation of Gov-erning Bodies of SA Schools (Fedsas) on Monday.“Minister Motshekga was the first education minister who was prepared to admit to mistakes and attempts to make improvements,” said Fedsas CEO Paul Colditz.Colditz said in view of the progress made in education in South Africa during the past few months, Motshekga’s re-appointment was welcomed.

During her first term, Fed-sas was involved in a num-ber of task teams to tackle problems in education.“Continuity is important in education. A new direc-tor general for education has to be appointed which makes it even more impor-tant that there is a top gov-ernment official who can be held accountable in terms of plans and policy that have been implemented or will be implemented soon.”Colditz said although Mot-shekga’s first term was char-

acterised by controversy there were also examples of good leadership and initiative.“We want to build on this,” said Colditz.Fedsas was committed to co-operation and dia-logue with the ministry.“We will continue to rep-resent the interests of our members because the only goal of all role-players in ed-ucation should be the inter-ests of our children,” he said.Fedsas is a voluntary as-sociation representing about 1 700 public schools school governing bodies.

ing to submit tax returns between 2006 and 2010.This week, Malema, wear-ing a red overall and gum-boots, was sworn in as an MP in the first sitting of the fifth democratic Par-liament in Cape Town.On Sunday, Malema said that the presence of his newly formed political party would ensure Parliament was “robust” and “exciting”.“We will make our radi-cal proposals and we will firmly put the EFF eco-nomic agenda on the table,” he told the Sunday Times.However, he said that he was “not an enter-tainer”, but a politician.“Parliament is not a circus,” he said.
