Importance of sustainable transport in cities


Every year towns and cities across the world face ever-growing challenges to make urban transport sustainable.

Negative impacts on quality of life and the economy :

• traffic congestion

• greenhouse gas emissions

• air and noise pollution

• health issues

• safety risks and security threats


Transport-related greenhouse gas emissions account for approximately one quarter of energy-related CO2 emissions globally, and are expected to rise to one-third by 2050.

The world’s light duty vehicle fleet is set to at least triple by 2050.

Use of green vehicles helps to:• mitigate climate change.• improve air quality by reducing conventional emissions, including particulate

matter and black carbon.• reduce the country’s and the private owners’ bills for fuel; and• reduce the dependence of the economy on variable global fuel prices.

DG MOVE

• The Directorate-General for Mobility and Transport (DG MOVE) is a Directorate-General of the European Commission responsible for transport within the European Union.

DG MOVE Activities:

• DG MOVE launched the Clean Transport Initiative in 2011 which will develop a strategy and implementing measures contributing to a substantial decarbonisation of transport by 2050.

• DG MOVE is co-funding several projects of demonstration of different alternative fuels such as biofuels and hydrogen.

• Within the Green Car Initiative, DG MOVE will co-fund a big European electromobility project to facilitate the market roll-out of electric vehicles.

• Greening Transport: Internalisation of external costs into vehicle operation through distance related and differentiated charging.

European Union Strategy by 2050


EU White Paper 2011: Roadmap to a Single European Transport Area – Towards a competitive and resource efficient transport system

EU Strategy targets by 2050:

• No more conventionally-fuelled cars in cities.

• 40% use of sustainable low carbon fuels in aviation; at least 40% cut in shipping emissions.

• A 50% shift of medium distance intercity passenger and freight journeys from road to rail and waterborne transport.

• All of which will contribute to a 60% cut in transport emissions by the middle of the century.

Transport Sector in the South Caucasus Region

• Transport in the South Caucasus is the major contributor to the air pollution and global warming due to CO2 emissions.

• But the countries’ contribution to the global emission of GHG is not high:

– Georgia less than 0.1%– Armenia less than 0.1 %– Azerbaijan more than 0.1 %

• At the local level, the greatest costs of air pollution with transport are to human health.


Facts about transport in Georgia


• Since 2001 number of passenger cars – doubled

• Since 2001 number of bus and minibuses – tripled

• Age of the fleet: Only 10% - less than 5 year-old vehicles More than 50% - at least 10 year-old vehicles

• Old fleet is creating problems due to inefficient use of fuel and high emissions.

• Cars are concentrated in the cities, especially in the capital.

• No requirement for yearly technical inspection of vehicles since 2004.

The Global Fuel Economy Initiative (GFEI)

• FIA Foundation, • International Energy Agency, • Transport Forum International and • UNEP

50by50 Campaign

• The 50by50 campaign, launched in 2009, is the GFEI’s flagship initiative, through which they expect to implement their majority of their goals

• GFEI has launched a global campaign, the 50by50 campaign, aiming to increase automobile fuel economy by 50% by 2050

• This is expected to save 6 billion barrels of oil per year by 2050, and generate huge benefits with regards to reduced air pollution and CO2 emissions


Recommendations for Cleaner Transport in Georgia

The following measures are recommended to meet the targets laid out in the 50by50 campaign:

• Develop the National Fuel Economy policy document• analysis of existing legal and institutional set up,

• study of existing gaps and challenges,

• comparative analyses of national situation EU requirements,

• study of fleet database,

• development of transport scenarios,

• cost-benefit analysis,

• setting targets,

• elaboration of fuel economy plans


Recommendations for Cleaner Transport in Georgia

• Implement the Fuel Economy plans to meet set targets by 2050

• Efficient transportation planning - evaluation, assessment, design and sitting of transportation facilities (streets, highways, sidewalks (footways), bike lanes and public transport lines).

• Improvements in monitoring of air quality, car fleets, fuel quality, etc.: establish an yearly effective vehicle technical inspection and maintenance (I/M) program.

• Tax incentives for more fuel efficient vehicles

• Public awareness raising and information campaigns at all levels.

• Regionally agreed targets and integrated strategies
