The 7th round of Pha~e;..V traimng of the Mandatory Mid-Career TrainingProgramme (MCTP) for IAS officers (2013) is scheduled from 16.9.13 to 18.1O.l3 atLal Bahadur Shastri National Ac~demy of Administration (LBSNAA), Mussoorie. Asper the IAS (Pay) Rules 2007, ;undergoing the Phase-V Training is a pre-requisite forgranting of increments after cOplpletion of 28 years of service. A copy of the letterdated 1.2.2012 from Secretary (Personnel) to all Cadre Controlling Authorities,regarding complying with the provisions of the IAS (Pay) Rules, 2007, is enclosed forkind reference.

2. The current round of Phase- V training is being offered to the officers indicatedbelow:

3. Further, an officer who !:;i'; less than three years of service after the year in whichl.c/she has been slotted to undergo the Phase- V of the MCTP would not be sent for thetraining and, therefore, the officers who are superannuating before 31stDecember, 2016shall not be nominated for the current Phase- V training programme.

4. All phases of the MCTP alre mandatory and also entail advance planning in termsof tying up with foreign/domestic partner institutions and faculty resources, apart fromhandling the logistics connected to foreign visits, etc. Hence, timely release of theofficers, who have enrolled on-line' for the Phase-V programme, is extremely importantand may kindly be ensured.

5. A list of the officers falling in the eligibility zone (i .e. after deleting the names ofthe officers who are superannuating on or before 31st December, .2016), as per ourdatabase, is attached. Any discrepancy in this list may kindly be brought to the noticeof Training Division, Deptt. of Personnel & Training, Gol, for corrective action.

I, therefore, request you to kindly instruct all the officers eligible for the Phase- Vtraining to enroll 'on-line' for the same at the earliest by filling and submitting theproforma available at the website of LBSNAA (www.lbsnaa.crnctin). In case of anyqueries, the officers may kindly be advised to contact the Course Coordinator, Sh.Sanjeev Chopra, Jt. You may be aware that 1 a career-linked mandatory Mid-Career TrainingI Programme (MCTP) for IAS officers was started in January, 2007 with the objective of

2. In order to strike a balancebetween the implementation of the above-mentionedmandatory provisions of the, TAS(Pay) Rules and the difficulties being faced by theICadre Controlling Authorities (CCAs) in relieving the officers due to administrative-exigencies, each officer is allowed three chances to complete each phase of the MCTP.

3. During the course of my review of fhe implementation of MCTP,] have observedthat the full capacity of the variousPhases of the programme is not being utilized asofficers are not being released by the CCAs. It has -also come to my notice that the

CCAs have been. granting the aforesaid career benefits to the· officers without theirsuccessful completion of the respective phases of this mandatory programme which isnot in consonance with the IAS (Pay)"Rules 2007.

4. In view of the above, I would .like to reiterate that it is mandatory for every IAS,:)~fice!to complete the various phacc; .:-,{the MCTP at appropriate stages of their careerwithin the given three chances (preferably in the first year it falls due) and that theofficers should be granted the career benefits only after they have successfullycompleted the respective phases of the MCTP thus complying with the provisions of thelAS(Pay) Rules, 2007. j
