The outreach campaign is the most visible Coastal Cleanup Day campaign in the state with buses traveling through San Francisco, Marin, and Sonoma counties. The posters will increase outreach and volunteer participation. Total cost of the program is $360,134.

Catholic Charities CYO of the Archdiocese of San Francisco

Catholic Charities Canal Family Suport 10,000 1,500 1,500 One-time funds will be used to partially offset costs for the Kids Club Youth Volunteer Leadership Program, a training and leadership initiative that provides opportunities for high school age youth in the Canal community to help build self-esteem, encourage positive behavior and develop into active community leaders. The program is open to youth ages 14-17. Participants are paired with elementary school aged chidren to provide mentorship and access to constructive summer activities. Total program cost is approximately $360,000.

Collective Heritage Institute (Bioneers)

2,500 Partially offset the cost of providing full scholarships to ten students community leaders, and offset costs for the students to attend to attend the 2014 Bioneers Conference in San Rafael. Bioneers has become an annual community-focused establishment in Marin, providing the families, organizations, students and educators with practical solutions for a variety of issues, ranging from women’s leadership to climate change to youth and independent media. Bioneers works to collaborate closely with Marin organizations, government and schools. Total program cost is $250,000.

Community Action Marin Emerging Leaders 10,000 3,500 3,500 Partially offset costs to provide support to the Emerging Leaders Project, which assists teachers in developing professional skills and creating equity within the CAM Child Development Program. The project includes training for teachers, a winter retreat and leadership coaching. Total project cost is $20,000.

Maritime Day 2014 2,005 2,000 2,000 Partially offsets costs of expenses related to Maritime Day 2014, a full-day free public event that celebrates Sausalito's diverse working waterfront. Costs include city & state permits, promotional expenses, concert expenses (for sound engineer and stage materials) and art supplies for children's activities. The total cost of the event is $4,500.

Go Inspire Go Go Inspire Go Community Heroes 10,000 2,000 2,000 Partially offset program development and implementation costs for Go Inspire Go's Community Heroes program, including expansion into three new schools, Laurel Dell, Kent Middle School and Terra Linda High. Using video, curriculum and social media platforms, this program seeks to make kids more aware of societal problems, build compassion and involve them in service. Funds will be used to expand existing and newly launched programs, and tailor curriculums to each school. Total project cost is $150,000.

Forum - Aging in Marin and the Caregiver Shortage: Closing the Gap

KarmaSpirit, dba NovatoSpirit NovatoSpirit 8,000 3,000 3,000 Partially offsets the costs of awarding athletic scholarships to low-income youth who are not able to participate in athletic programs due to financial means. NovatoSpirit's athletic scholarships provide children with chronic illnesses, obesity, and diabetes, and mental illnesses with regular exercise in a safe and encouraging environment in order to optimize their health. The children are referred by Marin Community Clinics in Novato, Kaiser Permanent, Marin Advocates for Youth (CASA Marin), the Novato Human Needs Center, NUSD, the Novato Youth Center and other organizations serving low-income youths. Total program cost is $80,000.

League for Excellence in Academics at Drake (The Drake Fund)

Drake Fund Fall Pledge Drive 2,500 1,000 1,000 Partially offset costs to funding various academic, athletic, and community programs which serve 1,000 students and staff at Sir Francis Drake High School. RECOMMENDATION: Review and approve recommended allocations

Dear Board of Supervisors:

Cycle 1 of the revised Community Services program for FY 16-17 opened for applicants on July 1, 2016 and closed on September 30, 2016. For the first cycle of the new online application process, we received 42 requests totaling $334,481.

Based on staff review and your Board's policy direction at a public workshop on November 1st, we are recommending 35 allocations for a total of $150,530. If approved by your Board, the County Administrator will execute Community Service Agreements consistent with Attachment A.

FISCAL IMPACT: If your Board approves the staff recommended allocations as outlined in Attachment A, $150,530 of the annual budget of $300,000 would be expended. This would leave a balance of $149,470 available for Cycle 2, which opens on January 1, 2017 and closes March 31, 2017.

RECOMMENDATION: Review and approve recommended allocations

Dear Board of Supervisors:

Cycle 2 of the Community Services program for FY 16-17 opened for applicants on January 1, 2017 and closed on March 31, 2017. For this second cycle of the online application process, we received 77 requests totaling $589,536.

Based on staff review and your Board's policy direction at a public workshop on May 9th, we are recommending 50 allocations for a total of $149,470. If approved by your Board, the County Administrator will execute Community Service Agreements consistent with Attachment A.

FISCAL IMPACT: If your Board approves the staff recommended allocations as outlined in Attachment A, the remaining $149,470 of the annual budget of $300,000 would be expended.
