2 INTRODUCTION Government agencies were directed by an amendment to the Federal Acquisition Regulation (FAR 4.602a), to begin reporting procurement information to the Federal Procurement Data System-Next Generation ( FPDS-NG) beginning October 1, NASA Headquarters is now mandated to use FPDS-NG. INTRODUCTION Government agencies were directed by an amendment to

the Federal Acquisition Regulation (FAR 4.602a), to begin reporting procurement information to the Federal Procurement Data System-Next Generation

( FPDS-NG) beginning October 1, 2003.

NASA Headquarters is now mandated to use FPDS-NG.

October 1, 2004, Goddard Space Flight Center (GSFC) along with all other NASA Centers will transition to a different data collection system for tracking of 507 reporting.

WHAT IS FPDS-NG FPDS-NG is now the Government’s only central source of

procurement information for FY04 and beyond, is an extremely user friendly web based system, with improved interface that reduces the time it takes to collect data about various contracts.

GSA expects FPDS-NG to provide more accurate and timely data, as well as give more information about agency contracting trends.

FPDS-NG Provides management information via web-based reporting with real-time data entry; and also provides information to the public.

TRANSITION PLAN Each Center is responsible for the following transition phases:

Phase 1 – Deployment of FPDS-NG to NASA Centers

Phase 2 - Reconfiguration and Deployment of the Interim Acquisition Management System (iAMS).

Phase 3 - Full retirement of the iAMS, and deployment of Contract Management Module).

DATA TRANSITION Data clean up.

Data rollover from NPMS.

The goal is to have all data corrected by October 1, 2004.

DATA INPUT INTO FPDS-NG It is up to each center to decide who will enter their data.

At other centers the contract specialists are entering their data directly into FPDS-NG.

At GSFC, the plan is to have the Application Administrators validate the data, and our support contractor Washington Technology Group (WTG) enter the data into FPDS-NG.

DATA ROLLOVER• General Data such as Name, Address, Phone number,

DUNS number, will be pulled from the Central Contractor Registration (CCR).

• The Contractors’ socio-economic data such as whether they are a 8A firm, veteran owned, Women Owned, local or Federal Government.

NASA SPECIFIC FEATURES GSA has amended the FPDS-NG website to accommodate

the NASA specific awards such as:

- Intergovernmental Transfers/Purchase Orders;- Cooperative Agreements;- Research Grants;- Training Grants; - Funded Space Act Agreements.

Ad Hoc Query – Instructor-led (Application administrators and alternates).

Web based training – Data entry personnel (Administrative and support contractor) .

FPDS-NG DIFFERENCES FROM AMS FPDS-NG is a web-based system. Interfaces with the Central Contractor Registration (CCR). Computer Based Training. Centralized Help desk.

FPDS-NG PROS AND CONS PROS

-Data entered and available in real time.-Data more accurate. -System user friendly.

CONS-Lost of front-end relational edit checks.-Less visibility of break down of data (ex. Award fee and incentive fee data).-No conflicting identifiers.
