History of travel cards in Finland
1988 first contact cards in use 1991 the first pilot with contactless cards 1992 the first contactless card based system
in use 2001 contactless cards in use in Helsinki area At the moment contactless or dual interface
cards are in use everywhere except Finnish Railways (in long distance traffic)
The number of cards in use is about 1.8 M Single tickets based mainly on paper tickets Mobile phones (SMS) can be used in Helsinki
as a single tickets in rail and as a tourist ticket in Turku

Wideness of the use areas
Every bigger city with neighboring cities and municipalities have their own systems without interoperability to other areas
Matkahuolto Ltd has a parallel system with the national scheme Cards are valid elsewhere but not in
Helsinki Metropolitan Area and In Finnish Railways

Lessons learned
+ The systems are working well all over in Finland The systems are mainly small or medium size
except Helsinki Two Finnish professional suppliers on the vehicle
equipment Electronic ticketing systems were existing =>
cards were added to the systems The suppliers and buyers were “on the same
boat” “Keep it simple” Principe
- No interoperability• A parallel system for interoperability outside of
Helsinki region

Interoperability
Early 90: The Ministry of Transport and Communications pushed interoperability => Matkahuolto solution
From 2005: Travel Card Forum of Finland pushed interoperability => Proposal ITSO, not accepted
2009 -> FiCom Mobile Phone solution YTV, Finnish Railways, Matkahuolto letter of intent for
interoperable travel cards, Ministry of Transport and Communications supports

Implementation of the project
The main goal “the well functioning Travel Card System” was achieved
The time schedule was exceeded by several years
The cost was exceeded by 50 % from the original plans
23.10.2009 Veli Heikkinen
Lessons learned
- In the beginning two separate suppliers, PTA as a system integrator+ Didn’t work => new contract with one responsible supplier
- No major changes to tariffs => complex system to realize- Non experienced suppliers (for big systems)/buyers+The suppliers and buyers were “on the same boat” The contract-placer should define the operational
requirements in advance in sufficient detail It is worth implementing the project in phases Major operational requirements should not be changed while
the project is ongoing

Mobile Ticketing
SMS ticketing is very popular in Helsinki Annual sales: 3,5 million tickets (over 20 % share of all
internal Helsinki single tickets) Valid in internal rail transport, ferries and Metro feeder
bus traffic HKL Study on technical possibilities for driver inspections of
SMS tickets is ongoing
SMS ticketing as tourist ticket in Turku (Near) Future of mobile ticketing is in NFC
Chicken-egg phenomenon concerning the availability of NFC phones vs. NFC services
23.10.2009 Veli Heikkinen
Challenges for Unified NFC Ticketing in Finland
Nationally numerous travel card application in use Supplier owned
Fara, Pusatec Matkahuolto (regional and national buses)
Small cities, Regional tickets (not YTV), Long distance travel YTV
YTV defined card applications Travel cards (DESFire) Single-charge cards (Mifare Ultralight), eTicket
Current card to be changed VR national railways (planned)
Long distance travel, regional traffic Different modes of transport, different tariffs and ticket types
23.10.2009 Veli Heikkinen
FiCom, NFC
Phase 1 Common implementation on SIM-card Provides a platform for diverse ticket types Loading of tickets over-the-air Handling of tickets with NFC Interface for selecting, buying, renewal and removal of tickets Pilot at early 2010 Card application: YTV eTicket
Phase 2 Implementation of travel card application TIS2014? Common national standard application as a condition?

Further Development
Online- services Buying and loading of tickets on-line Combining route searches and buying tickets Buying intercity tickets for entire trip
Contactless Debit and Credit cards Visa payWave, Master Card PayPass, Contactless EMV
Multiapplication cards Identification, payment, ticketing Other services
23.10.2009 Veli Heikkinen
How to make a successful Travel Card Implementation Project?
One buyer one supplier Excellent know how on the buyer's and supplier’s side Operational requirement on the sufficient level
Methods for administration of changes The necessary technical requirements
Openness, standardization etc “On the same boat Principe” => A strong commitment to
the project Life cycle thinking A lot of blood, sweat and tears And a lot of the good luck
23.10.2009 Veli Heikkinen
Tariff renewal
Current zone based fare and ticketing system Travel cards
Period tickets, Stored value tickets Single and tourist tickets
The renewal of the current ticketing systemby 2014 (TIS2014)
A new ticketing system for an expanding Helsinki area Real-time information for passengers, contractors and operators
In association to TIS2104, the renewal of the fare and ticketing system Examination of alternatives started in 2006 Core principles were decided in June 2008 Final decisions in stages: 2009 - 2013
23.10.2009 Veli Heikkinen
Proposal for New Fare And Ticketing System Zone based period tickets Check in Check out for stored value tickets
on every leg of trip Boarding payment ~1,65 € includes ~6 km of
travel after which additional kilometres ~0,11 €/km
Travelled distance is based on the sum of bee line distances for trip legs within valid time (first km after transfer connection is free)
Combined period + value ticket Distance based once outside period ticket zone
Zone based single tickets
23.10.2009 Veli Heikkinen
Effects of the Tariff Renewal 2014
Expansion of area Covers Helsinki regions commuter area (~ 80 - 100 km) 4 +2 municipalities => ~ 40 municipalities Impact on passenger volumes is small
The new ticketing system has to simultaneously work with the current and new tariff
Travel cards will be updated during the transition period Current tariff will be removed once devices and cards are updated
23.10.2009 Veli Heikkinen
Operational Changes
Period and tourist tickets More zones and zone combinations Improvement of sales system Anticipate changes in zone boundaries
Principle for stored value payments? Check In – Check Out More buttons Preloaded tariff areas
Change in principles for sales of single tickets? Number of zones From zone to zone From station to station
