Article 37 of the Constitution
The State shall:
(a) promote, with special care, the educational and economic interests of backward classes or areas;
(b) remove illiteracy and provide free and compulsory secondary education within minimum possible period;
Areas related to education enlisted in the Concurrent List
Sr. No.38 of the Concurrent List enlisted the following areas related to education:
Curriculum, Syllabus, Planning, Policy, Centres of Excellence, Standards of Education
Effect of 18th Amendment
After the 18th amendment to the Constitution of Pakistan 1973, the Concurrent Legislative list has been abolished
Subjects enumerated in the Concurrent List transferred to the Provincial Governments.
Insertion of new Article in the constitution
(under 18th Amendment Act, clause: 9) In the Constitution, after Article 25 (Equality of
Citizens), the following sub Article has been inserted,
"25A. Right to education: - The State shall provide free and compulsory
education to all children of the age of five to sixteen years in such manner as may be determined by law".
Literacy &NFBE Department
Established in year 2002 To eradicate illiteracy from the Punjab province
through Non Formal means To facilitate and create educational opportunities
for the neglected, marginalized and unreached groups
To cater for drop outs, missed-outs and never-gone- to- school children aged 5-14 years and Adult illiterates of 15-35 years age.

There were only 4 functions before devolution
