The Kansas Department of Health and Environ-ment, Division of Health Care Finance (KDHE-DHCF) is amending the Kansas Medicaid State Plan. The state plan amendments (SPAs) will implement Health Homes in the state of Kansas. The name of the program will be OneCare Kansas (OCK).
OneCare Kansas will provide selected Medicaid mem-bers with a new set of six services. OneCare Kansas ser-vices will be provided through a partnership between KanCare managed care organizations (MCOs) (lead en-tities) and community providers (OneCare Kansas Part-ners — OCKP). The six new services will be provided in addition to the other services that members receive in Medicaid. These new services will be available to mem-bers with certain chronic conditions; serious mental ill-ness (SMI) or asthma and who are at risk for developing another chronic health condition.
KDHE-DHCF will submit three SPAs to the Centers for Medicare and Medicaid Services (CMS). The first SPA will be for Medicaid members with a serious men-tal illness (SMI). The second SPA will be for Medicaid members with asthma and who are at risk for developing another chronic health condition. The third SPA will add OneCare Kansas services to the Alternative Benefit Plan (ABP).
The proposed effective date for the three SPAs is April 1, 2020.

Notice Concerning Kansas/Federal Water Pollution Control Permits and Applications
In accordance with Kansas Administrative Regula-tions 28-16-57 through 63, 28-18-1 through 17, 28-18a-1 through 33, 28-16-150 through 154, 28-46-7, and the au-thority vested with the state by the administrator of the U.S. Environmental Protection Agency, various draft water pollution control documents (permits, notices to revoke and reissue, notices to terminate) have been pre-pared and/or permit applications have been received for discharges to waters of the United States and the state of Kansas for the class of discharges described below.
The proposed actions concerning the draft documents are based on staff review, applying the appropriate stan-dards, regulations, and effluent limitations of the state of Kansas and the Environmental Protection Agency. Notice of HearingThe Kansas Department of Health and Environment
(KDHE) announces a public hearing on the 2020 Kan-sas 303(d) List of Impaired Waters. Section 303(d) of the Clean Water Act requires states to biennially prepare a list of waters failing to meet State Water Quality Stan-dards. Such waters are required to have Total Maximum Daily Loads (TMDLs) prepared by the state to restore their water quality. A TMDL is the maximum amount of the impairing pollutant that can enter the water without causing a violation of its water quality standards.
Since 1999, Kansas has developed TMDLs for impaired surface waters in each of the state’s 12 river basins. KDHE develops and revises TMDLs for selected impairments identified in the current Section 303(d) list by prioritizing watersheds or waters for restoration and protection. In accordance with the Kansas TMDL development cycle, TMDLs will be developed for the Lower Arkansas River during this listing cycle. The draft 2020 Kansas 303(d) list will emphasize waters in these basins, including an ini-tial designation of TMDLs to be developed over the next two years. The list and its methodology will be made available prior to the hearing at http://www.kdheks.gov/tmdl/methodology.htm.
The public hearing will open with a brief summary of the list and its methodology as it pertains to the waters of the state. Public testimony will then be taken after the presentation. Please provide a written copy of any testi-mony at the hearing. Written testimony will be accept-ed by KDHE any time between the original posting of this hearing in the Kansas Register on February 27, 2020 through the close of business on March 27, 2020. KDHE will prepare a response to all public comments and re-vise the draft list as necessary. KDHE will submit the list, the methodology, and any public comments with KDHE’s response to Region 7 of the U.S. Environmental Protection Agency on March 30, 2020.

fice of Public Transportation is now accepting applica-tions for operating assistance and proposals for capital purchases in accordance with the Federal Transit Admin-istration (FTA) program U.S.C. 49-5311(f) – Intercity Bus.
The purpose of the U.S.C. 49-5311(f) program is to provide funds to support the intercity bus system and its purpose as a vital link between isolated rural commu-nities and the rest of the nation. The goal of the U.S.C. 49-5311(f) program is to support the connection between nonurbanized areas and the larger regional or national system, meet the intercity travel needs of residents in nonurbanized areas, and support the infrastructure of the intercity bus network.

Owner/Operator: Corey Holthaus; De-scription: Acquisition of 242 acres of agricultural land and related improvements and equipment to be used by the owner/operator for farming pur-poses (the “Project”). The Project is being financed by the Lender for Corey Holthaus (the “Beginning Farmer”) and is located at Section 27, Gilman Town-ship, Nemaha County, Kansas, approximately ½ mile south of Oneida, Kansas on 236 Highway.
The bonds, when issued, will be a limited obligation of the KDFA and will not constitute a general obligation or indebtedness of the state of Kansas or any political subdivision thereof, including the KDFA, nor will they be an indebtedness for which the faith and credit and taxing powers of the state of Kansas are pledged. The bonds will be payable solely from amounts received
from the respective borrower, the obligation of which will be sufficient to pay the principal of, interest and redemption premium, if any, on the bonds when they become due.
All individuals who appear at the hearing will be giv-en an opportunity to express their views concerning the proposal to issue the bonds to finance the projects, and all written comments previously filed with the KDFA at its offices at 534 S. Kansas Ave., Suite 800, Topeka, KS 66603, will be considered. Additional information regarding the projects may be obtained by contacting the KDFA.
