- Highlight the roles and key achievements of the Tertiary Education Trust Fund (TETFund) in the actualization of the Transformation Agenda

The 4-Year Strategic Plan for the Development of the Education Sector: 2011-2015

Parastatal of the Federal Ministry of Education Originally set up to intervene in all sectors of

Education Act amended in 2011 to focus TETFUnd on the

development and rehabilitation of infrastructure in public tertiary institutions in line with the original concept

Source of funding is through a 2% Education Tax levied on assessable profit of all registered companies in Nigeria

Role of TETFund in Transforming Education in Nigeria

TETFund is the key agency for actualizing the 4-Year Strategic Plan Focal Area on Funding, Partnerships, Resource Mobilization and Utilization. Its roles include

Receives funds through the Federal Inland Revenue Service as provided in the Education Tax Act, 2011

Manages the funds

Disburses the funds to beneficiary institutions

Monitors the utilization of funds

Assess utilization to ensure value for money

The Role of TETFund in Transforming Education in Nigeria

Received N574.47 billion since inception

Intervention currently limited, in line with enabling Act, as mended, to support 201 publicly owned tertiary educational institutions:

78 Federal and State Universities

60 Federal and State Polytechnics and

63 Federal and State Colleges of Education

Scope of Intervention

The enabling Act provides a ratio of allocation to beneficiaries

The ratio on the basis of 2.1.1 covers Universities, Polytechnics and Colleges of Education:

50% - Universities

25% - Polytechnics

25% - Colleges of Education

Funds are allocated to beneficiaries in line with the enabling Act

Intervention Allocation Trend from 2010 – 2012 for Universities, Polytechnics and Colleges of Education

The already approved allocations for year 2013 which has also increased will soon be announced by the Honourable Minister of Education

Institutions make submissions in accordance with projects determined by them

Provide necessary documents including drawings, Bills of quantities, where necessary to support the submission

Applications vetted by TETFund

If application is in line with the core mandate of the institution, it is required to Engage its own contractors, vendors and suppliers in line with

Public Procurement Act, 2007

Open Dedicated Bank Account for the Intervention

Pay Contractors, vendors and suppliers from the funds released

• Proposals must fall within the allocated fund

• Institutions are to account for previous allocations before accessing new ones
