INTRODUCTION

Water is life and critical to human existence. Excess water or insufficient water

not properly managed is devastating to both man and environment. Since the

creation of man, the aggregate volume of water within the hydrosphere has

substantially remained constant in spite of increasing population, which implies

the per capita share is decreasing on a daily basis. Over 70% of the earth’s

surface is covered by water, but only 2.7% of this is freshwater. The world

relies on freshwater for socio-economic development. Over 50% is locked up in

ice caps in the polar regions of the earth; the balance is what is found in form of

rivers, lakes and other fresh water bodies. Over 50% of this freshwater is

controlled by only five (5) countries (viz: China, Brazil, Indonesia, Russia and

Canada).

Countries seek to harness as much as possible the freshwater that circulates

within their boundaries, by constructing dams, reservoirs and other appropriate

infrastructure to utilize water efficiently. The Federal Ministry of Water

Resources is involved in Integrated Water Resources Management for the

optimal use of this resource. The primary aim of the Ministry is therefore to

control as much as possible this water for overall industrial development and

flood management. This is basically to ensure that there is enough water for

the various sectoral needs such as domestic use, agriculture, power

generation, solid mineral and Industrial development, tourism etc.

Nigeria has annual water resources potential of 319 billion cubic metres

consisting of 267 billion cubic metres surface water and 52 billion cubic

metres groundwater. The optimal development of this resource will

protect the nation from drought, flood, erosion and increasing

environmental challenges.

FOCUS OF THE MINISTRY

The Federal Ministry of Water Resources is responsible for the

formulation of Policy and Legal Framework to enhance integrated

development and management of Water Resources in the areas of:

Potable Water Supply and Sanitation;

Dams development and reservoir operation for flood

control, bulk raw water supply, hydropower generation,

irrigation, fisheries development, etc.;

Construction and operation of Irrigation infrastructure, land

reclamation and drainage; and

Enhancement of ecosystem balance through regular

monitoring and dissemination of hydrological data

RE-ESTABLISHMENT OF THE MINISTRY

Prior to the inception of this Administration, water resources

development and management were part of the mandate of the defunct

Federal Ministry of Agriculture and Water Resources and this led to the

gross neglect of water resources management with far reaching

consequences.

In order to accord priority to water resources development and

management, FMWR was re-established by this Administration.

Following this re-birth an emergency Meeting of the National Council on

Water Resources was held to review critical issues affecting the sector

with a view to developing appropriate strategies for water sector

transformation in the country.

The Ministry has five (5) Technical Departments, four (4) Common

Services Departments, Ten (10) Units, Four (4) Agencies and Twelve

(12) River Basin Development Authorities (RBDAs).

RIVER BASIN DEVELOPMENT AUTHORITIES

The River Basin Development Authorities (RBDAs) were set up as

organs of government for grassroots development in the water sector.

However, due to policy reversals, they were unable to perform optimally

and this led to discontinuation of a number of very laudable people

oriented programmes, stripping them of operational assets through

auctioning, as well as leaving many projects uncompleted for a long

time.

Following the re-establishment of the Federal Ministry of Water

Resources, the RBDAs were re-organized to make them more

responsive towards the development of rural water schemes, national

food security and accelerated grassroots development.

The critical areas of reorganization include:

• The establishment of a Department of River Basin Operations and

Inspectorate (RBO&I) for effective coordination;


• Review of the governance structure

- Creation of four Directorates instead of three as it

was in the past;

- Determination of appropriate manning level leading to the

appointment of Managing Directors and four (4) Executive

Directors drawn from career professionals. This was not the

case in the past;

• Optimal utilization of available land and water resources to support

increased food production through irrigation;

• Adoption of performance measurement mechanisms to ensure the

attainment of key performance indicators (KPIs) by RBDAs.

• Mobilization of resources through commercialization and private

sector participation; and

• Strengthening partnership with State Governments and other key

stakeholders to facilitate effective synergy in water resources

development and management.

Within the period under review, Mr. President directed a nationwide assessment of all uncompleted Federal Government Infrastructure projects across the country. The report of the assessment revealed a sizeable number of such projects in the Water Sector arising from policy reversals and budgetary constraints. The Ministry was therefore directed to ensure a systematic completion of the projects. Consequently, within available budgetary provisions and special interventions by Mr. President, the Ministry and River Basin Development Authorities (RBDAs) have made modest achievements in the implementation, execution and completion of several projects and programmes across the country in the areas of:

1. Strengthening of Policy and Strategies: Under this Administration, the review of

the National Policy and Strategies on Water Resources and the Sub-sectoral

Policies were undertaken. They include:

National Water Resources Policy

National Water Resources Master Plan;

Water Supply and Sanitation Policy;

Irrigation and Drainage Policy;

Dam Operation and Maintenance Policy;

Water Resources Infrastructure Operation and Maintenance Policy;

National Water Resources Law;

Amendment of the River Basin Act;

Integrated Water Resources Management Policy; and

Strategies for Alternative Sourcing of Funds for the Water Sector

The processes for the review of some of these policies are still on-going.

2. Water Supply and Sanitation: Before the inception of this Administration access to potable water was 58% which is now 65% coverage; while Sanitation has moved from 32% to 41% under the recent national assessment. Also, within the period under review, the Ministry has substantially completed the following water projects amongst other on-going water projects:

• Northern Ishan Water Supply projects in Edo State

• Mangu Water Treatment Plant in Plateau State

• Greater Makurdi Water Supply Scheme in collaboration with Benue State

• Rehabilitation of 1000 dysfunctional hand pumps in 18 states

• Construction of Water Supply Schemes in Federal Institutions namely

Ahmadu Bello University, Zaria, Kaduna State; Usman Dan Fodio University,

Sokoto; Federal University Wukari, Taraba State; University of Nigeria,

Nsukka, Enugu; and Fed University of Agriculture, Makurdi , Benue State

• Completion of 545 hand pumps and 885 motorised/solar powered boreholes across the country

• World Bank Assisted Small Town Water Supply and Sanitation in Niger, Katsina and Ekiti States.

• EU assisted water supply and sanitation sector reform programme in Adamawa, Delta, Ekiti, Anambra, Cross River, Jigawa, Kano, Osun & Yobe states

• JICA assisted Rural Water Supply Programme in Oyo, Kano, Yobe, Bauchi, Kebbi, Niger, Enugu, Taraba & Ondo states

• Chinese assisted Rural Water Supply Programme in 18 states and FCT

Water Supply and Sanitation:


The Ministry collaborated with the States in the promotion of sanitation and hygiene with the support of our development partners namely The World Bank, AfDB, EU, UNICEF, UK-DFID, Water Aid etc.

• Through the use of Reference Water Quality Laboratories, public water supply is

regularly monitored; • Total number of water samples collected & analysed during the period is 15,774

across the country and the results are being disseminated to the service providers;

• Currently, one (1) out of six new laboratories under construction is completed in Sokoto State while others are at various stages of completion across the country;

• The monitoring of surface and groundwater quality for ecosystem balance; • Provision of advisory services to communities and state governments; • Community Led Total Sanitation (CLTS) programme for attitudinal change was

held across the country with impact on over three hundred (300) communities in 32 States of the Federation.

3. Dams and Reservoir Construction, Operation and Maintenance : During the period under review substantial progress was made in the construction, operation and maintenance of dams nationwide for water supply, hydro-power, flood control, irrigation, fisheries development, tourism and recreation. These include:

Increase in the volume of stored water in the nation’s reservoirs by 422 MCM with the completion of nine (9) dams in different parts of the country;

Improved use of existing dams for flood control by ensuring early releases of stored water to create room for inflow during the rainy season;

Assisting in increase in food production through the use of stored water in dams in irrigation systems;

Rehabilitation of Goronyo Dam’s Emergency Spillway which was damaged by flood before this Administration;

Water Transfer from Gurara Dam to Lower Usuma Dam to the tune of over 100 MCM to augment water supply in FCT ;

Raw water supply from Alau Dam to Maiduguri Metropolis, Goronyo Dam to Sokoto, Oyan Dam to Lagos and Abeokuta, Ikere Gorge Dam to Iseyin town in Oyo State, Dadin-Kowa Dam to Gombe, Tiga and Challawa Gorge Dams to Kano Metropolis, Owiwi Dam to Abeokuta Metropolis; and

Job creation for about 125,000 persons (skilled and unskilled).

4. Development of Irrigation Infrastructure, Land reclamation and Drainages: During the period under review, substantial achievements were recorded in the development of irrigation infrastructure, land reclamation and drainage nationwide. These include:

• Increase in the size of irrigated land by over 31,000 ha. • Commencement of 8No pilot land drainage / reclamation projects of about

420ha in the Niger Delta areas • Job creation for about 75,000 farming families

It is obvious that Nigeria cannot continue to depend on rain-fed agriculture alone considering the rate of its population growth, urbanization and climate change. Irrigation is therefore critical to the nation’s food production, agro-industrial raw material, employment generation and poverty alleviation.


5. Enhancement of Food Security: During the period under review the Ministry recorded some achievements in its efforts towards supporting the attainment of national food security with the newly developed irrigation and drainage projects with production of:

• 75,802 metric tonnes of rice

• 51,631 metric tonnes of maize

• 2,800 metric tonnes of wheat

• 50,695 metric tonnes of sorghum and

• 177,050 metric tonnes of assorted

vegetables

6. Flood Forecast and control : Water has been identified as the primary medium through which climate change will impact people and the ecosystem. These extreme weather events are floods and droughts.

The Ministry through the Nigeria Hydrological

Services Agency (NIHSA) continuously provided records of river discharges along major rivers (Niger and Benue) and their tributaries for stream flow monitoring. Also, groundwater monitoring was carried out at various locations.

The Ministry served on the Presidential

Committee on the 2012 Flood Assessment where recommendations on control, adaptation and mitigation were made.

To address the problems of potable water

supply, the Ministry provided solar-powered boreholes and mini water treatment plants to camps and some of the affected Communities.

Flood Forecast and control : A 2-day Colloquium of experts in the fields of Hydrology, Hydrogeology, Engineering,

Water law, Geosciences, Climate Change, Irrigation, Dams and Social Sciences was held in December 2012 at Abuja, where challenges were identified and strategies for containment of such hazards in future were discussed.

The network density of hydro-meteorological station nationwide has increased from the

special allocation of ₦603 Million to NIHSA for rehabilitation of flood damaged stations and the establishment of new ones for effective and efficient stream flow monitoring;

Several Workshops and Sensitization meetings for dissemination of information on

Climate Change for communities downstream of major dams and reservoirs were held. Capacity building for professionals on reservoir operations and flood forecasting for

optimal management of reservoirs was conducted. Information dissemination on flood forecast and early warning, and publication of 2013

Flood Outlook was made.

7. Strengthening of the Water Sector Profile: The present Administration has improved water profile through the activities of the Ministry in the following areas:

a. Water Sector Road Map: In order to actualize the developmental

objectives of the water sector under the present Administration, the Water Sector Roadmap was launched by Mr. President in January, 2011. The document is designed to provide direction in the sector from 2011-2025.

b. Engagement of stakeholders: The Ministry is actively engaging with local

and International Development Partners (IDPs) like JICA, EU, World Bank, AfDB, UNICEF, DFID, Islamic Development Bank, French Development Agency and Chinese Government. The Ministry has in the process attracted over 1 billion dollars investment into the Water sector under the present Administration. The funds are at different stages of processing for utilization for water supply, sanitation and irrigation.

Strengthening of the Water Sector Profile:

c. Water Sector Reform and PPP: A Water Sector Reform & Public Private Partnership (PPP) Unit has been established to enhance corporate financing of the sector amongst the three tiers of Government as well as facilitating and attracting private sector and development partners expertise , investment and participation. Areas of investment opportunities have been identified to facilitate the effective participation of both local and foreign investors.

d. Communication strategy: Several Media related and sensitization activities

such as Radio and TV documentaries, engagement with the Print Media, Publications and direct engagement with local communities hosting Major water projects were embarked on towards the achievement of these objectives. Seminar on Effective Communication for Staff within the Sector were conducted. The Ministry operates a functional website www.waterresources.gov.ng

e. Capacity Building: The Ministry through the National Water Resources Institute (NWRI) has established a mechanism for collaboration with tertiary institutions , under the National Water Resources Capacity Building Network (NWRCBnet), to support networking, collaborative research and training activities in the water resources Departments in educational institutions. It donated vehicles and ICT equipments to one University in each geo-political zone of Nigeria to facilitate Communication with UNESCO and other higher institution of learning. It also organized the first Junior Water Prize Competition for Secondary Schools and Higher Institutions Students to prepare Youths for the International Stockholm annual World Water Week .

f. Presidential Water Summit: Mr. President in February, 2013 convened a Presidential Water Summit to raise the level of political commitments among local and international decision makers . The major outcomes of the Summit covered the following areas:

i. It raised national awareness of the multi-level impact of water and sanitation and climate change on the Nigeria economic growth;

ii. Platform for dialogue amongst Federal, State and Local Governments on cooperative funding of the water sector was established;

iii. The need for increased funding and better targeting of investment by Development Partners for sustainable impact in the sector was established; and

iv The private sector was sensitized on the available opportunities for investment in the water sector;

v. MOU was signed with the Bank of Industry to support investment in the development of small scale water enterprises;

vi. The World Bank is procuring three consultants to assist the Ministry in implementing the outcomes of the Summit;

vii. The adoption of the Nigeria model by the Africa Ministers Council on Water (AMCOW); and

viii The Ministry had a review meeting with the State Commissioners for Water Resources towards strengthening collaboration on the implementation of the outcomes of the Summit.

8. Strengthening of collaboration with States:

The primary responsibility for the provision of municipal and domestic water supply is

not , for the purpose of emphasis, that of the Federal Government but of States and

Local Governments. However, the Federal Government intervention is to increase

access to potable water supply and sanitation in order to meet the MDGs and Vision

20:2020. Therefore, the Ministry strengthened its collaboration with State

Governments to ensure the attainment of water sector related objectives of the

Transformation Agenda.

9. Strengthening of collaboration on Transboundary Water Management : To ensure equitable sharing and use of water resources of Transboundary Basins in order to reduce regional conflicts, the Ministry strengthened its collaboration with sub-regional water organizations such as NBA, AMCOW, NNJCC, LCBC, NCJC etc. Some of the engagements included:

Support for Development of Transboundary Water courses Inter-Basin Water Transfer from River Ubangi in Central Africa Republic to recharge Lake

Chad. Nigeria contributed $5M USD out of $6.5M required for the feasibility Studies. The study affirmed that the transfer is technically feasible at an estimated cost of $14.5B. Already, there is plan to convene an International donor conference to raise this fund;

In-country sensitization on LCBC day, 22nd May each year; Participation in annual statutory meetings of the Council of Ministers of NBA and LCBC.

10. Strengthening of collaboration with the IDPs and other Stakeholders : As part of measures to improve water supply delivery, the Ministry with the support of International Development Partners (IDPs) has embarked on Water Sector Reform Program which is currently being implemented in 12 States (Lagos, Cross River, Enugu, Kaduna, Ogun, Oyo, Taraba, Osun, Anambra, Kano, Jigawa & Yobe States).

The objective of the program is to deliver sustainable water supply services to the

citizens through the following: Rehabilitation/expansion of the water supply infrastructure; and establishment of

the enabling environment for sustainability. With the assistance of Federal Ministry of Finance and National Planning Commission, the program is being supported by the following Development Partners :

World Bank -$520 million African Development Bank -$80 million

French Development Agency - $150 million

European Union - Euro 87 million

(These funds are domiciled with State Governments)

The Ministry is building the capacity on reform, performance measurement and

benchmarking for the 36 states & FCT in the following areas:

Water Utility Reform with the support of World Bank Institute

Financial modeling of Water Agencies’ operations

Performance Assessment and Benchmarking of Water Operations; and

Championing Water Sector Reform by Policy Makers.

Additional support to the program is being processed with the World Bank, European

Union and Islamic Development Bank for Jigawa, Kano, Gombe, Plateau, Benue,

Anambra, Abia, Ondo & Bayelsa States. Ekiti, Bauchi & Rivers are currently being

prepared while Lagos, Cross River, Ogun, Kaduna, Enugu, Oyo & Taraba are

ongoing.

The program will improve water supply access to more than 30 million Nigerians living

in the project States when completed.

GRASSROOT DEVELOPMENT

The RBDAs are the main organ of the Ministry charged with the

responsibility of constructing infrastructure for water supply, irrigation,

erosion and flood control, access roads to some water project sites at the

grassroot level. These activities have impacted positively on the lives of

Nigerians and the Water Sector Transformation Agenda in the following

areas:

WATER SUPPLY SCHEMES

Between 2011 and 2012, the RBDAs carried out the construction of 11,745

Water Supply Schemes which impacted on over 5 million people and

provided employment for 16,913.

DAMS AND IRRIGATION

In the areas of dams development the RBDAs undertook the construction of

61 small earth dams some of which have been completed while some are

on-going. Some of the dams are used for fishery development and irrigation

for the production of the following crops: Rice, Maize, Vegetables, Beans,

Sugar Cane, Wheat, Potatoes, Onions, Pepper, Melon, and Legumes.

ROAD

CONSTRUCTION/REHABILITATION

13No. Feeder Roads were constructed to

various Water Resources projects

covering 133km. This served a rural

population of 174,500 and generated 590

employments.

FLOOD / EROSION CONTROL

In the area of Flood/Erosion Control

works, the RBDAs have proved to be

very effective agents of government in

the delivery of service to affected areas.

CHALLENGES

The tasks of carrying through the Transformation Agenda in the Water Sector are

quite demanding but the Ministry has over the mid-term period remained resolute to

deliver on its sectoral mandate against all odds. Some of the challenges are

highlighted below:

• Resource constraint: The relatively low budget allocation to the sector over the

years has militated against the realization of set targets. In addition, budget

releases have been inadequate and untimely;

• Budget Implementation Period: Budget implementation period is effectively less

than one year thereby affecting Project execution which utilizes the dry season for

construction;

• Weak Synergy between the Ministry and State/Local Governments;

• Non-payment for bulk water supply by States and FCT to the Ministry;

• Unsustained appropriation for constituency projects.


CHALLENGES (CONT’D)

• Climate Change : Additional cost of rehabilitating damaged infrastructure

after flooding and constructing new systems in drought prone areas;

• Fewer Dams on the Benue river system ; More dams are required on the

Benue river to mitigate the challenge of flooding and prevent losses of lives

and properties;

• Inadequate and obsolete equipment in the RBDAs hindered optimal

performance;

• Security challenges: There are frequent Communal disputes in some Project

Locations impacting negatively on early projects completion;

• Inadequate hydrological monitoring stations for better prediction of

hydrological events.


In conclusion , the present Administration’s Transformation Agenda has facilitated increased

access to water supply from 58% to 65% and sanitation from 32% to 41% through the

completion of nine additional dams, increased hectarage under irrigation by over 31,000

hectares with resultant increase in food production and enhancement of food security.

In all, the water sector has generated job and created wealth for both skilled and unskilled

labour force from the various completed and on-going projects nationwide. We are indebted

to Mr. President for the bold step of re-establishing the Federal Ministry of Water Resources

which has enhanced Nigeria’s capacity to judiciously manage its water resources.

On behalf of myself, the entire staff of the Ministry, its Agencies and Parastatals, I express

our sincere appreciation to Mr. President, His Excellency Dr. Goodluck Ebele Jonathan,

GCFR, for his exemplary leadership in championing the cause of water resources
