BACKGROUND INFORMATION

Housing is universally accepted as the second most

important human need, after food, hence, the Nigerian

State is enjoined by Section 16(1)(d) of the 1999

Constitution under the Fundamental Objectives and

Directive Principles of State Policy “to provide

suitable and adequate shelter for all Citizens’’.

Under the Transformation Agenda and Vision 20: 2020,

the provision of accessible and affordable housing is

one of the strategic national imperatives for

guaranteeing the well-being and productivity of the

citizenry.

BACKGROUND INFORMATION ...Cont’d

• The Federal Ministry of Lands, Housing and Urban Development, established as a free-standing Ministry in April 2010, is the umbrella policy arm of the Federal Government charged with the responsibility of ensuring adequate and sustainable housing delivery and maintenance of a conducive living environment that meets the needs and aspirations of the Nigerian citizens.

• Prior to this, between 1975 and 2010, most of the functions of the Ministry were performed under various other Ministries, such as Housing, Works and Environment.

• Due to this history of institutional instability and many changes of direction over the years, arising from mergers and demergers, the Housing and Urban Development Sector had been organised under different administrative/institutional arrangements.

• The frequent changes in the status, tenure, nomenclature and mandate of the Ministry over the years, have adversely affected the Ministry in discharging its functions efficiently and effectively.

• It is, however, encouraging that today, sufficient attention is being accorded by the present Administration, to its core functions of Land Administration, Housing Delivery and Urban Development. 4

MANDATE

Some of the key functions of the Ministry which have been consolidated over time include the following:

• formulating policies and setting standards;

• coordinating activities and providing oversight;

• monitoring the implementation of policies and enforcing compliance with codes, regulations and standards;

• providing, upgrading and maintaining infrastructure for the housing stock, including public buildings of Federal Ministries;

• promoting sustainable development of liveable, functional and productive towns and cities;

• supporting State Governments in the realization of the national strategic goals in the housing and urban development sector; and

• forging partnerships with key stakeholders, including the organized private sector and development partners, to advance the national agenda on effective land administration and management, affordable housing delivery and sustainable urban development.

• Vision Statement

“To establish a sustainable housing delivery system that will ensure easy access to home ownership and rental schemes by the Nigerian populace in an environment where basic physical and social amenities are available’’.

KEY ACHIEVEMENTS (29th May, 2011 – May 2013)

DEVELOPMENT OF ENABLING SECTOR POLICIES

• On assumption of duty on 18th July, 2011 it became evident that the Ministry had been operating without Government approved policies to guide its course of action.

• Hence, necessary actions were taken to ensure the development of the National Housing Policy and the National Urban Development Policy through an inclusive and participatory process involving all key stakeholders in the built environment.

• The two (2) policy documents were approved by the Federal Executive Council (FEC) on Wednesday, 20th June, 2012. They had earlier been favourably considered by the Economic Management and Implementation Team (EMIT) on 19th December, 2011 and the National Economic Council (NEC) on 10th May, 2012.

• The public presentation of the policy documents was made on Thursday, 15th November, 2012 in Port-Harcourt, Rivers State.

GOAL OF THE NATIONAL HOUSING POLICY (NHP)

The goal of the NHP is to:

‘ensure that all Nigerians own or have access to decent, safe and sanitary housing in healthy environment with infrastructural services at affordable cost, with secure tenure’.

This positions the housing sector as one of the prime drivers of socio-economic development, including job creation and employment, as well as accelerated national transformation.

GOAL OF THE NATIONAL URBAN DEVELOPMENT POLICY (NUDP)

The goal of the NUDP is to:

‘promote a dynamic system of urban settlements,

which fosters sustainable economic growth, promotes efficient urban and regional planning and

development, as well as ensures improved standard

of living and well-being of Nigerians’.

REVIEW OF THE NATIONAL BUILDING CODE

• The National Building Code, which was published in 2006, is being

reviewed and updated by the Ministry, in collaboration with the National

Building Code Advisory Committee.

• On approval by the Federal Executive Council, the Ministry will

champion the process of ensuring compliance with its provisions

through proper enforcement by the three tiers of Government,

Professional and Regulatory Bodies, and other relevant stakeholders.

• The House of Representatives has commenced the process of

enacting a law to enforce the provisions of the National Building Code

in the Federal Capital Territory, Abuja.

• In consonance with Sections 1, 2 and 3 of the Code, all the States of

the Federation are expected to domesticate the proposed Act of the

National Assembly in their respective States to ensure effective

implementation of the Code nationwide.

• No. of Certificates of Occupancy (C of Os) granted = 2,667 • No. of consent granted for the transfer of land titles = 1,651 • No. of serviced plots created through the Ministry = 3,787 • The Ministry is working in partnership with the Presidential

Technical Committee on Land Reform, and other stakeholders, to address the plethora of issues in land administration and management. The aim is to ensure that land owners have secured titles and bankable assets.

• Discussions are on-going with State Governors to reduce the cost of land title applications and turnaround time to approve land applications in order to bring down the prices of houses for the citizenry.

• In addition, efforts are being intensified to update and upgrade the land data-base management/processing system in the country.

Since the inauguration of President Jonathan’s Administration on 29th May, 2011, a total of 16,447 housing units were added to the national stock through various interventions by the Ministry and its two Parastatals, namely the Federal Mortgage Bank of Nigeria (FMBN) and the Federal Housing Authority (FHA). These include: • 238 housing units under the Prototype Housing Scheme; • 2,009 housing units under Public-Private

Partnership/Contractor Finance; • 1,756 housing units through the Federal Housing Authority

(FHA); • 4,934 housing units through mortgages created by the

Federal Mortgage Bank of Nigeria (FMBN); and • 7,510 housing units through estate development loans

provided by the FMBN.

Achievements Cont’d FHA New Town Development Scheme in Abuja • In its determination to further drive the development of

the Federal Capital Territory, the Federal Housing Authority (FHA) applied to the Federal Capital Territory Administration (FCTA) for the allocation of 2,000 hectares of land at Kuchiko and Ija Districts for the provision of 25,000 housing units under the Abuja New Town Development Scheme. It is gratifying to note that at the Mortgage Finance Roundtable held on Thursday, 3rd May 2012, the Honourable Minister of FCT announced the approval of the allocation of 1,000 hectares of land to FHA for the Housing Scheme.

ALTERNATIVE BUILDING TECHNOLOGIES • A significant development in the current effort at

housing delivery, is the adoption of alternative building technologies in some of the project sites. Worthy of note, are the light gauge steel construction technology, plasswall and plassmolite technology, hydraform technology, and burnt bricks.

• The delivery of the housing units at Kuje, using the light gauge steel technology, has been facilitated by the establishment of a factory for the production of steel profiles. The factory has the capacity to produce the components for two housing units in a day. During housing construction, fifteen (15) people work on a twin block of three bedroom and build it in ten (10) days after foundation.

• The Ministry has been supporting the “Bill on Social

Housing for Nigeria” which is awaiting passage by

the National Assembly.

• The Ministry is also, partnering with Cyrus Projects

Nigeria Limited, a consortium of Nigerians in the

Diaspora, to build unity villages in the country, totalling

10,000 units in each of the six geo-political zones.

Under the Agreement, the Ministry is currently funding

the provision of infrastructure for the social housing

component of the project in a pilot phase in Lafia,

Nasarawa State.

• The Ministry, in collaboration with the ASO Savings & Loans

Plc and the Federal Mortgage Bank of Nigeria, is developing

144 mixed housing units of 1-3 bedroom apartments at Lugbe,

Abuja. The foundation laying ceremony took place on

Tuesday, 24th April, 2012. The project is, however, currently

encumbered pending the resolution of some outstanding

issues with the FCTA/FCDA.

• In addition, estate developers are enjoined to embrace the

concept of mixed development in housing delivery and ensure

that at least 20% of the total number of housing units built in a

project site are allocated to low-cost housing ranging between

N1.5 million – N5.0 million for 1-3 bedroom houses.

• Moreover, the Ministry is collaborating with domestic

producers for the supply of building materials to estate

developers at factory prices.

• Apart from efforts towards rehabilitating and maintaining the 23 existing Federal Secretariats in the country, the Federal Government, through the Federal Ministry of Lands, Housing and Urban Development, is currently undertaking the construction of 6 new Secretariats at a total cost of N15.284 billion.

• The new Secretariats are located in each geopolitical zone, namely Awka, Anambra State (South East); Yenagoa, Bayelsa State (South-South); Oshogbo in Osun State (South West); Gombe in Gombe State (North East); Nasarawa in Nasarawa State (North Central) and Gusau in Zamfara State (North West). PROFESSIONAL, ARTISANAL AND VOCATIONAL TRAINING/DEVELOPMENT

• 140 Artisans were trained in the Vocational Training Centres of the Ministry

while 56,294 represented the number of professionals in the Housing Sector who graduated from tertiary institutions in 2011 and 2012.

• A School of Architectural and Building Technicians is being established in Kuje, and will be fully equipped as funds become available.

• Efforts are being made to establish 6 more skills acquisition/vocational centres in the country, with the support of the SURE-P, and to review the curricula for artisanal and vocational training in Nigeria, in conjunction with relevant institutions.

• Plans are underway to upgrade the existing vocational and trade centres of the Ministry as nodal centres of excellence.

• Discussions have also been held with the National Home Builders Association in the United States of America and other interested partners with a view to jointly conduct training programmes to improve the skills and competencies of professionals, artisans and craftsmen in the housing and urban development sector.

• Cutting edge practices and models in professional and vocational training and development in the United States of America, the United Kingdom, Malaysia, Turkey and Germany are also being considered for adaptation in the country.

HOUSING/MORTGAGE FINANCE

• In consonance with the key recommendations of the Stakeholders’ Workshop on Housing/Mortgage Finance held on 3rd May, 2012 a Mortgage Refinancing Company (MRC) is being established (with a US$300 million IDA Credit from the World Bank) to create more mortgages in support of home ownership in Nigeria. The Company is expected to take-off before the end of this year.

• In year 2012, the Federal Mortgage Bank of Nigeria (FMBN) moved from the dispensation of recording losses annually, to making profits. This is very heart-warming.

• In addition, more contributors are joining the National Housing Fund (NHF) under a new e-collection system for an efficient, more transparent and accountable system of fund collection and remittance.

• A new product targeting the provision of housing finance to Nigerians in the Diaspora, has been developed by the Federal Mortgage Bank of Nigeria (FMBN). An estimated 17 million Nigerians reside outside the country, and targeting 1 million Nigerians within the first year of the “Nigerians in Diaspora Mortgage Scheme” will provide the sum of US$100 million to FMBN as monthly contributions (ie. US$100 per person per month).

• Another product on the FMBN shelf that will provide opportunities for Nigerians to own houses, is the Rent-To-Own Product. Under the Scheme, people will pay rent on the houses as part of the cost of the houses, on rent-to-own basis.

• Moreover, mortgage access for informal sector workers was created and launched on 5th December, 2011 under the Informal Sector Cooperative Housing Scheme, aimed at addressing the housing finance needs of low-income and informal sector groups such as artisans, bricklayers, mechanics, farmers and market women. It is gratifying to note that the response to the Scheme has been overwhelmingly positive. The first 300 housing units financed under this Scheme by First World Communities Co. Ltd (a cooperative housing development company) is to be launched in Lagos soon.

• Efforts are also, being made to harness other sources of funds in support of a sustainable mortgage finance system and housing development involving the possible use of unclaimed dividends, pension funds, dormant accounts, among others.

JOB CREATION

• The housing and urban development sector is recognised worldwide as being immensely valuable in terms of job creation because the construction of housing units requires the services of a pool of professionals such as architects, engineers, quantity surveyors, and artisans such as draughtsmen, bricklayers, electricians, iron benders, painters, tillers and various vendors.

• In addition, the sustainable funding of housing delivery promotes investments in the production of building materials and boosts linked businesses, all of which help to increase employment generation in the economy.

• During the period under review, the Sector contributed its own quota to job creation through the employment of 1,568,286 persons in the Ministry’s housing projects, those of its Parastatals, and in the informal sector through the sale of building materials across the nation.

• The number is even larger if those employed in all the housing projects in the country are added into this pool.

• The urban and regional development agenda is being pursued through such programmes as slum upgrading, articulation of a National Physical Development Plan, and the development of Urban and Housing Indicators.

• At the 24th Session of the Governing Council (GC-24) of

the United Nations Human Settlements Programme (UN-

HABITAT) held at the UN-Headquarters in Nairobi,

Kenya from 15th – 19th April, 2013, the Hon. Minister of

Lands, Housing and Urban Development, Ms. A. I.

Pepple, CFR, was unanimously elected as the

President of the 24th Governing Council of UN-

HABITAT for the period 2013-2015, in accordance with

the Rules of Procedure of the Council.

• This is historic, being the first time of Nigeria’s election to

the position of President of the 58-Member Governing

Council of UN-HABITAT since its inception in 1978.

• The 24th Session was attended by 1,144 delegates from

MOVING THE SECTOR FORWARD

Institutional Strengthening

• Currently, the Ministry is repositioning itself under a Change

Initiative of an Institutional Strengthening Programme (ISP). The

Programme is being undertaken collaboratively with the UK-

Department for International Development (DFID), under its

Federal Administration Reform Programme (FEPAR). The Office of

the Head of the Civil Service of the Federation, the Bureau of

Public Service Reforms and the Federal Civil Service

Commission are key partners providing the necessary support and

guidance.

• The programme involves the implementation of a number of change

initiatives, including a Comprehensive Review of the Vision and

Mission Statements of the Ministry, Organisational Restructuring,

Development of a 4-Year Strategic Plan, Institutionalization of a

Performance-Driven Culture for Organisational Effectiveness and

Improved Service Delivery.

• Restructuring of the Federal Housing Authority (FHA) for the

effective and efficient discharge of its mandate.

• Implementing the proposed mortgage liquidity facility through

the successful establishment of the Mortgage Refinancing

Company (MRC).

• Recapitalization of the Federal Mortgage Bank of Nigeria

(FMBN).

• Development of a Housing and Urban Development Road

Map to give effect to the National Housing Policy and the

National Urban Development Policy, in terms of coordination

and coherence as well as impact and sustainability.

• Implementation of the set of recommended Actions at the

Presidential Retreat on Housing and Urban Development

in the following five thematic areas, namely: Land Titling,

Housing Finance, Affordable Housing, Low-Income/Social

Housing, and Urban Development .

• Use of additional sources of funding for housing development such

as pension funds, unclaimed dividends and dormant accounts as

proposed during the Presidential Retreat held on 12th Nov. 2012.

• Promotion of mixed housing development for all income groups.

• Adoption of various housing delivery models for mass housing

development [namely: New Towns Development; Cooperative

Housing; Public-Public Partnership (Pb-Pb-P); Public-Private

Partnership (PPP); Regeneration (including completion of

abandoned houses); Rental Housing; and Sites and Services

schemes].

• Exploiting alternative technologies in housing development.

• Capacity building to bridge the gap in skilled labour by upgrading

existing trade centres, crafts schools and vocational training centres.

• Establishment of new training centres and reviewing the Curricula in

tertiary institutions offering building related courses.

• Increasing Nigeria’s share capital in Shelter-Afrique, with an

envisaged 17% of the entire shareholding of the Company, so as

to improve access to credit facilities for housing and related

infrastructure development.

• Championing the African Urban Agenda, in collaboration with

UN-HABITAT, in view of the need to deal decisively with the rapid

population growth and deteriorating living conditions of human

settlements in the continent. This is instructive, bearing in mind

that by 2025, more than 60% of Nigerians will live in Cities.

• Spearheading the National Consultative Process for the post-

2015 Development Agenda and the Habitat III Conference.

• Designing and implementing a National Programme on Making

Slums History as part of a global challenge for 2020.

• Land is a prized asset. Its accessibility will ensure wealth creation and reduce poverty levels across the country, as well as promote a more equitable society.

• Housing has been universally accepted as the second most important essential human need. The right to adequate housing is considered a core human right.

• Housing is the bedrock of the economies of developed nations. In more advanced economies (e.g USA, Great Britain and Canada), it contributes between 30%-70% of the GDP.

• The Nigerian Financial System Strategy (FSS 2020) has assigned special roles to the housing sector, expecting it to drive the financial system and contribute not less than 20% to the GDP by the year 2020.

• The housing sector has the potential to generate huge employment opportunities, reduce crime rate, increase productivity, raise standard of living of the populace and alleviate poverty.

• Our cities are also centres of economic growth and

centres for commerce and wealth creation, and for the

promotion of healthy living environments.

The Federal Ministry of Lands, Housing and Urban Development is determined to continue playing a leading role (through the provision of policy direction, technical and administrative support for all stakeholders) in the housing and urban development sector towards becoming an effective national development tool.

I strongly believe that with all the set mechanisms already put in place, and all hands on deck, we shall meet the set targets of Mr. President and the expectations of the citizenry for the transformation of Nigeria’s housing and urban development sector.
