BACKGROUND INFORMATION

Housing is universally accepted as the second most

important human need, after food, hence, the Nigerian

State is enjoined by Section 16(1)(d) of the 1999

Constitution under the Fundamental Objectives and

Directive Principles of State Policy “to provide

suitable and adequate shelter for all Citizens’’.

Under the Transformation Agenda and Vision 20: 2020,

the provision of accessible and affordable housing is

one of the strategic national imperatives for

• Prior to this, between 1975 and 2010, most of the functions of theMinistry were performed under various other Ministries, such asHousing, Works and Environment.

• The frequent changes in the status, tenure, nomenclature andmandate of the Ministry over the years, have adversely affectedthe Ministry in discharging its functions efficiently andeffectively.

• It is, however, encouraging that today, sufficient attention isbeing accorded by the present Administration, to its corefunctions of Land Administration, Housing Delivery and UrbanDevelopment. 4

HOUSING/MORTGAGE FINANCE

• In consonance with the key recommendations of theStakeholders’ Workshop on Housing/Mortgage Finance heldon 3rd May, 2012 a Mortgage Refinancing Company (MRC) isbeing established (with a US$300 million IDA Credit from theWorld Bank) to create more mortgages in support of homeownership in Nigeria. The Company is expected to take-offbefore the end of this year.

• In year 2012, the Federal Mortgage Bank of Nigeria (FMBN)moved from the dispensation of recording losses annually, tomaking profits. This is very heart-warming.

• In addition, more contributors are joining the NationalHousing Fund (NHF) under a new e-collection system for anefficient, more transparent and accountable system of fundcollection and remittance.

• A new product targeting the provision of housing finance toNigerians in the Diaspora, has been developed by the FederalMortgage Bank of Nigeria (FMBN). An estimated 17 millionNigerians reside outside the country, and targeting 1 millionNigerians within the first year of the “Nigerians in DiasporaMortgage Scheme” will provide the sum of US$100 million toFMBN as monthly contributions (ie. US$100 per person permonth).

• Another product on the FMBN shelf that will provideopportunities for Nigerians to own houses, is the Rent-To-Own Product. Under the Scheme, people will pay rent on thehouses as part of the cost of the houses, on rent-to-own basis.

• Moreover, mortgage access for informal sector workers wascreated and launched on 5th December, 2011 under theInformal Sector Cooperative Housing Scheme, aimed ataddressing the housing finance needs of low-income andinformal sector groups such as artisans, bricklayers, mechanics, farmers and market women. It is gratifying to notethat the response to the Scheme has been overwhelminglypositive. The first 300 housing units financed under thisScheme by First World Communities Co. Ltd (a cooperativehousing development company) is to be launched in Lagossoon.

• Efforts are also, being made to harness other sources of fundsin support of a sustainable mortgage finance system andhousing development involving the possible use of unclaimeddividends, pension funds, dormant accounts, among others.

Page 98: MP2013: Presentation by the Ministry of Lands, Housing and Urban Development

JOB CREATION

• The housing and urban development sector is recognised worldwideas being immensely valuable in terms of job creation because theconstruction of housing units requires the services of a pool ofprofessionals such as architects, engineers, quantity surveyors, andartisans such as draughtsmen, bricklayers, electricians, iron benders, painters, tillers and various vendors.

• In addition, the sustainable funding of housing delivery promotesinvestments in the production of building materials and boosts linkedbusinesses, all of which help to increase employment generation inthe economy.

• During the period under review, the Sector contributed its own quotato job creation through the employment of 1,568,286 persons in theMinistry’s housing projects, those of its Parastatals, and in theinformal sector through the sale of building materials across thenation.

• The number is even larger if those employed in all the housingprojects in the country are added into this pool.
