CIVITAS SUMPs-Up enables planning authorities

across Europe to embrace SUMP as the European-

wide strategic planning approach, especially in

countries where the take-up is low and the negative

effects of transport are severe.

– SUMP learning & capacity building programme

– Selection of take-up cities via annual calls

– Financial incentives

– Inventory of effective planning tools

Methodology

• The survey was carried out in Feb 2017 in 10 EU languages.

• Transport planners representing cities from all EU countries were invited by the city networks EUROCITIES, Polis, ICLEI, UBC and through Eltis,CIVITAS, EMW, Covenant of Mayors etc.

• They were asked 13 questions about city characteristics, drivers and barriers for SUMP development, the current state of transport planning, needs for support and innovative approaches.

Methodology and objectives

• The survey was carried out in Jan and Feb 2017 in 10 EU languages.

• Transport planners representing cities from all EU countries were invited by the city networks EUROCITIES, Polis, ICLEI, UBC and through Eltis,CIVITAS, EMW, Covenant of Mayors etc.

• They were asked 13 questions about city characteristics, drivers and barriers for SUMP take-up, the current state of transport planning, needs for support and innovative approaches

• The aim of the survey is to understand what support city administrations need to be able to develop and implement Sustainable Urban Mobility Plans.

• The results are the basis for a tailor-made capacity building program addressed to cities and a dialogue with national governements about SUMP policy framework.

• In SUMPs-Up, 100 cities all over Europe and 200 mobility experts are invited to participate in a dedicated SUMP Learning Program.

• 70% of all respondents are working for a city administration or public transport organisation

Support for policy development and implementation

• For fields such as urban logistics, telematics and automation support in the identification of policies and measures is needed, whereas

• for walking, cycling, public transport, car parking (an others) support for the implementation of measures are needed

• Detailed analysis and validation (focus group meetings)

• Report on ‘User Needs Analysis for Take-Up’ + ‘City Profile matrix’

National Focal Points of PROSPERITY countries concerned with trainingswere encouraged to ask further practitioners, authorities and stakeholders in their country.

Results from PROSPERITY will be checked against results of needs from the general user needs assessment (carried out by SUMPS UP) and used for planning of country-specific training activities.

PROSPERITY TRAININGS

• Face to face 4 day training events

• Between autumn 2017 and end of 2018

• Trainer-Tandem of experts and Champion City representatives

• Training is open for cities; participation is free

• Travel and subsistence costs is provided for up to 20 city representatives per country
