Outcome 2: Improved Energy Efficiency of public buildings in Khovd and Zavkhan aimags demonstrated

Output 2.1 Qualifications of the private sector (Construction companies, Specialists, Architects, Engineer, Suppliers and Service Companies) at soum and aimag level for the implementation of energy efficiency projects in public buildings have improved

Output 2.2 Evidence of the benefits from thermo-insulation of public buildings is available

Output 2.3 A conducive environment for the rational and structured operation, maintenance and rehabilitation of public buildings is created

Output 2.4 The users of building and heat suppliers have reached an agreement on energy efficiency and energy savings based on evidence based dialogue

Output 2.5 Strengthening the ability of the local government to develop action plans, standards and protocols and to enforce them

Two buildings will be pilot cases to show how Energy Efficiency (= insulation) in practice can be carried out.

There is a matching fund (50 – 50 basis) arrangement provided for Energy Efficiency renovation works in public buildings

Outcome 3 outlines support to establish Energy Managers and Energy Auditors. As a part of their (planned) tasks, there is a need for some kind of standardized Energy Efficiency Certificate.

The Energy Efficiency Certificate consists of standard parameters

< – – Energy Efficiency Certificate for the Kindergarten in Khovd to be renovated (draft).

The target is to improve the standard (energy consumption/m2 and year) from E to C.

A 50% – or more – reduction of energy consumption is estimated.

The evaluation will be accomplished after the winter season 2014/2015.

58 windows were changed to 2-glass vacuum type.Most of the materials were produced locally.

It was a very clear division between female and male tasks.

Khovd Kindergarten #5 insulatedDifference between supply and return temperatures is much less than in the other building.

The difference between supply and return temperatures increases when it gets cold.

Data will be gathered on a 15-minutes bases from 2 insulated + 2 not insulated kindergartens. Hopefully there will be a lot to learn from this data.

There is a matching fund (50 – 50 basis) arrangementprovided for Energy Efficiency renovation works in public buildings.Approximately six additional public buildings will be refurbished.Invitations / applications sent out to local governments to participate in theprogramme.

The cost for the refurbishing of the kindergartens is around EUR 125,000 each.With the current heat tariffs (and generally the energy tariffs) there is no direct economic incentive to insulate buildings.Life cycle cost is an “unknown” parameter.

However, it is probably better to renovate (not too) old Soviet style buildings than to demolish the old one and construct a new!?
