Brief Introduction on Workshop With the purpose to assess the implementation of management plan for Protected

Area in Altai Sayan Eco-Region in Western Mongolia, to share experiences, and jointly identify main challenges encountered the management plan implementation, the workshop on Implementation of Protected Area Management Plans and their Results was organized in Khovd Aimag center on 08-09 December, 2008.

The workshop was attended by 25 specialists and management team members from

seven Protected Area Administrations that manage and supervise six Strictly Protected Areas, 10 National Conservation Parks, and two Nature Reserves that lie in Altai Sayan Eco-Region. The Protected Areas in the eco-region are very specific with their ecological conditions that include alpine, tundra, flat plains, forest steppe ecosystems and internationally important wetlands (listed to the RAMSAR Convention).

In order to ensure adequate efficient enforcement and upgrade the Protected Area

conservation regimes, the management plans are developed and implemented for Protected Areas. At the moment, management plans for Khokh Serkh, Myangan Ugalzat and Munkh-khairkhan Protected Areas in the Altai Sayan Eco-Region are being developed and discussed by relevant stakeholders. The rest of Protected Areas in the eco-region, have had their management plans and the plans are in progress of their implementation. Some of the Protected Areas have had their second management plans that are in their development and approval phases.

Up to now, no any specific review or assessment on implementation process of

Protected Area management plans has been conducted. However, this workshop was designed to assess or review the implementation process of Protected Areas in the eco-region through development and use of a methodology for PA management plan appraisal.

Methodology of Management Plan Implementation Appraisal Basically, a management plan for Protected Area consists of the following three parts:

Part one: covers mostly research data and findings particularly on biological

diversity, natural features, and resources of the Protected Area. Accordingly, the part one includes all relevant research findings and information on wildlife (plant and animal) species, forests, water resources, soil erosion, tourism activities, historical and cultural sites and their current states.

Part two: covers all reasearch findings and data relavant to potential and actual

threats and pressure to the biodiversity, natural resources. The part two also includes descriptions of living conditions of local communities, population, levels of ecological education, seasonal movements and settlements of herders (land use practices), animal husbandry, pastureland degredation, and overgrazing, illegal hunting, mining operations, tourism activities, infrastructural development, ubsustainable use of non-timber forest products and woody plants, fires, and climatic change impacts.

Part three: covers management options for reduction and elimination of potential and actual threat and pressure causes. This part also covers public awareness activities,

monitoring and patrolling, options for improvement of public participation, restoration activities, Protected Area management and material resources, and budget.

The impelementaion of the activities relevant to three parts above mentioned was

assessed with 0-5 scores. Appraisal or Ranking values: 0- The issue is not contigent/relevant to the PA. 1- Ongoing implementation of the activity is 1-20 per cent. 2- Ongoing implementation of the activity is 21-40 per cent. 3- Ongoing implementation of the activity is 41-60 per cent. 4- Ongoing implementation of the activity is 61-80 per cent. 5- Ongoing implementation of the activity is 81-100 per cent. For appraisal, we assessed the implementation of management plans of specific PA

setting a period of time.

Overall assessment of PA management plans Regarding the implementation of research and monitoring on biological diversity and

natural resources that are required to be immediately conducted throughout the PA system of Altai Sayan Eco-Region, as stated in the management plans, the 50-60 per cent of forest, fauna, and water have been completed so far. However, the 34-42 % researches and monitoring on soil erosion, tourism and historically and culturally significant areas have been completed (Graph1). Overall, the 55-62% of activities stated in the management plans for Turgen and Tsagaan Shuvuut SPAs, and Siilhem, Munkh-khairhan, and Khovsgol NCPs have been implemented, while the implementation of researches and monitoring on biodiversity and natural resources stated in the management plans for Ulaan Taiga and Altan Els SPA and Tsambagarav, Myangan Ugalzat and Devel Aral NCPs is unsatisfactory or 27-40 % (Diagram 1).

Among the researches and monitoring on potential and actual threats and pressures to biodiversity and natural resources throughout the Proteected Area system in Altai Sayan Eco-Region, the researches on ecological education of local communities residing the PAs and infrastructural impacts have been conducted unsatisfactorily (or 43-49 %) (Diagram 2).

According to the assessment findings, the research and monitoring on potential and

actua threats and pressures to biodiversity and natural resources in Khokh Serkh and Ulaan Taiga SPAs has been conducted unsatisfactorily (or 35-45 %).

61.5 per cent of public awareness activities, 70.5 per cent of community participation tasks, 71.2 per cent of patrolling and monitoring, 58.1 per cent of restoration activities, 60.6 per cent of administration and managemen tasks, and 55.5 per cent of material resources as stated in management plans for PAs in Altai Sayan Eco-Region have been completed and undertaken (Diagram 3).

Demarcation within PAs has been unsatisfactorily (or 45 %) accomplished, issuance

of powers of environmental inspectors to PA rangers is 30 %, and capacity building of rangers is 53.3 %. According to the overall accomplishment of management plan activities the public awareness activities have been successfully conducted in Uvs Nuur Basin SPA, Sharga Mankhan NR, and Khovsgul NCP. However, the public awareness activities wer unsatisfactorily (or 50 %) conducted in Mongol Altai Nuruu, Khasagt Khairkhan and Khoridol Saridag SPAs.

Accomplishment of patrolling and monitoring within PAs is more thant 60 %. Among the PAs, Uvs Nuur Basin SPA administration is successfully dealing with the tasks.

Regarding the improvement of community participation in natural resource management, the task has been unsatisfactorily dealt with.

According to the overall assessment findings, the conseravation tasks stated in the management plan for Sharga Mankhan NR, Uvs Nuur Basin SPA, and Khovsgol NCP have been successfully undertaken. Nevertheless, the conservation tasks stated in the management plans for Ulaan Taiga SPA and Devel NR has been unsatisfactorily implemented.

Based on the findings and results above mentioned, the Recommendations on focus on potential improvement for 2009 have been made.

Most immediate or important tasks to be dealt with in the future: Workshop participants identified the most immediate or important tasks to be dealt

with for 2009 e.g. studies on ecological education of local communities, improvement of community participation in natural resource management, capacity building of rangers and researchers and specialists, demarcation of PAs, and improvement/ upgrading of conservation management of Devel NR and recommended the following tasks to jointly deal with:

1. Conduct studies on ecological education of local communities:

• Researchers and specialists of Uvs Nuur Basin SPA administration will develop research methodologies by 1 February 2009 and distribute the draft methodologies to other PA administration for comments;

• PA administrations shall post their research reports on www.econet.mn by 01 May 2009 for information sharing having sent them to WWF Mongolia,

2. Improvement of community participation in natural resource management:

• WWF Mongolia and a project Community based Conservation of Biodiversity in Altai Sayan region will jointly organize a workshop on community participation for PA specialists and rangers in Uvs Aimag in the first half of March 2009.

• Khar Us Nuur NCP administration will organize a festival of community group development in Khovd Aimag in September 2009.

3. Demarcation:

• In overall, demarcation of PAs in Altai Sayan region is poor. Due to poor demarcation throughout the PAs, it is unclear where the PAs lie and the PAs are hardly recognized. Thus, PAs in the region need immediate demarcation. Some PAs need repairing or renewing demarcation points. PA administrations need to have required funds for demarcation through allocating funds in their annual budgets. The PA administrations have been assigned with the task to estimate required funds, submit to MNE for approval and commence the tasks immediately.

• It has been agreed to renew and update the nformation bulleten boards at their expenses.

4. Improvement of current Devel NR conservation management:

• Conduct researches and assessments on biodiversity; • Assess the current status of natural resource uses and make recommendations

on improved conservation management; • Implement community participation based conservation management; • Have conservation regimes approved by respective Aimag Citizen’s

Representative Khurals and Governors and follow up their enforcement; 5. Capacity building of rangers:

• Training on research methodology of fish resources; • Training on methodologies on planting of very rare plants by their seeds; • Training on improvement of presentation and reporting skills for rangers; • Training for improvement of biological education/knowledge for rangers; • Training/ workshop on forest management; • Training/workshop on identification of pastureland reserves and carrying capacity

and monitoring methodologies;

At the end of workshop, the participants have agreed the PA administrations would annually do (regularize) their self assessment having dealth with the achievements and lessons learnt as well as sharing experiences. They have agreed to organize 2009 self assessment meeting at Khovsgol NCP administration in September 2009.

WWF Mongolia organizes on-line training on Protected Areas-Eco Tourism from

10 to 2 December for specialists and researchers of PAs in Altai Sayan Eco-Region. The host organization introduced and handed in technical methodological instructions to participants. Researchers and specialists including Nazguli and Amanbek from Mongol Altai SPA administration, Narantsetseg, Jamyanjav, Khulganaa, and Purevdorj from Khovsgol Nuur NCP, Javzansuren from Uvs Nuur Basin SPA, Ganzorig and Tseveensuren from Khar Us Nuur NCP, Jargaltsetseg, Olonbaatar, and Tsetsegbadam from Sharga Mankhan NR and Bayanmunkh and Bayarsaikhan from Munkh-khairkhan NCP will attend the upcoming online training. Training on Protected Areas-Eco Tourism consists of four sections and each section has its exams. The participants, who will attend the upcoming training, will take final exam on 26 December.
